6 OUR SPEAKERS Dominik Antonowicz Dr. Antonowicz s research interests are strongly related to the issues of higher education, specifically: transnational trends, public policy, and the university as a modern institution. He received the following scholarships and awards: British Council Chevening Scholarship (2001/2002); the Polish Foundation for Science scholarship Start-up (2005/2006) and a post-doc fellowship Columbus at Center of Higher Education Policy Studies (CHEPS), University of Twente (2007/2008). Between Dr. Antonowicz was higher education policy adviser to Prof. Barbara Kudrycka the Minister of Science and Higher Education in Poland. Currently he serves as an expert for the Ministry. As an academic he is involved in various international research projects, such as: EUROAC The Academic Profession in Europe; Responses to Societal Challenges (European Science Foundation), The Polish Higher Education and the Global Change (Polish Foundation for Science), Branding University Diplomas (Ministry of Science and Higher Education), NORPOL Polish Higher Education and the European Higher Education and Research Area (Norway Grants, CEE grants). Clifford A. Bates PhD in Political Science from Northern Illinois University. Since 2001, Dr. Bates is a Professor at Warsaw University s American Studies Center and since 2004 is an Instructor of Diplomacy Studies at the School of Graduate Studies at Norwich University, Vermont USA. Dr. Bates is an American political scientist, with specializations in comparative politics, American politics, intellectual history (political philosophy and political theory), political economy, political behavior and political institutions. He has an over ten year experience with higher education in Poland and Central Europe, in both public and private institutions. Wojciech Bieńkowski Professor Wojciech Bieńkowski received his MA degree from the Warsaw School of Economics (formerly known as the Main School of Planning and Statistics in Warsaw, Faculty: Foreign Trade). In he studied at the University of Rochester, NY, USA at the Ph.D. program and in at Harvard University as a visiting scholar. Currently he is Dean of the Department of Economics and Management at Lazarski University, the Director of the US Economy and Transatlantic Relations Institute at Lazarski School of Commerce and Law, and also a fellow at the Institute for Applied Economics and the Studies of Business Enterprise at Johns Hopkins University, Baltimore. Moreover, Prof. Bieńkowski is Vice-President of the Harvard Alumni Club in Poland, and a member of the, W. Fulbright Scholar Association, Salzburg Seminar Alumni Association. He was awarded many times as an author and co-author of dozens of articles and books published by such houses as Palgrave-Macmillan (USA-UK), Cambridge University Press (UK), M. E. Sharpe (USA), Maruzen (Japan) and PWN, PWE (Poland) and in the scientific journals: Harvard International Review, Comparative Economic Studies, Journal of Comparative Economics and Bank of Austria. 6

7 Kazimierz Bilanow Dr. Bilanow has earned his PhD from the Faculty of Law at Poznan University and his MCL from Columbia University Law School. He was a Fulbright scholar at the School of International and Public Affairs and the Graduate School of Journalism, Columbia University. Dr. Bilanow also held a fellowship at the Institute of State and Law, Academy of Science in Moscow. He was a researcher at the Institute of State and Law, Polish Academy of Science. Previously, Dr. Bilanow was the International and Commercial Director at the Polish Press Agency; Correspondent for Polish and international press in Scandinavia, USA and Canada; a lecturer at the New School for Social Research, New York and at the International College, Elsinore, Denmark. He is currently the Managing Director of the Perspektywy Education Foundation. Josef C. Brada Prof. Brada thought at such universities as: Arizona State University, New York University, Graduate School of Business Administration, The Ohio State University, University of Saints Cyril and Methodius and Macedonian Academy of Sciences and Arts. His experience in government and international organizations includes: Senior Advisor to the Minister, Ministry of Economy, Czech Republic, 1994; Organization for Economic Cooperation and Development, United Nations Development Programme, ; Co-Chair, Blue Ribbon Commission for Macedonia, and Ministry of Finance, Republic of Macedonia, , etc. In the area of business he has worked for: Ernst Associates Battelle Memorial Institute, 1972; SRI International, ; Wharton Econometric Forecasting Associates, ; Planecon, Inc., , and International Bank, Elise S. Brezis Professor Brezis is currently the director of the Azrieli