10 ITRODUTIO The Illinis Department f Transprtatin (IDOT) has prpsed the upgrading and relcatin f Illinis Rute 2 in nrthwest Illinis. The prpsed highway crridr etends thrugh Stephensn and J Daviess cunties frm just west f Freeprt t nrthwest f Galena (Figure 1). As requested by IDOT, the Illinis atural Histry Survey cnducted surveys and censuses f the avifauna within the crridr. The bjectives f this study were: 1) t describe the bird cmmunities using the varied habitats within the FAP 31 crridr and, 2) t identify any endangered r threatened species using habitat within the crridr. STUDY AREA AD METHODS The prpsed crridr runs apprimately 72 km east t west thrugh J Daviess and Stephensn cunties encmpassing abut 18,3 ha (Figures 2 and 3). The Wiscnsin Driftless area and the Freeprt sectin f the Rck River Hills untry gelgical frmatin are the majr gelgical features f the area (see Table 1 fr list f USGS Tpgraphic maps cvering the study site). Agricultural and develped land cver apprimately 86% f the study area while upland frest accunts fr apprimately 12% f the area. ther cver type cmprises mre than 5% f the remaining 2% f the acreage (Table 2). Histrical Recrds The Illinis Fish and Wildlife Infrmatin Service, The Illinis Breeding Bird Atlas, and The Illinis atural Heritage data bases were cnsulted t establish which endangered and threatened species might ccur in the prject crridr. Other references (Herkert 1992; Bhlen 1991; Terres 1989) were cnsulted t establish whether apprpriate habitat fr these endangered and threatened species was present in the crridr. Additinal infrmatin regarding recent census wrk in J Daviess cunty (summer f 1994) was prvided by Dr. James Herkert f the Illinis Endangered Species Bard and Dr. Sctt Rbinsn f the Illinis atural Histry Survey. Pint unts We used pint-cunt census methds t prduce quantitative measures f species abundance and frequency in all habitat types (Blndel et al. 1981). ensuses lasted fr ten minutes in sites with restricted visibility (Le. fldplain frest, upland frest and pine plantatin sites), and fr five minutes in mre pen areas (Le. hill prairie and savanna sites) (Reynlds et al. 198). The year was divided int fur census seasns crrespnding t relevant time perids in the avian life cycle (Table 4). Each f the pints was visited three times in each seasn fr a ttal f 12 cunts at each pint. Twenty tw census pints were established in habitat types suitable fr avian ppulatins (Figures 4-11; Table 3; Appendi I). The number f census pints in each cver type was prprtinal t its relative area in the crridr. ensuses were cnducted between 1 January and 3 vember A fied circular-plt prcedure (Hutt et al. 1986) was used t generate breeding density estimates fr the habitat arund each census pint. Species diversity indices (H'; Shannn and Weiner 1963) were calculated fr all census pints in all seasns. The diversity inde is a useful measure f cmmunity cmpleity and habitat use, particularly when ppulatins are stable during the breeding and winter seasns. The inde is als useful as an inde f habitat imprtance t migrant species. General rridr Survey The presence f avian species in habitats nt cvered by ur census pints (i.e. agricultural and develped lands and miscellaneus habitats) was nted while mving frm ne established census pint t anther thrughut the study perid.

11 6-2 RESULTS Histrical Recrds Species recrds fr J Daviess and Stephensn cunties frm The Illinis Fish and Wildlife Infrmatin Service are listed in Appendi II. Illinis Breeding Bird Atlas data fr Galena, Hanver, Scales Mund West, Elizabeth, Stcktn, Kent Pearl ity and Freeprt West tpgraphic quadrangles are listed in Appendi Ill. Illinis atural Heritage Database accunts fr federally endangered and threatened bird species fr J Daviess unty (there are n recrds fr Stephensn unty) are listed in Appendi IV. Tw federally endangered, eleven state endangered and three state threatened bird species were recrded in J Daviess and Stephensn unties frm 1979 thrugh 1993 (Herkert 1992; Table 5). See Figure 14 fr the lcatin f sighting pints fr endangered and threatened species recrded in the Illinis atural Heritage database fr J Daviess unty. Our search f the literature lead us t believe that species accunts fr J Daviess and Stephensn cunties are relatively pr. Therefre, we als checked fr recent breeding recrds f endangered and threatened species in the adjacent cunties (Le. arrll, Ogle and Winnebag). This search turned up fur additinal Illinis endangered species (Table 21) which culd ptentially reside in the prpsed crridr. Habitat Availability: Endangered and Threatened species We assessed the availability f suitable breeding habitat fr the endangered and threatened species listed in Table 5. Infrmatin regarding habitat requirements was taken frm Herkert (1992), Bhlen (1991), Terres (1989) and frm ur general knwledge f the habitat requirements fr endangered and threatened species. American Bittern and Least Bittern. These species require