5 ABOUT The Rye Telephone Company RTC has a long-standing history of commitment to providing quality telecommunications services to our customers. Founded in 1959, Robert and Maxine MacCormack made a proposal to acquire the Farmers Mutual Cooperative in Rye, Colorado. The proposal stated if the MacCormacks could successfully build a new telephone network, install a switch, and provide service to every home within one year, the telephone system would become theirs. If they could not accomplish the tasks within the proposal, the system would remain the Cooperative s. The community took them up on the deal, and RTC was on its way! Today, RTC has 15 full-time employees and a serving area of approximately 1,800 square miles with over 2,000 subscribers. RTC utilizes a state-ofthe-art fiber optic network and offers an abundance of products and services for your telecommunications needs. CONSUMER TIPS INSTALL EVERYTHING AT ONCE Every time you have a telephone installed or service changed, certain one-time charges apply. Save money by having several services added or changed at the same time. BURIED CABLE CAUTION Many of our lines are buried. If you are going to dig holes for fence posts or foundations please call the Utility Notifications Center of Colorado (UNCC) or hours in advance. RTC will then be notified to locate the cable before you dig. If you do not call for a cable locate and you damage a cable, you will be billed for repair costs. VACATION RATES If you are going to be gone for an extended time, call our Account Representatives to have your telephone temporarily disconnected. There is no charge to process your request to be put on vacation status. You will receive a bill each month you are away. when you return, we can get your service re-established (usually the same day you call) with the same telephone number. There is a service order fee to reconnect your service when you return. LOOk IN THE BOOk You can avoid costly Directory Assistance charges by looking up numbers in your telephone directory. Jot down frequently called numbers on the pages provided in this directory. Before making a long distance call to a business in another town, check the phone book to see if the business has a toll-free number. If they do, you ll save yourself the price of a long distance call. TEACH CHILDREN EMERGENCY TIPS If you have children old enough to use the phone, teach them how to use the phone in emergencies. They should know how to call their home number, the Operator and 911. Use a toy phone for practice, or hold down the hook switch on your regular phone while children practice dialing and providing information. HANDLING OBSCENE OR HARASSING PHONE CALLS Always use the telephone on your terms, not on those of the caller. Don t talk to anybody unless you want to ask the caller for his or her identity, and do not identify yourself or your telephone number until you know who the caller is. 6 HANDLING HARASSING PHONE CALLS (continued) reveal his or her identity, hang up immediately. Tell your children and their babysitter never to talk on the phone to anybody they don t recognize. It is illegal to make obscene or harassing phone calls. Penalties for telephone crime can include fines or imprisonment. RTC offers a service called Customer Originated Trace. This feature allows a customer to trace harassing phone calls. Please see Customer Originated Trace in the Optional Services At Extra Charge section on page 11. YOU HAVE RIGHTS WE D LIkE YOU TO know ABOUT 1. You can request free blocking of 900 calls from your home or office. However, to remove the 900 block you must do so in writing. 2. You have 60 days after receiving a bill to dispute 900 pay-per call errors. while the errors are in review, you have the right to withhold payment for the disputed charges. No collection activity will be brought against you for those charges. 3. Your local and/or long distance service cannot be disconnected if you fail to pay your disputed 900 charges. If you do not pay legitimate 900 charges, the carrier has the right to block your 900 access. 4. You should not be held responsible for pay-percall services that do not comply with federal laws and regulations. Customer service records, credit information and related confidential personal account information are fully protected. RTC reserves the right to request legal, written verification of a person s identity in order to release information pertaining to a customers account. ILLEGAL WIRETAPPING Federal and state laws prohibit wiretapping or other interceptions to telephone lines. A person must obtain a court order or prior consent from all persons participating in a call. The penalty for illegal wiretapping can be imprisonment or fines. TAMPERING WITH EqUIPMENT RTC may deny telephone service to any person or corporation if telephone equipment on their premises shows evidence of tampering, manipulation, or operation of any device whatsoever, for the purpose of obtaining telephone service without payment of charges applicable to the service rendered. Don t use your telephone in the bathtub, shower, or swimming pool. Dropping the phone into water could cause electric shock. Avoid using the telephone during electrical storms. It is possible that electrical surges can travel through the telephone wiring inside your house. If you suspect a gas leak, use a telephone away from the suspected area to report it. The telephone s electrical components could create a tiny spark when dialing. It is highly unlikely, but that spark could ignite a heavy concentration of gas The Rye Telephone Company

