Jnathan Sharpe Mme Chantal Nast Rapprt de réunin Tus les Etats n'ayant pas été mesure de se prnncer lrs de l'assemblée Générale de mars 2007 sur le prjet issu de la réunin de juillet 2006, il a été décidé de cnvquer à nuveau le grupe de travail des infrmaticiens avant l'été, sus réserve que la participatin à ladite réunin sit suffisamment représentative. Treize Etats ayant annncé leur participatin, la réunin (6) des infrmaticiens a été maintenue. Elle a eu lieu les 10 et 11 mai 2007 à Strasburg (vir liste des participants plus haut). Le mandat du grupe des infrmaticiens était d'examiner les slutins prpsées par le grupe de travail restreint à l'issue de sa réunin des 5 et 6 juillet 2007 (cf. dcument diffusé à Cracvie et par LC ). Après un rappel des travaux précédents et de l'bjectif que le prjet de la CIEC dit atteindre, Mme Nast a également demandé à ce que les infrmaticiens tentent de préciser au curs de la réunin le cût laissé à la charge des Etats (et nn chiffré dans l'estimatin de temps/cût de juillet 2006) et de vir si la mise en place d'un prjet similaire à celui de l'apstille électrnique (en curs à la Cnférence de La Haye de drit internatinal privé, à savir un.pdf avec des dnnées XML) puvait être une alternative. Sur les deux derniers pints, il a été estimé, d'une part, que le cût additinnel devrait être minime (mais il revient aux membres du grupe d'en infrmer leur Sectin natinale) et, d'autre part, que la slutin d'un.pdf avec des dnnées XML suppsait plus de travail et une mise en œuvre plus cmplexe et rendrait l'explitatin des dnnées plus difficile pur ceux qui suhaiteraient utiliser les infrmatins de manière autmatique. A l'issue d'une première matinée de questins-répnses techniques sur la slutin prpsée en juillet 2006, tus les participants nt suligné sa simplicité et se snt prnncés en faveur du prjet technique tel qu'il a été présenté, deux (Espagne et Prtugal) ayant demandé à ce qu'y sit intégrée une pssibilité d'autmaticité et l'un (Plgne) suhaitant un seul pint natinal. 6/Infrmatisatin/GT/Réunin6/10-11mai2007 / Rapprt de réunin et annexes Lc

2 L'accrd unanime ayant été acquis, le grupe a examiné les différentes étapes de l'estimatin temps/cût afin que tus puissent indiquer les mdificatin et/u cmpléments qui leur semblaient nécessaires. L'estimatin de temps et de cût a semblé trp juste à certains, qui nt avancé ntamment que des prjets infrmatiques natinaux u du même genre prévient habituellement une marge supplémentaire de 100% (et nn pas de 30 % cmme dans le dcument de juillet 2006). Il a été décidé de réévaluer certaines étapes (ntamment le pint 2, pur tenir cmpte du temps nécessaire pur sélectinner un prgrammeur) et de prter à 50 % le mntant de la marge pur les "imprévus" (certains nt estimé que c'était vraiment un minimum à prévir, vu ntamment le temps qui passe). En cnclusin : 1. Le grupe a exprimé un avis psitif unanime sur le prjet. Il a maintenu et précisé les principes techniques de la slutin envisagée, mais estimé nécessaire de réévaluer certaines estimatins (en prtant à 50% le mntant des imprévus, le cût estimé s'élèverait à eurs, cntre indiqués dans l'estimatin diffusée précédemment). 2. Il a cnfirmé la recmmandatin exprimée à la fin du rapprt de la réunin de juillet 2006, à savir : "2. Sus réserve de la décisin de l'assemblée Générale et du financement du prjet, le grupe a estimé qu'il cnviendrait en premier lieu de désigner un chef de prjet ("prject manager") et un analyste pur les spécificatins techniques (pints 1 et 2 du tableau), à chisir de préférence parmi les infrmaticiens du grupe, en raisn de leur cnnaissance du prjet et des travaux antérieurs. M. Varveris a indiqué qu'il serait prêt à assumer la fnctin de chef de prjet." 3. Il a décidé que deux dcuments seraient rédigés: le 1 er, plus "accessible aux prfanes", destiné à l'assemblée Générale (annexe 1) et le 2 ème, plus technique, destiné aux infrmaticiens de tus les Etats membres et qui serait diffusé après qu'une première ébauche élabrée par M. Varveris aura pu circuler au sein du grupe de travail pur recueillir les bservatins et cmpléments de ses membres (annexe 2: draft 1c, intégrant les bservatins des infrmaticien(ne)s belge, espagnle et turc). 4. Varveris Chantal NAST 22 juin 2007 All the technical aspects and the prpsed architecture discussed at ur previus meetings were ttally apprved by this technical wrking grup, cncluding that the prpsed architecture was the best fr such an aim (intercnnectin f civil status registry ffices). Cnsidering this general agreement, the wrking grup attempted t further analyze the prpsed system. The bjective here is t have a central pint f access s that the member cuntries can cnnect and have interchangeable civil status certificates in a reliable and facile way. It must be nted that the infrastructure we are studying is independent f the states infrastructures and n changes are needed t be made in the natinal sectins. Our system's architecture will be divided in tw majr mdules bth multilingual: 1. the LDAP Lightweight Directry Access Prtcl, 2. the web applicatin. 