2 Introduction and Background The County of Penobscot is requesting proposals for the purpose of modernizing and expanding its technology infrastructure. The intention of this RFP is to invite prospective vendors to submit a proposal to supply a complete server virtualization solution to include hardware, software, installation and ongoing maintenance. This would include servers, network storage, disaster recovery planning as well as training (as necessary) and project management. This RFP will provide vendors with operational and performance requirements and will also outline those facets that may lend themselves to extra consideration of the proposal. The scope of this RFP will cover the expansion and modernization (replacement) of the existing virtual server infrastructure and will include servers, network storage, and professional services including training and documentation as well as ongoing support. The County of Penobscot is a county governmental institution that provides services on a number of levels including services for public safety, offices for public service (including legal document processing) as well as various other services. Penobscot County works closely with those municipalities within its borders and works cooperatively with adjoining agencies and counties. Penobscot County s realm of responsibility also includes services to neighboring counties relating to public safety and information technology support. Presently, Penobscot County has a mixed collection of resources and platforms on which IT services are provided, including some virtual server infrastructure as well as standalone physical servers. Penobscot County also uses a diverse selection of operating systems including AIX, Solaris, Linux and 2003 through Backups are done through scripted backups of critical data to network attached storage devices. One of the primary goals for this project is replication of critical infrastructure either by reutilizing existing hardware in conjunction with new, upgraded hardware or through the use of cost effective solutions which would provide geographically separated data redundancy through high speed network connectivity. Additionally, incremental backups for immediate data recovery is of high importance in the consideration of this project. The solution provided should allow additional consolidation, improved scalability and disaster recovery capabilities, continued centralized management and high availability. The remainder of this document provides additional information that will allow service providers to understand the scope of the support requirements and develop a proposed solution. 3 Penobscot County s award of contract, if at all, will be made in accordance with the County s purchasing policy and will be based on the County s understanding of the responders skills, experience, proposal price, qualifications and overall ability to meet all goals and considerations. Cost will not be the sole determining factor. 4 Guidelines for Proposal Proposal Submission Award of the contract resulting from this RFP will be based upon the vendor(s) whose response, in the County s sole judgement, represents the best value considering the needs, technical issues, cost and other factors. Penobscot County reserves the right to: Reject any or all offers and discontinue this RFP process without obligation or liability to any potential vendor Accept other than the lowest priced offer Request that some or all respondents submit additional written information Negotiate the terms and conditions of any contact for services that may hereafter be let by the County Award the contract on the basis of initial offers received, without discussions or requests for best and final offers Award more than one contract Vendor s proposals shall be submitted in several parts as set forth below. The vendor will confine its submission to those matters sufficient to define its proposal and provide an adequate basis for the county s evaluation of the proposal. In order to address the needs of this procurement, Penobscot County welcomes vendors who work cooperatively in presenting integrated solutions. Vendor team arrangements may be desirable to enable the companies involved to complement each other s unique capabilities, while offering the best combination of performance, cost, and delivery. Penobscot County will recognize the integrity and validity of vendor team arrangements provided that: The arrangements are identified and relationships are fully disclosed, and A prime vendor is designated that will be full responsible for all contract performance Vendor s proposals in response to this RFP will be incorporated into the final agreement between Penobscot County and the vendor(s). Detailed Response Requirements Executive Summary: This section will represent a brief, high-level synopsis of the vendor s response to the RFP. The Executive Summary should be a brief overview of the engagement and should identify the main features and benefits of the proposed work. If desired, details on scope, approach or methodology may be included. Deliverables: Include descriptions of materials to be used and other deliverables Detailed and Itemized Pricing: Include a fee breakdown including labor, materials and any related expenses including travel as necessary Exclusions: Exclusions and/or exceptions to RFP and contract terms and conditions References: Provide three current corporate references for which you have performed similar work Company Overview: Provide the following for your company: Official registered name (corporate, D.B.A., Partnership, etc.), address, main telephone number, toll free numbers, and facsimile numbers Key contact name, title, address (if different than above), direct telephone number and fax numbers Person authorized to contractually bind the organization for any proposal against this RFP Brief history, including year established and number of years your company has been offering service of the proposal Identify any subcontractors or vendor relationships Privacy All information within this request relating to internal network infrastructure, equipment and configuration should be considered confidential in nature and only for use of the vendor to create their proposal. 