Brazil, they say, is the country of the future and it will always be. In fact, there have always been two Brazils. There is the Brazil of the imagination, a glittering vision of wealth and progress, and there is the Brazil of reality, where despair and inequality are the lot of all except a privileged minority. Indeed, the country is stretched between the developed and underdeveloped worlds. It is the eighth largest economy on the globe, boasting high-tech industry and renowned universities. At the same time, it suffers all the ills of Biafra starvation, poor health, massive illiteracy and tragically high infant mortality. Some Brazilian economists call their country Belindia, a modern, industrialized Belgium of prosperity, encircled by a vast India of underdevelopment. The contradictory worlds of Belindia persist in Brazil to this day. The question is how to bring them closer together without political conflict.
