T say there was little cntinuity and an incherent apprach t hmeland security wuld have been an understatement. The events f September 11, 2001, prvided the impetus fr changing the way hmeland security was perceived. In the early years f this decade there was much cnfusin ver exactly what cnstituted a hmeland security jb, and thus the categrizatin f jbs was difficult. There is mre clarity tday, but the field cntinues t change. The purpse f this reprt is t familiarize the reader with the evlutin f the field f hmeland security and t prvide sme guidance in terms f what the field is tday, and what implicatins there are fr educatrs, gvernment fficials, and business and industry representatives. This reprt prvides infrmatin n the industry in general, and examines ecnmic and wrkfrce trends that will cntinue t affect the industry in the future. Emplyment trends in hmeland security natinally and within Washingtn State are presented and cntrasted. Infrmatin is als prvided n hw t identify the skills and tasks f thse wrking in the field f hmeland security, and resurces have been identified n where further infrmatin can be btained. Lastly, infrmatin is prvided n the significant pprtunities that exist fr cmmunity clleges and infrmatin n mdel prgrams and prjects are presented. This reprt relies heavily n infrmatin and research cnducted by the Department f Labr, Career Vyages and the Occupatinal Infrmatin Netwrk (O-Net), Department f Educatin, Department f Hmeland Security, and the Washingtn State Emplyment Security Department, Labr Market and Ecnmic Analysis Branch. The Evlutin f Hmeland Security This sectin traces the grwth f the hmeland security industry in the past decade. It chrnicles the creatin f the Department f Hmeland Security in Nvember 2002, and its rise t becme the third largest cabinet level department in the federal gvernment. It als includes a cndensed chrnlgy f the Presidential Directives, Executive Orders and ther legislative effrts that have fueled the grwth f this industry. The emergence and imprtance f an all-hazards apprach t emergency planning is presented and stresses that all emergencies begin and end lcally. Explanatins are als prvided, which utline the grwth f the hmeland security industry. In this sectin the challenges facing academia in meeting the educatin and training needs f this industry are explred. Research data is prvided which supprts the ntin that the hmeland security industry is a high demand sectr. Ecnmic and Wrkfrce Trends This sectin prvides examples f sme f the imprtant demgraphic changes bth natinally and in the State f Washingtn that will have a significant impact n ur ecnmy and wrkfrce. As the U.S. ppulatin ages, the labr frce will grw mre slwly during the next decade. The lder labr frce (thse 55 and lder) is prjected t grw mre than five times faster than the verall labr frce. It is believed that the Hmeland Security Trends Analysis,

7 aging wrkfrce will have extensive scietal and ecnmic implicatins, leading sme analysts t suggest that when cupled with the prjected decline in peple ages 16 t 24 in the ppulatin, there will be an increased demand fr, and need t retain lder wrkers. The labr frce is als prjected t cntinue being mre racially and ethnically diverse. The increasing diversity f the wrkplace with different cultures and learning styles represented, will impact the way learning and training is successfully carried ut. This sectin als cvers the grwth in the hmeland security industry and summarizes the emplyment utlk fr hmeland security jbs bth natinally and within the State f Washingtn. Thirteen hmeland security ccupatins (r clusters) are identified, many f them with sub-categries cntaining many ther jb pssibilities. Thugh the hmeland security industry is still emerging there is already cnsiderable infrmatin available cncerning the kinds f skills required and the tasks that will be perfrmed in a whle array f hmeland security jbs. Career Vyages is a cllabrative effrt between the U.S. Department f Labr and the U.S. Department f Educatin and prvides a significant amunt f infrmatin n the tasks, skills, knwledge, abilities, interests, wrk styles and tls and technlgy required fr each ccupatin. T illustrate the value f these research tls, tw examples are prvided. An Emergency Management Specialist (Standard Occupatinal Cde ) is an ccupatin that is defined as a hmeland security ccupatin by the Department f Labr. By cntrast, an Occupatinal Health and Safety Specialist (Standard Occupatinal Cde ) is an ccupatin that is nt hmeland security by definitin, but requires tasks t be perfrmed that are definitely hmeland securityrelated. The Occupatinal