5 General Introduction Who We Are 1. Central Networks is the electricity distribution business covering central England. Central Networks holds two Distribution Licences covering the East and the West of the region. This statement is produced by Central Networks East plc the licensed electricity distribution business serving customers across an area totalling 16,000 km² from the north of Chesterfield in Derbyshire to south of Milton Keynes in Buckinghamshire, and from Tamworth in the west to the Lincolnshire coast in the east. Our Distribution Licence is issued under the Utilities Act (2000). In this statement Central Networks East plc is referred to as Central Networks, although certain of the responsibilities may be undertaken by associated companies or agents. Licence Obligations 2. Central Networks is obliged, under Licence Condition 4A, of its Electricity Distribution Licence, to prepare a statement in a form approved by the Office of Gas and Electricity Markets (Ofgem), setting out the charges made for the provision of Use of System. This statement sets out details of our use of system charges. 3. Words and expressions used in this statement have (unless specifically defined herein) the definitions given to them in the Act or the Licence and shall be construed accordingly. A glossary appears as Appendix The form of this statement is subject to approval by Ofgem. Price Control 5. Central Networks is a licensed distribution business and is regulated by the Gas and Electricity Markets Authority through Ofgem. The regulation is applied via the Distribution Licence and the price control mechanism. The price control iod is five years and Ofgem prescribe the amount of revenue that Central Networks is allowed to recover from its customer base annually and over the price control iod. Use of System charges may vary from time to time, with appropriate notice, as Central Networks sets its Use of System Charges to recover its allowed revenue. 03

6 Connection and Use of System Boundary 6. Central Networks splits the recovery of costs between connection to the Distribution System and on-going Use of System Charges for utilisation of the network. The boundary point at which this split occurs is common for both demand and generation customers. This statement details our Use of System Charges. In addition our Use of System Charging Methodology details the methodology used to calculate these charges, whilst the Connection Charging Methodology details the methodology used to calculate connection charges. The latter statement also contains indicative charges and examples to aid understanding of connection charges. The Contractual Framework 7. Persons entitled to use Central Networks electricity Distribution System are those who are authorised by Licence or by exemption under the Act to supply or generate electricity ( Users ). In order to protect all users of the system, Central Networks will require evidence of authorisation before agreeing terms for use of the system. NOTE: In the rest of this commentary, requirements applying to Users should be taken to mean Licensed Suppliers or Licensed Generators only. 8. Central Networks will levy Use of System Charges for utilisation of its network for the supply of electricity to or export from Exit Points. Use of System Charges will be payable by the User who registers the Metering Point. For Exit Points registered in Supplier Volume Allocation (SVA) this will be the Party registering the Supply Number (MPAN). For Central Volume Allocation (CVA) it will be the party registering the Metering Point. 9. Persons seeking to use the system will be required, prior to using the system, to enter into an agreement with Central Networks setting out the obligations of both parties. The party seeking use of the system will be required to: pay all charges due in respect of use of the system as described in the Use of System Charging Statement and its accompanying schedules; be a party (where the Exit Points are registered in SVA) to the Master Registration Agreement (MRA) for the provision of Metering Point Administration Services within Central Networks authorised area; enter into the National Grid Company s (NGC) Connection and Use of System Code and any necessary Bilateral Agreement, governing connections to and use of NGC s transmission system, unless Central Networks is informed by NGC that this is not required in any particular case; be a party to the Balancing and Settlements Code; and 04

