2 EXPERIENCE DETAILS: President & CEO, California Independent System Operator The California Independent System Operator is a not for profit company responsible for: i) real time operation of a footprint that represents 80% of the state electric grid and about 1/3 of the western system capacity, ii) long term grid planning, and iii) Design, operation, and facilitating the state s wholesale market. Was appointed in the post energy crisis era to re-establish market confidence in the state structure, reform the market design completely, align the organization s mission with the state and federal public policies, and re-align the organization with its new mission guided by corporate best organizational practices. Within the first year, the organization was re-aligned using a rigorous capability model that resulted in reducing operating budget by 15% with a plan to almost double the delivered services. Within the first three years reliability management cost has been reduced by over $700 million. Reliability metrics has been at all time high and were able to handle an all time demand record that is 50% higher than what was handled with rotating blackouts during the crisis. Led the development and successful implementation of one of the most comprehensive market designs in the industry. Initiated and obtained regulatory approval of precedence policy setting designed to facilitate the integration of renewable resources to the grid. Leading the development of a comprehensive framework to accommodate the integration of the most aggressive renewable portfolio standard in the nation and the world (20% by 2012 and 33% by 2020). Obtained credit rating upgrade from the major rating agencies every single year since my appointment to a sound investment grade that made it possible to finance $300 million at an attractive rate. Led the organization to an elite status of best place to work category in its class after three years from an employee confidence well below 50% in major categories of evaluation. Led the organization to a customer satisfaction level in the 90% range, up from low 60% over the first three years. 3 Served as the vice chair of the Electricity Advisory Committee to the United States Secretary of Energy Serving on the Board of Directors of the Electric Power Research Institute Senior Vice President of System Operations & Asset management British Columbia Transmission Corporation. The company is an independent transmission company responsible for both operation and the asset management of the BC transmission grid. The transmission grid is circuit km ranging from 60 to 500 kv. Responsible for the operation of the British Columbia grid including asset management, control area operation and asset operation and a team of 250 employees. Responsible for the design and the administration of the open access transmission tariff and the administration of the wholesale market in accordance with a FERC-like rules. Masterminded the creation of the corporation as an independent transmission company established by legislation in November, 2002 Led the design and implementation of a modern asset management organization and in the process of consolidating all operations of the BC system under a new model. Responsible for an annual budget of $350 million for operation, maintenance, and the capital program of the transmission system of British Columbia Vice President, Grid Operations and Interutility Affairs, B.C. Hydro. Responsible for all aspects of operation of the integrated transmission, generation and distribution system including real-time operation, operation planning, and technical support. The division is also responsible for developing and executing transmission service tariff. Led a cross-organizational team to develop a FERC-like model of transmission tariff and succeeded in getting FERC approval for a Power Marketing Authorization to B.C. Hydro. Led the development of three transmission service tariffs. Served as a chief witness in transmission public hearings process Served as an expert witness on a number of FERC consultation process on a variety of market structure issues.
