1 ENTREPRENEURSHIP EDUCATION PLANNING RETREAT AT MOROGORO HOTEL AUGUST Background Concept Note The International Labour Organization (ILO) is supporting the United Republic of Tanzania to strengthen the introduction and delivery of Entrepreneurship Education in formal and non-formal education systems as part of implementation of Outcome 5.3 of UNDAP ( Entrepreneurship Education Introduced in formal and Non-formal education in Tanzania ). The Retreat to be held in Morogoro from 15 th to 18th August 2012 is a step towards ensuring that the ILO/Youth Entrepreneurship Facility (ILO/YEF) supported Entrepreneurship Education plans for Tanzania are implemented as anticipated. As part of this process the ILO has supported the implementation of a number of activities including the following: a) Holding entrepreneurship Education Stakeholders workshops/meetings to introduce the program and to agree on best way forward b) Conducting a country-wide scoping study on the status of Entrepreneurship Education in Tanzania c) Reviewing the progress made in 2011 and establishing a roadmap for 2012 The MOEVT already developed a draft implementation road map and also established a Multi-Sectoral Steering Committee (composed to representatives from different stakeholders and Ministries) to focus on Entrepreneurship Education in line with the plans and priorities identified by the Ministry of Education. The 1st meeting of the Multi-sectoral Steering Committee held on 13th July 2012, recommended that the committee should hold a planning retreat as soon as possible to review the work done so far and also to come up with a revised strategy to make sure that Entrepreneurship classroom delivery starts effectively in 2013 school year. 1

2 2.0 Objectives The main objective of the retreat is to make sure that plans and mechanisms are in place to make sure that the implementation of priorities identified by the Ministry of Education and Vocational Training on Entrepreneurship Education starts effectively in 2013 school year (i.e January 2013). Towards this end the following set of specific objectives will be implemented: 1. Heads of relevant departments in the Ministry of Education (Primary and Post Primary Technical Centres; O-Level Secondary Education; A-Level Secondary Education; Teacher Training Colleges; Non-Formal Education) will present baseline information on the current state of entrepreneurship education within their areas of jurisdiction and also strategic guidance on specific areas where ILO support is needed. 2. Agree on the aims, objectives and structure of entrepreneurship Education curriculum for: Primary and Post Primary Technical Centres O-Level Secondary Education A-level Secondary Education Teacher Training Colleges Non-formal Education 3. Agree on Terms of Reference (TOR) for consultant(s) to carry out curriculum review for: 2

3 Primary and Post Primary Technical Centres. O level Secondary Education. A-Level Secondary Education. Teacher Training Colleges. Non- Formal Education. 4. Produce a revised roadmap and detailed implementation plan and budget to make sure implementation of Entrepreneurship Education for proposed levels is rolled out in schools effectively in January Participants The retreat will draw participants from various departments of the MOEVT, ILO, UNIDO, national educational institutions, the Examination council of Tanzania (NECTA), Ministry of Labour and Employment (MOLE), ILO Constituents and Social Partners (TUCTA, ATE), UDSM Entrepreneurship Centre, and Education NGOs. 4.0 Outputs to be delivered Presentations from responsible departments within the Ministry of Education highlighting the status of entrepreneurship education in their respective areas of mandate. Compilations of the proposed structures, aims and objectives of entrepreneurship education at each identified level. 3

4 TOR for consultants to carry out curriculum review for all agreed levels of entrepreneurship education. Revised implementation roadmap with detailed activities, implementation schedules, and budget.