7 comply with the provisions of the Distribution Code (a copy of which is available online at Alternatively if you do not have access to the internet, please contact us by following the details in paragraph If the applicant and Central Networks fail to agree contractual terms, or any variation of contractual terms proposed by Central Networks, either party may request settlement by Ofgem (contact details in paragraph 14). 11. While the terms and conditions in the agreements will be consistent with those in this statement, the agreement will take precedence. Where a User, having entered an agreement for use of Central Networks electricity Distribution System, ceases to be eligible to apply for use of the system for whatever reason, then the entitlement to use of the system will cease forthwith, but the oator will continue to be liable under the agreement unless and until the agreement is terminated. In order to avoid any liability in this regard, a User wishing to terminate their agreement or wishing to notify a change should give Central Networks no less than 28 days notice. Central Networks will normally respond within 28 days of a notification of change. 12. Terms and conditions for connection of premises or other electrical systems to Central Networks electricity Distribution System are contained in our Connection Charging Methodology. Where a son requires a connection to Central Networks electricity Distribution System pursuant to the Act, the provisions of this statement are without prejudice to the provisions of sections 16 to 23 of the Act (those sections which deal with the rights, powers and duties of Central Networks, as an electricity distributor), in respect of the distribution of electricity to owners or occupiers of premises. 9 Principles 15. The following paragraphs relate to the transport of electricity on Central Networks system by Users to or from Exit Points on the system. 16. Where a supply of electricity is provided over electric lines or electrical plant comprising a part of Central Networks electricity Distribution System, a charge for use of the system will be levied on the User. The relevant charges are described in this statement. 17. The charges for each category of supply depend upon the criteria that determine eligibility for that category, including the voltage of connection to the system, the characteristics of the load or generation, and installation of the appropriate Use of System metering. 18. The charges for use of the system reflect: the costs of providing, oating and maintaining the electricity Distribution System to the standards prescribed by the Act, other than those costs which are recovered through charges paid to Central Networks in respect of connection to the system, such that electricity can be transported efficiently through the system to or from Exit Points; and the costs to Central Networks of providing certain services and forming functions for Users, on terms which Central Networks is under a duty to offer under its Electricity Distribution Licence, in order to support the oations of a fully competitive supply market in its authorised area. Central Networks may charge for these services through Use of System Charges or through transaction charges. 19. All charges for use of the system include a reasonable return on the relevant assets, and the revenues arising from the charges are subject to regulation in accordance with the terms of the Licence. 20. Charges to Users for the use of the system for demand are evaluated as if from Central Networks Grid Supply Points. These charges reflect the need to provide adequate capacity at all voltage levels to protect the security of the system and the trading of energy at Grid Supply Points. However, charges are applied to the electricity as measured at the Exit Points. 21. The charges for demand and generation use of the system may include some or all of the following elements: fixed charges to cover the costs which do not vary with the extent to which the supply is taken up. This consists of a daily rate site; charges for kva to cover system import or export capacity at each voltage level attributed to the connection. Capacity will normally be agreed with the end customer and its measurement will be determined in the most appropriate way with regard to the data available from the meter and processing facilities. Where users exceed the agreed capacity an excess charge may apply. 07

10 charges for excess reactive power, measured in kvarh, designed to reflect the additional utilisation of the system at all relevant voltage levels caused by excess reactive power. charges for unit delivered to or exported from the Exit Point, designed to reflect utilisation of the system at all relevant voltage levels. Units for metered supplies are based on actual meter readings or profiled consumption based on actual meter readings and/or estimated annual consumptions. Units for unmetered supplies are based on the certified estimated annual consumption of an inventory of unmetered equipment; transactional charges for certain services provided by Central Networks on an individual basis to Users. Details are given in Schedules 1 to 4 inclusive. 22. The fixed charge referred to above may include: amounts to reflect the cost of items such as customer service, billing, administration, business rates and other overheads; amounts to recover the costs payable by Central Networks to NGC in the form of exit charges. 