9 The Challenge: The Secretary s Advisory Committee on Apprenticeship asked that the articulation issue be addressed at a national level. How might we ensure the advancement of credit-bearing Registered Apprenticeship programs across 2 and 4 year institutions of higher education? Issue raised to Asst. Secretaries from DOL/ETA and ED/OVAE; Convened a large group of community colleges and Registered Apprenticeship sponsors to discuss and work on next steps; Formed a small working group to examine the issues and develop a specific proposal. 9
10 The Policy Context - Department of Labor and Education Collaborative Efforts The RACC supports President s goals of achieving the highest number of college graduates by 2020 and individuals having at least one year of postsecondary education Recognition of the correlation between attainment of postsecondary credential (and/or credit attainment) and employment outcomes, including earnings Builds on joint focus on credentialing and other efforts such as: WIA Reauthorization (WIOA) Perkins Reauthorization TAACCCT 10
11 RACC Goals Attain better completion via diverse pathways to postsecondary degrees. Facilitate articulation of the Registered Apprenticeship certificate for college credit on a national scale to enable apprentices to earn a college degree Strengthen relationships among Registered Apprenticeship and two- and four-year post-secondary institution representatives nationwide Version
12 The RACC leverages promising models and brings them to a national scale. Identify and build upon existing and promising regional, state, and industry models that can be scaled. Consortium Model Meets Criteria Increase graduation rates Increase the number of people who earn a credential Provide career paths leading to good jobs Portability, accessibility, and sustainability Version 1.5 Uses the SOC model with similar challenges and goals 12
13 Initial Conditions for RACC Membership Post-secondary Institutions Be in the Department of Education Database of Accredited Programs; Grant degrees; Accept prior learning assessment and transfer credits; and, Provide program information to the RACC. Apprenticeship Sponsors Have program with standards registered with DOL or a State Apprenticeship Agency; Submit to program review to assess program quality and rigor, and determine credit value; and, Provide program information to the RACC. 13
14 College Credit Equivalencies for RA Programs Evaluation = condition of RA s RACC membership Presence and detail of college-level learning Number and level of college equivalent credits If RA s education provider is a regionally accredited college AND provides a transcript for RA as college-credit courses, NO EVALUATION IS REQUIRED 14
15 Recognized Third Party Reviewers The RACC currently accepts evaluations by: American Council on Education (ACE) CREDIT program National College Credit Recommendation Service (NCCRS) Colleges that conduct evaluation processes similar to ACE and NCCRS must be degree-granting, post-secondary institutions regionally accredited and recognized by US Dept. of Ed registered with the RACC 15
16 Guidelines for Third Party Reviewers Review Preparation & Team Composition Review Preparation Reviewing Institution provides: Application Technical Assistance Materials Checklist for RA program Scheduling Logistics The Review Team Composition Subject-Matter Experts (SMEs) including academics and industry; team facilitator optional Multiple subject areas within an RA program require corresponding SMEs RA recommendations for team considered College administration and RA reps. review and approve final team composition 16
