In King County effective 2009, possession of less than 3 grams is eligible for a misdemeanor. Delivery (and Possession with Intent) (1) Drugs sold cannot exceed 7 grams AND (2) Cumulative value of drugs sold, possessed, and cash on person (excluding police buy money) cannot exceed $700 Property Crimes such as TMV, Theft, Burg 2

7 Why a Young Adult Program? Changing Landscape In Drug Court Increase in year old population. Sense that treatment as usual not effective for age group. Judge who saw the need and was enthusiastic about trying new approaches. A treatment provider willing to try

Each of the phases includes minimum requirements related to completion of components of the participant portfolio. 15 Response to Behaviors/ Sanctions Identify as a team Proximal vs. Distal behaviors for each phase. Employ different responses to noncompliance based on the infraction and the behavior. Use Therapeutic Intervention (TI) for noncompliance related to Distal behavior. Use Court sanction response for noncompliance related to Proximal behavior.

16 Therapeutic Interventions Fix it Tickets! Therapeutic Interventions (TI) provide the young adult an opportunity to fix the problem rather than make it worse. We want to empower the young adult. The TI is assigned by the DCCM and has a time frame for completion. A TI may result in the loss of accrued days of abstinence but avoids a court sanction. The number of TI s per reporting period diminishes as participants progress through the program. TI s may be restricted by the court for repetitive infractions.

18 Court Sanction Response from the court for behavior that can be directly correlated to an increase in criminogenic risk. Court sanctions are presumptively punitive and increase in magnitude as participant progresses in program. Court Sanctions trigger the resetting of all accomplishments on a given phase. Examples of behavior warranting a court sanction include but are not limited to: dishonesty, incomplete TI, missed UA, undisclosed positive UA, missed treatment appt, disrespectful behavior at treatment or in community, new charges.

20 Assist them with Understanding Rules and Expectations For Instance, Provide Orientation and Test to Assure Understanding 1. If you attend more than one sober support meeting on the same day it will count as two sober support meetings for your required 3 weekly meetings. True False 2. 21 Make Sure They Know the Rules Group Rules 1. No Cross talking. 2. Be on time. 3. Cell phones turned off, NOT on vibrate. (If your phones rings or vibrates go ahead and answer it on your way out of group and do not return until the next scheduled group.) 4. Come prepared. 5. Be respectful toward each other and yourself. 6. Use I statements. 7. Be engaged in the group process. 8. Keep your head up. 9. Do not lean back on chairs. 10. No enabling. 11. Be honest - it is always the best policy. 12. Confidentiality - what is said in group stays in group. 13. There will not be ANY references to gangs.

22 Assist Them in Understanding What is Important. Handbook Key Points to Remember If you successfully complete the requirements of DDC, you graduate from the program and your charge is dismissed. You must attend all treatment sessions required by the treatment agency; a minimum of 2 random, observed (UAs) per week; verified attendance at 3 approved sober support group meetings per week. Positive UAs are taken very seriously by the Court and may result in you receiving a sanction or being terminated from the program. You must be very careful not to ingest the following: 1. Alcohol 2. Poppy seeds in any form (no poppy seed cake, bread, muffins, etc.) 3. Any over-the-counter medications, such as Nyquil or Sudafed, without prior approval from your treatment counselor 4. Natural or herbal remedies or supplements such as those commonly sold in health food stores, without prior approval from your treatment counselor If you receive a positive UA result because you ingested one of the above substances without prior approval, it will be treated as a positive UA by DDC.

23 Emphasize Things to Remember Late is one minute late. If you are one minute late for a UA, it will be considered a missed UA. A missed UA is considered a positive UA so missed UAs equal a sanction and/or TI (Treatment Intervention). If you happen to have a relapse and use alcohol or drugs of any kind; HONESTY is ALWAYS the best policy. You must inform staff of using prior to providing a UA to have a TI and/or reduced sanction. Once your urine hits the cup, it is no longer considered a selfdisclosure. You will have a 5 minute grace period for group; however you must call if you are going to be 5 minutes late to be granted the grace period of 5 minutes. If you do not call or are more than 5 minutes late for group it will be a missed group that you will not be allowed to make up. Etc

24 Work with the Young Adults to Identify and Clarify Values What do you value? How important is it to you? What behaviors are stopping you from getting what you value? Do alcohol or drugs play a part in you not getting what you value? What behaviors could help you get what you value? Do you need a new plan to get what you want?

26 Writing a Personal Mission Statement A personal mission statement is a brief description of what you want to focus on, what you want to accomplish and who you want to become in a particular area of your life over the next year. It is a way to focus your energy, actions, behaviors and decisions towards the things that are most important to you.

31 Lessons Learned Separate young adult program but not separate groups. Use Action Plan and update goals regularly. Meet them where they are and move forward at their pace. Employ Motivational Interviewing techniques. Turn all setbacks and relapses into positive learning experiences. Incorporate fun but structured activities. Understand that they are new at being adults. Make them feel welcome. Listen, listen, and listen!