23. Charges for metering services are separate from Use of System. Full details of our metering charges are available in a separate statement, Statement of Charges for Metering and Data Services. This can be obtained free of charge from our web-site, or by following up the contact details in paragraph The meter oator must ensure that the data provided by the metering meets Central Networks requirements for Use of System billing purposes. Whether Central Networks is appointed to carry out this task, or the User appoints another meter oator or installs their own energy metering, Central Networks reserves the right to install Use of System metering equipment. If Central Networks exercises this right, no additional charge will be made for this equipment. 25. Normally, charges for Use of System will be payable in accordance with the billing iod and payment terms agreed with the party using the system. Central Networks reserves the right to require appropriate security in respect of the charges estimated to arise, depending on the circumstances of the supply and on the basis of the agreed payment terms. Interest charges are applicable to late payments. Invoices for residential and most business supplies will generally be calculated according to the Sucustomer Methodology for Use of System Billing, a description of which is given in Appendix 5. For Exit Points with half-hourly (HH) metering, site specific invoices will be rendered. These will list the supplies to which the invoice refers, the information about the supply on which the charge has been calculated, and the amount due for each supply identified on the invoice. 26. The User must demonstrate that at all times the quantity of electricity being traded at the Grid Supply Point equals the metered quantity measured at the Exit Point adjusted for the amount of electrical losses appropriate to the voltage at which the supply is delivered/from 08

11 which the export is accepted and to the nature of the supply, as shown in the schedule of loss adjustment factors given in this statement. Site specific loss adjustment factors for EHV connections are available on request. Relevant metering information or being a party to the Balancing and Settlement Code will be considered to be adequate demonstration. Users should refer to the loss adjustment factors to calculate the amount of electricity that they must trade. The same loss adjustment factors are reflected automatically in the settlement system. 27. Where the supply is to be provided over Central Networks electricity Distribution System on either an intermittent or continuing basis to any premises with own generation, charges for use of the system for demand will be levied with respect to the system capacity provided to meet the maximum power required as requested by the party seeking use of the system and the extent to which that supply is taken up. 28. Where Central Networks, after evaluation of the characteristics of the requested use of the system, accepts that none of the categories of charges in the schedules of this Statement is appropriate, or where supplies are to be provided at a voltage not listed, Central Networks will offer special arrangements. Such charges will be calculated according to the same principles and methodologies as laid out in the methodology statement. In most cases, Central Networks will make its offer of terms within 28 days of receiving the application, following receipt of the full and final information necessary for the preparation of the terms. 29. Charges for demand include an allowance for NGC Exit Charges. Charges for export do not include NGC exit charges. 30. Charges for demand include an allowance for Business Rates. Charges for export do not include Business Rates. 09

12 Charges for Use of System Introduction to our charges This section provides technical and price information about charges for use of the system. The information is necessarily complex, and is presented in a number of tables. Line Loss Factor Class Identifiers (LLFIDs) are used to identify DUoS charges throughout the section. The LLFID forms part of the Supply Number, enabling clear identification of the charges applicable to particular sites. The section is divided into three main parts; one on LLFIDs for non-half-hourly (NHH) metered sites; one on LLFIDs for half-hourly (HH) metered sites and one on DUOS charges for generator export connections. 15 Explanatory notes for Table A 1. These charges apply to LV exit points 2. These charges apply to domestic residential premises only 3. Standard Domestic Charge (LLFID 001 & 002). Metered on a continuous basis on a single register (or several registers summed together). The basic domestic charge is available for all existing and new exit points serving domestic residential premises, and is the default charge for all domestic exit points. 