Center for Economic Policy in the Department of Economics at Bar-Ilan University, and a visiting Professor at the Paris School of Economics. In the 1980s, she was the head of the Statistics division at the Research Department in the Bank of Israel. Later on, she became an adviser to the Bank of Israel as well as to the Ministry of Science. She was also a member of the advisory committee to the Council of Higher Education, and from 1999 to 2003, the President of the Israeli Association for European Studies. Professor Brezis is currently a member of two investment fund boards. She is also a fellow at the Minerva Center for Growth in Jerusalem and serves on the editorial board of Cliometrica. Her research interests cover a wide range of topics related to economic development and growth, from R&D to education and human capital, the impact of elites on economic development, and also demography. Dr. Brezis has developed a new theory in the field of economic growth, coined leapfrogging with the Nobel Laureate, Paul Krugman. Together, they have written papers on this subject. 7

8 Andrzej Bryk Prof. Bryk is the director of the Institute of American Studies, Krakow Academy as well as a professor of constitutional law and history, political philosophy at the Krakow Academy and the Jagiellonian University in Krakow. He is also a visiting professor at such institutions as: Harvard University, Marquette University, Amherst College, University of New Hampshire, Institute of the European Studies, Vienna. Ewa Chmielecka Professor at Warsaw School of Economics, Dept. of Philosophy. Her educational background covers philosophy and methodology of science. Dr. Chmielecka served as a Bologna Expert. She was a member of such organizations as the European Higher Education Society (EAIR) and the Registrar Accreditation Commission FPAKE. Dr. Chmielecka was the Polish representative at the EQF Advisory Group EC. She is the author of over 50 papers on higher education issues. Bogusława Cimoszko-Skowrońska Mrs. Cimoszko-Skowrońska studied at the Łódź Polytechnic Institute. She received her BS degree from Massachusetts Institute of Technology, Cambridge Mass, USA, and an MBA degree from Harvard Business School, Boston, Mass, USA. Mrs. Cimoszko-Skowrońska is an experienced financial services executive; she has worked as a Senior Banker for European Bank for Reconstruction and Development in London, for UBS AG in Zurich, for Fincoord Ltd, an investment banking boutique firm based in Zurich. In 2003, she founded CMS Corporate Management Services with offices in Zurich (as of 2003) Warsaw (as of 2007) and Prague (as of 2009). CMS assists management and company owners with raising capital from public and private markets, strategy execution, and mergers & acquisitions. CMS is also a nominated advisor of NewConnect and Catalyst. CMS introduced the first two foreign companies to the NewConnect segment of the Warsaw Stock Exchange. Laurence D. Cooper Laurence D. Cooper is Associate Professor Political Science at Carleton College in Norhtfield, Minnesota (USA), where he teaches courses in ancient and modern political philosophy. Most of his research has centered on two related and overlapping themes: first, whether and to what effect standards of human flourishing and social good can be derived from nature; and, second, human passions and their implications for politics and philosophy. In addition to several scholarly articles and chapters, he has published two books: Rousseau, Nature, and the Problem of the Good Life (1999) and Eros in Plato, Rousseau, and Nietzsche: The Politics of Infinity (2008). Teaches courses in ancient and modern political philosophy. 8

9 Anne Corbett Anne Corbett is a Visiting Fellow of the European Institute of the London School of Economics and Political Science. Her main research interests are in the policies and politics of the EU and a wider Europe, with particular reference to the creation of the European Higher Education Area, and in Franco-British public policy contrasts and comparisons. Much of her career has been as a journalist specialising in education in Britain, France and Europe, writing for the Times Educational Supplement, the Times Higher Education Supplement, and the Guardian among others. Her most recent book, Universities and the Europe of Knowledge: Ideas, Institutions and Policy Entrepreneurship in European Community Higher Education Policy, , has been widely praised as a work of political science which has produced a challenging new reading of the history of EU involvement in higher education. Her study of the political and legislative process leading to the passage of the Loi Organique relative aux Lois de Finance 1 août 2001 has just been published by the academic