2 About the Directory This directory was created through the efforts of the Fairfax County Domestic Violence Network s (DV Network s) Coordination Committee. The DV Network is a multi-disciplinary group of service providers and justice professionals coordinating a consistent and comprehensive direct response to domestic violence in Fairfax County. The mission of the DV Network is to support the development of a community-wide system of prevention and intervention that is responsive to the needs of families impacted by domestic violence. This document is a collection of resources in Fairfax County that may be helpful for victims of domestic violence, sexual assault, and stalking as well as the professionals who serve them. Organization inclusion in this directory is voluntary and entries were provided by the organization represented. Please note that neither the DV Network nor Fairfax County endorse any specific agency or service included in this directory. Victims and offenders should feel comfortable choosing a service provider who can best fit their needs. He previously served as the Domestic Violence Staff Attorney and the Chair of the Family Law Practice Group with Legal Services of Northern Virginia (LSNV). Mr. Schy was instrumental in creating the pro bono Attorney of the Day program while at LSNV. He specializes in family law cases. 10 Fairfax Bar Association (FBA) (Non-Profit) 4110 Chain Bridge Rd, Suite 216 Fairfax, VA The Fairfax Bar Association is a voluntary professional organization with more than 2,000 associated attorneys practicing in Virginia, the District of Columbia, and Maryland. The FBA and its members work to improve the legal profession, the community in which they live and the administration of justice in society. The FBA strives to be an essential resource for legal professionals practicing in Northern Virginia and administers the Law Library located in the Fairfax County courthouse. The Lawyer Referral Service (LRS) is a non-profit public service of the FBA and meets the American Bar Association standards for lawyer referral services. The LRS program was designed to assist those who are able to pay normal attorney fees but whose ability to locate legal representation is frustrated by a lack of experience with the legal system, a lack of information about the type of services needed or a fear of the potential costs of seeing an attorney. 11 Fairfax County Juvenile and Domestic Relations District Court (JDRDC) - Domestic Relations Intake and Services (Government) Fairfax County Courthouse 4110 Chain Bridge Road, Suite 202 Fairfax, VA The Fairfax County Domestic Relations Intake and Service Unit provides intake services for Family Abuse cases (protective orders), custody, visitation and support. The unit provides adult probation services for individuals convicted of misdemeanor crimes against children and/or family members. Domestic Relations also handles mediation and home investigations when referred by a judge. 12 Fairfax District Office, Virginia Division of Child Support Enforcement (Government) 3953 Pender Dr The Fairfax District Office of the Virginia Division of Child Support Enforcement (DCSE) establishes paternity; administrative or court ordered child support obligations and health care orders. DCSE also enforces child support collection and annually distributes more than $42 million to Fairfax/Falls Church families. Spousal support is only collected as part of existing child support order. Child support clients that are victims of domestic violence are referred to the Virginia Address Confidentiality Program (ACP) for assistance in keeping their address confidential. This program helps keep addresses confidential for those persons who have recently relocated to a new location unknown to their abuser. 14 Just Neighbors (Non-Profit) 5827 Columbia Pike, Suite 320 Falls Church, VA Just Neighbors is a local nonprofit organization, founded in 1996 and based in Northern Virginia, which provides immigration legal services for low-income immigrants. The organization has three staff attorneys and many volunteer attorneys. Just Neighbors conducts a range of immigration case types, including services for immigrant victims such as Violence Against Women Act and U Visa cases. Ms. Smith has been working on behalf of survivors of domestic violence since 1998; as a prosecutor, a legal services attorney and in private practice. She has an extensive history of community activism relating to custody and domestic violence issues. Ms. Smith prioritizes cases involving the custody of children, but will occasionally accept other family law cases (such as protective orders, divorces and support cases) for survivors of domestic violence who do not have children. Our mission is to promote justice by providing free, high-quality legal advocacy and information for elderly, disabled, and low-income individuals and families who face the loss of a critical need, such as personal safety, income, housing, medical benefits, education, or family stability. 21 City of Fairfax Police Department (Government) 3730 Old Lee Highway Fairfax, VA The Fairfax City Police Department provides the Fairfax City community with professional police services 24 hours a day, 365 days a year. Officers with different language skills serve a population of approximately 23,000 people. Fairfax City police officers attend to domestic violence scenes and strive to remove the perpetrator and/or help the victim find a safe place to go to. 22 Fairfax County Adult Detention Center (Government) Judicial Drive Fairfax, VA The Adult Detention Center (ADC) is a correctional facility which houses inmates for a large variety of local offenses pre-trial and post disposition for a maximum of twelve months. 23 Fairfax County Police Department (FCPD) (Law Enforcement) 4100 Chain Bridge Road Fairfax, Virginia The Fairfax County Police Department (FCPD) is a full service law enforcement agency that serves a population of 1.1 million citizens within the county limits. The mission of the department is to protect persons and property by providing public safety services and the fair and impartial enforcement of the laws of the Commonwealth of Virginia in the County of Fairfax, while promoting community involvement, as well as stability and order through service, assistance and visibility. 24 Fairfax County Office of the Commonwealth's Attorney (Government) 4110 Chain Bridge Road, Suite 114 Fairfax, VA The Office of the Commonwealth's Attorney is charged primarily with the prosecution of crime. This office prosecutes criminal and traffic matters in the Fairfax County General District Court, criminal and delinquency matters in the Juvenile and Domestic Relations District Court, and all felony cases in the Fairfax County Circuit Court. The office handles both the violation of County ordinances and the violation of state statutes. 