21 PALS (Phonological Awareness Literacy Screening) is a diagnostic assessment tool to measure fundamental literacy skills acquisition in children under 5. Note that at both the local level and the state level there has been steady progress in decreasing the number of children who score below kindergarten readiness levels. 23 Beginning with the students who entered the ninth grade in , Virginia began tracking individual students over the four years of a traditional high school career to determine the percentage who graduate on time. Previously, graduation rates have been calculated under several different methods.
