1 FACULTY INFORMATION FULL-TIME FACULTY BIOGRAPHIES Frank Baber is a graduate of CSULB. He holds an MA and PhD in political science from the University of North Carolina. He also holds a Juris Doctorate from the University of San Diego School of Law and is an active member of the State Bar of California. His research interests lie in the areas of public organization theory and public policy. He is the author of Organizing the Future published by the University of Alabama Press. He is also author or co-author of articles in The Kansas Journal of Law and Public Policy, Journal of Management History, Social Science Journal, Natural Resources Journal, Policy Studies Review, Public Administration Quarterly, and The Bureaucrat, as well as chapters in two edited volumes. He teaches organization theory and human resources management. Room ET 252 (562) wbaber@csulb.edu Martha Dede received her Ph.D. from Virginia Tech., her M.P.A. from San Francisco State University, and her B.S. from the University of San Francisco. Dr. Dede's research interests include non-profit organization theory and management, the role of public administration in the creation and fostering of a civil society, and the implications of privatization and contracting on democratic administration. Dr. Dede teaches Organizational Theory, Public Human Resource Management, Foundations of Public Administration, and Non-Profit Management.

2 Room ET 254 (562) Edward J. Martin is assistant professor and graduate advisor of public policy and administration at the Graduate Center for Public Policy and Administration, California State University, Long Beach. His research interests focus on urban affairs, political economy, sustainable development, and social welfare policy. He is the co-author of Savage State: Welfare Capitalism and Inequality (Roman & Littlefield, 2004), and has published research articles in Contemporary Justice Review, New Political Science, International Journal of Public Administration, California Politics & Policy, Latin American Perspectives, and Public Administration and Management: An Interactive Journal. Currently, he serves as the department graduate advisor and is the faculty representative for the campus chapter of Habitat for Humanity. Dr. Martin received his B.A. from Loyola Marymount University, M.A. from the University of San Francisco, and Ph.D. from Arizona State University. Room ET 246 (562) William S. Moore earned his Ph.D. in Economics and Public Policy from the Maxwell School of Citizenship and Public Affairs at Syracuse University. He has an M.A. in Economics from Syracuse University, a M.P.A. from the Graduate School of Public and International Affairs at the University of Pittsburgh, and a

3 B.A. in Political Science from Washington and Jefferson College. Mr. Moore specializes in public budgeting and financial management, public-sector economics, urban policy, and quantitative research methods. His experience includes working for over nine years in local government management; teaching economics, policy studies, and public administration; and training local government officials in the financial management of municipal environmental projects and services. Room ET 256 (562) John W. Ostrowski specializes in computer systems management and applications development. He conducts research and publishes extensively in computer-based decision support and expert systems for governmental applications; end-user computing systems planning, design, and management in public organizations; high-technology policy development and implementation; and small-group decision-making and group-process techniques. Professor Ostrowski earned his B.A. from Youngstown State University and his M.A. and Ph.D. in Public Policy Analysis from Kent State University. Dr. Ostrowski previously served on the faculty of George Mason University in Virginia. He has extensive computer systems consulting experience with agencies ranging from the U.S. Merit Systems Protection Board, U.S. Coast Guard, Department of Veteran's Affairs to numerous local government agencies.

4 Room ET 250 (562) David C. Powell conducts research in budgeting and finance, Internet taxation, and intergovernmental relations. His articles have appeared in Publius: The Journal of Federalism, The Justice Professional, and State Tax Notes. He has previously taught in the M.P.A. programs at Florida Gulf Coast University and Cleveland State University as well as the political science program at Eastern Illinois University. Professor Powell received his B.A. from Baldwin-Wallace College, his M.A. from Ohio University, and his Ph.D. in Political Science from Miami University. Dr. Powell currenly serves as the Distance Learning MPA coordinator, an Director for the department. Room ET 245 (562) Michelle Saint-Germain received a BA in Sociology from UC Berkeley; an MS in Educational Psychology from Cal State Hayward; an MPA from Cal State Hayward; and a Ph.D. in Public Administration from the University of Southern California. She has previous teaching experience at USC, the Universities of Arizona, Maine, and Texas, as well as the Nicaraguan Institute of Public Administration and the Universidad Autonoma de Ciudad Juarez. Dr. Saint- Germain has conducted extensive research and published numerous articles on a range of public administration and public policy issues, including comparative

5 administration on the US-Mexico border; health care for older Hispanic women and breast cancer screening; instructional technology, learning assessment, and educational effectiveness; the recycling of used motor oil by boaters, students, and migrant workers; and women and public policy in the US and Central America. Linda-Marie Sundstrom has spent the last eight (8) years working as grant consultant writing grants, researching funding opportunities, and setting up internal systems to ensure compliance with federal audit requirements. She has worked for numerous colleges, nonprofit organizations, and government agencies throughout the State of California. For the past several years, she taught a Grant Writing course at UCLA, a Nonprofit Financing course at UCR, and in Spring 2006 came to Cal State Long Beach to teach the Grants Administration Management course in our MPA Program. Prior to working as a consultant, Ms. Sundstrom spent 10 years in local government working on legislative analysis, policy development, budgets & finance, and regulatory compliance. She is currently finishing her Doctorate in Public Administration at the University of La Verne, focusing her research on Nonprofit Accountability issues.

These adjunct faculty members include: David Armijo, MPA, is the General Manager for the LACMTA. He teaches PPA 571. Suzanne Beaumaster, Ph.D., is a Professor at University of La Verne. She teaches PPA 521. Robert Berg, MPA, is Manager of Security and Emergency Preparedness for Long Beach Water Department in Long Beach. He teaches PPA 542. Edward Caprielian, Ph.D., is a Management Consultant. He teaches PPA 570 and PPA 581. Robert Dominguez, MS, is the City Manager for the City of Los Alamitos. He teaches PPA 660. Michael Ferrall Ph.D., University Teacher at California State University, Fullerton. He teaches PPA 514, and 535. Victor Kahmi, MPA, is the Director of Transit Services for Ventura County. He teaches PPA 550, and 554. Davison Lowe, Ph.D., is Director of Fiscal Affairs at Long Beach City College. He teaches PPA 517 and PPA 555.

Nan Robert, MA, is a Senior Director of Development, CSU Long Beach. She teaches PPA 540.