7 PAYING YOUR BILL Charges for your local service and equipment are billed one month in advance; charges for installing or changing equipment are billed the same way. PAYMENTS SHOULD BE RECEIVED IN OUR OFFICE ON THE DUE DATE INDICATED ON YOUR BILL. If an account is continually delinquent, it is at RTC s discretion to add a toll bar to a customer s service until account in current. Service disconnected for nonpayment will be restored once the past-due balance is paid in full. A reconnect fee is assessed for each service (Telephone, Tv and Internet). MISTAkES ON YOUR BILL Our Account Representative will answer questions and investigate possible errors regarding your bill. IF YOU DIAL A WRONG NUMBER If you ve misdialed a call, you must contact your long distance company for credit. IF YOU GET A POOR CONNECTION If you make a long distance call within the 719 area code and obtain a poor connection, you may receive credit by dialing 0 immediately after the call. Ask the operator to issue a credit to your account. You may also receive credit for calls that are cut off. Please contact the long distance company for a refund. IF YOU ARE BILLED FOR CALLS YOU DID NOT MAkE Sometimes mistakes can occur with your long distance service charges. Call our office to report questionable charges. Typically, if your bill shows that the call was a direct dialed call, credit won t be issued. IF YOU LOSE MONEY AT A RTC PAY PHONE Read the front of the pay phone for verification that it is a RTC pay phone. Dial 0 to immediately request a refund. PROTECT YOUR CALLING CARD Take care of your telephone calling card, and do not share your calling card number. Although it s against the law to defraud the telephone company, telephone fraud costs consumers millions of dollars each year. Be certain to check your long distance bill each month and alert us promptly if there are any improper charges. MAINTENANCE REPAIR TROUBLESHOOTING MAINTENANCE CONTRACTS RTC offers a maintenance agreement for the repair of your inside wiring and telephone jacks. Subscribing to our maintenance agreement will prevent a charge for time spent by RTC Technicians repairing trouble in your wiring and jacks. Please contact our office for an explanation of the maintenance agreements. TROUBLESHOOTING & REPAIR There are several reasons why your telephone might not function correctly. The problem could be in your telephone set, the wiring inside your home, office, or in the outside lines and network facilities. 8 HOW TO TROUBLESHOOT 1. Make sure phone accessories answering machines, fax machines, computers, modems, and telephone sets are hung up properly. Unplug and inspect the phone cord from the unit or the jack and check for damage. 2. If all the phone accessories appear intact, go to your network interface box (outside, where the phone enters the house; see graphic below). (OPEN LID) Network Interface Box Instructions TEST JACk 6 TO TELEPHONE MODULAR PLUG REMOVED 3. Test to determine if the problem is inside or outside the house: a.) Take a working phone to the network interface box (single line phone only). b.) Remove the modular plug from the test jack and insert the modular plug from your phone. IF THE SAME PROBLEM OCCURS: The problem is in the phone line. Call RTC Trouble Line at and they will repair the lines at no charge to you. IF THE PROBLEM DOES NOT OCCUR: The problem is in your wiring. Call RTC to set up an appointment ( ) for one of our Technicians to locate and repair the problem. There is a fee for this service. You may also contact an independent contractor to perform the repair, or you can fix it yourself. If none of your telephones work in any of your jacks, the problem may exist in RTC s network. Call to report the trouble. 4. If you have telephone accessories (answering machines, cordless phones, a security system, or ringers) make sure that the equipment is working. If the problem is in your telephone set, follow the instructions in your warranty or contact your equipment retailer. RTC is unable to repair your telephone equipment. IF YOU HEAR NOISE ON YOUR LINE Cause: It may be caused by the weather, aerial satellites, poor grounding, or other temporary conditions. Possible solution: wait until the weather conditions change. Cause: Interference may be caused by radio frequency signals from amateur, citizens band (CB) and AM/FM broadcast stations. Possible solution: The installation of a modular filter, which can be purchased at most stores selling telephone equipment, may help. IF YOU HEAR A RAPID BUSY SIGNAL. Cause: while making a local or long distance call, it means that all circuits are busy. Solution: Try again later The Rye Telephone Company