1. LDAP (Lightweight Directry Access Prtcl) As the name suggests, it is a lightweight prtcl fr accessing directry services. LDAP runs ver TCP/IP r ther cnnectin riented transfer services. A directry is a specialized database ptimized fr reading, brwsing and searching. Directries tend t cntain descriptive, attribute-based infrmatin and supprt sphisticated filtering capabilities. Directry updates are typically simple all-r-nthing changes, if they are allwed at all. Directries are tuned t give quick respnse t high-vlume lkup r search peratins. 3 There are many different ways t prvide a directry service. Different methds allw different kinds f infrmatin t be stred in the directry, place different requirements n hw that infrmatin can be referenced, queried and updated, hw it is prtected frm unauthrized access, etc. The LDAP infrmatin mdel is based n entries. An entry is a cllectin f attributes that has a glbally-unique Distinguished Name (DN). The DN is used t refer t the entry unambiguusly. Each f the entry's attributes has a type and ne r mre values. In the LDAP, directry entries are arranged in a hierarchical tree-like structure. Traditinally, this structure reflected the gegraphic and/r rganizatinal bundaries. The LDAP directry service is based n a client-server mdel. One r mre LDAP servers cntain the data making up the directry infrmatin tree (DIT). The client cnnects t servers and asks it a questin. The server respnds with an answer and/r with a pinter t where the client can get additinal infrmatin. N matter which LDAP server a client cnnects t, it sees the same view f the directry; a name presented t ne LDAP server references the same entry it wuld at anther LDAP server. This is an imprtant feature f a glbal directry service, like LDAP. The LDAP has the fllwing features: Strng authenticatin and data security services via SASL. Certificate authenticatin and data security services via TLS (SSL). Internatinalizatin thrugh the use f Unicde. Referrals and Cntinuatins. Schema Discvery. Extensibility (cntrls, extended peratins, and mre). In the LDAP all civil status ffices must be registered and must have a unique ID in rder t access the web applicatin. Fr that t happen we must create a 16 mderatr accunts that will create each cuntries users. 2. The web applicatin The web applicatin can be a simple web server with PHP 1 scripts r a mre cmplex ne with a CMS cntent management system. 2 The web applicatin can be accessed by users authenticated frm the LDAP server. In the web applicatin there will be predetermined xml Schemas fr all the certificates that we need t exchange. The user that has the rights t access the web applicatin can chse frm either t type in a frm the data f the certificate and then by pressing submit t send the dcument created (xml file) t the recipient via r thrugh a dynamic URL. The user must have the ability t autmatically uplad r dwnlad an xml file accrding t the predetermined xml schemas t the web applicatin. Member States Infrastructure additinal csts It has t be nted that n changes need t be made t the natinal infrastructures in rder t wrk with the prpsed architecture. Pssible extra csts fr the member states are very lw: Administratin f the natinal sectin f the LDAP. Pssible changes if the member states chse t uplad the xml files autmatically PHP is a reflective prgramming language riginally designed fr prducing dynamic web pages. PHP is used mainly in server-side scripting, but can be used frm a cmmand line interface r in stand-alne graphical applicatins. The prject's name riginally std fr Persnal Hme Page; it nw stands fr PHP: Hypertext Preprcessr. 2 A Cntent Management System (CMS) is a sftware system used fr cntent management. This includes cmputer files, image media, audi files, electrnic dcuments and web cntent. The idea behind a CMS is t make these files available inter-ffice, as well as ver the web. A Cntent Management System wuld mst ften be used as archival as well. A cntent management system may supprt the fllwing features: - Imprt and creatin f dcuments and multimedia material - Identificatin f all key users and their cntent management rles - The ability t assign rles and respnsibilities t different cntent categries r types. - Definitin f the cntent wrkflw tasks, ften cupled with event messaging s that cntent managers are alerted t changes in cntent. - The ability t track and manage multiple versins f a single instance f cntent. - The ability t publish the cntent t a repsitry t supprt access t the cntent. Increasingly, the repsitry is an inherent part f the system, and incrprates enterprise search and retrieval. - Sme cntent management systems allw the textual aspect f cntent t be separated t sme extent frm frmatting. Intrductin and Backgrund Gvernmental initiative n electrnic infrmatin demands a high level set f standards in rder t cver a large spectrum f services and design parameters that will ensure data security, privacy, paperwrk lessening, and free data