Reports from the Angeles City Information Office showed that around 40,000 attended the merriment from 6:00 p.m. to 2:00 a.m. on the first day. In a news briefing last Friday, Reyes said they are just waiting for the construction of a drug testing center in Lamao, after which the policy of requiring all those applying for a barangay clearance to submit themselves to drug screening will be implemented. Lamao will be the first among the 237 barangays in Bataan to have such a regulation. The village head said that during a recent barangay assembly, he discussed the matter with the residents who he said all agreed. Reyes said he got full support even in his talks with parents and elementary and high school teachers. He said that he has asked villagers to help in clearing Lamao of illegal drugs and in the process convince some known users to stop. His campaign against illegal drugs paid off after a known drug pusher/user last week voluntarily surrendered to him and asked for admission to the Bahay Pag-asa Reformation Center inside Camp Tolentino in Balanga City. 3 OCTOBER 27, 2015 Headline Gitnang Luzon BUSINESS 3 Price freeze in effect in Aurora province ANGELES CITY Prices of basic and prime commodities in the province of Aurora will automatically be under price control for a maximum of 60 days following the declaration of a state of calamity in the province last week. In the aftermath of the destruction brought by Typhoon Lando on the province, the provincial government made the declaration after assessing the impact and damage on infrastructure, livelihood and communities in the province. Aurora was one of the hardest hit among the provinces of Central Luzon as it was under Signal No. 4 at the time of the typhoon s entry in the country. Under Republic Act No or the Price Act, as amended by RA 10623, prices of basic and prime commodities should remain at the level prevailing in the immediately preceding month when a state of calamity is declared. DTI-3 Regional Director Judith P. Angeles added that the DTI Aurora provincial office has been mobilized to monitor business establishments selling goods at disaster-affected communities at prices beyond the prevailing price levels. The agency is also on the lookout for hoarding, profiteering and conniving to manipulate the prices of commodities like rice, sugar, coffee, noodles, candles and canned goods. Under the law, hoarding of goods, illegal price manipulation and profiteering are punishable with both fines of up to 2 Million pesos and imprisonment of up to 15 years. Raising prices by more than 10 percent of the prevailing prices for the three preceding months is a basis for profiteering. 4 4OPINIONHeadline Gitnang Luzon OCTOBER 27, 2015 EDITORIAL The aid continues ASSISTANCE from the provincial government to areas affected by Typhoon Lando continues, evident by the P4,421, worth of food packs distributed to residents as of this writing. According to Provincial Social Welfare and Development (PSWD) Office, 1,396 food packs have been distributed in Arayat; 3,128 in San Luis; 1,993 in Candaba; 2,800 in Masantol; and 888 in San Simon. As we speak, the Capitol is still distributing food aid to other affected towns. In the same vein, the Clark Development Corporation is also doing the same in other provinces apart from Pampanga, including Nueva Ecija and Tarlac, benefiting 3,225 families. The External Affairs Department of the state-owned corporation said the firm has allotted P500,000 for the said relief operations. The food packs contain milk, coffee, noodles, 1 kilo of rice, sardines and biscuits. Reports released by the Provincial Disaster Risk Reduction and Management Office revealed that some 43,242 families or 196,226 individuals were affected by the typhoon in Pampanga alone. Partial report of damages in agriculture reached P342,217,425 affecting 13, hectares of land owned by 9,099 farmers, while P2,349,300 worth of damage affected the veterinary sector. As of presstime, municipal and provincial officials are still assessing the destruction brought by typhoon Lando in Pampanga. (045) THE diesel emissions scandal that rocked automobile maker Volkswagen (VW) rekindles our own dilemma with the private emission testing centers which continue to make a milking cow out of the millions of unsuspecting vehicle owners in the country. The VW predicament is miniscule compared with the highly questionable emission testing in the Philippines that brought nothing but elevated hydrocarbon emissions. And the Aquino administration will reportedly infuse P132 billion for climate change adaptation and disaster risk reduction in the proposed 2016 National Budget. Most of this amount will go to the Department of Public Works and Highways to bankroll flood control projects but will not address the deadly CO2 emissions in the atmosphere. The emission testing was left to the private entities authorized by the Land Transportation Office, itself wracked by the still undelivered vehicle plates. Only two more months remaining before the year ends but I still have yet to receive my new car plates. I felt sorry for the VW as the Check and Balance Arnel San Pedro THE word competition has both positive and negative connotations. For some who consider having a competitor as a provocation, they definitely do not welcome rivals as they are threatened to be overpowered and overtaken in their respective fields of expertise. For quite a few however, it is the exact opposite. My better half, who was given the chance to live for a short period in Singapore, would always be frustrated with the very slow internet speed here because of what he experienced in that country. A few years ago, an infographic circulated in social media sites showing the Philippines as the Asian country with the slowest internet connection, with only 3.6 Mbps. Every project is now up for scrutiny as a cause of the diesel emissions scandal. It was a public relations nightmare for VW, the brand that made the popular Beetle and Kombi Samba in the past. That era is now gone. The Philippines ISP Battle In a new article in Business Mirror, it was mentioned that having