9 CONNECTING/DISCONNECTING YOUR TELEPHONE The illustrations below should be helpful to you when installing or disconnecting your telephones. Illustrations 1-3 show wall receptacles (standard jacks) which can accommodate modular telephone cords. To install your phone, match the plug at the end of the telephone cord with the receptacle and insert. To disconnect the phone, squeeze the clip on the plug and pull out of the receptacle The Rye Telephone Company 9

Information also available at NON-PUBLISHED NUMBER Your number will not be listed in the telephone directory and is not available through Directory Assistance. NON-LISTED NUMBER Your number is not listed in the telephone directory, but is available through Directory Assistance. ADDITIONAL LISTINGS A separate and distinct additional item in the telephone directory for other household members. DIRECTORY ADVERTISING If you want to advertise your business in our telephone directory yellow pages, let our Account Representatives know ( ). They will see that you are contacted by RTC to review rates, ad design, and listing options. RTC offers the following services: AUTOMATIC RECALL This feature allows you to automatically return the last incoming call (whether you answered or missed the call). If the number you are calling back is busy, this feature will alert you with a special ring when your line and the line you are calling back are both idle. Press *66 If the line is idle: it will ring immediately. If the line is busy: 1. Listen for a voice announcement stating that the number is busy. 2. Hang up the receiver. This feature will redial the number for 30 minutes. 3. You will hear a distinctive ringing pattern when both your line and the other line are available. 4. Lift the receiver and listen for ringing. To cancel, press *86. CALL FORWARDING 1. Automatically forwards all your incoming calls to another number (temporarily). You may still use your telephone for outgoing calls. 2. To activate: Listen for dial tone then press *72 3. Listen for dial tone again then enter the number you want calls forwarded. 4. If line is busy/no answer, wait 2 minutes and try the process again. Your phone will make one short ring. 5. To cancel, press *73 and a short dial will indicate service is deactivated. CALL RETURN Call Return allows you to dial a code and have a call automatically returned to the last party who called or attempted to call you. To use Call Return: 1. Press *69 2. Your call will automatically be made. 3. To cancel Call Return, press *89 and listen for tone or announcement. There is no time limit for returning a missed call. However, you will only be able to return the last incoming call you received. If the number you are trying to reach is outside the area served by Call Return, you will hear a fast busy signal. After a call during which you heard a Call waiting tone, you can use Call Return to return the Call waiting number. CALL WAITING If someone dials your number while you are using your telephone, a short tone will notify you of the call. The calling party will receive a normal ringing tone and cannot hear your conversation. If you desire, you can put the original party on hold by depressing the hookswitch or flash button for one second, and answer the incoming call. You may alternate between each call as often as necessary, but may not talk to both parties at the same time. 1. while on a call, you will be alerted that you have an incoming call with two separate tones. 2. Simply press your switch hook or flash button to receive the other call. 3. To end the conversation with the first caller, press your switch hook or hang up. (You will hear ringing that you have another call.) CALLER ID Indicates the number of the caller on a Caller ID machine while phone is ringing, during the conversation, and is kept in memory after the call, whether or not the call is answered. This service does not require a code to activate, but does require that the customer request this on their telephone line. when you receive a call, wait for the start of the second ring and the number of the calling party will appear on your call display box or telephone display The Rye Telephone Company

11 Optional services continued 1. The caller's number will be displayed on the second ring. If the incoming call is from a multi-line hunt group without separate telephone numbers, the main number of the hunt group will be displayed. 2. If members of the multi-line hunt group have unique numbers, then the individual number of the caller in the hunt group will be displayed. 3. Displays for calls from PBX numbers may vary, based upon PBX type. 4. Calls from customers who have per call or per line blocking will be shown as private. CALLER ID W/CALL WAITING Similar to Call waiting, this option also identifies the callers number on your caller Id/call waiting box, allowing you to find out who is calling without interrupting the first phone call. when you receive a call, simply wait for the start of the second ring and the number of the calling party will appear on your call display box or telephone display. 