access. Nwadays, the gvernments pursue and aim at the prvisin f: a) imprved services, which will crrespnd t the cnstantly increasing public demand, and b) satisfactry security, availability, and perfrmance levels, as well as an ptimal system management. The Internatinal Cmmissin n Civil Status (ICCS) is an intergvernmental rganizatin, funded in 1948 in rder t prmte internatinal c-peratin regarding civil status, as well as t imprve c-peratin f the natinal authrities n the subject. Twards this directin it cllects relevant bibligraphy, prvides gvernments with pertinent infrmatin; als edits legal and technical wrks, and implements prjects and prcesses internatinal cnventins. The ICCS includes 16 member cuntries, namely, Austria, Belgium, Cratia, France, Germany, Greece, Hlland, Hungary, Italy, Luxemburg, Pland, Prtugal, Spain, Switzerland, Turkey, the United Kingdm, and 7 cuntries n an bserver status, namely, Cyprus, Lithuania, the Russian Federatin, Mldva, Slvenia, Sweden, and the Hly See. Cnsidering the abve, this call refers t a system that will enable an electrnic exchange f civil status dcuments between [and a ptential electrnic integratin f civil status data in] the Internatinal Cmmissin n Civil Status (ICCS) member cuntries. The Cmmissin pursues issues n civil status matters fr citizens f member cuntries thrugh their respective Registrars' Offices rganisatins. 2. Scpe f the Prject The electrnic cmmunicatin between authrities regarding civil status, and specifically the data interchange between Registrars' Offices belnging t different cuntries. 3. Participatin Participatin is pen t all individuals, private r public law legal entities, their grupings r cnsrtia. Cnsrtia may submit their candidacy; each member f the cnsrtium, jintly r apart, is liable in full fr all cnsrtium bligatins. In case the cntract is t be awarded t a cnsrtium, ICCS may require the cnsrtium t acquire full legal persnality prir t the signing f the cntract, thrugh the creatin f the necessary crprate bdy, and the cnsrtium will have the bligatin t cmply with such a request. In any event, each member f the cnsrtium will be held jintly and in full liable twards ICCS fr the entirety f the prject. Directive: Excluding parties frm participating in the prcedure in case f: 1. Failing t submit a Bank Guarantee will autmatically disqualify the applicant. Details as t the amunt invlved will be included t the Prject Annuncement Call. In case f submissin f jint cntractrs (Tender), all the abve cnditins fr disqualificatin will apply equally t all members invlved. If ne member f the jint Tender party is disqualified, the whle jint Tender will be disqualified n his/her accunt. 4. Validity and Duratin f Cntract The successful Tender will be invited t sign the agreement at a time assigned by the ICCS. Shuld the successful Tender nt prceed with the signing, ICCS reserves the right t revke the award, and accrding t the Final Marking Table, decide t award the Cntract t anther Tender. The prject shall cmmence upn signing the Cntract. Upn the signature f the Cntract, the ttal duratin f the perfrmance f the Tender s services shall nt exceed a perid f MM mnths. This perid can be prlnged by a mutual agreement between ICCS and the Tender as t the terms f such prlngatin. NB: Precisins n the perid (MM mnths) will be given in the next draft, after further discussins. 5. Parts f the tender The Tender must include the fllwing details in rder t qualify fr evaluatin. 5.1 Basic infrmatin: Cmpany s business cde. Pstal address. Persnal cntact with and telephne number. Address fr cmpany s internet site. 5.2 Signed certificatins f the fllwing: Trade registry entry r equivalent. Fulfilment f legal duties fr taxes f the cuntry where the cmpanies are lcated. Fulfilment f legal duties fr payments f scial security f the cuntry where the cmpanies are lcated. 5.3 Financial statements f the latest tw accunting perids. If, fr any valid reasn, the cmpanies tendering are unable t prvide the clauses requested here, ther related dcuments in regard t their ecnmic and financial standing shuld be enclsed. 5.4 Ttal csts and pricing Cmpleted cst table (refer t appendix I) must be enclsed. Detailed cst structure must be itemized separately and enclsed. All prices must be cnverted int Eur as per the day f the Tender. 7 5.5 Cmpetence f the team The Tender must include the descriptin f the research team and its cmpetence. Members f the research team, their cntributin, men-mnths, and their CVs. Reference list f similar type f studies. A shrt descriptin and detailed self-analysis n hw the research team will fulfil the cmpetence criteria. Additinally, the team must have sme expertise n: Theries f natinal innvatin systems. Organisatin and gvernance theries, and Innvatin research (e.g. experience in benchmarking). 