journal Governance (April 2010). Anne Corbett has been active in developing closer Franco-British university relations, as a former member, trustee and vice chair of the Franco-British Council. She is an Officier de l Ordre des Palmes Académiques. Alan J. DeYoung Alan J. DeYoung, Ph. D., is Professor and Chair of the Department of Educational Policy Studies and Evaluation at the University of Kentucky. His formal training is in the Sociology and Anthropology of Education, where his particular domestic interest is in rural education and education and social change. Since 1995, Dr. DeYoung s research and policy focus has centered primarily upon the Central Asian republics of the former USSR, particularly Kyrgyzstan. He was a Fulbright Scholar to the Abai Pedagogical University in Almaty, Kazakhstan ( ); and to the Arabaev Pedagogical University in Bishkek, Kyrgyzstan ( ). He was also an advisor to the Kyrgyz education ministry in , and administered a US Freedom Support Act university partnership between the University of Kentucky and three Kyrgyz universities from Dr. DeYoung has published over two dozen articles and book chapters on education reform in Central Asia during this time. He has also co-edited a book with Dr. Steve Heyneman entitled Challenges to Education in Central Asia (2004), and co-authored a book on rural Kyrgyz secondary schools, Surviving the Transition?: Schools and Schooling in the Kyrgyz Republic since Independence (2006). He is currently finishing a book on higher education reform in Kyrgyzstan, tentatively entitled Lost in Transition?: University Reform in the contemporary Kyrgyz Republic. 9

10 David Dixon Holds the title of Professor of Chemical Engineering at the South Dakota School of Mines and Technology, where he has been involved in teaching and conducting research for nearly 20 years. For the past 3 years he was the Chair of the Chemical and Biological Engineering Department and is currently a visiting Fulbright Scholar at the Technical University Darmstadt, Germany. Prior to his current position at the SD School of Mines and Technology he earned his PhD in Chemical Engineering at the University of Texas at Austin and was employed by the Dow Corning Corporation. He is the Chair of the American Institute of Chemical Engineers Chemical Engineering Car Competition Committee, and the a past chair of the National Student Chapter Committee. In addition to his work on undergraduate education he has conducted research in processing with supercritical fluids, biomass pretreatment and remediation of arsenic from contaminated drinking water. Piotr Dmochowski-Lipski Piotr Dmochowski-Lipski serves as Director General of the Ministry of Culture and National Heritage. He received his Master in Public Administration degree from John F. Kennedy School of Government at Harvard University and his MBA in Finance from the Graduate School of Management at Boston University. For almost 30 years, he has worked as a journalist, executive, entrepreneur and most recently as a senior civil servant. As Vice President of Hartford-based Chase International Corporation and CFO of Polska Telewizja Kablowa SA in Warsaw, he was among the founders of the largest cable TV network in Poland (currently UPC Poland). He also worked as a manager for the Washington office of KPMG as well as for KPMG subsidiaries and affiliate corporations in Poland and other countries. Between 2006 and 2008 he was CFO of Telewizja Polska SA Poland's largest TV company. In September of 2008, he was named by the Prime Minister to the post of Director General of the Ministry of Culture and National Heritage. Over the years he has served on numerous corporate boards including Bank Gospodarki Żywnościowej SA, PWN SA, OBOP Sp. z o.o. In December of 2009, he was decorated with the Officer's Cross of the Order of Polonia Restituta by the President of Poland for his work at Radio Free Europe in the eighties. Paweł Dobrowolski Assistant to Professor Sachs during the first Balcerowicz government that implemented Poland s transition from a planned to a market economy. He earned his BA in economics from Harvard University class of 95. During the last 15 years Mr. Dobrowolski worked as an investment banker on some 50 privatization and M&A transactions of which around 20 have closed successfully at an aggregate value in excess of 1 billion EURO. He successfully lobbied for the introduction of public hearings into Poland s parliamentary procedure. Paweł Dobrowolski is the author of Fundamentals of Financial Analysis published by the Polish Association of Accountants, as well as a number of articles on central banking, public finance and the media industry. His most recent report estimates Poland s public debt at over 200% of GDP. He serves as a non executive board member for several companies, and a volunteer fire fighter in the village where he lives. 10

