2 Senior Vice President, Property Management & Assisted Housing Richmond Redevelopment & Housing Authority The Richmond Redevelopment and Housing Authority (RRHA) was founded October 3, 1940, under the Virginia Housing Authority Law of 1938 by the Richmond City Council as the official agency charged with the responsibility of eliminating blight and developing affordable housing in the city of Richmond. RRHA, a political subdivision of the Commonwealth of Virginia, is the largest authority in the state. RRHA currently owns, operates and develops units through its low-income rental housing program and the Housing Choice Voucher Program and advances community redevelopment and homeownership initiatives throughout the city of Richmond. RRHA serves approximately 10,000 residents in 4,100 public housing units and, through its Housing Choice Voucher Programs, provides subsidized housing in more than 3,200 units. The Authority has approximately 280 employees and manages federal, city and state funding. RRHA s combined housing and community development programs serve a population of nearly 33,000 Richmonders. Position Summary The Senior Vice President, Property Management & Assisted Housing is responsible for planning, developing and managing the Authority s property management and assisted housing programs and services. Guides the alignment of the Authority s public housing communities with private sector management models, HUD rules and regulations, and the strategic plan. Considerable initiative and independence are exercised by a leader in this role in formulating and administering policies and procedures under the general supervision of the Chief Operating Officer. Essential Duties and Responsibilities Directs the management of housing operation functions including; the selection and retention of residents, the management and maintenance of properties, administration of the housing choice voucher program, quality control and inspection of properties, modernization/new construction programs, demolition and relocation of residents. Responsible for program quality as indicated by related internal and external measures (i.e. SEMAP, PHAS). Implements corrective action plans as necessary. Serves as the agency s technical advisor regarding property management and assisted housing programs and services. Makes recommendations and advises the RRHA Board of Commissioners and the Chief Operating Officer and Chief Executive Officer. Directs development and monitoring of low rent and capital fund budgets. Analyzes capital and operating expenses and revenue projections. Ensures adequate funding to support the activities, programs and services in the agency s strategic plan. Develops and implements innovative plans for generating revenues and financing projects. Uses private/public partnerships and other strategies. Analyzes and interprets business proposals. Develops and approves Requests for Proposals (RFP), Requests for Qualifications (RFQ) and negotiates contracts. Ensures that RFPs, RFQs, and contracts are aligned with the agency s strategic plan. Oversees the work of vendors, consultants and contractors. Coaches, guides and develops employees, and evaluates performance and provides feedback. Manages and approves all department human resource activities including hires, terminations and disciplinary actions. Develops and implements departmental policies and procedures, and ensures compliance with agency policies and procedures and federal, state and local regulations. Analyzes industry best practices to ensure that the agency remains competitive in the market. Reviews and evaluates programs and projects to ensure operational, regulatory and financial expectations are met. Monitors and evaluates consultants and contractors. Plans and conducts complex analytical studies and research projects to assist management with long-term planning and policy development. Manages the formulation and implementation of operational objectives and strategies for the property management and assisted housing department. Anticipates customer needs and gives high priority to customer satisfaction and service. Develops working relationships with customers to identify needs, and establishes processes to resolve issues/problems. Establishes and maintains productive working relationships with local, state and federal government entities, and the business and financial communities, community organizations and citizens. Represents the agency at meetings with state, federal and local officials, and serves as a member of external and internal committees, commissions and task forces. Page 2

3 Knowledge, Skills and Abilities Comprehensive knowledge of property management and assisted housing programs and services, and the federal, state and local laws and regulations governing affordable housing and other related programs. Comprehensive knowledge of public housing and HCVP management systems, and the general provisions, objectives and philosophy of rental assistance programs. Comprehensive knowledge of capital fund projects and budgeting. Comprehensive knowledge of property management concepts and processes (both private market and public housing). Considerable knowledge of management and budgeting principles and practices. Considerable knowledge of public housing construction and maintenance practices such as; hazardous waste, energy systems and grounds management. Considerable knowledge of federal, state and local public assistance programs including; welfare and housing subsidy programs. Ability to formulate operational policies, develop and implement programs, and analyze and interpret complex and technical information. Ability to meet critical deadlines, manage multiple assignments and changing priorities. Ability to analyze, interpret and make decisions about complex business plans. Ability to develop a high performing results oriented team that executes using integrity, accountability, customer focus and teamwork. Ability to communicate effectively, orally and in writing with a diverse group of stakeholders, including residents, employees, community members, city officials, commissioners and government officials. Ability to establish and maintain effective working relationships with agency staff, commissioners, government officials, vendors and the general public. Ability to communicate effectively, orally and in writing, and to facilitate teamwork. Proficiency in current office technology and software applications. Qualifications & Experience Required: Bachelor's degree in business or public administration or related field. Extensive professional experience in property management, business planning, construction and affordable housing programs including progressively responsible managerial experience. Preferred: A graduate degree in business or public administration or related field Public Housing Manager or Property Manager certification Low income housing Tax Credit experience Experience managing a minimum of 2,000 public housing units and a minimum of 2,000 house choice vouchers. 