1 From the Desk of Chairman, CSAB-2014 It gives me great pleasure to extend a warm note of greetings to all the successful candidates of JEE(Main) and invite all the eligible candidates to participate in the CSAB-2014 admission process. I am writing this to highlight the important changes in the admission procedure that have been made in this year s counseling process as compared with that of the previous year. About 1.3 million students have appeared for JEE(Main) this year and our endeavor has been to make the counseling and admission process as candidate friendly as possible so as to reduce the anxiety and inconvenience associated with the admissions. Similar to previous year, this year s counseling also would be online, with certain modifications compared to the 2013 process. It would involve four rounds of seat allotment instead of three rounds of seat allotment as compared to last year, followed by a spot admission round. This modification has been introduced to minimize the gap between the date of completion of counseling process and the date of starting of classes. There is a provision for fresh registration for candidates before the fourth and spot round for those who did not register before the first round. Candidates will be paying their initial fees through electronic fee payment system only, i.e. e-challan, credit/debit card, netbanking etc. Candidates have the choice to choose the bank for initial fees payment as per their convenience. To facilitate counseling process, Reporting/Help Centers have been set up across the length and breadth of the country. Candidates are advised to choose the Reporting/Help Centre as per their convenience. There are different types of participating institutes, viz., NITs, IIITs, other Central/State Government Funded Technical Institutes and Self Financed Technical Institutes in which admissions are being done through CSAB The list of participating institutes is given on the CSAB-2014 website along with links to individual institutes. Candidates are advised to do a due diligence regarding the participating institutes with regard to the courses offered, fee structure and other relevant facts, before filling choices of institutes and courses during counseling. All candidates are advised to read the brochure carefully and understand the process clearly before undertaking registration and choice filling. An attempt is being made to provide an multilingual online web/power point/youtube based tutorial to explain the online process, so as to enable all the eligible candidates to make use of the online process effectively. CSAB-2014 wishes that candidates make judicious choices thereby ensuring that the counseling process concludes smoothly. Candidates after getting an allotment in any one of the institutes are requested to take timely decision, so that in case they vacate the seat, the same can be offered to other eligible candidates. CSAB-2014 would bring out important and relevant information from time to time for smooth implementation of counseling. All such information that is periodically updated would be available on the CSAB-2014 website Candidates should frequently visit this website, as well as the website of the institute where they are planning to join. I am sure that the CSAB-2014 admission process will provide a simple and efficient way of admission. I once again take this opportunity to wish all stakeholders the very best in the CSAB counseling process. (I.K. Bhat)
2 IMPORTANT POINTS REGARDING SEAT ALLOCATION IN GFTIs/SFTIs THROUGH CSAB-2014 Central Board of Secondary Education (CBSE) and Central Seat Allocation Board (CSAB) are two different and independent boards. CBSE conducts JEE (Main) examination and publishes the All India Rank (AIR). CSAB-2014 uses the AIR (60% JEE Main marks and 40%, Class 12 th or equivalent marks prepared by CBSE after normalization) published by CBSE for seat allocation purposes. CSAB-2014 is not responsible for any error either in marks or in AIR of JEE (Main) Both Government Funded and Self Financed Institutes will participate in seat allocation through CSAB Government Funded Technical Institutes (GFTIs) are National Institutes of Technology (NITs), Indian Institute of Information Technology (IIIT and IITDM) and other Centrally / State Government Funded Technical Institutes (GFTIs), these institutes will participate in all the rounds of seat allotment. Self Financed Technical Institutes (SFTIs) will participate only in spot round. Seats in CSAB-2014 will be allocated on the basis of JEE (Main) All India Ranks (AIR) of the candidates as provided by CBSE. No other rank/merit will be used for seat allocation. In NITs, 50% of the seats will be for Home State (HS) Quota and the remaining 50% for Others State (OS) Quota, i.e., all Other States and UTs except the Home State. 