This is a centrally sponsored scheme being implemented jointly with the state Govt., which aims to achieve the universalization Elementary Education and to provide useful and relevant education for all children is the age group of 6-14 years. Its overall goals include Universal access, retention, bridging of gender and social category gaps in education and enhancement of learning levels of children. In the state of Delhi the SSA programme, a flag ship project of Govt. of India, is being implemented by a registered society in the name and title of Universalization Elementary Education Mission under the aegis of Dte. of Education. The main office of Mission is located at Lucknow Road, Timar Pur Delhi. The programme of UEEM in Delhi is to support the endeavor of the State Govt. to provide Quality Elementary Education to all by opening primary Schools in these habitation; those are not having schooling facilities, social gaps in enrollment retention and learning strengthening existing school infrastructure by constructing additional class rooms. Toilets, facilities for disable children providing maintains & school grants, provision for additional teachers besides providing quality training to the teachers of the regular system. In order to achieve the aims and objectives of the Mission, the following are the authorities to manage the affair of the society.

5 State Project Director:- SPD oversees the SSA at the state level. He the chief executive of the mission in assigned the proper administration and disciplinary control of the mission and to supervise over all activities being implemented in the State by exercising all such powers delegated/ entrusted in the rules under supervision of Chairman. 1. 6 UEEM assigns greatest importance for quality implementation of the program entrusted the work of implementation, supervision & monitoring of SSA activities at HQ level to the following Consultants/ Coordinators. 8 To decentralize the work of the mission to the District cluster level, the Block Urban Resource Centers have been established in all Nine Revenue District of Delhi. These centers are headed by the DDE of District of DOE as District Project Officer (DPO) in association with the BURCCs & CRCCs at District & Cluster level are implementing under SSA. DDE of DOE The DDE of the District is the head of office of the district concerned and has been designated as District Project Officers. They have been assigned the duties /responsibilities of DPO for implementing the various activities of SSA and to achieve the goal at district level. Financial powers of DPOs have been delegated with appropriate funds. Their roles and responsibilities are:-
9 1. DPOs to convene regular meetings with DURCCs and CRCCs to review the progress of the work under SSA. 2. DPOs /DPCs are expected to inspect and monitor the various activities under SSA and RMSA. 3. DPO should prepare the District Budget for SSA with the help of DURCCS & CRCCs and they should be familiar with this exercise. 4. All funds have already been transferred to the respective DPO s and they should arrange to send quarterly expenditure report to the State office. 5. All DPOs should also be ready to take up the responsibility under RMSA as they have also been designated as DPC s for RMSA project. Preparatory work has already been started and activities under various interventions shall soon be taken up. 6. DPOs under SSA should make special efforts to enroll out of school children in the age appropriate classes and also to arrange learning centres as per the SSA norms. 7. DPOs and DPCs should effectively monitor all the activities of the NGOs and all the interventions under their charge. 8. DPOs to liaison with other agencies/departments like Women and Child Welfare, Labour department, Revenue department and also with Education Departments of Local bodies for effective implementation of various schemes. 9. Bank reconciliation should also be carried out on monthly basis. Reconciliation Statement shall also be submitted to State HQ by the 5 th of the Month. District level committee A district level committee comprising public representatives is constituted to monitor the implementation of the SSA programme in the district as per the following provisions 1. Composition of the district level committee a) Member of parliament, members of the state legislature elected from that district and urban bodies (duly constituted) as applicable b) The Deputy commissioner of the district is the member- secretary c) District coordinator of SSA d) District officer of Drinking water sanitation, ICDS programme of social welfare, minority welfare e) Two NGOs working in elementary education for SSA in the Area during nominated by the Dupery commissioner f) Member of Parliament present in the meeting will chair the committee. 2. Terms of reference of the district level committee a) The committee will be apprised of the progress of DSSA implementation in the district inter-alia enrollment, dropout, learning achievement, levels of students etc. b) Suggestions of the members may be taken into consideration, within the parameters of the SSA guidelines and framework of implementations and the approved at the local level. c) The committee may also examine the synergy and convergence of other related Government Departments in improving school infrastructure and other support services for benefit of children in the 6-14 years are group d) The committee will meet once a quarter.

13 Planning and Implementation of SSA interventions 1. To collect and compile data required for the Development of Annual Work Plan and Budget (AWP&B) for SSA interventions (Annual District Elementary. To monitor the implementation and progress of all the SSA interventions in all the schools in the Cluster. 2. To participate in and monitor the admission drive in the schools. General 3. To keep track of the functioning of CRCs and report to UEE Mission on weekly basis about any development in the district. General 1. Since BURCs are to function under administrative control of DPO, hence the coordinators will be required to inform the Principal about their movement. 2. The attendance in r/o each District Coordinators is to be verified by the DPO principals on monthly basis. 3. The Coordinators are supposed to plan their calendar of activities on weekly/monthly basis and to maintain a daily diary of the work done. 4. The coordinators are supposed to work in a mission mode and to try to develop a good team of CRCs so that an enabling environment of quality education is created in the district.

To carry out all task, assigned by the DURC and State Project Office (UEEM) from time to time. 1. the coordinators will be required to inform the Principal about their movement. 2. The attendance in r/o each Cluster Coordinator is to be verified by the Principal of the concerned school/schools visited on monthly basis. 3. The Coordinators are supposed to plan their calendar of activities on weekly/monthly basis and to maintain a daily diary of the work done. 4. The coordinators are supposed to work in a mission mode and to develop the teachers so that an enabling environment of quality education is created in the district.

DDEs/ DPOs of the districts are assisted by BURCCs, CRCCs and officers of MCD in all revenue of district in addition one assistant officer, one Account cum supporting staff, one Data entry operator and one class IV employee have also been deployed in BURCC office. Programmers and Assistant programmers are also working in each district for the time being they are sitting at one place in MIS lab and working in each district. 19 Finance controller is a regular employee for Directorate of Education is working in diverted capacity and other employees are engaged on contract basis from the retired qualified and experienced persons. This wing is looking after all the finance related matters of this mission. This wing is also managing distribution of funds to the district offices from the funds received from MHRD and State. This wing is also releasing the payments after deep scrutiny for engagement of experts, office expenses like stationary, telephone, Fax, Photo copier consumable, postage, vehicle hiring, cost of persons engaged on contract basis, recurring contingent and other misc. procurement of equipments, furniture and other allied items and to preparer annual accounts comprising the receipt and payment of accounts and the statement of liabilities.