5.6 Descriptin fr the use f subcntractrs If this part is mitted by the Tender, the cntract will be cnsidered nn-subcntracted. If subcntractrs are invlved they must be included in the descriptin f their team cmpetence Evaluatin criteria f Tenders 1) Ttal cst f the prpsed slutin, based ver 5 years (50 %) The ttal cst includes: - initial csts (analyses, develpment, licences,.) - maintenance f the system - helpdesk - hsting hardware and applicatin -.. 2) Technical capacity f the tenders (25 %) Bidders shuld have experience in the develpment and implementatin f sftware applicatins cmparable t the nes t be perfrmed in this tender. Bidders will have t prve experience: - in implementing, managing and running a webbased management infrmatin system f RDBMS applicatin - in applicatin f IT prject management methds - in turn-key IT prjects - in integratin with different platfrms - in multilingual systems - in management f internatinal prjects. 3) Technical value f the slutin (25 %) Bidders will be assessed n their detailed descriptin f the prpsals fr: - LDAP - CMS - RDBMS - Security - Maintenance - Helpdesk Terms f invicing and payment NB: A precise payment table will be given in the next draft, after further discussin (fr example: end f the requirement analysis : %15, end f the design : %15, end f the cding : %30,.) 7. Prprietary rights and cpyrights Prprietary rights and cpyrights as t the results f the cntract and ther related material and data, including altering and distributive rights t all frms f distributin, are prperty f the ICCS. 9. Prfessinal discretin Cntract party is bliged t maintain secrecy f all infrmatin btained and/r entrusted during and after the perid f cntract. The cntractr must abide by the laws f data prtectin frm each cuntry and the measures specified by ICCS in these matters. 10. Terms f Tender exclusin Tenders can be excluded if they delay in submissin, and autmatically are cnsidered utside prcurement prcedure. Tenders will be interpreted as delayed if necessary dcuments are incmplete, fr example missing appendices. 11. Terms f cntract terminatin ICCS is entitled t terminate the cntract in any f the fllwing cases: The cntractr significantly fails t fulfil his/her bligatins under the cntract. The cntractr fails t cmply with the cntract within reasnable time after a ntice given by ICCS requiring him t crrect any default which seriusly affects the prper and timely perfrmance. The Supplier s financial standing r capacity is changing, r has changed t such an extent that it is clear that the supplier s capability t perfrm the cntract bligatins is threatened. ICCS and the supplier are entitled t terminate the cntract immediately if either f the parties fails t fulfil their cntract bligatins and n satisfactry prf f crrective actins is presented. Cntract terminatin must be in a written frm. ICCS and supplier will sign a memrandum f secrecy. 12. Scpe and Aim f the Cntract Research Prject The subject is the electrnic cmmunicatin between authrities cncerning civil status data and dcuments and specifically the data interchange between Registrars' Offices belnging t different cuntries. The architecture f the cmmunicatin will be based n pen mdels. One f the main security principles in the transfer f data is that the frm f the message shuld nt change during the transfer in rder t maintain the integrity f its cntent. 13. Analysis f the existing situatin in the member-cuntries The member cuntries are nt unifrm r cmpatible in terms f their infrmatin systems and in the manner in which the varius civil status certificates f their citizens are issued. Specifically, the member cuntries are divided int three categries, accrding t their infrmatin system regarding civil status: Cuntries with insufficient r nn-existent infrastructure in infrmatin systems cncerning civil status (e.g. Greece). Cuntries with a centralized infrmatin envirnment including a shared database which serves nt nly the citizens, but als the authrities f a cuntry. It has t be nted that the specific cuntries have adapted their infrmatin system accrding t their needs and special cnditins (e.g. Italy, Turkey, Cratia, etc). Cuntries with distributed infrmatin envirnment, where the database is nt shared but each f the cuntry s authrities has its wn databases and different ways f creating, maintaining and keeping its recrds. 14. The Prpsed System This call suggests the creatin f an architecture based n a centralized envirnment fr all the member cuntries and als n the respective cmmunicating and interacting systems per member cuntry. 9 prpsed centralized envirnment architecture, interperability can be achieved, withut having t face the prblems f each cuntry, a difficult task t cpe with. The system is divided int tw different mdules, bth multilingual (figure 1): The LDAP Lightweight Directry Access Prtcl, and the web applicatin. The idea here is t have a centralized system in which the member cuntries (separated registrars ffices) will be able t cnnect and exchange civil status registratin frms (refer t Appendix II). Figure 1: Architectural diagram 14.1 The LDAP The LDAP entries must be arranged in a hierarchical tree-like structure. This structure must reflect the gegraphic and/r rganizatinal bundaries.