4 Richmond, VA Richmond is the capital of the Commonwealth of Virginia, in the United States. Like all Virginia municipalities incorporated as cities, it is an independent city and not part of any county. The population within the city limits was 204,214 in 2010, with an estimated population of 1,231,675 for the Richmond Metropolitan Area making it the third largest in Virginia. Surrounded by Henrico and Chesterfield counties, the city is located at the intersections of Interstate 95 and Interstate 64, and encircled by Interstate 295 and Virginia State Route 288. Richmond's economy is primarily driven by law, finance, and government, with federal, state, and local governmental agencies, as well as notable legal and banking firms, located in the downtown area. The city is home to both the United States Court of Appeals for the Fourth Circuit, one of 13 United States courts of appeals, and the Federal Reserve Bank of Richmond, one of 12 Federal Reserve Banks. The Greater Richmond area was named the third-best city for business by MarketWatch in September 2007, ranking behind only the Minneapolis and Denver areas and just above Boston. Education The city of Richmond operates 28 elementary schools, nine middle schools, and eight high schools. The Richmond area has many major institutions of higher education, including Virginia Commonwealth University (public), University of Richmond (private), Virginia Union University (private), Union Theological Seminary & Presbyterian School of Christian Education (private), and the Baptist Theological Seminary in Richmond (BTSR private). Several community colleges are found in the metro area, including J. Sargeant Reynolds Community College and John Tyler Community College (Chesterfield County). In addition, there are several Technical Colleges in Richmond including ITT Technical Institute, ECPI College of Technology and Beta Tech. There are several vocational colleges also, such as Fortis College and Bryant Stratton College. Virginia State University is located about 20 miles south of Richmond, in the suburb of Ettrick, just outside of Petersburg. Randolph-Macon College is located about 15 miles north of Richmond, in the incorporated town of Ashland. Museums, Performing Arts and Parks Several of the city's large general museums are located near the Boulevard. On Boulevard proper are the Virginia Historical Society and the Virginia Museum of Fine Arts, lending their name to what is sometimes called the "Museum District". Nearby on Broad Street is the Science Museum of Virginia, housed in the neoclassical former 1919 Broad Street Union Station. Immediately adjacent is the Children's Museum of Richmond, and two blocks away, the Virginia Center for Architecture. Within the downtown are the Library of Virginia and the Valentine Richmond History Center. Elsewhere are the Virginia Holocaust Museum and the Old Dominion Railway Museum. As the primary former Capital of the Confederate States of America, Richmond is home to many museums and battlefields of the American Civil War. Near the riverfront is the Richmond National Battlefield Park Visitors Center and the American Civil War Center at Historic Tredegar, both housed in the former buildings of the Tredegar Iron Works, where much of the ordnance for the war was produced. In Court End, near the Virginia State Capitol, is the Museum of the Confederacy, along with the Davis Mansion, also known as the White House of the Confederacy; both feature a wide variety of objects and material from the era. The temporary home of former Confederate General Robert E. Lee still stands on Franklin Street in downtown Richmond. The history of slavery and emancipation are also increasingly represented: there is a former slave trail along the river that leads to Ancarrow's Boat Ramp and Historic Site which has been developed with interpretive signage and in 2007, the Reconciliation Statue was placed in Shockoe Bottom, with parallel statues placed in Liverpool and Benin representing points of the Triangle Trade. 5 Visual and Performing arts Richmond has a significant arts community. Barksdale Theatre, Central Virginia's first nonprofit professional performing arts organization. Theatre IV, the Children's Theatre of Virginia. Theatre IV is one of the largest theaters in Virginia and the second largest children's theater in the nation, touring regularly throughout 32 states plus the District of Columbia. Richmond Symphony Virginia Opera, the Official Opera Company of the Commonwealth of Virginia, founded in Presents eight main stage performances every year at the Carpenter Theater. Several theme parks are also located near the city, including Kings Dominion to the north, and Busch Gardens to the east, near Williamsburg. Transportation The Greater Richmond area is served by the Richmond International Airport, located in nearby Sandston, seven miles southeast of Richmond and within an hour drive of historic Williamsburg, Virginia. Richmond International is now served by nine airlines with over 200 daily flights providing non-stop service to major destination markets and connecting flights to destinations worldwide. The Richmond area also has two railroad stations served by Amtrak. Each station receives regular service from north of Richmond from Washington, D.C., Philadelphia, and New York. The suburban Staples Mill Road Station is located on a major north-south freight line and receives all service to and from all points south including, Raleigh, Durham, Savannah, Newport News, Williamsburg and Florida.
