Public Health Seattle & King County is recruiting for an enthusiastic, highly experienced Public Health Center System Manager (PHCSM) to manage the day-to-day activities of its regional Public Health Centers (PHC). This exciting career opportunity has become available due to the pending retirement of the current regional administrator. Seattle - King County A great place to live, work and play The King County/Greater Seattle area is bordered by Puget Sound on the west and the Cascade Mountains on the east in the State of Washington, 113 miles from the US/Canadian border. With 2,307 square miles of water and land, King County ranks 11th in geographical size among counties in the United States and first among Washington State s 39 counties. At just over 1.9 million, the county ranks number one in population in the State, and is the 14th most populous county in the nation as well as the financial, economic and industrial center of the Pacific Northwest region. There are 39 cities and towns in King County, of which Seattle is the largest with a population of approximately 634,535. Community Health Services Community Health Services (CHS) ensures the provision of clinical health care services in King County through policy and planning work with partners and through the direct provision of clinical services. Community Health Services include parent-child health services, preventive and primary care services, oral health, homeless health care, youth health services, integrated behavioral health services, outreach, family planning, WIC, refugee services, and pharmacy services. The Director of Community Health Services is a key Division Director within the Public Health Department and is responsible for the largest Division in the Department with a 2013 annual budget of $120 million and 806 staff. The Public Health Center System Manager The Public Health Center System Manager reports directly to the Division Director of Community Health Services, and is a member of the Senior Leadership Team that is responsible for shaping the organiza-
3 tion s strategic direction. The position is responsible for 10 regional Public Health Centers supported by a capable staff of approximately 658 employees (213 of which are licensed/registered healthcare professionals) with a 2013 operating budget of $90 million. The successful candidate must be a seasoned healthcare professional who has demonstrated success in evaluating mission impact and outcomes, leading a team, and fostering strategic direction. The successful candidate will have a broad background in all aspects of providing tactical leadership in order to maximize the effectiveness of all service delivery systems and financial performance, and to cultivate a health center system culture that is responsive to the Seattle and King County community health environment. The Public Health Center System Manager is responsible for overall PHC planning, operations and management of service delivery. Typical examples of key responsibilities include joint planning and service delivery between programs, practice, and operations; developing partnerships with other agencies; implementation of an electronic patient management system and electronic health record; and hiring and supervising the managers who directly oversee individual PHC (Area Managers). Other responsibilities of the Public Health Center System Manager include: Providing leadership for Public Health Center operations across all sites in alignment with the CHS strategic focus areas and projects; including site planning, ensuring clinical services meet program and practice standards, LEAN quality improvement strategies, and staff development; Responsible for budget development, financial performance monitoring, and other performance metrics for the public health centers, in partnership with program management; With the CHS leadership, create an environment that fosters open communication, team work, commitment to quality service and exemplifies the CHS vision, values, and principles; Maintain a high standard of customer service; promote positive team problem-solving and utilize effective conflict resolution strategies in resolving complex employee and labor relations issues that arise; and Ensure that Area Managers collaborate with practice and program managers in planning for client service systems and timely problemsolving to maintain client centered care. In summary, provide dynamic leadership and vision in order to manage people and constructive change while continuing to mentor, coach, and provide staff development. The Ideal Candidate The ideal candidate will have exceptional management, interpersonal, and communication skills, with a hands-on and proactive approach to addressing a broad range of community health service delivery related challenges. The successful candidate for the Public Health Center System Manager will be a strategic and innovative thinker with an understanding of Federally Qualified Health Center accreditation requirements (preferred), and who is comfortable operating in a complex and dynamic public health environment. This top professional will be a champion, visionary, and effective implementer of a team-based community health services model that works within a complex community health services environment. The ideal candidate should be politically astute, an active listener who is engaging and collaborative. He/she should also be decisive and able to make tough decisions when necessary. The successful candidate should also appreciate new technology (experience with electronic patient management systems and electronic health records), and have a strong follow-through on projects and programs to ensure appropriateness, efficiency, completion, and quality. The most competitive candidates for the Public Health Center System Manager position will have experience in managing community health centers and/or experience in management of direct clinical health care delivery in a public health department. The ideal candidate will have a natural interest in mentoring and guiding staff, having patience to not only explain strategy and procedures but also explaining how to effectively and efficiently achieve Community Health Services Division established goals with a pro-active approach versus a reactive response. 4 Outstanding managerial skills Manage a large, diverse staff; personnel management including the ability to coordinate and delegate, supervise, train, and develop staff; assess staff capabilities; handle/prevent personnel problems; and optimize staff skills and communication; Ability to understand and implement the requirements of providing patient care within a highly regulated and constantly changing environment; Creative problem-solving capabilities, with the ability to analyze and resolve complex and sensitive issues, problems, and situations; and A proven track record of identifying and evaluating specific organizational needs. A proven, effective communicator Display an outgoing, communicative style, one that is comfortable working with a variety of individuals at any level in the organization; A good listener; open and approachable with new ideas; Excellent writing skills, a highly articulate oral communicative style, and the ability to clearly explain complex issues to a wide variety of constituents; and Proactive at providing information to the CHS Director, Deputy Division Director, Area Managers, other Public Health divisions, and the community. In summary, the new Public Health Center System Manager must have achieved a notable level of success in the area of management, public health principles, service delivery assessment strategies, techniques, and quality improvement tools as they apply to public or community health centers and direct clinical services delivery. Minimum Qualifications Education: A Bachelor s degree from an accredited college or university with major course work in public health, public administration, management, business, or disciplines closely related public health, health services, environmental health, healthcare administration, or a related field of study is required. A Master s degree in public health, business, healthcare, or a related field is highly desirable. Experience: This position requires a minimum of five (5) years of progressively responsible administrative and supervisory management experience in health and human services or public health including responsibilities for fiscal management and personnel administration, preferably with multiple healthcare centers. For further consideration, candidates must have a verifiable track record of success and a stable work history. Professional Affiliations: Certification with the National Board of Public Health Examiners (NBPHE) or American College of Healthcare Executives (ACHE) is a plus but not required. 5 Compensation and Benefits The salary range for the Public Health Center System Manager position is from $113,640 to $144,045. Placement within the range will be dependent upon qualifications and experience. In addition to competitive wages, King County provides a comprehensive package of benefits: County Paid Benefits No employee contribution toward cost of benefit Health Insurance (choice of several plans) Dental Plan Vision Plan Life Insurance lump sum equal to annual base salary Basic Long Term Disability (LTD) replace 60% of earnings after 180-day waiting period Bus pass and other alternative transportation incentives Employee Assistance Program Making Life Easier Program Retirement Employees are covered under Washington State s Public Employees Retirement System (PERS). Most employees are covered by Social Security. Holidays 10 paid holidays per year plus 2 additional floating holidays administered through the vacation plan. Vacation Accrued at the rate of 12 days per year for the first five years of employment, after which vacation accrual increases incrementally. Sick Leave Accumulated at the rate of one day per month. There is no restriction on the amount of sick leave that can be accumulated and carried over to subsequent years.