6 Evaluating Factors for Award Criteria Award of this contract resulting from this RFP will be based upon the appropriate consideration given to operational, technical and management requirements and cost offering the best value. The following elements will be the primary considerations in evaluating all submitted proposals and in the selection of vendors(s): Completion of Proposal The extent to which the vendor s proposal fulfills the County s stated requirements as set out in this RFP. An assessment of the vendor s ability to deliver the indicated services in accordance with the specifications set out in this RFP The vendor s stability, experiences, and past performance references in delivering such services Availability of sufficiently high quality vendor personnel with the required skills and experience for specific approach proposed Availability and commitment to completion date Acceptance of contract terms Availability and references to quality of ongoing maintenance and support Scalability and growth potential Overall cost of vendor s proposal Scope of Work Requirements The following information should be used to determine the scope of this project and provide pricing for this engagement: All equipment and material should be new. Used, refurbished or repurposed equipment or material will not be acceptable. The system must be VMware VCenter (Version VMotion 6 or above) compatible and compliant. Solution should be configured to be a two host server system to provide disaster recovery capability between the two, each acting as a singular host system that mirrors the other. Each host server should be a two processor server

7 Storage should be in excess of 10TB raw storage capability for each DR host system and easily expandable in size. Storage should be RAID protected. Each DR host system should have in excess of 128GB of usable memory. Additional consideration will be given to those vendors who also can also provide Microsoft 2012 R2 Datacenter licensing for VMs. It is preferred that the solution should use the hyperconvergence model or traditional host/storage array configuration. Vendor must: Furnish and install server hardware, storage, and licensing, with capabilities to handle the virtualization goals as described in the background of current servers in the data center (see Exhibit A) Provide all necessary virtualization software components Provide sufficient professional services to completely establish the virtual environment and migrate existing VMWare infrastructure to the new environment Perform physical to virtual conversions of current servers as appropriate Implement a stable storage system large enough for VMs and disk backup to provide localized (host specific) redundancy for VMs Implement backup policies and scheme, including any necessary hardware or licensing costs Assess and assist with application and data migration to the new VM environment Training As part of the virtualization implementation, Penobscot County would like to ensure training is provided to key personnel involved in supporting the virtual environment and the use of its features. Following the successful completion of the project, the vendor is required to provide a minimum of 1 day of training on the proper configuration, daily operation and maintenance of the system. The training will be for no more than 5 individuals who work directly for the IT Department. The vendor will provide at minimum 2 copies of all installation, configuration and/or training materials. This includes any and all materials offered by the vendor deemed to be helpful in the day to day operations of the system

8 Maintenance and Support Penobscot County will require ongoing hardware and software support of the system (at an ongoing cost) to maintain the system. First year maintenance, as a minimum, should be part of the initial proposal. Subsequent years will be billable annually for support. Following the successful completion of the project, the vendor is required to provide the following support information regarding technical support and other vendor services: Materials describing the process for reporting a hardware and/or software failure in any of the components of the proposed system The methods available for contacting technical support including phone, and website, including escalation procedures warranty and maintenance for each of the components proposed Upgrade path for management software and any annual support fees for all software provided Documentation Following completion of the project, the vendor is required to provide written documentation and diagraming of this project. The documentation should consist of the following: Cost Detailed Technical Report. A document developed for the use of the IT Department s technical staff which discusses the scope, approaches, employed, diagram of topology, deviations from the original plan, etc. Executive Summary Report. A document developed to summarize the scope, approach and results in a manner suitable for senior management. All items should be grouped in the following categories: Hardware Software and Licenses Professional Services (Flat Fee Only) Maintenance & Support Each item must be itemized detailing its description, unit cost and quantity