'Other states quota' exclude home state. In IIITs, other GFTIs and SFTIs, the seats will be allocated on the basis of HS/OS/All India Quota, as applicable. The candidate should note that the Home State (also called State of Eligibility) for a candidate is defined as the State from which the candidate has passed 12 th standard (or equivalent) examination AND not on the basis of nativity (Ref: MHRD Office Memorandum No. F. 20-I/2003-TS-III/June 18, 2003). For example, the Home State (State of Eligibility) of a native of Goa will be Goa only if he has passed 12 th standard from Goa. However, if he has passed 12 th standard from Kerala, his Home State (state of eligibility) will be Kerala. All the registered candidate should note carefully that: If a candidate, who has been allotted a seat, does not report to any of the reporting centre (RC) to complete all reporting formalities, (online initial fees payment, document verification and provisional allotment letter collection), the allotted seat will be cancelled and s/he will not be eligible for any further rounds in CSAB-2014 except Spot Round. If a candidate at any stage withdraws from CSAB-2014 after being provisionally admitted to an Institute, s/he will not be considered for any further rounds of CSAB-2014 seat allocation except Spot Round. Personal Data along with bank details will be required at the time of online registration/withdrawal on CSAB-2014 website. Since CSAB-2014 will refund initial deposit (if applicable) to the candidate through online mode, all candidates need to provide correct bank details (Account no, IFSC Code, Bank Name and Branch) at the time of registration / withdrawal when prompted by the webpage very carefully ensuring no errors. There will be Single set of choices for Engineering and Architecture to facilitate the candidates who are eligible for both Engineering and Architecture streams. Such candidates
3 will be allocated only one seat either from Engineering or Architecture based on his/her preference of choices & AIR. Therefore, candidates are advised to carefully fill their choices during choice filling (for details please see Section 3.1). Candidate should ensure before selecting his/her choice, that he/she fully aware about all the institutes and the branches that he/she is selecting as one of the choices. In case of Union Territories without any NITs, following Home State quota has been made available at different NITs. Candidates passing out their qualifying exam from these Union Territories are also eligible for seats in all other NITs under Other State quota: - Table 1. Home State Quota in Different NITsfor UTs without NITs SN UT without NIT Home State Quota in the NIT 1 Chandigarh NIT Delhi 2 Andaman & Nicobar Islands NIT Puducherry 3 Lakshadweep & Kandvi 4 Daman & Diu NIT Goa 5 Dadra & Nagar Haveli Seat matrices of all the Institutes are provided by the respective institutes taking into consideration the reservation policies applicable to them. CSAB-2014 is not responsible for the contents provided by the participating institutes. There will be a Spot Round for admission after the first four rounds & internal sliding within institute are over. Primary difference between First Four Rounds and Spot Round is that in the Spot Round a candidate pays the fees in advance and thereby agrees to accept the seat if allocated to him. However, if a candidate has paid the initial fee in earlier rounds and participates in spot round (under different categories), he/she need not to pay the spot round fee again. There is no provision of Fees refund paid for spot round, if the candidate chooses not to accept the seat. In Spot Round, both Government Funded Technical Institutes (NITs, IIITs and other GFTIs) and Self Financed Technical Institutes (SFTIs) will participate. For spot round, candidates are advised to carefully choose their institutes and branches, as there is no provision of fee refund if one chooses not to join the allotted institute. In Spot Round the collected fee will not be refunded if seat is allocated to a candidate. The collected fee will be sent to the allocated Institute by CSAB-2014 even if the candidate does not take admission there. However, in case no seat is allocated to a candidate the collected fee will be refunded to the candidate by CSAB It is unlikely that there will be more spot rounds. However, if such situation arises, announcement will be made on the CSAB 2014 (www.csab.nic.in) website at appropriate time. In spite of measures mentioned in the JEE Main Brochure for creating unique AIR, in case same rank is allotted to two or more candidates by CBSE, the tie will be resolved first by giving preference to higher age candidate and second by giving preference to the candidate who has passed his/her qualifying exam earlier. If the tie is still not resolved Chairman CSAB will constitute a committee for suggesting further measures for resolving the tie.