Infrmatin Netwrk (O-Net) validates the infrmatin btained at Career Vyages and takes the infrmatin a step further. The categries f infrmatin O-Net prvides fr each ccupatin include: tasks, knwledge, skills, abilities, wrk activities, wrk cntext, jb zne, wrk styles, and wages and emplyment trends. The Rle f Cmmunity Clleges in Prtecting the Hmeland This sectin prvides infrmatin n academic prgrams and prjects at cmmunity clleges acrss the natin. Website links are prvided where repsitries f prgram infrmatin can be fund. One specific innvative prject is highlighted which demnstrates the critical rle that cmmunity clleges play in helping t defend the hmeland. The Partnership fr Envirnmental Technlgy Educatin (PETE) is a natinal cnsrtium f cmmunity clleges invlved in envirnmental, health and safety, Hmeland Security Trends Analysis,

8 energy and hmeland security prgrams and prjects. PETE, in partnership with the American Assciatin f Cmmunity Clleges (AACC) and FEMA S Citizen Crps, have frmed a partnership t prvide The Cmmunity Cllege Citizen Preparedness Prgram. This is a natinal initiative t address the readiness f U.S. citizens t be better prepared fr a natural disaster r pandemic event. Five Cmmunity Clleges selected t be the five lead clleges in this prject are: Miami-Dade Cmmunity Cllege (Flrida), Westmreland Cmmunity Cllege (Pennsylvania), Oakland Cmmunity Cllege (Michigan), Mnre Cmmunity Cllege (New Yrk) and Pierce Cllege District (Washingtn). The lead cllege in hmeland security in Washingtn State is Pierce Cllege District. The Center f Excellence in Hmeland Security at Pierce Cllege was funded in 2004 and facilitates and crdinates Hmeland Security initiatives with a calitin f 34 cmmunity and technical clleges, public agencies, and private sectr rganizatins in the State f Washingtn. The Center prvides and brkers dynamic educatin and training t prepare a skilled wrkfrce t maintain ur natinal security. (See pages 56 59) This sectin als prvides infrmatin n career pathways, which are designed t prepare students fr wrk in the real wrld. Career Pathways als prvide cnsistency and make fr a mre seamless transitin frm ne level f educatin t anther, i.e., frm high schl t a cmmunity cllege and n t a baccalaureate degree granting institutin. Irnically, early in 2001, prir t the event f September 11, a recmmendatin was made by cngress t create a new Natinal Hmeland Security Agency which prpsed cmbining FEMA, Custms, the Brder Patrl, and several infrastructure ffices int ne agency respnsible fr hmeland security-related activities. Hearings were held, but Cngress tk n further actin n the bill. 2 On September 22, 2001, President Gerge W. Bush annunced that he wuld create an Office f Hmeland Security with frmer Pennsylvania Gvernr Tm Ridge as the directr. In the years that fllwed, the grwth f Department f Hmeland Security has been nthing shrt f phenmenal. With ver 200,000 emplyees, DHS is nw the third largest cabinet level department in the U.S. federal gvernment after the Department f Defense and Department f Veterans Affairs.3 T trace the evlutin f hmeland security, ne nly needs t review the lng list f Presidential Directives, Executive Orders, Public Laws, Statutes and ther legislative effrts since In the 107th United States Cngress alne (January 3, 2001 t January 3, 2003), there were dzens f Huse and Senate bills related t hmeland security. These bills generally fell int ne f five categries including, Biterrrism and Chemical Weapns, Emergency Respnse and Hmeland Strategy, Intelligence Gathering, Prtecting Infrastructure, and Transprtatin and Brder Security. T list every bill related t hmeland security is beynd the scpe f this reprt, but t get sme sense f why hmeland security grwth has explded, the fllwing list f Hmeland Security Presidential Directives and crrespnding timeline will give the reader a clear sense f why this grwth has ccurred. All-Hazards Apprach Thugh the threat f a terrrist attack prvided the genesis fr the creatin f the Department f Hmeland Security, the Department is als charged with respnding t natural disasters and ther human and technlgical events as well. T be clear, an allhazards apprach des nt mean being prepared fr any and all hazards that might manifest themselves in a particular cmmunity, but, what it des mean is that there are things that cmmnly ccur in many kinds f disasters that can be addressed in a general plan and that the plan can prvide the basis fr respnding t unexpected events. Emergency plans will rarely cver everything that might be required in a disaster. In the event f any large-scale emergency, the Department f Hmeland Security will prvide a