emergent wetlands that have shallw standing water present thrughut June. The Irish Hllw wetland cmple meets these requirements. Great Egret and Black-crwned ight Hern: These species ften nest in assciatin with Greatblue Herns. Emergent wetlands with pen water and shallw pnds within the prject crridr including the Irish Hllw wetland cmple culd prvide fraging habitat fr these species during the breeding and migratin seasns. The established Great-blue Hern rkery near census pint BFl(see belw) might attract these species. rthern Harrier and Shrt-eared Owl: Large emergent wetlands with an abundance f thick grasses may prvide breeding, migratin and winter habitat fr these species. The Irish Hllw wetland cmple within the crridr meets these requirements. Sharp-shinned Hawk and per's Hawk Wded areas within the crridr that are dense and relatively undisturbed prvide suitable breeding, migratin and winter habitat fr these species. ensus pint sites PP1 and PP2 may prvide suitable habitat fr these species. per's Hawks are knwn t nest in the Tapley Wds nservatin Area (Rbinsn, 1995). Veery: This species requires deciduus wds with thick undergrwth and ravines fr bth migratin and breeding. ensus pint sites UP3, UP4 and UP6 pssess the characteristics attractive t this species. This species has been recrded in the Tapley Wds nservatin Area during the breeding seasn (Rbinsn, 1995). Brwn reeper: This species requires trees with dead branches and lse bark fr rsting during migratin. All the upland, pine plantatin and fld plain census sites in the crridr may prvide nn-breeding seasn fraging sites fr this species. Yellw-headed Blackbird. This species prefers stands f cattails with areas f pen water. The Irish Hllw wetland cmple within the crridr may meet this birds minimal requirements fr nies-ting.

12 6-3 ensus results Frm Octber 1993 thrugh vember 1994, 2337 individuals representing 33 families, and 16 species were recrded in the crridr area (Appendi IV). The tanmic rder f all species included in this reprt is listed in Appendi V (American Ornithlgists' Unin, 1983). Winter census: A ttal f 218 individuals representing 12 families, and 22 species were recrded during the winter census (Table 6). The census pint with the highest species richness was UP9. The census pint with the least number f species bserved was UP3 with zer registratins. The species with the greatest relative abundance ver all the census pints was the Black-capped hickadee fllwed by the Blue Jay and the Wild Turkey (Table 6). One endangered species, the Bald Eagle which is n bth the federal and Illinis lists, was bserved twice during the winter census. In bth cases the bird seen was saring far verhead and is nt likely t have been using the crridr area as a rsting r feeding site. An Illinis threatened species, the Brwn reeper, was als bserved twice during the winter census (Table 6). These sightings are cnsistent with use f upland sites as ver wintering areas. Spring census: A ttal f 563 individuals representing 26 families and 58 species were recrded during the spring census (Table 8). The census pint that prduced the mst bservatins and that had the greatest species richness was UP1. ensus pint HP3 had the fewest bservatins and the lwest species richness. The Black-capped hickadee had the highest relative abundance, fllwed by the Blue Jay (Table 9). The Black-capped hickadee was als the mst frequently bserved bird species, fllwed by the Blue Jay. A single Illinis threatened species, the Brwn reeper, was recrded nce during the spring censuses (Table 8). This bird may well have been a migrant. Breeding census: We bserved 837 individuals representing 27 families 52 species during the breeding seasn (Table 1). The greatest number f individuals were recrded at census pint PP3 and census pint BF1 had the greatest species richness. ensus pint S2 had the fewest individuals and the lwest species richness. The species with the greatest relative abundance was the Blue Jay, fllwed by the Huse Wren and the rthern ardinal (Table 11). The rthern ardinal had the highest relative frequency value fllwed by the Huse Wren. Breeding density: Breeding bird densities, epressed as breeding pairs/square kilmeter, fr all census pints are listed by habitat type (Tables 12 thrugh 16). If a species was bserved three r mre times at a census pint, it was assumed t be breeding at that site. All density values are runded up t the nearest whle number t arrive at minimum breeding pairs/square kilmeter. Density values were nt calculated fr thse species with less than three bservatins r fr birds bserved flying ver the site. The census pint with the greatest number f breeding pairs was S3 fllwed by UP8 (Tables 12 thrugh 16). The census pints with the smallest number f breeding pairs were S2 and UP7. The species with the greatest breeding densities were the American Rbin at BF3 and HP1 and the Field Sparrw at HP2. There were n endangered r threatened species recrded during the breeding census.