11 Nick Harris Nick Harris is a UK Bologna Expert and HE consultant. He took his BSc (applied biology) and PhD (weed killers) at the University of Bath, and then went on to Cambridge for postdoctoral work (tea manufacture). A typical 25 year academic career at the University of Durham (UK) (with teaching and research in plant cell biology) including research in North and South America and Central Africa and Europe led to a full professorship. Almost all of his research involved part funding from industry and much of it was within national and international consortia (mostly in Spain and Brazil). It was following a consultancy with the UK funding body for his area of science and then he made a 'career change', moving to the Quality Assurance Agency for Higher Education (QAA) in1998 (as it was being established). He was Director of the Development and Enhancement Group from 2002 until his retirement. He has also been involved in a wide range of international activities and projects including the development of the Framework for Qualifications of the EHEA (and its Dublin descriptors), a G8 summit and, since retirement, consultancy work with various ministries (including the Polish Ministry for Science and Higher Education), QA agencies and consortia, and HE institutions across Europe. He has chaired the external reviews of 3 national QA agencies (including the Polish State Accreditation Committee), and been involved in numerous institutional and programme level evaluations Charles Henderson Charles Henderson is an Associate Professor at Western Michigan University with a joint appointment between the Physics Department and the Mallinson Institute for Science Education. His current work focuses on the development of theories and strategies for promoting change in the teaching of Science, Technology, Engineering and Mathematics (STEM) subjects at the college level. Current projects include Facilitating Change in Undergraduate STEM and Understanding Instructor Practices and Attitudes Toward the Use of Research- Based Instructional Strategies (RBIS) in Introductory College Physics. Both projects are funded by NSF. The goal of the former project is to articulate models for promoting changes in STEM instructional practices in higher education. The latter seeks to understand the level of knowledge about, attitudes towards and use of RBIS by introductory physics instructors. Dr. Henderson is the editor of Physics Education Research Section of the American Journal of Physics and former chair of the American Association of Physics Teachers (AAPT) Committee on Research in Physics Education. He is currently (January to June 2010) a Fulbright Scholar at the University of Jyväskylä in Jyväskylä, Finland where his primary work is with the University of Jyväskylä Institute for Educational Research. 11

12 Hayian Hua Hayian Hua has more than 20 years of international education development experience focusing on policy development, research and analysis, monitoring and evaluation, education management information system. At World Education, he provides technical leadership and assistance in research and evaluation, management information system, and institutional capacity development. Haiyan Hua holds both doctoral and master degrees from Harvard University, and is currently teaching in the International Education Policy program at Harvard University, Graduate School of Education. Julita Jabłecka-Prysłopska Is a research fellow at the Centre of Science Policy and Higher Education, University of Warsaw. She received her PhD in economics and her habilitation degree in management science from University of Warsaw. In 1984 she was in the USA as a Fulbright Fellow and in 1990 was an advisor to the first post- Communist Polish Government responsible for the preparation of new science policy institutions and funding instruments. She has been a member of the Committee of Science Studies at the Polish Academy of Sciences since 1990 and its deputy chairman since She has been involved in many national and international projects. Her major interests are science and higher education policy, management and structures, peer review and the role of universities in knowledge-based economy. Stefan Jackowski Prof. Stefan Jackowski earned PhD in mathematics in 1976 at the University of Warsaw, where he is currently a full professor. In years and he served as a dean of faculty of mathematical sciences. He held also several visiting positions abroad, in particular ETH Zuerich, University of Virginia, Hebrew Universitu of Jerusalem, Fields Institute in Toronto, and Max Planck Institute fuer Mathematic in Bonn. Currently Prof. Jackowski is the President of the Polish Mathematical Society and a member of the Committee of Mathematics at Polish Academy of Sciences. He is a member of editorial board of several international research mathematical journals. He published papers also on the higher education policy. Recently he participated in a team drafting a strategy for higher education in Poland on request of the Ministry of Science and Higher Education. In 1998, he was awarded with the Knight s Cross of the Polish Revival for his activity at University of Warsaw. 12

