Would you support legislation that would prevent the jailing of striking teachers but impose uniform financial penalties for those who engage in illegal strikes and job actions?! Yes In a perfect world, if teachers are being treated unfairly, they have as much right to strike as any other worker and should not be penalized. However, in my town, teacher s minimum starting salary is more than that requested by the NJEA. Benefits and pay increases far exceed those in the private sector. In such cases, where teacher demands are unreasonable, school boards should have the right to replace them. 2. Do you believe school boards should have the ability to save tax dollars by subcontracting nonacademic services?! Yes And academic if that s what it takes to get children excellence in education at a reasonable cost! 3. Do you believe every state budget must include the full amount of state aid to which school districts are entitled under the law to meet the constitutional obligation to provide a thorough and efficient education?! No response I can t answer this question honestly as you have posed it. Trick question! Municipalities should receive the full amount due them from taxes etc. imposed to cover obligations. These need to be re-evaluated and adjusted so that we are spending tax dollars effectively and efficiently to actually succeed in educating all of our children. 4. Would you support the creation of a commission that would review all existing state mandates to determine if they are still warranted?! Yes to underlined (support review of all existing mandates to determine if they are still warranted.) Lots of taxpayer dollars are buried in commissions budgets. Could an existing commission or department accomplish the same given No Child Left Behind requires much of the data needed and is already being compiled? 5. Do you believe a special session of the Legislature should be convened as soon as possible to develop and approve a plan to achieve property tax reform?! Yes! Absolutely. We need a taxpayers Bill of Rights that includes equitable funding provisions and safeguards so that tax dollars are spent efficiently and on programs that work!

Would you consider an increase in a progressive tax, such as the personal income tax, or a broad-based tax, such as the sales tax, to raise additional funds for school aid and property tax relief?! No response Again, can t answer honestly as proposed. I am against any tax increases until spending is reined in. Once that s done, we need to look at cutting real fat like kickbacks to politicians and perks to politicians supporters. Also, elimination of new spending programs, many of which duplicate federal programs, authorize expenditures, but don t designate dollars allocated or fiscal impact. Then we need to get rid of or revise programs that are failing! Then we need to cut some feel good programs that don t provide a benefit proportionate to their cost especially not in this budget and with projected tax increases required in 2004 (Standard & Poors). I do favor, in theory, a concept like the SMART Tax, wherein upper income taxes are slightly increased and dollars are paid back to relieve the school property tax burden. This is more of a redirection of taxes, rather than an increase. If, to meet current obligations and prevent property tax increases, we must raise taxes, the only common sense tax to raise is on income. I am adamantly opposed to sales tax increases. They are regressive and aren t deductible from Federal (taxes). Property taxes must be drastically reduced. However, if we can approach cutting waste in a systematic, bipartisan manner, I don t think increases are required at all. 7. Do you believe the state mandate/state pay amendment to the state constitution should be amended to guarantee that every state-imposed mandate is fully funded?! No response 8. Would you support legislation that rewards and encourages fiscally prudent school districts by eliminating the need for them to submit their annual budgets to the voters for approval if spending levels are within statutory limits?! No response Please provide additional information. Possibly. I haven t come across this proposal before this. I can see the benefit, but there would need to be a performance evaluation component to be fair to taxpayers. 9. Yes Again with the commissions! Every bill requiring funding before the Legislature should include a thorough fiscal impact statement. We have a legislative office charged with that responsibility. That office needs to do its job! This will be part of a Taxpayers Bill of Rights. 10. Do you believe that unions have too great an influence on the legislative process?! Yes Absolutely! And what is most insane about this is that many of their demands don t really benefit their members. They benefit those who run the union for political and financial gain.
