2 Graduate Program Facilitators of Student Success and Professional Community Graduate Education Program This timeline represents the work of the graduate program beginning Spring, 1997 to date. During this time, Asbury College faculty, administration, board of trustees, and related agencies, approved the proposed graduate program. Materials were developed, policies and curriculum created, marketing initiated, and the program was launched. Spring, 1997 Graduate Conceptual Framework Summer, Present Major Revision Dates: 2001, 2002, 2004, 2006, 2007 Graduate Continuous Assessment System Summer, Present Major Revision Dates: 2001, Spring 2004, Fall 2004, 2006, 2007 Fall, 1997 Academic Year Conducted a feasibility study and submitted a proposal for the graduate program in education to Asbury College Administration. Received initial approval to proceed. Conceptual Framework Completed the Conceptual Framework with a facilitating philosophy that extends the undergraduate foundational principles to include two foci: (1) impacting student success, and (2) building professional community Added schematic of model and Standard XI dispositions 2002 Updated for Graduate Education Handbook 2004 Major revision to Standard XI and identification of 5 dispositions 2006 Revised by unit (added diversity competencies) Added new model and new logos Continuous Assessment System Completed the Continuous Assessment System for Graduate Program. The Graduate Assessment System has 2 gates: Admission to the Specialty Area (Gate 5) and Exit from the Program (Gate 6) Revision for assessing Standard XI dispositions Revised total system (Added new tables for collection of tables, summary data, reliability and validity studies.) Fall, 2004 Revised Gate 5 (omitted interview, only portfolio review) 2006 Reviewed data collection process Added impact table Academic Year Received approval from Asbury College Faculty and Board of Trustees for the implementation of the graduate program. 3 Graduate Program Fall, 1998 Spring, 1999 Academic Year Began intensive work on the graduate program related to application materials, curriculum, policies and marketing. Developed curriculum for two graduate programs: Instructional Media and Learning & Behavior Disabilities P-12. Presented graduate curriculum proposals to the Academic Policies & Curriculum Committee in January. Curriculum proposals were approved by entire faculty in February. Graduate curriculum folios were presented to the Office of Teacher Education and Certification on March 1, Submitted application for graduate program to Council on Postsecondary Education (CPE). June 22, 1999 July 26, 1999 November,1999 December, 1999 February, 2000 June, 2000 July 7, 2000 July 10, 2000 November, 2000 March, 2001 Academic Year Received approval from Education Professional Standards Board (EPSB) for graduate program review documents. Approval granted by CPE Completed SACS application for institutional substantive change to level III for graduate program. Created brochures, finalized admission documents, and posted program description, course descriptions, and admission process on the web. Bonnie Banker was appointed Director of Graduate Studies. A new professional staff position was created to provide assistance to the graduate program. Mrs. Shawanda Barnes was hired to be our Assistant to the Graduate Program and our Certification Specialist. Received notification from Southern Association of Colleges and Schools (SACS) approving the offering of MA in special education and instructional media; granting institutional substantive change to level III. Began the inaugural graduate course in the first graduate program at Asbury. Limited 4-week summer schedule was offered with 17 students enrolled. Academic Year Application made to KDE Exceptional Children Services Division for scholarship assistance for special education majors. Application made to WHAS Children s Fund for scholarship money to support tuition for special education majors. Invited to make presentation to Board of Directors. May 21, 2001 Report to SACS submitted on first year of program operation. May, 2001 June 18-20, 2001 Special Education Trainee Program Personal Service Contract for $25,000 signed with KDE Exceptional Children Services Division for tuition support for special educators (Traineeship grant) SACS Substantive Change Committee visits Asbury College to review continued compliance with the SACS criteria. 4 Graduate Program July 12, 2001 Summer, 2001 August, 2001 SACS Committee Recommendations received (10 recommendations) The Graduate Education Program offers a full slate of courses during this summer school operation. Courses offered as intensives with one-,two-and four-week class formats with 25 students enrolled. Asbury College Bulletin includes the Graduate Education Program. September, 2001 Academic Year The Graduate Education Program was awarded $5,000 in scholarship grants from the WHAS Children s Fund to support tuition for special education majors. September, 2001 November, 2001 December, 2001 January, 2002 February, 2002 February, 2002 March, 2002 March, 2002 April, 2002 May, 2002 Response to SACS recommendations Updated Conceptual Framework: added schematic for the model and dispositions Received SACS response; reduced recommendations to four Developed Alternative Certification in Special Education Approved by the Graduate Education Committee; Academic Policies, & Faculty Developed graduate program with endorsement in ESL P-12 and Learning and Behavior Disorders Approved by the Graduate Education Committee; Academic Policies, & Faculty Submitted Program Review Documents for EPSB approval Compiled policies and related graduate program processes into a single document: Graduate Education Handbook Request renewal of the WHAS grant NCATE /State Board of Examiners visit Conducted first Gate 6 interviews with portfolio and action research presentations Inaugural graduating class 5 graduates (3 instructional media; 2 special ed) May 20, 2002 English as a Second Language, P-12 & Learning and Behavioral Disorders, 8-12 approved by EPSB June, 2002 LBD, P-12 alternative approved by EPSB Special Education Trainee Program Personal Service Contract for $25,000 signed July, 2002 with KDE Exceptional Children Services Division for tuition support for special educators August, 2002 Awarded WHAS tuition scholarship grant for $8000 Summer, 2002 First candidates enroll in the LBD alternative program and ESL program Asbury College Conceptual Framework Page 55