4. Domestic 2 Rate (LLFID 003 to 010). Metered on a continuous basis on two registers (day and night). "Night" means the 7 hour iod between and Special 10 hour Heatwise Service (LLFID 011). Metered on a discontinuous basis on three registers (Afternoon, Evening/Night and Boost). The Heatwise option is available only for approved, hard-wired loads, and only in combination with the Standard Domestic charge or Standard Domestic plus Economy 7 option. Metering points must be physically co-located. Afternoon, Evening and Night may be either dynamic or static iods falling within the following time windows: Afternoon: Monday to Friday - 3 hours between 1pm and 4.30pm; Saturday and Sunday - 3 hours between 1pm and 5.30pm Evening: Monday to Friday - 2 hours between 5.30pm and 10pm; Saturday and Sunday - 2 hours between 5.30pm and 10pm Night: Monday to Friday - 5 hours between midnight and 7am; Saturday and Sunday - 5 hours between midnight and 8am All the above are clock time. 6. Domestic RHT Service (LLFID 900) Metered on a discontinuous basis on a single register. The RHT service exists in four different versions and is available only on the basis of consumers preserved rights. RHT circuits may only supply approved, hard-wired loads and no supply is to be taken via these circuits outside the specified iods: when supply is available to RHT circuits vary according to the version as follows: RHT 1 - nine hours each day between 10.00pm and 08.30am the following day RHT 1a - eight hours each day between 10.30pm and 08.00am the following day RHT 2 - nine hours each day between 10.00pm and 08.30am the following day and for three hours each day between 11.00am and 5.30pm. RHT 3 - available continuously from not later than 2.00pm on Saturday and all day Sunday and for fifteen and a half hours Monday to Friday inclusive. Availability Monday to Friday twelve and a half hours between 7.00pm and 8.30am (including 8.30am on Saturday) and three hours between 10.00am and 5.00pm. Refer to the Supply Number (MTC) for times applicable to particular exit points. 013

16 7. These charges are applicable to small non-domestic exit points, connected at low voltage, and not normally exceeding 50kVA. 8. Where it is demonstrated that demand significantly exceeds 50kVA or, in the absence of demand data, where annual consumption exceeds 150,000, exit points will be transferred to appropriate medium or large non-domestic charges. 9. Where it is demonstrated that demand significantly exceeds 50kVA or, in the absence of demand data, where annual consumption exceeds 120,000 excluding night units, exit points will be transferred to appropriate medium or large non-domestic charges. 10. Where it is demonstrated that demand significantly exceeds 50kVA or, in the absence of demand data, where annual consumption exceeds 100,000 excluding evening and weekend units, exit points will be transferred to appropriate medium or large non-domestic charges. 11. Where it is demonstrated that demand significantly exceeds 50kVA or, in the absence of demand data, where annual consumption exceeds 100,000 excluding evening and weekend and night units, exit points will be transferred to appropriate medium or large non-domestic charges. 12. Single Rate Small Non-Domestic Charges. Metered on a continuous basis on one register (or several registers summed together). This is the default charge for all small non-domestic exit points. 13. Small Non Domestic 2 Rate. This service provides differential charging for day and night units, and is available as an option with all existing and new small non-domestic exit points. "Night" means the 7 hour iod between and Evening And Weekend Service. The evening and weekend service provides differential charging for weekday and evening/weekend units, and is available for all existing and new small non-domestic exit points. "Weekday units" are those distributed between 7:30am and 7:30pm (or such other 12 hour iod notified to suppliers from time to time) during Monday to Friday inclusive. 15. Combined 2 Rate And Evening And Weekend Service. The combined 2 rate and evening and weekend service provides differential charging for weekday, night, and evening/weekend units, and is available for all existing and new small non-domestic exit points. Unit charges are split into three rates; one applying to weekday units, another applying to night units and a third applying to evening and weekend units (for times see notes 13 and 14). 16. Central Networks is prepared, at its sole discretion, to offer unmetered connections where there is a known predictable load which is either continuous or controlled in a manner approved by Central Networks; or in any situation where Central Networks considers it unnecessary, impracticable or undesirable to fit a meter. Where energy consumption and demand cannot be reasonably predicted then a metered connection will be required. Unmetered connections are provided subject to the customer signing a connection agreement and providing and maintaining an accurate detailed inventory of all items connected. Central Networks can then issue an Unmetered Supply Certificate for electricity trading purposes. Where the inventory is not satisfactory to Central Networks a Provisional Certificate may be issued based on the best information available. Central Networks will review the number and nature of issued Provisional Certificates with a view to increasing the estimated annual consumption (EAC) in line with deemed growth. 