5 1. INTRODUCTION The Ministry of Human Resource Development, Government of India took a policy decision in 2002 to conduct an All India Engineering Entrance Examination (AIEEE) annually, doing away with many of the large number of entrance examinations that were being conducted till then by various institutes in the country for admission to undergraduate degree programmes in the disciplines of Engineering/Technology and Architecture/ Planning. This initiative has been widely accepted and appreciated. A Central Counseling Board (CCB) constituted by the Govt. of India coordinated admissions to UG degree programmes in engineering, technology and architecture in respect of selected institutes till From 2013 onwards, Central Counseling Board (CCB) and All India Engineering Entrance Exam (AIEEE) has been renamed as Central Seat Allocation Board (CSAB) and JEE (Mains) respectively. The CSAB for 2014 has been constituted with Director, Malaviya National Institute of Technology Jaipur, as its Chairman. The Office Memorandum of Ministry of HRD, Govt. of India is placed at Annexure V of this brochure. 30 NITs, 12 IIITs/IIITM/IIITDM, 16 other Central/State Government Funded Institutes (GFTIs) and 46 Self Financed Technical Institutes (SFTIs), list displayed on CSAB website will admit candidates on the basis of their All India Rank (AIR) in JEE (Main) to the first year of Engineering/Technology and Architecture / Planning Programs through a centralized seat allocation procedure, for the academic session Important features of the admission procedure, fee refund rules, admission schedule, list of Reporting/Help Centers, list of Participating Institutes with total number of seats, fee structure and contact addresses, seat distribution in the Institutes etc., are given in this brochure. Candidates are advised to read this brochure carefully and visit CSAB website regularly for updates and for details regarding the entire online admission process as no postal communication will be used. In case of any dispute arising out of the seat allocation process at any stage up to the final allocation of institute and/or branch, the decision of Chairman, CSAB-2014 shall be final and binding. The jurisdiction for legal disputes, if any, will be limited to the courts at Jaipur only. For smooth functioning of admission procedure resulting into maximum number of candidates getting admission to the course and institute of their choice and minimizing the number of vacant seats, it is advised that the candidates should carefully follow the admission procedure given in this brochure. The procedure offers enough flexibility at every round of allotment and candidates are urged to co-operate by not prolonging their final decision on admission after seat allotment. This will facilitate in catering to the needs of larger number of candidates seeking admission through CSAB SALIENT FEATURES This section provides only a broad overview of the stages involved in the counseling and admission process. The entire admission process will consist of four rounds followed by a spot round. The first four rounds of admissions will cater for
6 admissions to all institutes except SFTIs who will participate in Spot Round only. For more details, please read the subsequent sections. 2.1 Pre-allotment steps All eligible candidates will register, fill their choices, save them ONLINE on the CSAB-2014 website All candidates must verify their personal information during online registration. During this period, the candidates are free to change, reorder, delete and add to their choices of branches/institutes as per their preference. Set of saved choices will be available for next session. Once locked, candidates will not be able to unlock their choices. If a candidates fails to explicitly lock his/her choices by the stipulated time, his/her last saved choices will be automatically locked after this deadline. Candidates are therefore strongly advised to lock their choices themselves. Candidates must take printout of their locked choices. This printout, which will consist of the terms and conditions as agreed by the candidates, has to be signed and submitted at the time of reporting at Reporting Centre / Allotted Institute for admission. A registered candidate, who did not fill any choice and/or fail to save them, cannot be considered for seat allotment and admission. However, he/she is permitted to fill choices after the third round for participating in the fourth round. If he/she again fails to fill any choice(s) and/or fail to save them, he/she cannot be considered for seat allotment in the fourth round. Eligible candidates who did not register during the scheduled duration before the first round are permitted to do fresh registration and choice filling before the fourth round. Eligible candidates who did not register before 1 st round and 4 th round are permitted to register during the scheduled time before spot round admission as per spot round rules. If the information submitted by any candidate is found to be fraudulent, incorrect or untrue, the seat allotted (if any) is liable to be cancelled. Moreover, such candidates will no longer be considered eligible for admission and will also be liable for legal action. 2.2 Seat Allotment and reporting to Reporting Center for Round 1, 2 and 3. The first round of seat allotment will be displayed on the CSAB website (www.csab.nic.in). Individual allotment letters will not be sent to the candidates. All the candidates who get an allotment and deposited initial fee, will report in person to any one of the Reporting Centers, failing which their seat allotment shall stand cancelled. Also, they will not be considered for further rounds of seat allotment, except for Spot Round for which they have to register afresh during the scheduled time.