13 Janina Jóźwiak Janina Jóźwiak is an economist and a professor at the Warsaw School of Economics in Warsaw, and its rector in Between she was a vice-president of the Committee for Scientific Research and the President office of the Group of Social Sciences, Economic and Legal KBN. Janina Jóźwiak is also a member of International Consortium Max Planck Research School in Demography and a member of the editorial board of the series European Studies of Population, is a member of the Scientific Council of the Central European Forum for Migration Research. Marcin Kilanowski Marcin Kilanowski is an Assistant Professor (in Poland: Adiunkt ) in the Department of Humanities at Nicolas Copernicus University where he teaches Theory of Politics, Civil Society, Human Rights, Democracy and Development. He studied law and philosophy at Nicolas Copernicus University and at Utrecht University. During his doctoral studies he was worked on various projects at Oxford University and Harvard University as a Visiting Scholar focusing on strengthening democratic systems through developing new understanding of the value of freedom and responsibility in democratic societies. His doctoral dissertation also focused on these issues, as well as a number of his articles and conference speeches. In addition to his work in the academia he is a member of the Editorial Board of Res Pubica Nowa, works as an expert in international law and human rights for The Pulaski Foundation Warsaw based independent, non-partisan institution with a mission to promote freedom, equality and democracy as well as to support actions of strengthening civil society. He has also established a think-tank called Institute for Political and Legal Research, with the goal of developing propositions of legal reforms in Poland. Andrzej K. Koźmiński Andrzej Koźmiński is Rector of Koźmiński University, is a corresponding member of the Polish Academy of Sciences, the President of Koźmiński University in Warsaw and the President of the Board of the International Business School in Warsaw. Prof. Koźmiński has published over 300 scientific papers on organization and management in Poland and abroad, including 35 books. Prof. Koźmiński is an elected member of the International Academy of Management, of Academie Europeane and Academie des Commerciales in Paris, as well as of the Scientific Society of Warsaw. He was a Deputy President of the Central and the East European Management Development Association, a member of the Board of the European Foundation for Management Development based in Brussels, and a member of the International Committee of the American Association of Collegiate Schools of Business. He is member of the Presidium of the of the Organization and Management Sciences Committee of the Polish Academy of Sciences and a member of the President s of the Republic of Poland Advisory Council for Education and Scientific Research. Professor Koźmiński is Chairman of the Supervisory Board of Telekomunikacja Polska SA and a member of the Supervisory Board of Millennium Bank. 13

14 Zbigniew Lasocik Professor Lasocik obtained his doctorate of law at the Faculty of Law and Administration of Warsaw University. In 2004, he received his postdoctoral degree, also from Warsaw University. In 1993, he co-founded the Human Rights Research Centre within the Department of Criminology and Criminal Policy IPSiR at the University of Warsaw. In 2006, Professor Lasocik created the first Research Center in Poland concerning human trafficking. In 1991, he began cooperating with the Helsinki Foundation for Human Rights as a Director of the Office of Promotion and Development of an NGO. In 1994, Professor Lasocik became a director of the Brussels regional office for the European Human Rights Foundation managing the program Phare / Tacie Democracy. He is the President of the Polish Section of the International Commission of Jurists, a board member of the Scientific Society of Criminal Law, a member of the Board of Directors of La International Senior Project in New York, a member of the Polish Society of Criminology and the Association of penitentiary PATRONAGE. Professor Lasocik is the