4 National Renovation Strategy from 30 April 2014 Descriptive report of current situation The available instruments alone will not be sufficient to reach the ambitious goals. (p. 26) However, report contains only general ideas on future instrumental developments. 4

6 Current situation Efficiency level Subsidy The recent amendment of the building code ( EnEV 2014 ) has strengthened the requirements for new buildings from 2016, but hardly any changes for the building stock. However, the KfW Renovation Programme already today gives incentives for deep renovations. 8 Philosophy of the indivual renovation roadmap The indivual building roadmap Develops a long-term strategy for the individual building, Incentivises a renovation as deep as possible, Checks the compatibility of stepwise renovation measures with the long-term target, Considers the starting point of the building and the user including low-threshold renovation measures (context sensitivity), Develops an optimal sequence and packaging of measures and points to things to consider in the case of staged renovations. 8

11 The roadmap page The individual renovation measures must fulfil ambitious technical requirements. If these are not possible to fulfill, the consultant must explain the deviations. 11

13 Integration of the i-renovation roadmap into the Baden-Württemberg renewable heating policy State-funded energy audit product for private households Similar tools are being developed for non-residential buildings and building portfolios. Integration into the renewable heating law Baden-Württemberg has (as the only German State) a RES-heat use obligation for existing buildings. When biomethane or biofuels are used to fulfil the heat obligation, a renovation roadmap must be provided to comply with the law A small part of the use obligation can be covered with the renovation roadmap. (5 %-points) 13

15 Further possible approaches to link instruments to the i-renovation roadmap: IFEU ideas Developing the subsidy scheme into the direction of a longterm bonus-malus system Energy tax/fee to fund the extension of the subsidy scheme Support deep renovation even more (higher subsidy rate for most ambitious levels), especially individual measures (the more measures and the more ambitious, the higher the support) Differentiate additional funding according to the situation of the building (income level of tenants, etc.) Include a reward for target compatible buildings in the property tax, the tax on purchase of real estate and the death tax 15
