2 Since its creation in 1957 for the development of the Esplanade district in Strasbourg, SERS has been dedicated to assisting and implementing development projects organised by local authorities. SERS legal status as a semi-public company is one of the keys to the success of this approach. SERS relies on principles of dynamism, rigour and competitiveness of the private sector to manage its business and is responsible for all associated risks. SERS skills and quality achievements make the organisation a major player in terms of local policy activity and a privileged partner for regional companies. SERS works closely with elected officials and local authorities to do business while respecting general interests and adapting to changes in a constantly evolving society by taking into account the social, economic and environmental factors for sustainable development for each individual project. Development and construction operations are run by a team of operation managers, each one responsible for coordinating all the elements of the project. For technical issues, they have a team of specialists at their disposal: planners, architects, engineers, legal advisers, financiers, accountants and geographers. Significant financial means SERS financial business is managed by an agreement with the Caisse des Dépôts et Consignations, a stateowned bank. Each current project is monitored in an individual account and everything is grouped within an operational account that is separate from the company s own account. Operations are financed in three ways: SERS specific resources, disposal receipts and own funds; payment for works from various authorities and partners for each operation; medium or long term specific funding, often guaranteed by local authorities. Garcia-Diaz Suitable technical means To carry out their job to the highest standard, SERS has always strived to have the most efficient technical means at their disposal; It tools are at the heart of the business for both the company s own management and the bodies it administers. Facilitating and accelerating information transfer, supplying useful indicators in real time, developing budget and operational forecasting, being able to fast-track supplier payment, have all been integral to the management tool specifications.

SERS works as a constructor in various fields including culture, sport, leisure, waste disposal, parking, the service industry, secondary and higher education teaching, childhood, managing dependents or even communication. The company works on construction projects for the local authorities as well as new equipment, renovation, building restoration, either by providing assistance to project leaders or by managing outsourced projects. Planning, technical, financial and legal feasibility conditions are defined for each project. Heritage management is a big part of SERS activity as well as its subsidiaries and participations. SERS has created or participated in specialised companies for managing equipment specific to leisure, parking, development or property developers. It provides real estate, legal and financial management, and also operates and manages equipments, particularly for some of its own achievements.