European Court Project Coordinator and an expert on European Union programs on the rule of law, human rights, democratization and the development of NGO s. He is head of the Human Trafficking Research Center and a member of the UN Subcommittee on the Prevention of Torture in Geneva. Since October 2007, Professor Lasocik has been appointed the Dean of the Faculty of Law at Lazarski University. Krzysztof Leja Dr. Leja works at the Department of Knowledge and Information Management, Faculty of Management and Economics of Gdańsk University of Technology. Dr. Leja s research interests include: knowledge management in higher education, strategic management in higher education, organizational development in higher education, management of non-profit organization. He coordinated two TEMPUS projects on the improvement of university administration. Since 1999, he collaborates with the Centre for Science Policy and Higher Education at the University of Warsaw and since 2002 with the Institute of Knowledge Society and the Polish Rectors Foundation. Christopher Łazarski Christopher Lazarski, PhD, historian. M. A. (1977) at Warsaw University: major Greek and Roman Ancient History; Ph. D. (1993) at Georgetown University, Washington D. C.: major Russian and East European History present, Lazarski University, Warsaw. Teaches European History and History of Ideas. Current scholarly interest: political philosophy in general and Lord Acton s thought in particular. He is a well-known and widely-quoted commentator on the Polish economy. He participated in many projects as an analyst and/or advisor. He undertook the valuation of the companies in the II NFI for a foreign investor. He has participated in many projects and conferences pertaining to doing business in Poland. He is also a freelance advisor and strategist for SMEs. Mirosław Miller Professor at the University of Technology, Department of Chemistry. Prof Miller is a Chairman of the Board of Wrocław Research Centre EIT + Ltd., Humboldt Foundation Fellow (Germany) and Welch (USA). He is a member of the Polish Association of Hydrogen and Fuel Cells, a Polish representative in the Fuel Cells and Hydrogen Joint Undertaking to the European Commission, as well as a member of the International Scientific Council of German Biomass Research Centre in Leipzig. Prof. Miller is the author of over 90 scientific publications, the head of many research projects in the area of high temperature chemistry, materials engineering, chemical thermodynamics and mass spectrometry. He is also an initiator of the Lower Silesian Centre for Advanced Technologies ( ) and many projects of technology transfer from science to the economy financed by national and European funds. 15

16 Daria Nałęcz Prof. Nałęcz was born in Warsaw, She became an Associate Professor in The main field of her specialization is the contemporary history of Poland. Today she is a General Director of State Archives in Poland , an Honorary Member of the Construction of the Warsaw Uprising Museum and the Vice-President of EURBICA. In 2005, she was appointed to the post of Chair of the Task Force for International Cooperation on Holocaust Education, Remembrance and Research. Krzysztof Pawłowski Dr. Pawłowski is a physicist, politician, and was a senator during the I and II term of the Polish parliament. He graduated from the Faculty of Mathematics, Physics and Chemistry of the Jagiellonian University in 1969, then defended his doctorate at the University of Mining and Metallurgy. He published over 40 scientific papers. Dr. Pawłowski was the founder and the president (from 1980 to 1987) of the Klub Inteligencji Katolickiej in Nowy Sącz. He is the founder of the School of Business National-Louis University in Nowy Sacz and the School of Business in Tarnow. In 2008, he became a president of the WSB-NLU in Nowy Sacz, which has been included in WSB in Tarnow. In the years was a part of the team for higher education reform, from 1997 to 2000 chaired the Conference of Rectors of Private Universities. In , Dr. Pawłowski was a member of the Bureau of National Chamber of Commerce. It belongs to the board of the Polish Education-Business Forum. Since 2007 he has served as a member of the supervisory board of the Bank Pekao SA. He is the laureate of following awards: L. Kronenberg Banking Foundation Enterprise for Social Development for 2000, Kisiel awards for 2002, and the Entrepreneur of the Year Radosław Rybkowski After obtaining his MA from the Institute of Polish Philology, Radosław Rybkowski started his PhD studies at the Center for American Studies of the Jagiellonian University. In 2000, he defended his dissertation on the arts management in American theatre. The same year he started his work at the Institute of Public Affairs of the Jagiellonian University, teaching on the principle of arts management. The following academic year he started his work at the Institute of American Studies and Polish Diaspora. His field of interest include: the development of American civilization and the US higher education policy. During the spring semester of 2009 he was at the Steinhardt School of Culture, Education and Human Development of the New York University as a Fulbright visiting scholar and was conducting research on the emergence of the federal higher education policy. 16