25 Fairfax County Sheriff s Office (Government) 4110 Chain Bridge Road Fairfax VA, The Fairfax Sheriff s office is responsible for the Fairfax County Adult Detention Center, securing the courthouses, and serving civil processes. The Sheriff and his deputies have both civil and concurrent criminal jurisdiction in Fairfax County, the City of Fairfax, and the towns of Vienna and Herndon. The Sheriff's Office in conjunction with local police departments assists with controlling traffic, issuing traffic summonses, and working with state and local law enforcement agencies. Additionally, Sheriff's deputies aid the county police, the U.S. Marshals Service, and the Federal Bureau of Investigation in a joint fugitive task force that provides apprehension and arrest of felons who face current warrants Monday - Friday 7:30am - 4:00pm (except holidays) Call: To check for protective order service, press 3. 26 Juvenile Court Victim Services (Government) 4110 Chain Bridge Road Suite 201 Fairfax, VA The primary objective of the office is to assess the needs of victims of juvenile defendants to determine the types of services that are essential to them. Victim Services ensures that victims receive notification of pending hearings, courtroom assistance, post-crisis support, and education regarding the judicial system and what they may expect from the Court, aid in filing Victim Impact Statements and Statements of Financial Loss, and referrals to services such as medical, specialized counseling, shelter and financial support. 27 Town of Herndon Police Department (Government) 397 Herndon Pkwy Suite 300 Herndon, VA The Herndon Police Department is dedicated to providing professional law enforcement services through effective police response and intentional community involvement. Our goal is to promptly respond to calls, investigate all incidents and enforce the law. The department has designated five community policing districts to better concentrate patrol efforts and community interaction. 28 Town of Vienna Police Department (Government) 215 Center St. S. Vienna, VA The Town of Vienna's Police Department is a full-service law enforcement agency employing 41 sworn officers and 11 civilian members, which are supplemented by a 10-member police auxiliary unit. 29 Victim Services Section, Fairfax County Police Department (Government) Page Avenue Fairfax, VA The Victim Services Section (VSS) provides support and assistance to those who are emotionally, financially, and physically affected as a result of a crime. The unit operates within the Criminal Investigations Bureau of the Fairfax County Police Department to ensure immediate and direct help to victims and witnesses of violent crime. The VSS serves citizens of Fairfax County, Fairfax City, and the towns of Herndon and Vienna. VSS assists with information, assistance, and notification regarding the criminal justice process. This includes assistance with criminal cases and civil protective order cases. All individuals have the right to be treated with dignity and respect and the right to be present, informed, and heard. The unit operates within the Criminal Investigations Bureau of the Fairfax County Police Department to ensure immediate and direct help to victims and witnesses of violent crime. The VSS serves citizens of Fairfax County, Fairfax City, and the towns of Herndon and Vienna. VSS assists with information, assistance, and notification regarding the criminal justice process. Its clinical staff includes over 65 therapists and career counselors who provide more than 37,000 hours of counseling each year. Initially, the Center's services focused mainly on career counseling and seminars and now The Center has developed into a counseling & resource center for financial, career, legal and psychological needs of women, men and families. Today, under the leadership of Carol Loftur-Thun, CEO and Executive Director, the Center continues to deliver quality mental health counseling, career services and educational programs. (Government) Page Ave. Suite 250 Fairfax, VA OAR provides educational programs to inmates at the Fairfax and Loudoun County jails, and post-release services to help offenders re-integrate into their communities and successfully find employment, housing, health care, and related services such as mental health and substance abuse treatment if needed. Other services include a support group for family members and significant others of any individual who is incarcerated, on probation, or parole. The Community Service Restitution Program (CSRP) offers adults charged for the first time with various criminal offenders. OAR s work focuses on assisting offenders and their families in re-integration into society. Most services are offered in the Fairfax County Adult Detention Center. OAR also offers a certified Batterer Intervention Program that receives referrals from the Juvenile and Domestic Relations District Court. The Violence Intervention Program (VIP) is an 18-week, referral-based intervention program designed to aid in the reduction and elimination of domestic violence in Northern Virginia. OAR will attempt to achieve this goal by increasing batterer s accountability, general understanding of the impact of their behavior, and self-regulation skills. 65 Americans Helping Americans - Safe Places Residential Program (Non-Profit) 2550 Huntington Ave. Suite 200 Alexandria, VA Safe Places Program assists participants beyond the crisis period, providing up to two years of transitional housing with six months follow-up to homeless women and their children fleeing domestic violence. The program provides opportunities for motivated residents to obtain the necessary skills, income, resources and services which will enable them to achieve the highest levels of self-sufficiency possible and find permanent housing within 24 months. Case management and support services facilitate residential stability, increased skills and/or income and greater self-determination. The Safe Places case managers work directly with the families providing case management, service linkage and referral, and court advocacy. Comprehensive case management and intensive support assists families with skill building, coping as single parents, safety assurance, childcare, employment training/placement and housing placement. Legal advocacy includes support to address court issues of protection, child support, custody and visitation.
