1 ES4077 Page 1 DES MOINES AREA COMMUNITY COLLEGE EDUCATIONAL SERVICES PROCEDURES FACULTY Section: INSTRUCTIONAL ADMINISTRATION Procedure: Application for Award of and Completion of Online Courses Effective Date: May 13, 2005 Procedure Number: ES4077 I. Scope To define the rules and procedures for the development of and payment of development of Online Courses. II. Institutional Regulation Des Moines Area Community College encourages the offering of courses in various methods to reach our students. One of these is Distance Learning. Des Moines Area Community College realizes that the development of these online courses takes extra time for faculty. The Online Course Development Grant is established to meet these needs. Procedure A. Eligibility All faculty who teach credit courses at Des Moines Area Community College will be eligible to participate in the Online Course Development Grant process. B. Administration 1. The Online Course Development Program is administered under the direction of the Director of Distance Learning. C. Application Procedures 1. The faculty member must complete Online Course Training and Pedagogy Training prior to submitting a grant application for development. 2. Application for an Online Course Development can be made by completing the two parts of the application form. Part Title Page Part Online Course Need and Plan 3. Directions Step 1 Step 2 Step 3 Step 4 Complete all parts of the application form. The faculty member s program chairperson/group leader will provide assistance as needed. The faculty member should work closely with the Director of Distance Learning and/or other Distance Learning personnel in the completion of the plan. The faculty member will obtain the approval signature of the program chairperson/district chair/group leader. The faculty member s program chairperson/group leader/district chair will forward the approved application to the dean/provost for approval. Submit the application form with the plan to the Director of Distance Learning. Upon completion of the development and review of the course, the instructor will be paid.

2 ES4077 Page 2 4. Only one application from a faculty member may be considered at any one time. An applicant cannot be granted a second Online Course Development Grant until the first one is completed. D. Deadline for Application 1. Completed applications may be submitted to the Director of Distance Learning at any time. Work on the course must be completed one month prior to the start of the semester in which it will be offered in order to address any platform issues. E. Compensation 1. On-Line Course Development will be funded at $500 per credit hour. Release Time is not available for Online Course Development Grants. If an exception to that is required, the appropriate supervisor and the Executive Vice President of Academic Affairs must approve this prior to the beginning of the project. 2. Approved applications for revision of on-line courses will be funded at a maximum of $500. Revision of On-Line courses will be approved only if more than 70% of the course content has changed, a new book is being used, there are visual additions, or a different delivery method is developed. 3. Payment to the applicant will be made when all requirements have been met as outlined in the Application Form and certified by the grantee s dean/provost. 4. A verification of completion, PAN-P12, an Online Course completion check sheet, and timesheet B-406A, will be required from the recipient of a grant. These forms will require the signatures of the recipient s supervisor and dean/provost. F. Web Certification Requirements An instructor who teaches online is required to become web certified. The instructor should follow the normal Online Course Development guidelines above, but the course may not be offered more than once online without the instructor becoming web certified. 1. Steps to become web certified include: a) Review the developed course utilizing the Online Course Rubrics b) Teach the course one semester online** c) Have student reviews of the online course** d) Have syllabus reviewed by the program chair and or dean/provost as appropriate. e) Meet with the Director of Distance Learning and review the course with the Rubrics. **t required to be completed before being paid for the faculty grant APPROVED: Executive Dean, Student Services Date: 5/19/05 Senior Vice President, Academic Affairs Date: 6/15/05

4 ES4077 Page 4 Part II. Project Narrative A. Evidence of Need Explain why this course should be taught online. Is it part of a program, needed for businesses, needed for other campuses, etc? B. Plan Complete the Attached Plan and attach to the Project Narrative. For On-Line Course Development, it is expected that the instructor will teach the course in the future. Indicate the anticipated term the course will be taught. C. Evaluation Plan Describe a plan for evaluating the success of the course, the effects of the materials on student learning, and the feasibility of the instructional approach. D. Project Budget Online Courses are paid at $20 per hour and $500 per credit. Therefore, for a three credit course, 75 hours of developmental time would be required. A completed timesheet with the actual hours worked will need to be submitted with the final completion form.

6 Online Course Plan Faculty ES4077 Page 6 Please make sure before you begin the plan that you review the Online Course Rubrics which will be used to evaluate your course. Also, please review the course checklist that should be included upon completion of the development and be turned in with your timesheet and Grant Completion Form. This may also give you some hints to help you develop your plan. Please complete the information below: Course Design: Content: How is content going to be disseminated to your students? In other words, how are you going to share your expertise in the area? Methods are: Written Lectures (items other than in the book); Recorded Lectures; Guidelines and Instructions in Assignments that are extensive and include your knowledge; Discussion Questions where you first share your expertise and then ask for class discussion. Other please explain: Tools: What tools will you utilize in your course to help the students through the course? Examples: Discussion, Links to Outside Sources, videos or recorded lectures; Self Tests; Glossary; Quizzes/Tests; Assignments; Other?

The course should not be a correspondence course and should include some method for the students to interact as they do in a face-to-face course. Examples: Discussions; s; chat rooms; learning communities; group projects/assignments/activities; student presentations; student home pages. Assessment What type of assessment activities will be included in the course? The instructor should include a variety of activities in order to help with different learning styles, and to work on critical thinking skills for students. Examples are: Research and Writing; Peer Review; Case Studies; Readings/Outside Readings; Online Research; Group Projects; Interviews; Worksheets; Learning Objects; Presentations; etc.

For the purpose of this project, course design includes such elements as the structure of the course, learning objectives and instructional strategies. In a well designed course.. The project criteria places emphasis on the type and amount of interaction and collaboration within an online environment. In exemplary courses, learner-to-learner, learner-to-content, and learner-to-instructor interaction and collaboration are exemplified through.. Clearly stated expectations defining minimal levels of student participation Clearly defined statements informing students what to expect in terms of instructor response time. Provide explanation of how to contact instructor if computer or software system is down. The degree to which students interact with each other and the instructor via asynchronous or synchronous tools A deliberate attempt to create a learning community using such strategies as group projects/assignments/activities The course enables critical reflection and analysis of content Course and Syllabus includes software requirements. Students are given explanations on how to utilize technology that is part of the course.