7 Candidates should produce all the relevant certificates in original for verification, signed printout of locked choices and provisional allotment letter printed from the web site, when they report to the Reporting Center. Option I and Option II candidates will forfeit their claim on seats allotted to them in earlier rounds, if they are allotted other seats against their higher preference choices during subsequent rounds. A provisional admission letter will be issued to the candidates at the Reporting Center after the verification of the fee is paid, and all certificates/credentials are found in order. Some of the institutes and branches have, as given in Section 6.3, additional restrictions on qualifications, gender and categories etc. Software will not take care of the same. Candidates are advised to ensure themselves that they satisfy all the additional criteria before they fill in their choices for these branches/institutes. CSAB-2014 will not be responsible for any errors/misjudgments on the part of the candidates. The second round and third round of allotment will be displayed at the CSAB website. Candidates at any stage during scheduled time, can approach the Reporting Center, where they had initially reported, to withdraw from the CSAB-2014 counseling process and also to initiate the process of refund of initial fee (admissible amount) paid by them. During the reporting period against the second round of allotment, candidates who have taken provisional admission during the first round may change their option from Option I to Option II, or Option I to Option III or Option II to Option III. For this purpose, they will have to report during scheduled time to the same Reporting Center at which they had reported earlier for provisional admission. Candidates who are allotted seats for the first time in the third round should report to a Reporting Center for taking provisional admission during scheduled time. Out of these candidates, those who are satisfied with the allotted seat or want to be considered in the same institute for branch change during fourth round and / or internal sliding will go to their allotted institutes for admission during scheduled time after reporting to the Reporting Center. Those who are not satisfied with the allotted seat but want to be considered for fourth round should report to the same Reporting Center only for surrendering their seats and getting choices unlocked during scheduled time. All Option I candidates who report to the Reporting Center during scheduled time, and surrender the seat for being considered in next round, will forfeit all claims on the seat currently allotted to them. The Reporting Center will unlock their original choices; these candidates may now modify their choices during the scheduled time. Eligible candidates who did not register during the scheduled time before 1 st round are permitted to do fresh registration, choice filling, saving and locking for fourth round. Moreover, registered candidates who did not fill any choices are also permitted to fill choices after the third round for participating in the fourth round. Tentative number of candidates reported and admitted will be displayed on the CSAB-2014 website during the scheduled time. Candidates reporting for admission to the allotted institute during the scheduled time, will be given an opportunity to modify their branch choices within the institute for fourth round of allotment and internal sliding, irrespective of the Option chosen by them in round 1,2 and 3. Candidates who have been offered seats (in round 1, 2 or 3) but do not report to the
9 Reporting Center and/or to the Allotted institute (as the case may be) after the third round, will forfeit their claim on the allotted seats and will not be considered for seat allotment in the fourth round. However, they will be permitted to participate in the Spot Round, for which they have to again register during the scheduled time. Choices of all registered candidates who do not get a seat allotment in round 1, 2 or 3 will be automatically unlocked after third round of allotment. These candidates can also modify their choices during the scheduled time. They are not required to approach any Reporting Center for getting their choices unlocked. Classes will start as per the schedules of respective institutes. 2.4 Fourth Round A fourth round of seat allotment that takes into account the modified choices of eligible candidates and fresh choices filled by newly registered candidates after third round of allotment, as per schedule. Candidates who are allotted a seat in the fourth round should report directly to the Allotted institutes during the scheduled time, after online payment of initial fee of Rs. 40,000. These candidates may fill in their preferences of branches within the Institute at the time of reporting for internal sliding if applicable. Candidates who do not report to the allotted institute (Admitting Institute) will forfeit their claim on the allotted seat. However, they will be permitted to participate in the Spot Round, for which they should register again during the scheduled time. 2.5 Internal Sliding After four rounds of allotment, 'internal sliding' amongst candidates admitted in an institute will be conducted as per laid down schedule, in case some vacant seats are available. Sliding will be based on the choices/preferences filled in by candidates at the time of getting admitted to the institute and will be within their category / sub category only. After this internal sliding, vacancies will be displayed at the scheduled time on CSAB-2014 website. 2.6 Spot Round Candidates who are eligible for central seat allocation and have not taken admission in an institute till the fourth round are eligible for the Spot Round. Candidates who are eligible for central seat allocation but had not registered during the scheduled times before 1 st and 4 th round would also be permitted to register and fill their choices. Interested candidates should register, fill choices and lock them (earlier registrations, if any, shall stand cancelled) online from places convenient to them or from Help Centers during the scheduled time. The declared vacancies include those available in NITs, IIITs and other Central/State Government Funded Technical Institutes (GFTIs) after internal sliding carried out within their category / sub category along with all the seats offered by Self Financed Technical Institutes (SFTIs). For details on the procedure of Spot Round refer to Section 4.6. After registration and choice filling they must pay the fee online for spot round (No Demand Drafts/ Cheques / Cash will be accepted at the reporting centre).