crdinated, cmprehensive federal respnse and munt a swift and effective recvery effrt. Thugh DHS is charged with leading the federal effrt, tragically, ne f the lessns reinfrced frm the events f September 11 and Hurricane Katrina was that all emergencies are lcal. Given the fact that there are 50 states with ver 3,000 cunties in the US, cupled with US territries and insular areas f the US, the greatest challenge facing any administratin will be t ensure the US has a cmprehensive strategy that is truly natinal in scpe. This strategy must be cherent, prvide adequate resurces and als the flexibility t ensure the security f the citizens f the United States. Alng these lines, DHS sends millins f dllars annually t cmmunities and states t prepare fr, respnd t and recver frm a wide range f events. In additin t hiring new emplyees t perfrm the grwing list f tasks and respnsibilities within the department, whle agencies, nce separate entities, have been swallwed up by DHS and are nw represented n the department s rganizatinal chart. Cnsequently, it s n surprise that a department that didn t exist nine years ag is nw the third largest federal agency and nw a cabinet level department. It s als n cincidence that jb pprtunities related t hmeland security have als grwn in the private sectr as well. Critical infrastructure prtectin, business cntinuity planning, industrial and cyber security are just a few f the areas expecting significant jb grwth in the private sectr in the next decade. There is hardly a business r industry in the U.S. that is nt impacted t sme extent by hmeland security. In additin t the thusands f new and emerging jbs in Hmeland Security, it s wrth nting that there are many ther jbs that althugh are nt cnsidered hmeland security jbs nnetheless require certain hmeland security-related skill sets. The Department f Hmeland Security s Office f Grants and Training (frmerly the Office fr Dmestic Preparedness) led the effrt t identify training requirements and skills needed t wrk effectively in the ten key public sectr areas recgnized by the Department as having training, equipment, rganizatin, and exercise requirements. These disciplines include: Public Wrks, Public Health, Public Safety Cmmunicatins, Health Care, Emergency Management Agency, Hazardus Materials Persnnel, Gvernment Administrative, Law Enfrcement, Fire Service, and Emergency Medical Services. 1.2 Challenges fr Educatin Since 2001, the need fr trained prfessinals in hmeland security management and ther hmeland security-related jbs has increased dramatically. As stated by the U.S. Department f Hmeland Security, mre than ever befre these prfessinals must be trained t understand the strategy, peratins and tactics needed t achieve bjectives assciated with preventin, prtectin, detectin, disruptin, respnse, ecnmic stabilizatin and recvery. They must be able t cntinually adapt t the changing nature f the security envirnment and the strategies that arise t deal with emerging threats. Career Vyages is a partnership between the U.S. Department f Labr and the U.S. Department f Educatin has identified fifteen industry sectrs that are cnsidered in demand. T be included n this list, the industry must fit the fllwing criteria: (1) they are prjected t add substantial numbers f new jbs t the ecnmy r affect the grwth f ther industries; r (2) they are existing r emerging businesses being transfrmed by technlgy and innvatin requiring new skills sets fr wrkers. Hmeland Security was identified as ne f the 15 high demand sectrs. 4 The identificatin f Hmeland Security as an in-demand industry has resulted in an explsin f academic prgrams being develped natinally. Sme f these new fferings are credit prgrams (assciates, bachelrs, masters, and dctral). Other fferings include certificate prgrams and a variety f nn-credit prgrams. These prgrams vary in cntent and scpe. Still ther clleges are being creative and carving ut their wn niche by applying fr grants frm federal agencies that have increased Hmeland Security Trends Analysis,

