February January Led the collaboration of Harvard Kennedy School (HKS) with the Escuela de Graduados en Administración Pública (EGAP) of the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM). Designed and directed program of assistance with academic and institutional development of public administration masters program. Planned and worked with staff to carry out program of linkage activities including a visiting scholar program, student programs, case development, collaborative research, and conferences. Worked with EGAP faculty and leadership and with HKS faculty, administration, and students. Participated in joint research. Organized joint research projects, conferences, and related activities in microfinance, poverty and poverty alleviation strategies, public policy for human rights, and public sector reform. Managed $1.2 million annual budget. Director and Principal Investigator, Assistance to Masters Programs, Catholic University of Bolivia, As a continuation of the earlier HIID program with Catholic University, led a relationship between HKS and the Maestrías para el Desarrollo (MpD) in La Paz. Made occasional visits to work with faculty and students, arranged workshops and conferences, served as liaison between MpD and HKS Executive Education for participation of their top students in HKS programs. Director, Latin American University Regulation and Infrastructure Network (LAURIN). November 2000-June Coordinated the Kennedy School s participation in a program funded by the Inter-American Development Bank under which HKS provided technical advice to, assisted in the development of, and participated in a university network on infrastructure privatization, regulation, and finance. Worked with program faculty in five Latin American universities (in Argentina, Brazil, Chile, Colombia, and Peru) on the development of relevant executive education programs, including advising them on curriculum, teaching approaches, and case development. Organized workshops; participated in case development. Was responsible for day-to-day management of HKS effort and communication with other network members and IDB. Team Leader and Principal Investigator, Review of Technical Cooperation for Capacity Development Coordinated six country studies of development assistance during the 1990s for the United Nations Development Programme. Countries studied included Bangladesh, Bolivia, Egypt, Kyrgyz Republic, the Philippines, and Uganda. Designed research framework, organized research workshops, consulted with researchers during research process, and wrote synthesis of findings. Participated in international roundtables in 2
3 Geneva, Turin, and Accra, Ghana. Part of a larger international review of technical cooperation to support effort at reform and improvement. Associate, Harvard Institute for International Development (HIID), Cambridge, Massachusetts. July 1993 June Development project management, research, teaching, and proposal development. Emphasis on issues of capacity development, public sector institutions, and public policy education. Selected experience: Development of Public Policy Program in Bolivia Served as Cambridge-based director of a USAID-funded project to establish a masters program in public policy at the Catholic University of Bolivia. Coordinated the work of HIID and its subcontractors in designing and implementing programs and in providing consultants, equipment, and resources for research and teaching. Worked with resident team to ensure institutionalization and effective technology transfer. Responsible for overseeing financial and contractual aspects of the 5-year, $4 million project. Carried out regular field visits. Strategic Assessment of International Development Studies in the UK. November December As part of a two-person team, carried out an institutional assessment of the international development studies research and education sector in the UK for the British government s Department for International Development (DFID). Analyzed the sector s institutional and funding situation, contributions, and major challenges. Conducted interviews with directors and faculty of 25 development studies institutions and surveyed institutions, researchers, and selected non-british institutions. Prepared report that provided guidelines for funding and recommendations for strengthening quality and sustainability. Report served as the basis for policy changes regarding the relationship between DFID and development studies institutions, as well as funding levels and approaches. Project Director, UNDP Pilot Study of Capacity Building Led and managed a multi-country research project on public sector capacity building for the United Nations Development Programme. Directed the research and production of six country case studies (Ghana, Tanzania, Central African Republic, Morocco, Sri Lanka, and Bolivia). Worked with a team to design the research; coordinated and supervised the work of six national researchers; conducted field visits to all six countries; organized project workshops and seminars for training consultants and discussing the research; co-authored comparative and analytical sections of final report. Worked with the UNDP to disseminate the report. The report presented a framework for strategic analysis of capacity building needs and constraints.
