SEPA Topics SEPA impacts technology, legislation and instruments and addresses the harmonisation of Retail Payments Clearing» CSM : PE- (STEP2), SEPA-compliant,» SEPA instruments: SEPA Credit Transfer, SEPA Direct Debit,...» Standard: XML UNIFI ISO 20022» Payment Services Directive (PSD): legal background for the payments harmonisation Cards» SEPA Cards Framework (SCF):» based on the use of Chip&Pin (EMV)» convergence of technical standards» interoperability in the area 2
SEPA Clearing Today Tomorrow?! DK PE Nordics -F -D EBA-Step2 -ES BI-Comp PE-D PE-F EBA-Step2 PE-ES PE-I The existing s are currently re-positioning themselves in the SEPA landscape PE-, CSM SEPA Compliant, Interoperability, reability 3
SEPA Cards: EPC identified options SEPA Cards Framework self-regulation effort high-level principles and rules fully interoperable card payments and cash withdrawals in euro throughout the SEPA area Option 1 International card schemes (Visa and MasterCard) replace the national scheme like in Austria, UK, Switzerland, Belgium (?) Option 2 Alliance of national schemes Currently only one known initiative underway The Euro Alliance for Payment Schemes Option 3 Co-brand national and international schemes Sound like the status quo, a Mini-SEPA Source: European Payments Council, Towards our Single Euro Payment Area SEPA Cards Framework Version 2.0 4
SEPA What about the retail payments networks? Retail local Payments Networks Network Today While SWIFT is commonly thought as the network solution : s often have a proprietary network s are often Cards Processors as well These networks do often address both Payments Clearing, ATM/ POS authorisation and other financial activities as well 5
SEPA The role of existing retail payments networks Today most of the networks used for retail payments are: Offering the National Coverage Supporting Clearing and Cards Supporting SEPA eligible instruments Supporting NON-SEPA instruments (e.g. cheques, MAV, RIBA, F24, interbanking fees) Used for ancillary services like Credit Bureau, AntiFraud DataBase for Cards and Cheques, and all Databases with the institutional aim of supporting the quality of Payments Processing Used for Securities Trading and Settlement activities Used to interconnect other stakeholders like the Public Administration (e.g. smoothing the exchange of information with the financial system) Even a full SEPA migration to SWIFTNet will not rationalise all the costs, since the whole communication picture goes beyond the SWIFT offering 6
Network infrastructures connecting Banks and all Stakeholders Clearing & Clearing & Settlement Clearing & Settlement Systems Settlement Systems Systems Corporate customers Banks Clearing & Settlement Systems Public Administration These networks have evolved over the time to rationalise the costs of a common infrastructure for the whole financial communication and now need to evolve to an European model 7
SEPA Network Which are the available options? There are several options: Keep using the existing networks and adopt SWIFTNet for the clearing Adopt an alternative network willing to play a wider role in terms of geography and service offering cooperating with the existing networks Work out alliances to create an interoperability at the network level between all the players 8
SIAnet: the solution for the whole financial industry SIAnet means a whole range of Network Services; these can be grouped into two main categories: the connectivity services and the messaging services. Those are designed and managed according to the customers business needs addressing all the technical features needed in the financial industry. SIAnet has proved to be a cost-effective solution for the financial community communication for 30years SIAnet Connectivity Interbanking Trading (eg. MTSs) Payments / Securities Messaging Services Cards Public Administration Corporate Banking (CBI) 9
SIAnet for SEPA! SIAnet is today an available and competitive solution for the SEPA challenge in all Europe n SIAnet is available for any willing to implement network access independency 10
SIAnet for Europe: a trustworthy choice Connecting market infrastructures and financial institutions in Europe since 1999, nowadays in 20 countries SIAnet is known to be a national network but: many European market infrastructures are already on board SIAnet owns and manages 366 network connections to Italian financial institutions and 245 in the rest of Europe. SIAnet is now an attractive option for the whole European Banking Community with a competitive offering for the payment industry 11
SIAnet for SEPA! SIA-SSB is leveraging its technology and is willing to cooperate with other networks in order to address the SEPA challenges and the Non-SEPA needs while optimising the cost of the infrastructure 12