What are the majr challenges fr academic institutins wanting t develp hmeland security prgrams? Sme f the challenges facing academia include: Hmeland security cntinues t evlve and the educatinal needs f thse in the field depend n the threat matrix and realities at the present. Cnsequently, being able t adapt quickly t revise curriculum will be an nging challenge. Alng the same lines, identifying qualified faculty with expertise in hmeland security will als be a challenge. Determining the target market. This shuld be decided by cnducting a labr market assessment f ptential custmers t determine their precise training needs. Shuld the prgram be credit r nn-credit? There is n prgram mre likely t fail than ne that is nt market based and market driven. Recgnizing the technlgy capabilities f students and the ptential digital divide that exists between generatins f students. Will yur prgram be nly in the classrm r thrugh varius technlgy means? Or, will it be a cmbinatin? Will it als include the use f sme f the emerging technlgies like pdcasts, webinars, blgs, and wikis? Knwing the technlgy capabilities f students befre the prgram is created is essential. Recgnizing and adapting t the changing demgraphics f students is an nging challenge fr educatrs as they address the learning styles f an everdiverse student ppulatin. Fcus must be placed n teaching critical thinking skills s the student can apprpriately apply what they have learned n the jb. Besides the many challenges assciated with develping new and emerging hmeland security curriculum, educatrs must als ensure that critical hmeland security-related skills are infused int existing curriculum in thse industry clusters with hmeland security respnsibilities. These are just sme f the majr challenges that face academic institutins interested in ffering educatin and training prgrams in hmeland security, and thugh there are challenges, there are als many pprtunities fr clleges and universities. Since the field f hmeland security will cntinue t grw at a significant rate ver the next decade, pprtunities t develp academic prgrams r centers f expertise will be available. There will als be pprtunities fr clleges t prvide prfessinal develpment pprtunities t thse already in the field. Hmeland Security Trends Analysis,

Ecnmic and Wrkfrce Trends Highlight 2.1 Shifting Demgraphic Patterns As the U.S. ppulatin ages, the labr frce will grw mre slwly during the next decade; the lder labr frce is prjected t grw mre than 5 times faster than the verall labr frce, which will becme ever mre racially and ethnically diverse. Surce: Mnthly Labr Review, Nvember 2007 Shifting demgraphic patterns f the ppulatin will cntinue t have a significant impact n the U.S. wrkfrce. The Bureau f Labr Statistics labr frce prjectins pint t several key trends that will likely take place in the U.S. labr frce during the next decade. 5 These trends, which are a reflectin f demgraphic changes in the size and cmpsitin f the ppulatin and prjected changes in the labr frce participatin rate f varius sex, age, race, and ethnic grups, are as fllws: As the baby bmers age and mve int their glden years, the grwth rate f the labr frce will slw significantly ver the next ten years. As a result f increased life expectancies cmbined with decreasing fertility rates, the median age f the labr frce will increase. The labr frce will cntinue t grw mre diverse. Minrity participatin in the wrkfrce is prjected t expand their shares substantially. The rate f grwth f wmen in the labr frce is expected t slw, but will still increase at a slightly faster rate than that f men. The participatin rate f yuths (16 t 24 years ld) and their share f the labr frce are prjected t decrease. The participatin rate f prime-age wrkers (thse 25 t 54 years ld) is expected t increase slightly, while their verall share f the labr frce is prjected t decline. The labr frce participatin rate f lder wrkers (55 years and lder) is prjected t increase significantly in the next decade. Since the end f the 1980s, the labr frce participatin rate f lder wrkers has been n the rise, and it is prjected t cntinue t d s in the next decade. Hwever, the lder wrkers rate is still half the participatin rate f the prime age grup, signaling slwer grwth f the future labr frce. At present, there is lively debate cncerning the labr frce implicatins f such an "lder" ppulatin. It is believed that the "graying f the wrkfrce will have extensive scietal and ecnmic implicatins, leading sme analysts t suggest that when cupled with the prjected decline in peple ages 16 t 24 in the ppulatin, there will be an increased demand fr, and need t retain lder wrkers. The increase in the participatin f lder wrkers can be traced t a number f factrs: 7 Older wrkers are leading healthier and much lnger lives than in the past. Bth the likelihd f wrking and the pprtunity t wrk lnger years increase with lnger, healthier lives. Tday s lder individuals are mre educated than their cunterparts f the past. Higher educatinal levels result in higher participatin in the labr market. The trend away frm defined benefit pensin plans and tward defined cntributin plans acts as an incentive fr the lder wrkfrce t stay in the labr market fr lnger intervals. In 2000, the full retirement age fr Scial