3 Texas lawmakers disagree about a lot of things! But they ALL agree, Republicans and Democrats alike, that Texas needs more Tier One research universities!

4 A constitutional amendment establishing the national research university fund to enable emerging research universities in this state to achieve national prominence as major research universities...

5 Proposition 4 is a constitutional amendment providing a pathway for emerging research universities to achieve Tier One status by creating the National Research University Fund (NRUF) from another fund that is now dormant.

6 Qualified research expenditures of $45 million in both state fiscal years in the preceding state biennium $400 million in endowments Award 200 Ph.D. s a year A high-achieving freshman class (high SAT scores, class rank) A Phi Beta Kappa chapter or membership in the Association of Research Libraries High-quality faculty (i.e., members of National Academies) Excellent graduate education

7 The Texas Higher Education Coordinating Board has designated seven emerging research universities which are moving towards national prominence: Texas Tech University University of Houston University of North Texas University of Texas at Arlington University of Texas at Dallas University of Texas at El Paso University of Texas at San Antonio

8 No new tax dollars are required by this constitutional amendment Proposition 4 transfers the dormant Higher Education Fund (approximately $500 million) to the National Research University Fund When emerging research universities become eligible to apply for grants, it is anticipated that the National Research University Fund will spin off approximately $25 million annually for that purpose 1

9 Economists estimate that each $10 million of annual research expenditures 2 : creates 334 jobs adds $8.6 million in wages to the regional economy draws $500,000 in state tax revenue generates $13.5 million in sales resulting in a 226% return on the original $10 million investment. 3

10 In both 2006 and 2007, Austin had more venture capital investment than Dallas-Fort Worth, Houston and San Antonio combined. 4

11 Massachusetts Institute of Technology alumni have founded more than 4000 companies that employ 1.1 million people and generate $232 billion in sales an amount roughly equivalent to the economic output of Houston or the Dallas-Ft. Worth Metroplex. 5

12 It is estimated that Texas loses $3.7 billion each year in federal research funds and venture capital because it has too few research universities. 6

13 Each year more than 10,000 Texas high school graduates attend doctoral-granting institutions in other states 7 This brain drain has increased 54% in the last 6 years 8

14 California, with 36.8 million people, has 9 Tier One universities. New York, with 19.5 million people, has 7 Tier One institutions. Pennsylvania, the 6th largest state with 12.5 million people, has 4 Tier One institutions. Texas, which has the 2nd largest population with 24.3 million people, has 3 Tier One universities.

15 Proposition 4 will not diminish the roles of UT-Austin, Texas A&M or Rice our state s three Tier One universities but will instead offer them additional opportunities to collaborate and attract even more research funding. The amendment does not favor one emerging research university over another; each of Texas seven emerging research universities meeting National Research University Fund criteria will receive grants.