13 6-4 Fall census: A ttal f 719 individuals representing 28 families and 5 species were recrded during the fall census perid (Table 17). The census pint that prduced the mst bservatins was HP2 fllwed by Sl. The highest species richness was fund at census pint Sl. The census pint with the fewest bservatins and als the lwest species richness was HP1. The bird species with the greatest relative abundance as well the greatest relative frequency was the Blue Jay (Table 18). During the Fall census we recrded an Illinis endangered species, either a Sharp-shinned Hawk r a per's Hawk, twice. These species are recrded all ver Illinis during migratin and were prbably transients. We als recrded Brwn reepers (Illinis threatened) nine times during this seasn. Mst f these sighting were in the late fall, and taken in cmbinatin with the winter sighting f this species suggest use f uplands as ver-wintering areas. Species Diversity Species diversity was calculated fr each seasn fr the twenty tw census pints (Table 19). The census pint with the greatest species diversity was HP1 during the breeding seasn. birds were recrded during the winter seasn fr census pints UP3, UP4, UP1 and S3 generating species diversity indices f. Irish Hllw wetlands Wetlands prvide habitat fr many threatened and endangered species. Althugh wetlands make up a small percentage f the ttal acreage f the prject crridr, there is an etensive wetland cmple in Irish Hllw (Figure 12). The Irish Hllw wetlands are cmprised f marsh, sedge meadw and wet meadw habitats alng an abandned railrad right-f-way. A ttal f 64 species representing 27 families were recrded at this site during ur surveys with the highest species richness ccurring during the spring (Table 2). One Illinis endangered species was bserved in this area, the rthern Harrier. This species was seen in the fall, during the breeding seasn and during the spring. We did nt find evidence f nesting, still, it is pssible that this species breeds in the area. Great-blue Hern Rkery One active Great-blue Hern nesting clny was lcated within the FAP 31 prject crridr in a large islated upland frest near Yellw reek (Figure 13). This area was discvered in the winter f and we bserved Great-blue Herns actively using the rkery in the summer f Si standing nests were lcated at the highest pint in this area in dead Shagbark and Pignut Hickry trees. The fact that the dead trees were gruped tgether in an therwise healthy wds suggests that they died frm prlnged use by nesting herns. The Great-blue Hern is nt an endangered r threatened species. Hwever, the Great Egret, an Illinis endangered species, des nest in J Daviess cunty, and the Black-crwned ight Hern, anther Illinis endangered species, has histrically nested in adjacent cunties. Bth f these species are knw t nest frequently with Great-blue Herns. Therefre, the Great Egret and/r the Black-crwned ight Hern may cme t nest in the area in the future. General rridr Survey Frty fur species representing 21 families were recrded away frm established census pints in agricultural and develped areas, in miscellaneus habitats nt cvered by frmal censuses, r near census pints utside the fficial cunt perid (Table 21).

14 6-5 Five Illinis endangered species, tw f which are als n the Federal endangered list, were bserved during ur general crridr surveys (Table 21). Hwever, all f these recrds are frm the spring r fall migratin seasns and these individuals were likely transients in the area. Discussin The unique nature f the driftless regin in rthwestern Illinis, with its steep ravines, rck utcrps, hill prairies and upland and fld plain frests, prvides habitat types nt ften encuntered in the nrthern 3/4 f the state. Here, ranges f mre nrthern species such as the Veery, verlap ranges f suthern species like the Lggerhead Shrike. Mining, lgging, farming and urbanizatin have greatly altered the riginal vegetatin structure f the regin. The nce etensive frests are fragmented and many f the savannas and prairies have been cnverted t agricultural uses. During this study an effrt was made t systematically census all critical habitat types cntained in the prject crridr. Mst f the census pints established at the nset f the study are nt lcated n the alignment prpsed late in the investigatin, hwever, habitat sampling was representative and inferences abut species cmpsitin in the area f the alignment are valid. Si endangered r threatened species were bserved in the FAP 31 crridr during this investigatin (Figures 15-21). Five f these are state endangered (tw are als federally endangered) and ne is state threatened. Mst f these sightings ccurred during either the spring r fall migratin perids and we d nt feel that the crridr areas are critical fr these species. Tw Illinis endangered species were bserved during the breeding seasn: an unidentified accipter species (either Sharp-shinned Hawk r per's Hawk) and the rthern Harrier. It is pssible that the rthern Harrier is breeding in the Irish Hllw area. It was bserved there in three seasns (spring, breeding and fall), hwever, we fund n evidence f a Harrier nest in this area. There may als be sufficient breeding habitat fr bth the Sharp-shinned and per's Hawks. Hwever, there was nly ne sighting f an accipter during the breeding seasn and we feel it is nt likely that either species is nesting in the area. During this investigatin, n endangered r threatened species were cnfirmed as breeding within the study crridr. One Illinis threatened species appears t ver winter in the crridr. The Brwn reeper was recrded in all but the breeding seasn. Several late fall sightings and tw January sightings suggest that this species des ver winter in the crridr area.