Jan Sadlak Dr. Jan Sadlak has more than twenty-five years of experience in the field of higher education, international relations and economics. He has been Director of UNESCO-European Centre for Higher Education (UNESCO-CEPES) and Representative of UNESCO in Romania (October 1999 July 2009). Prior to this position he was Chief of Section for Higher Education Policy at UNESCO, Paris ( ). He holds a PhD (1988) in Educational Administration and Comparative Education from the SUNY/ University of Buffalo, USA. He is currently Professor and Vice-Rector for International Cooperation at the Warsaw Academy of Social Sciences and Humanities (SWPS). He is also a Visiting Professor at the Faculty of European Studies of the Babes-Bolyai University in Cluj-Napoca, Romania. In October 2009, was elected as the President of the IREG Observatory on Academic Ranking and Excellence. Piotr Sadza Mr. Sadza graduated from the Warsaw School of Economics. He is a corporate banking manager with 10+ years experience in project, product, process and channel management in financial services. Extensive banking (ING, BOŚ) and strategic consulting experience (Boston Consulting Group, Andersen) in Poland and CEE countries (Hungary, Ukraine). He was president of the NSW Board of Studies from As a member of the NSW Vocational Education and Training Accreditation Board from and as an overseas member from of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications he has had considerable experience of assessment and accreditation issues in higher and vocational education. At Oxford he and his colleagues are studying the evolution of qualification frameworks and the move towards global qualifications and standards and the shift from quality assurance of inputs to measuring outputs against common standards. Kazimierz Stępień Born in 1940, PhD from the Warsaw University in 1966, professorship in Long-term stay in University of California, Goettingen University and Heidelberg University. Presently Chair of Theoretical Astrophysics at the Warsaw University. Author of about 150 scientific publications, mainly on variable stars possessing magnetic fields. His past professional experience include being an editor of Acta Astronomica, chair of the scientific council of the Copernicus Astronomical Center, member of the Committee for Scientific Research, vice-chair of the Council of the Foundation for Polish Science, chair of the International Program Committee of COSPAR Presently, chair of the Committee of Astronomy of PAS and chair of the Council for Science. Jarosław Szewczyk Born in A seasoned expert in logistics and operations with 16 years experience of corporate and executive levels, both national and international. From 2009 Mr. Szewczyk is running his own business dealing with business consulting, education and system support for logistic networks. Major areas of interest: planning and forecasting as business processes, designing and optimizing distribution networks, crisis management. He was also a visiting lecturer in the Warsaw School of Economics. 18

19 Jan Truszczyński In 1972, graduated from the Department of Foreign Trade School of Planning and Statistics, obtaining the professional title of Master of Economics, specializing in European integration. Jan Truszczyński followed the post-graduate studies of German (1975) and public international law (1985). Since 1972, Mr. Truszczyński has worked at the Ministry of Foreign Affairs, occupying the position of expert on European integration. In he served as Second Secretary Embassy of Poland in The Hague. For one year ( ) he was an advisor to the Polish Embassy in Brussels, and from 1989 to 1993 a counselor-minister plenipotentiary at the Delegation of Poland to the European Communities in Brussels. In , Jan Truszczyński served as the ambassador of Poland to the European Union. In 2001, he was appointed the Undersecretary of State in the President's Chancellery as well as a junior minister at the Foreign Ministry. From December 2001 to July 2003, Mr. Truszczyński held the position of Government Plenipotentiary for the negotiations for membership of Poland in the European Union. On January 11, 2005, he