1 EXECUTIVE PROGRAMME FOR SCIENTIFIC AND TECHNOLOGICAL COOPERATION BETWEEN THE ITALIAN REPUBLIC AND THE REPUBLIC OF POLAND FOR THE YEARS Based of the art 4 of the Cultural and Scientific-Technological Co-operation Agreement between the Government of the Italian Republic and Government of the Republic of Poland, signed in Warsaw on November 27 th, 1960, and come into force on July 31 st, 1961, the General Directorate for Country Promotion (Economy, Culture and Science) Unit for Scientific and Technological Cooperation of the Italian Ministry of Foreign Affairs and the Department of Strategy of the Ministry of Science and Higher Education, hereinafter referred to as the Parties, have agreed on the following Executive Programme for Scientific & Technological Cooperation for the duration of The signatory on behalf of the Ministry of Foreign Affairs, Italy: H.E. the Ambassador of Italy in Poland, Riccardo Guariglia The signatory on behalf of the Ministry of Science and Higher Education, Poland: Deputy Director in the Department of Strategy, Mr. Mateusz Gaczyński 1. Review of Scientific and Technological Cooperation between the two Countries The Parties have agreed to recognize the growing importance of science and technology with the respect to the economical, social and cultural relations of the two Countries. The Parties, considering the good relationship between the two Countries, stressed the need to develop and to promote bilateral cooperation in the field of science and technology. 2. New Executive Programme In the period between MARCH 15, 2012 and MAY 15, 2012, a joint call for proposals was simultaneously launched in Italy and Poland to invite project proposals in the following priority areas: Basic Sciences (BS) Space (SP) Food and Agriculture (FA) Energy and Environment (EE) Medicine and Health (MH) Nano Sciences and Advanced Materials (NSAM) Information and Communication Technology (ICT) Technologies for Cultural Heritage (TCH) The criteria adopted in selecting the joint research projects were: Scientific relevance of the project Methodology and documentation Qualification of the applicants Added value of the bilateral cooperation

2 Social and developmental added value Use and dissemination of results 2.1 Projects for the Exchange of Researchers and Financial Provisions Based upon the above mentioned criteria, the two Parties approved for co-funding 10 projects for the exchange of researchers, listed in Annex I. The general administrative and financial provisions for meeting the expenses on exchange of researchers are given in Annex II. 2.2 Joint Research Projects of Particular Relevance Pursuant to the criteria referred, the Parties agree on the indication of 4 significant bilateral projects, listed in Annex III and may consider granting a financial contribution to these projects. Financial support may be granted on a national basis upon evaluation of applications to be submitted according to the guidelines of the relevant authorities of the two Countries. 3. Final provisions Details of the next session of the Joint Commission, such as date, agenda, etc. will be agreed upon through diplomatic channels. This Executive Programme for the period January 1 st, December 31 st 2015 will remain valid until the coming into force of the next Executive Programme, but no longer than one year after its expiration. Any amendment to the text of this Executive Programme has to be authorised by the competent Ministries in both Countries and has to be carried out through diplomatic channels. All initiatives foreseen in this Executive Programme will be carried out within the limits of the budgets and according to the rules prevailing in each Country. Annexes I, II, III and IV are attached hereto and are integral parts of the present document. 6 Annex III General administrative and financial provisions The projects for the exchange of researchers to be financed within the present Programme are exclusively those mentioned in Annex II. For each project listed in Annex II, 1 short-term stay (up to 10 days) or 1 long-term stay (30 days) in Italy and 1 short-term stay (up to 10 days) or 1 long-term stay (30 days) in Poland may be financed yearly. The researchers will be entitled to the exchange only if they hold the Italian nationality (or another EU nationality and be resident in Italy) for those who travel to Poland and Polish nationality (or another EU nationality and be resident in Poland) or/and are employed by the sending Polish institution for those who travel to Italy. The international travel expenses between the cooperating partner institutions shall be borne by the sending Party, while the receiving Party shall bear the expenses of lodging and boarding by means of an all inclusive cash allowance. The receiving Party shall provide medical insurance coverage, on the basis of the rules in force in each Country, against work accidents and illnesses, excluding already existing and chronic diseases (only when not covered on the basis of European legislation). Within 15 days after finishing their visit, the researchers have to submit to the Italian Ministry of Foreign Affairs a final report on the activities carried out. The report must be signed by both the Italian and Polish researchers involved in the joint project. VISIT OF POLISH RESEARCHERS TO ITALY The date of the visit (both for long and short terms) should be agreed upon between the visiting researchers and the host Italian Coordinator. Polish researchers may obtain the authorization for the visit from the Italian Ministry of Foreign Affairs (MAE) only by submitting application form online at this url: utivi/mobilitaricercatori/mobilitricercatoristranieri.htm An invitation letter from the host Italian Institution, signed by the Italian co-ordinator, must be attached to the online application. The Italian Ministry of Foreign Affairs, after checking the application for accuracy, if covering funds are available, will authorize the visit and pay for the visit allowance. The Italian Ministry of Foreign Affairs will inform the Embassy of Italy in Poland, the Polish researcher and the Italian project co-ordinator. The application must be submitted at least two months before the scheduled date of the visit. Any cancellation by the researchers, unless due to serious and valid reasons, might prevent the hosting Party from accepting further applications for related missions. The Italian Party shall provide 1300,00 Euro per month for long-term stays (30 days) and 93,00 Euro per day for short-term stays (up to 10 days). The above-mentioned amounts shall be paid to the Polish researchers entirely in one instalment at their arrival in Italy.

7 Polish researchers shall receive their visit allowance at the nearest Provincial Treasury (local branch of the Banca d Italia). VISIT OF ITALIAN RESEARCHERS TO POLAND The date of the visit (both long term and short term) should be agreed upon between the visiting Italian researchers and host Polish researchers. Polish researchers will obtain necessary permissions for the visiting Italian researchers; a formal invitation to visiting Italian researchers indicating duration of the visit, project name and consent to pay visit allowance on arrival of the Italian researchers. The Italian researchers shall send their proposal to host researchers at least two months in advance. Any cancellation by the researcher, unless due to serious and valid reasons, might prevent the hosting Party from accepting further applications for related missions. The Polish Party shall provide 3500,00 PLN per month for long-term stays (30 days) and 330 PLN per day for short-term stays (up to 10 days). The above-mentioned amounts of perdiem shall be paid to the Italian researchers entirely in one instalment at their arrival in Poland. JOURNEY OF ITALIAN RESEARCHERS TRAVELLING TO POLAND Italian researchers travelling to Poland for a research stay are required to submit an official application to the Unit for Scientific and Technological Cooperation Directorate General for Country Promotion (Economy, Culture and Science) of the Italian Ministry of Foreign Affairs. Details of the rules and the application form to be filled are available on the web site of the Ministry of Foreign Affairs: cutivi/mobilitaricercatori/mobilitaricercatoriitaliani.htm The supplied tickets will be the most economical ones available for the trip. Any additional cost shall be borne by the researcher. JOURNEY OF POLISH RESEARCHERS TRAVELLING TO ITALY The Polish sending institution is supposed to cover the travel costs of the Polish researchers travelling to Italy in the framework of the CANALETTO Programme.
