3 04 STAKEHOLDER LETTER TO OUR VALUED STAKEHOLDERS: The efforts by the Midtown Association to program the Midtown parks has breathed new life into stagnant spaces. Through event recruitment and support, programming has successfully improved the quality of life of the community surrounding the parks, like Fremont Park. We are pleased to share the activities of the Midtown Association from January 1 through June 30, This is the first year of the PBID s expanded ten-year term, and the Midtown Association boundaries now include zones in both Midtown and the Alhambra corridor. We proudly serve 1,254 parcels throughout 92 city blocks and the PBID District annual budget has increased to more than $1.5 million. The Midtown Association s strategic plan remains focused on the items most important to you, including: Reducing homelessness and providing clean and safe services Creating a unique sense of place Improving communication to simplify parking and transportation for visitors Supporting responsible infill development projects Attracting investments in infrastructure including lighting and landscaping Making Midtown the center for culture, creativity, and vibrancy in Sacramento s urban core Since the inception of the PBID, the Midtown Association Board has exercised its authority to increase the annual assessment by 3%, which they ve elected to continue in This allows the PBID to deliver service at the same level despite increases in the cost of doing business. Services continue to be analyzed for efficiencies as well, to not only maintain, but increase our offerings. For more information on the strategic plan, please visit CLEAN & SAFE SERVICES Jan 1 June 30, 2017 EVENTS & ATTENDANCE Jan 1 June 30, 2017 In 2017 the Midtown Association expanded their district from 50 to 92 blocks. They didn t miss a beat being supportive to the property owners, businesses, stakeholders, and all other agencies within their district. 7 12 ELEVATING MIDTOWN 13 FINANCIALS ELEVATING MIDTOWN FINANCIALS These are the major categories, accomplishments, and future objectives the Midtown Association (MA) is focusing on per the Strategic Plan. TRANSPORTATION To inspire visitors, residents and employees to embrace and use alternative transportation methods to make Midtown a less vehicle dependent community, the MA advocates for transportation infrastructure. ACCOMPLISHMENTS Played a key role in the passage of the Streetcar Community Facilities District (CFD) which will help leverage $75-$100 million in Federal funding to build a 3.3 mile streetcar line spanning from Midtown to Downtown to West Sacramento. Partnered with Sacramento agencies to launch the Bike Share Program with a pilot phase in May of 2016, which offers 150 bicycles in operation and four Midtown bicycle stations. Design and deliver specific messages to attract nearby community residents to visit and to park easily in Midtown. Advocate for technology upgrades in the East End Garage to make it a more inviting garage for Midtown parking. INFILL DEVELOPMENT To promote the unique experience of urban living, the MA works with developers and local agencies to encourage responsible and diverse, high-quality infill development. ACCOMPLISHMENT 1,210 residential units in either the entitlement process, approved, or under construction including 19J, Q19, 20PQR, 1717 S Street, and more. Reduce barriers to developing through advocacy in the city s Downtown Specific Plan to streamline the development process for Central City parcels. Continue focusing on increasing the supply of housing units to reduce the burden on the existing housing inventory. REDUCING HOMELESSNESS To provide a welcoming and inviting community, the MA reduces graffiti and litter, and addresses homelessness. ACCOMPLISHMENTS Provided over 7,300 hours of proactive outreach and ambassador and navigator patrols. Partnered with local agencies to advocate to update the city code to encourage positive behavior. Partner with agencies that look to address the root cause of homelessness by providing a housing first approach, including wrap-around services. INFRASTRUCTURE Attract and invest in infrastructure projects that enhance lighting efforts, beautify public spaces and landscaping, and provide significant community amenities. ACCOMPLISHMENTS Completion of the Truitt Bark Park at 19th and Q streets. Encouraged and advocated for a Convention Center redesign that connects the Convention Center to Midtown. Enhance wayfinding methods in Midtown to better help visitors navigate the environment. Develop a streetscape plan for Stockton Blvd near the commercial corridor of Alhambra Blvd. PLACEMAKING Activate the District by increasing the number of pedestrians and cyclists in parks and at natural activity centers. ACCOMPLISHMENTS Implemented technology to track bicycle and pedestrian activity through the 24th and K intersection. Launched the Event Support Program, which attracted 26 events to the District.