Security benefits began a scheduled increase. The recent changes in Scial Security laws delayed the eligible age fr full retirement benefits fr certain birth dates and decreased the benefits fr early retirement. The high cst f health insurance and a decrease in health benefits, especially at lder ages, has bligated many lder wrkers t remain wrking in rder t keep their emplyer-based health insurance r t g back t wrk after retirement in rder t btain health insurance thrugh their wrk. Highlight One f the majr implicatins f the aging ppulatin n the U.S. ecnmy is the cming tsunami f entitlement spending. The challenge psed by lng-term entitlement spending n prgrams like Medicare, Medicaid, and Scial Security is daunting. Between nw and 2050, Scial Security, Medicare, and Medicaid csts are prjected t surge frm 8.7 percent t 19.0 percent f Grss Dmestic Prduct. 8 The reasn why there is a prjected decline in the 16 t 24 year ld in the wrkfrce is due t smaller numbers f wrkers cupled with an increased enrllment in higher educatin prir t entering the wrk frce. The labr frce in the U.S. is als expected t diversify significantly ver the next decade. This diversificatin will have lng-reaching ramificatins when training cnsideratins are addressed. Changes in cnsumer demand, technlgy, and many ther factrs will cntribute t the cntinually changing emplyment structure in the U.S. ecnmy. 10 Ppulatin is the single mst imprtant factr in determining the size and cmpsitin f the labr frce that is, peple wh are either wrking r lking fr wrk. During each f the last tw decades ( ) and ( ) the labr frce grew by mre than 16 millin. The prjected 8.2 percentage pint increase is less than bth the 12.1 percentage-pint increase ver the previus decade and the 13.2 percentage-pint grwth ver the timeframe. The Bureau f Labr Statistics prjects that nearly 12 millin f the 12.6 millin additinal wrkers in the labr frce ver the next ten years will be in the 55-and-lder age grup. This grup is expected t be nearly 40 millin in 2018, an increase f 43 percentage pints. As a result, this age grup [55 and lder] will represent nearly a quarter f the entire labr frce by Emplyment in gds-prducing industries has declined since the 1980s. Althugh verall emplyment is expected t change little, prjected grwth amng gdsprducing industries varies cnsiderably. Service-prviding industries are anticipated t generate apprximately 14.5 millin new wage and salary jbs, but as with gdsprducing industries, grwth amng service-prviding industries will vary by industry. Fr example, in the Hmeland Security categry referenced abve, jbs in Emergency Preparedness and Respnse, Brder and Transprtatin Security, Infrastructure Prtectin, Infrmatin Analysis, and Hmeland Defense are included as in-demand ccupatins. 2.3 Washingtn State Industry and Emplyment Outlk The Washingtn State Labr Market and Ecnmic Reprt published in December 2008, prvides an excellent verview f ecnmic and emplyment trends in the State. 13 Many f the ecnmic trends that have affected mst f the cuntry have als affected the ecnmy f Washingtn State. Higher energy, heath care, and fd prices added t cnsumers wes in the United States during Husing freclsures accelerated, which had a crippling effect n the ecnmy by initially shutting dwn the cnstructin and financial services sectrs. By late 2008, virtually all sectrs f the ecnmy shwed weakness, and fr all practical purpses, the ecnmy was in a recessin. Cngress hpes that the Emergency Ecnmic Stabilizatin Act f 2008 enacted shrtly befre the natinal presidential electin will restre slvency t the financial markets and mitigate freclsures. The Washingtn Labr Market Between September 2007 and September 2008, Washingtn s labr market experienced slwing grwth, as nly 28,100 jbs were added. The number f jbs added during this perid was abut ne-half that f the previus year, and abut ne-third frm tw years prir. While this is less than spectacular, it was much better than that experienced by the natin as a whle, which actually declined by 519,000 ver the same perid (r -0.4 percent change). The utlk fr the cming year is smewhat dependent n trends natinally and glbally. If the natinal and glbal ecnmies cntinue t struggle, it will undubtedly have a negative impact in Washingtn State as well. Seasnal Structural Cyclical Industry Emplyment Changes in emplyment and unemplyment can be classified as being seasnal, structural, r cyclical. Identifying industries that are histrically influenced by ne r mre f these factrs gives us a better understanding f labr markets and causes f unemplyment. Educatin, turism, and agriculture industries were fund t be the mst seasnal.
