7 1.1 Sound concept and quality of objectives In 2002, The European Environment Agency In The Netherlands, Austria, Italy, 20000, 30000, polluted, comtaminated sites, areas dangereous for human health. 27 2.1 Quality of the Consortium as a whole / Description of project management structure and procedures The Coordinator CO The project will be coordinated by XXX who will provide an effective and a perfect management organization in order to ensure flawless and fast work procedures. ERBIL has several years of experience in EU-funded and national projects, and will act as the core contact between the Commission and the partners for normal purposes. The Coordinator is the principal interface to the Commission and conducts the contract negotiations and has the overall control and responsibility of the project. The Management Board MB The overall sustainability management of the project will be provided by MB. It consists of representatives from each partners and PM will be the person who lead MB. MB determines the overall project strategy, coordinates the project achievements and supervises the activities of Review Committee. It controls and provides the achievements of the set objectives. It is dedicated to be the primary contact between the Commission and the project manager. Authorization and preparation of amendments to the contract is the one of the main task of MB to prevent any conflicts within among the partners. The Project Manager - PM Execute the Project Plan and of the technical activities, on behalf of the PC and in accordance with the PC; Prepare the Partner Agreement; Confirm that any revision to the Project Plan is feasible and in accordance with directives from the PC; Ensure an optimal contact between the Project and the European Commission, as well as secure a proper project orientation with respect to the most important European issues; Prepare a periodic activity and management report in months 12, 24; Deal with financial issues: preparation of audit certificate reports; collection of the Periodical Audits Certificates from partners in month 24 as requested by the new FP7 rules. These last will be issued by certified independent accountants on the costs incurred for the previous period of work; Guarantee the project internal (at Consortium level) and external (with the Project Officer) communication; Maintain the overall view on the project in order to guarantee the homogeneity of project development, keep in regular contact with Work-Package Leaders in order to monitor progress.

28 2.1 Quality of the Consortium as a whole / Description of project management structure and procedures The Financial and Administrative Board FAB Provide the delivery of consortium agreement on time, Monitor the budgets of the project partners, Inform partners about the delivery of the audit certificates, periodic activity and management reports, intermediate activity reports and follow-up of the claims, Provide technical support to all the partners in order to support them in the preparation phase of the reports, audit certificates and management of the budget. The Review Committe RC Coordination and supervising partners and project progress, Ensurance of effective quality assurance and risk management, Watching, evaluating, and facilitating work package leaders in order to keep the efficiency of work done during the project, Assuring and maintaining permanent communication among the key actors in order to disseminate and exploit the project results, Maintaining coordination of staff dedicated to implement the project methodology, Providing logistics support within the project. The Work Package Leader WPL Work Package leadres will be responsible for the technical coordination and supervision of their work packages they are responsible for. Conflict Resolution Important decisions in the XXX project will be reached by consensus in the PC. In case of a serious dispute any member of the consortium can initiate red-flag procedure by alerting the coordinator of the issue that needs resolution. Any dispute of technical nature will be resolved by the Project Manager, taking into consideration all sides of the respective issue, if necessary also through advice of outside experts. Initially, negotiation will be used to resolve disputes. Should consensus not be achievable, a normal majority vote will be used. The Project Manager will cast the tie-breaking vote, if necessary. In case a decision could not be reached for reasons of conflict of interest, an independent referee will be appointed whose judgment will be considered conclusive. In the case of persistent or exceptional disputes, which threaten the continuation of the project, the Coordinator will inform the project officer.

29 2.1 Quality of the Consortium as a whole / Description of project management structure and procedures Contingency plan Should any unforeseen circumstance, be it by force major or not, a specific procedure will be put in place to ensure an immediate reaction and allow the consortium to take all necessary measures to keep in line with the objectives of the project. This will be specified in the consolidated management procedure to be integrated in the Consortium Agreement, which deals with aspects specific to managing a project where groups of partners operate in various parts of Europe. If necessary, a communication flow between the Project Manager and the European Commission will be set up. The contingency procedure will be in principle designed to compress the decision making process within 72 hours from the issue being brought to knowledge of partners. The alert on a contingency procedure will automatically imply an urgent meeting within 15 days while the contingency plan will be put in place on the basis of a synchronized agenda, and request of official positions on the contingency issue to all partners, to be responded within 48 hours. Should responses from partners be sufficient to solve the issue, the contingency procedure will be stopped and the solution agreed implemented, otherwise the contingency plan will proceed to the urgent meeting to make sure that a decision is taken and implemented according to the modalities described in the Consortium Agreement. Consortium Agreement The Coordinator will issue a project meeting in order to define a preliminary co-operation framework and set up the Consortium Agreement, to be signed before signature of the contract with the Commission. The Consortium Agreement will define roles, responsibilities and mutual obligations of the project partners both for the duration of the project and afterwards. The document will outline the possible IPR issues, and evaluating intangible assets emerging from the project.

30 2.1 Quality of the Consortium as a whole / Description of project management structure and procedures Quality Assurance & Risk Management Project Manager will be the responsible person in acquiring the quality of the project during its duration. Quality of the deliverables will show the consistence of the project during its implementation. Deliverables will be monitored by Project Manager and submitted to Management Board. It is the Management Board to discuss and compare deliverables with the project plan, and assess their quality within the MB. MB will prevent the late submission of deliverables to the Commission. Communication, Reporting, Meetings and Knowledge Transfer Knowledge transfer among consortium partners will be issued day-to day basis. Fast and effective communication will be provided in a systematic way in order to maintain the quality of the project management. Locations of the partners are various; therefore, electronic communication will be used among partners. Electronic mailing will be used in order to exchange information and disseminating project documents through consortium. The twin partners will reinforce the dissemination and the management of the activities in each country. Work package leaders will coordinate the activities and provides effective exchange of knowledge via mailings at first glance and if necessary meetings on technical level will be held within the said WP to solve the problem occurred. Project meetings will be organized in months 1, 5, 12, 20 and 23 to compare progress with the project plan, decide on actions to be taken if delays occur, monitor work issued to the project. A comprehensive set of minutes will be prepared by PM after all meetings with action points clearly stated with both completion dates and names of those responsible for the action.