10 Spot round fee is Rs. 40,000/- and the mode of payment is either e-challan or Debit card /Credit card / Net banking. Any candidate who has paid the initial fee in the previous rounds and registering in spot need not to pay again. His/her already deposited fee will be carry forwarded on request. o Result of the Spot Round of allotment will be displayed on CSAB website on the scheduled date. Candidates are required to directly report to the allotted institute after downloading and taking printout of the provisional allotment letter from CSAB 2014 website. In case of spot round allotment is provisional and is subject to confirmation by the institute concerned after the verification of credentials and payment of balance dues. o Candidates admitted in GFTIs will report to their respective institutes and will immediately start attending the classes after verification of credentials and payment of balance dues if any in the allotted institute. o It is unlikely that there will be more spot rounds. However, in case such situation arises, announcement will be made on the CSAB-2014 website at appropriate time. 2.7 Some important notes for the candidates Candidates should note the following important points governing the admission process of CSAB-2014: Candidates should go through and understand the contents of Information Brochure and eligibility criteria prescribed therein. Candidates should abide by the rules and admission process of Round 1-4 and Spot Round of CSAB-2014 as specified in the Information Brochure. Candidates should note that No Demand Draft / Cheque / Cash will be accepted at the reporting centres for payment of initial fee (Rs. 40,000) in any of the rounds including spot round. As proof of initial fee payment, printed receipt or SMS/ towards the transaction will be accepted, provided the same is verified at Reporting Centre / Allotted institutes. Due to any transactional error, if a candidate has to make the payment of initial fee (Rs. 40,000) multiple times, CSAB-2014 will refund the full amount received except Rs. 40,000 in the same account (only) if later on it is found that these multiple transactions have been credited in CSAB-2014 account. Preferential allotment will be given to wards / dependents of Defense Personnel killed or permanently disabled in action during war or peace time operations (DS Category) by the allotted CFTI after a candidate qualifies the entrance examination and admitted in a CFTI through normal course. Once admitted in a CFTI, top two candidates in the DS category may be permitted to have preferential seat allotted in the concerned CFTI where he/she has got admission in normal course.
11 Candidate should note that the initial fee (Rs. 40,000) paid by the candidate to CSAB in any of the round including spot round is part of the total fee of the allotted institute. Balance amount, if any, has to be paid at the time of taking admission in the allotted institute. Candidate should carefully note the difference between State of Domicile and State of Eligibility. 'State of eligibility' means the state/ut from where the candidate has passed his / her (10+2) or equivalent examination. For example a candidate will have Haryana as State of Domicile if he/she gets a bonafied resident certificate caste certificate from Haryana. List. If the candidate passing his/her qualifying exam (10+2 or equivalent) from Haryana itself, his/her State of eligibility will be Haryana and he/she will be eligible for Home State Quota at NIT Kurukshetra, and other state quota at all other NITs. However, if this candidate passes his/her qualifying exam (10+2 or equivalent) from Rajasthan his/her State of eligibility is Rajasthan and he/she is eligible for Home State Quota at MNIT Jaipur, and other state quota at all other NITs including NIT Kurukshetra. No Seat will be allocated to PIOs/OCIs/Foreign Nationals through CSAB Candidates should note that during verification of documents at the time of reporting, if any discrepancy is detected in original documents, including category, sub-category, state of eligibility and gender, then their allotted seat may be cancelled and they may not be considered for any further round of allotment. Candidates should themselves ensure that the personal information provided by them is genuine and authentic. Candidates should be aware that certain participating institutes have additional eligibility conditions with regard to admission on category, gender and minimum marks in qualifying exam etc. Candidates should ensure themselves that they fulfil these eligibility conditions and understand that if they fail to fulfill the conditions, their admission to that institute is liable to be cancelled for which they alone will be responsible. Candidates should not disclose / share their password with anybody. They must understand that they are solely responsible for safe guarding their passwords. Neither CSAB-2014 nor NIC is responsible for any misuse of their passwords. Candidates should understand that in spot round, if they are allotted a seat, they will not be eligible for any refund of initial fee. Candidates should be aware of the fee structure of the institutes where they are interested to take admission. The fee structure of different participating institute may be different.