a new player in the telecom market is considered advantageous for the consumers. Brainwaves Michelle Catap- Lacson swallowed the modern VW organization. Why not bring the son -- Ben Pon Jr. -- to do some motivational visits to the plants and perhaps reinstate the simplicity, creativity and hardwork that characterized VW before? Pon Jr is no way connected to the VW but perhaps he can bring back the long lost corporate culture that put VW in the auto industry and the world map. Given these inconveniences, the basic fee which amounts to P1,000 is indeed overpriced for ordinary citizens who have availed of the internet services. Admittedly, as we all experience now, our heavy reliance on the internet is tantamount to our daily existence which now includes checking our FB accounts, posting updates on Twitter, uploading our photos on Instagram, and a whole lot more. It s like saying we can no longer live one day without the internet. There are talks that Telstra Corporation, Australia s largest telecom company, is currently in the works for a San Miguel Corporation partnership to enter the Philippine market as an ISP. As reported by the International Business Times, Telstra seeks to establish a 4G network across the Philippines, the telecom market of which will be led by two brands PLDT and Globe Telecom. On the other hand, San Miguel seems putting tough efforts to make 4G accessible all over the Philippines. The governments of other countries allow 4G spectrum on lease for a particular period, while Philippines authorities allow carriers to use it for an indefinite period. In a new article in Business Mirror, it was mentioned that having a new player in the telecom market is considered advantageous for the consumers. International Data Corp. (IDC) Philippines analyst Alon Anthony D. Rejano said that the market will be more competitive. For the consumers, it will be an advantage, because it will give them more options and will lower the price. National Telecommunications Commission (NTC) Director Edgardo V. Cabarios and Democracy.PH Founder Pierre Tito Galla agreed with Rejano s statement and said that a new player in the ICT space will lead to more competition that we hope will result in better services, more reasonable costs and greater penetration and access. The main force of Sultan Kudarat (who ruled Maguindanao from 1619 to 1671), however, had already fled to the neighboring Ilihan heights. Over the next ten days, Lamitan was razed to the ground, with 72 Muslims decapitated, their heads displayed on spikes to instill terror. The governor returned to a hero s welcome in Manila. Cayabyab CLARK FREEPORT An expert on emergency management said a comprehensive land use plan (CLUP) is the ultimate solution to massive flooding in the Philippines. Cedric Daep, public safety and emergency management office of Albay province, said a CLUP which contains a risk map and an approved policy that will implement the land use plan is the ultimate solution to massive flooding in the country during typhoons. The land use plan shall include a risk map and an adapted approve policy [for its implementation], Daep said. Daep said a risk map should include three thematic maps: hazard map, population map and resources map. Overlay the maps so we can identify the population at risk and critical resources. These factors are what we should consider in developing a land use plan, Daep said. However, Daep said if local government units do not have CLUPs yet, they can only resort to temporary solutions including evacuation of population at risk. Kapag wala pang hazard map, hindi pa tayo ready to do the ultimate solution. Ang gagawin lang natin ay evacuation which is temporary, Daep said. It was during Senator Richard Gordon s term as mayor when the event started, ushering in a new tourism event that would become famous all throughout the country. Olongapo City is known for its great music from live bands, great performances from artists, and has been known to produce great musicians. It is certainly right for the city to have an annual event to celebrate these entertainers by showing their talents on the streets where everyone can party, he added. This time no local stars graced the show, but instead local live bands gave life to the event which attracted hundreds of people from all walks of life, not only from Olongapo but also nearby provinces. Some of them even came with their costume get-ups (Halloween, fantasy, anime, and Disney characters), and had fun and stayed up to the wee hours of the morning. Different kinds of food and beverage stalls, even photo booths, filled the whole street of Magsaysay. Organizers said proceeds will go to the scholars of the Olongapo City government. ANGELES CITY In the aftermath of the recent adverse effects of Typhoon Lando on the livelihood, agriculture and infrastructure of Central Luzon, the Department of Trade and Industry Regional Office III (DTI-3) strongly suggested to businessmen in the region to follow the existing Suggested Retail Prices of basic and prime commodities in order to stabilize prevailing prices in the affected provinces of Central Luzon. DTI-3 Regional Director Judith P. Angeles added that DTI provincial offices have been mobilized to monitor the prices of basic and prime commodities in the typhoon-affected areas, especially in Aurora, Nueva Ecija, Pampanga and Zambales. Angeles said DTI is on the lookout for unscrupulous businessmen who take advantage of disasteraffected communities by hoarding and unduly raising the prices of basic commodities like rice, sugar, coffee, noodles, candles and canned goods. Business establishments found to be taking advantage of the situation are liable for violations of the Price Act or Republic Act Under the law, hoarding of goods and profiteering are punishable with both fines of up to P2 million and imprisonment of up to 15 years. Raising prices by more than 10 percent of the prevailing prices for the three preceding months is a basis for profiteering. DTI officials further noted that with inflation rate at a record low of 0.4% for 2015, there is no reason for traders to raise prices.