was appointed the Secretary of State for Foreign Affairs. Since October 2006, Jan Truszczyński serves as Deputy Director General of DG Enlargement of the European Commission. Jacek Wojciechowicz Mr. Wojciechowicz is a Polish politician and lawyer, former member of the IV and V term at Parliament in , since 2006 is the Vice President of Warsaw. In he held the office of the Vice President of Raciborz. From 1995 to 1996 Mr. Wojciechowicz worked for Temik-Finance as a director of investments and since 1997 was engaged in the self-government of Warsaw. In December 5, 2006 he became the first deputy of Hanna Gronkiewicz-Waltz, the President of Warsaw. In , Mr. Wojciechowicz was the member of the Liberal-Democratic Congress (chaired by the Executive Board of the Śląski Region in Katowice), and from 1995 to 1997, he belonged to the Freedom Union, where he served as Vice President of the Regional Council. He was a member of the EMBO Council and was a representative of Poland in the EMBC and the ESF (Standing Committee of the Life Sciences). 20 ABSTRACTS Dominik Antonowicz Understanding Changes in Polish Higher Education The presentation explores changes in Polish higher education that have taken place since Insofar, there have been an extensive number of publications on changes in higher education in Poland. Most of them have focused on analyzing various aspects of higher education based on public statistics or presenting various interesting case studies. Therefore, this presentation tries to go beyond the existing structure of analysis and set a theoretical framework for changes in higher education which will help us not only to track them but also to understand their dynamics. In doing so, the analysis uses the neoinstitutional perspective that is primarily focused on exploring the institutional dimension of a transformation. Polish higher education in the last twenty years seems to be a battlefield between two institutional orders (i) the global script advocated by the world society (e. g. OECD, World Bank) and (ii) the local one, based on a well-established (national) institutional order, political heritage of the last century and a long academic tradition. Taking the neoinstitutional approach opens many unique opportunities in the domain of higher education. The added value of this analysis is to provide a theoretical framework that helps to understand logic of changes (and their dynamics) and draw some guidelines on how to steer transformation in higher education in developing countries. Clifford Bates The American Approach of Political Science and International Relations as a Global Standard From the end of WWII, one can say that the American approach to political science and international relations has been one of the two leading American academic exports, next to the MBA and Communication Studies. The particular evolution of political science tradition that occurred in the US (behavioral approach to political science) in the mid 1930s and hit the peak following WWII not only shaped the way political science was studied in the US but this approach slowly by the mid 60s became a global standard. And in the late 60s with the questioning of behavioral approach that occurred with the criticism of US involvement in Vietnam, the rise of rational choice/game theory/political economy models became the new paradigm in the profession and by the mid 80s slowly became the new global standard. Although the older historical and descriptive journalistic approaches to politics remain alive and well in Poland and most of Europe, this has increasingly led to the marginalization and parochialization of the European political science. Josef Brada The Social and Economic Context of US Higher Education In my presentation I will examine the interconnections between some of the social and economic objectives of the higher education sector. At least in a broad sense I will try to explain why private and state-supported universities choose different combinations and levels of teaching and research excellence and I will argue that the public-private mix has some valuable benefits in terms of both the efficient allocation of (mainly faculty) resources as well as in matching students to the type of institution that best meets their abilities and needs. A second objective of this paper is to draw some differences between the US and the European systems of higher education. Clearly, funding is one of these differences, ownership and control are another, but there are also innate differences between the US and the EU in terms of country size, in the degree of globalization, etc., that may be less amenable to policy changes. Among these more innate differences are those in social and economic objectives, 20