1. CUSTOMER ORIGINATED TRACE If you receive threatening or harassing phone calls, hand up the phone. Pick up the receiver immediately and dial *57 (1157 on rotary phones). This will activate our equipment to print out the date, time, and number of the party who made the nuisance call. Once the recording indicates whether or not the trace was successful, hang up. Limitations of this feature include an inability to trace calls from cellular phones or older switches that cannot provide caller ID. Once you have made a successful trace, you must contact the Pueblo County Sheriff s Department and they will handle the violation according to their policies. RTC will release trace information only to law enforcement authorities. when you have made a trace, write down the date and time of the call. This will assist RTC personnel while sorting through the list of traced calls to isolate those pertaining to your specific case. If you are experiencing harassing calls over an extended period of time, keep RTC informed, because this data is purged every six weeks. There is a $1.00 charge each time you active the Customer Originated Trace. This charge will show up on your phone bill. CUSTOM LINk This feature allows multiple directory telephone numbers to share the same line, so that users can receive calls dialed to separate numbers without installing additional lines. Applications include home business, teen services, or business customers with a roll-over line. DISTINCTIVE RINGING If you have two different telephone numbers that ring in on the same line, distinctive ringing distinguishes between the lines with two different ringing patterns. Press *61 Listen to voice instructions which will tell you: whether service is on or off. How many numbers are on your list. How to turn service on or off. How to add or delete numbers from your list. Enter your 10-digit mailbox number. 3. Enter your password and then #. RECORD YOUR GREETING 1. Access your voice mailbox. 2. Press 9 for the mailbox setup menu. 3. Press 1 for greeting options. 4. Press 2 to record your greeting. 5. Record your greeting and then press #. CHANGE YOUR PASSWORD 1. Access your voice mailbox. 2. Press 9 for the mailbox setup menu. 3. Press 2 to change your password. 4. Enter your new password and then press #. 5. when prompted to verify the password, enter it again and then press #. WHEN RETRIEVING MESSAGES, YOU CAN: Press 1 Play the message again. Press 2 Save the message and play then next. Press 3 Delete the message and play the next. Press 4 Save the message as new. 13 LONG DISTANCE SERVICE & RATES LOWEST RATES Dial direct (1+) Dial direct calls are those completed without operator assistance. On dial-direct calls, you pay only for the minutes you talk. Additional savings apply evenings and weekends. See below for discount periods. HIGHEST RATES - OPERATOR ASSISTED Operator Assisted calls are those requiring the assistance of an operator to complete the call. These include: Person-to-Person - Call person-to-person when you must talk to a particular person or extension. Rates are higher than Direct Dialed calls. Charging begins when the called person or extension answers. Collect - Most calls can be made collect if the person you are calling agrees to pay the charge. Because an operator must assist you, this type of call is also more expensive than a Direct Dialed call. Craig Grand Junction Montrose LATA Operator Assisted - Long distance calls are handled and connected by an operator are more expensive. The minimum charge for an operator assisted calls is three minutes. Calling Card - Customers who have Calling Cards may place calls and charge them to their calling card number. These calls require operator assistance, or some type of special processing via a computer. Therefore, they are more costly than a Direct Dialed call. Some states consist of one LATA. Other states consist of more than one LATA. Colorado has four LATA s as illustrated on the map above. As of October 1999, RTC offers Equal Access within our LATA. This means that when you make a long distance call within the 719 calling area, it will be carried by the Interexchange Carrier (commonly called long distance company ) of your choice. You may change from any carrier on this list at any time. If a customer changes services a service order fee will be applied to that customer s phone bill. It is very important that you tell your long distance provider of choice that they must send written verification to The Rye Telephone Company in order for us to perform the change. We do not change a customer s long distance company without first acquiring verification from the customer that a change has been requested. For your convenience, we have provided a list of the interexchange Carriers that are present in our switch. This list was put into effect in October 1999 and is in alphabetical order. RTC does not and cannot indicate preference towards particular long distance company. Colorado s telecommunications industry added the new area code of 970 to the state s calling plan. This area code serves customers in northern and western Colorado. Denver and the surrounding area use the 303 and 720 area code. Sprint Windstream when your telephone number is preceded by your area code, it is the only one like it in the United States. with new area codes being issued quite frequently, it is important to give your area code when leaving your number for someone to call you. Refer to the map on page 15 for area codes throughout the states and surrounding territories. The list on page 16 offers a breakdown of area codes by state.
