3 Aims of the Task Force on The HPH Task Force is co-ordinated by HPH Regional Network Emilia Romagna, AUSL Reggio Emilia and supported by the WHO Collaborating Centre for Health Promotion in Hospitals and Health Care at the LBISHM University of Vienna To create a framework for continuity after the conclusion of the MFH project To support health care organisations in the HPH in becoming MF & CC organisations as indicated in the Amsterdam Declaration To foster co-operation and alliances also with other potent organisations To share and disseminate best policies and practice and initiate the development of quality tools 3
4 Migration, diversity and health Health risks related to life condition factors Result: Poorer health status of many migrants/ minority populations Problematic situation in the countries of origin Traumatic migration experiences Problematic conditions in the hosting countries Communication barriers Absence of integration policies Health risks related to the health care system Result: Lower quality of health care Lack of familiarity with health systems Problems of (timely) access Health care organisations are not adapted to needs language and cultural diversity lacking specialised knowledge 4
5 Migrant-friendliness: what does it mean? A definition of migrant-friendliness Acceptance of people with diverse backgrounds as principally equal members of society - equality Attention to different needs of people with diverse backgrounds for service development and provision of service - equal opportunity Compensation of disadvantages to enable people to participate in care processes equal opportunity 5
6 Cultural Competence: what does it mean? A definition of cultural competence: Cultural competence is a set of congruent behaviours, attitudes and policies, that come together in a system, agency or amongst professionals and enables that system, agency or those professionals to work effectively in crosscultural situations (Cross et al. 1989) 6
7 Who can contribute to developing Migrant Friendliness and Cultural Competence? Following the Amsterdam Declaration: Towards Migrant-Friendly Hospitals in an ethno-culturally diverse, Amsterdam 2004 Owners and management of health care organisations Develop policies - services processes Health care staff Develop awareness, knowledge, skills, provide services in a MFCC way The community user and minority organisations Advocate, mediate, increase health literacy Health Policy and administration Provide a framework for quality development, health literacy actions and for development of MFCC resources and political culture in the wider community Health Sciences Develop and disseminate knowledge 7