5 Graduate Program September 9, 2002 Academic Year First Follow-Up Report to SACS regarding remaining four recommendations December, 2002 SACS accepts response to all remaining recommendations; No further follow-up report requested. January, 2003 Received initial NCATE accreditation with no areas of improvement for both initial and advanced programs March, 2003 March, 2003 April, 2003 May, 2003 July, 2003 September, 2003 September, 2003 November, 2003 March, 2004 April, 2004 EPSB approved initial accreditation (joint w/ NCATE) for both initial and advanced programs Applied for WHAS tuition scholarship grant and invited to present to Board of Directors Math and Science department inquire about alternative certification program Foreign Language department inquire about alternative certification program. Received WHAS grant for $12,000 and Traineeship grant for $30,000 for tuition scholarships. Academic Year Implementation of mentors for Methods & Assessment I and II to provide assistance to candidates in schools. A handbook was created to assist with this mentorship. Oversight of Instructional Media program moved to the Education Department with Becky Oswald providing principal leadership. Certification track only available. Secondary alternative certification in Math, Biology & Chemistry approved by GEC and AC faculty. ESL program revised including the addition of a new course, TELG 518 Methods and Culture. Approved by GEC and AC faculty. Revised Asbury Standard XI to include 5 dispositions (Moral and ethical integrity, Respect and Compassion for Others, Personal and Emotional Wellness and Vitality, Passion for Teaching, and Spiritual Sensitivity and Purpose.) Revision was made to Continuous Assessment process to encompass revised disposition component. Data tables, Summary Data (aggregated and disaggregated) were addressed in the revised plan. Advertised for a faculty member in special education; no candidates applied. New Graduate Education Center, formerly the location of the curriculum lab, renovation is completed and move into new offices took place on March 18 th. Asbury College Conceptual Framework Page 56

6 Graduate Program June, 2004 Fall, 2004 December, 2004 January, 2005 Applied for WHAS tuition scholarship grant and invited to present to Board of Directors Umbrella secondary alternative certification approved by EPSB Academic Year With the continuous assessment process, Gate 5 procedure was revised. The interview component was removed from the Gate 5 procedure and only a portfolio review occurred by the GEC. As part of the Gate 5 revision, new recommendation forms were created to obtain internal and external validity of the candidate s performance (1 recommendation from the public school and 2 from faculty on campus) The GEC approved proposed changes to the admission requirements for the graduate program. The changes focused on refining policies regarding candidates who did not meet the specified criteria to promote a fair and equitable process of admission. Due to low enrollment and related issues, the GEC decided to suspend the Instructional media program effective January 1, Began Spring the process 2005 of curriculum alignment with graduate programs. This process will continue through December Spring, 2005 Spring, 2005 Spring, 2005 Summer, 2005 Summer, 2005 The Graduate Program was featured in the Asbury Ambassador. As part of the recruitment plan, new brochures, application materials, marketing posters and display boards with a common theme ( Beyond Expectations ) were created. The Graduate Education Program advertised for a faculty member in special education. As a result of this effort, Ms. Lynn Gagle was hired in a full-time capacity with part-time responsibilities in special education. Began the frontloading process for eportfolio system for graduate candidates. Dr. Pauler was contracted to design the curriculum for a graduate program in reading. Anticipated start date June Academic Year Fall, 2005 Fall, 2005 Fall, 2005 February, 2005 Spring, 2006 Completed the process of curriculum alignment for graduate programs and revised major sheet Alterative certification options in Foreign Language, English and Social Studies were approved by faculty and implemented. (Previously approved by EPSB under umbrella certification. Updated conceptual framework and revised program forms. Prepared program review documents and submitted them to the EPSB. All graduate programs were re-approved by the EPSB, including the new program in Reading and Writing P-12. Asbury College Conceptual Framework Page 57

7 Graduate Program Spring, 2006 June, 2006 July 2006 Summer, 2006 Created Leadership Think Tank comprised of several local leadership personnel and began the creative task of designing the curriculum. Anticipated start date is Fall, New Reading and Writing P-12 program launched. Received notification of being awarded a grant of $18,000 from the WHAS Crusade for Children, $8000, for scholarship assistance for special education candidates and $10,000 to develop an assessment clinic.