27 DUoS charges for half-hourly metered demand connections (site-level billed) General notes These charges apply to exit points where half-hourly metering is installed. Authorised Supply Capacity (ASC) ASCs are usually agreed with end-consumers at the time of connection and incorporated as part of the formal Connection Agreement that Central Networks has with these consumers. Authorised supply capacity is granted in blocks of kva as follows: 0-100kVA in multiples of 5kVA kVA in multiples of 10kVA kVA in multiples of 25kVA kVA in multiples of 50kVA Above 1000kVA in multiples of 100kVA Changes in ASC can only be made with the formal agreement of Central Networks. Requests for such changes may depend on the terms of agreement made at the time of connection and must be made in writing by consumers or by their appointed agents see page 6 for contact details. The supplier of a site is responsible for ensuring the ASC remains appropriate to their customer s needs at all times (and particularly at the time of change of ownership/tenancy). Central Networks East will continue to bill capacity charges to suppliers on the basis of the existing ASC until a revised ASC is agreed. We will not, under normal circumstances, make any retrospective adjustment to capacity charges correctly charged. Sites, MPANs and Incomplete Registrations The charges below are billed at site-level. A site is defined as a supply with a single authorised supply capacity on a single voltage. Most sites are single MPANs, but there are approximately seven hundred sites in Central Networks East s area comprising more than one MPAN. Their MPANs having LLFIDs 990 or 991 will normally identify multi-mpan sites. If the mutually conditional MPANs that make up a multi-mpan site get separated in the registration process, typically because of incomplete registration by a new supplier, we shall continue to bill old suppliers for the complete site until the registrations of all relevant MPANs are in line. We will, however, communicate with both suppliers as soon as we are aware of this happening. HH Tariff Elements Bills for half hourly metered sites may include the following elements:- A fixed charge for equipment and service, including accounting and administrative services; An authorised supply capacity charge, kva, for agreed available system capacity; Charges for day and night transport of electricity over the system. An excess capacity charge, if a site exceeds its authorised supply capacity. An excess reactive power charge. 025

28 Availability Charge Each site will be subject to an availability charge based on the agreed ASC. The standard charge will be a site s ASC multiplied by a pence day kva rate. With the exception of sites that change their ASC, the basis of this charge should remain the same for the lifetime of a connection. Highest Maximum Demand A site s usage of its authorised supply capacity is determined every month by means of a highest maximum demand (HMD). How the HMD is established is dependent upon the metering available at a site. For normal single-mpan, multi-channel metered sites, the kva HMD for a month is reached by applying a standard kva formula to the kw and leading and lagging data-flows for each half-hour in the month. The HMD is the highest HH value in the billing iod, typically a calendar month. The normal or default formula is:. kva = 2 X ( 2 + (kvarh lead + kvarh lag) 2 ) For sites where single-channel metering is still in use, in the short-term at least, it will be assumed that meters deliver zero values for lead and lag and the HH data will be treated in the same way as multi-channel. This means effectively that the HMD, which will be used for DUoS billing kva ASC purposes, will be a kw value. The invoice, however, will still express the value as kva. Where a site requires aggregation of such data from a number of meters to be compared against a single ASC, the calculation of kva values will follow the same formula, but the HH data from each meter will be aggregated before a highest value is determined. The Excess Capacity Charge When a site s HMD exceeds its ASC, the supplier will be charged an excess capacity charge for that particular month. This will be in addition to the normal availability charge. The excess charge will be based on the actual value of kva excess. So, for instance, if a site with an ASC of 200 kva recorded a monthly HMD of 201 kva, the supplier would be charged 1 x the excess charge. Day and Night Units The standard times for day and night are the same throughout the year and are clock times as follows: Day to and to 24.00; Night to

29 The Excess Reactive Power Charge The excess reactive power charge applies when a site s total reactive power (measured in kvarh) exceeds 33% of total active power (measured in ) in a billing iod. This threshold is equivalent to an average power factor of 0.95 during the iod. Any reactive units in excess of the 33% threshold are charged for at the rate appropriate to the particular tariff. Billing Period Charges are billed in calendar months. Technical Details With the exception of the pseudo half-hourly charges for unmetered supplies (LLFIDs 804 and 805): 1.
