1 OCEANEWS Eliminating Barriers to Data Sharing, and Solutions Forum On August 12-13, 2014, a two-day forum was held at the University of Houston, entitled: Eliminating Barriers to Data Sharing, and Solutions. The objective of this forum was to promote industry wide idea exchange opportunities. The dialogue and shared learning among academia, government, industry, and other non-governmental organizations was stimulating and dynamic. Topics like data gaps, responsibility for data collection and analysis, voluntary vs. regulatory approach, breaking down barriers to data exchange, and additional managerial tools to improve the safety culture on the OCS were recurring topics over both days. Sessions focused on existing equipment reliability data (improving data), barriers to collect and share more data (closing the gaps), and gaps in equipment reliability data and near miss (eliminating barriers to disseminate data). Director of Operations, Jim Pettigrew, welcoming attendees Session I with Pedram Fanailoo, Jay Hollingsworth, Brian Campbell, Rashid Hasan, and Charlie Williams During the first session, participants discussed the importance of collecting data because it is an indispensable tool for developing equipment specific leading risk indicators and maintaining overall safe and reliable operations. 2 Data Sharing Forum (cont.) analyzing the data; developing good forward-looking management indices and doing analysis that addresses human factors, management systems, processes and culture and behavior. Session II with Chris Harder, Jon Unwin, Hanadi Rifai, Ajay Shah, and Jennifer Vaughan The second session s discussion focused on barriers to collect and share more data. Major barriers discussed included legal and regulatory actions, the competitive commercial environment, a desire for big data, and identifying critical impediments such as de-identifying data. There is a need for information in the real world, not just data. It was discussed that in the environmental field, data reporting is required by regulation. Day one concluded with the third panel session s discussion of eliminating barriers to disseminating data. Discussion included a tradeoff on complexity versus easy to use databases, using data to improve risk assessments, equipment failure, human factors, and the issue of measuring actual versus potential consequences. It was discussed and established that there is a need to define what near-miss data is, and a need to learn from these high value learning experiences. Session III with Brian Craig, Jim Raney, Jeff Sattler, and Brad Smolen Day two of the forum featured breakout sessions for participants to further discuss issues and solutions from day one. The forum concluded with a discussion with the Principal Investigator about the formation of an Advisory Committee and a Research Oversight Committee. The next OESI forum, Roadmap for Ocean Energy Safety Research, will be held in October 2014 at the Memorial Student Center (MSC) on the campus of Texas A&M University. 4 Outreach The OESI Management Team (OMT), consisting of the PI, the Co-PIs and the Director of Operations, has been busy not only with the results of the Risk Forum and preparing for the Data Forum, but just as importantly in outreach efforts. Some of their recent endeavors have included: Met with representatives from the Center for Offshore Safety (COS) and the American Petroleum Institute (API) to discuss opportunities for cooperation and coordination. Additionally, the Director attended the Chemical Safety Board (CSB) Public Meeting that released the CSB Macondo report. The Director met with representatives from the Offshore Operators Committee (OOC) to discuss areas of mutual interest and to find opportunities for future cooperation. Additionally, the Director met with representatives from the Oceanographer of Navy, and the Naval Oceanographic Office. The PI and Director met with Mr. Will Pecue III, President of Taylor Energy and had the opportunity share OESI s mission and vision. Additionally, we were able to learn more about the perspective of an independent operator. Working to develop his knowledge base, the Director received a tour and demonstration of drilling equipment and platforms from Helmerich and Payne (H&P) in Houston. The PI and Director also had the opportunity to meet with Dr. Mike Payne, Distinguished Advisor at BP. Mike shared BP s perspective and how OESI could move forward in the future. The PI spoke to the SPE International, Gulf Coast Section at the Petroleum Club in Houston about Ocean Energy: Safety Issues and Opportunities on the Horizon. Leverage world-class Research programs Active Interaction with Industry, NGOs, and Regulators Enhanced Dialogue with all members of the Ocean Energy community Access to next generation of Ocean Energy Expertise Mission The primary mission of OESI is to provide a forum for dialogue, shared learning, and cooperative research among academia, government, industry, and other nongovernmental organizations, in offshore energy-related technologies and activities that ensure safe and environmentally responsible offshore operations. The OESI will coordinate and focus an effort to identify scientific and technological gaps and to recommend improvement of drilling and production equipment, practices, and regulation. OESI will gather, consider, and harmonize the proposals promoted by other research and development centers and other groups to inform BSEE on technological and other developments within the offshore industry. Additionally, the OESI would provide a forum for the continuous education and training of BSEE and BOEM employees to ensure that the federal workforce maintains the same level of technological expertise as the engineers, scientists and technical experts in the oil and gas industry.
