It does this by providing generic training in the principles of research design, and by introducing a selection of appropriate methods of research in the humanities and social sciences. The primary aim of the module is to enable students to select and identify a research topic, to develop research questions, to prepare a research proposal, and to plan a substantial piece of individual research. The module complements and extends training in academic literacy for HPSS students, providing advanced training in study skills with a particular focus on research. PA4011 Civil and Public Service Brid Quinn Brid.quinn@ul.ie To identify, analyse and explore the role and functioning of the civil service within Ireland s politico-administrative system. PA4018 Public Policy Process Bernadette Connaughton & Karl O Connor Bernadette.connaughton@ul.ie Karl.oconnor@ul.ie This course aims to provide students with an overview of the theory and practice of policy analysis. The process of public policy making in the modern democratic state will be explored with particular reference to the socio-political environment of policy making and organisationally based decision processes within public administration. Part one of the course introduces the key policy actors that set policy agendas, formulate proposals, broker decisions and implement public policy. Part two presents theoretical approaches to the policy making process stages in the policy cycle, policy networks, Advocacy Coalition Frameworks, rational choice theory and policy transfer. PA4038 Public Administration in Democratic States Chris McInerney Chris.g.mcinerney@ul.ie This course is designed to provide an introduction to the study of European public policy and welfare states, which complements and supports the range of other courses on offer in the department. On completion of the module students should possess the substantive knowledge and analytical and evaluative skills to Relate different theoretical approaches to alternative explanations for the development of welfare states, Identify important shifts in thinking about the division of responsibilities between state, market and society for economic growth and welfare provision in Europe and Ireland, Exhibit specific knowledge of component elements of alternative European welfare states, including Ireland, Demonstrate awareness of major trends in European and Irish governance and public administration and of the choices facing governments and peoples in contemporary welfare states.
2 PO4004 Global Political Economy Owen Worth This module is a second year undergraduate course that introduces the main themes and approaches to the study of the Global Political Economy. The course aims to look at and understand the historical and theoretical roots of the study of IPE/GPE, identity and evaluate the structures and practices of the global political economy and understand and identity the various themes and debates that have emerged within the global political economy Power, Politics and Social Change in Latin PO4007 Sarah Hunt Sarah.hunt@ul.ie America The course begins by introducing the main historical and geographical features that have shaped the region s development. It then traces patterns of economic, political and social change since independence, before turning to the three main political economy periods that have marked the region s history since around 1870: primary commodity exporting ( ), import substitution industrialisation ( ) and neoliberalism (1980-early 2000s). The political economy features of each period are examined as is the politics that helped shape them. Other themes covered include the role of the United States in the region, regionalism in the Americas, and the emergence of the new left in the 2000s. These are supplemented with case studies of particular countries including Argentina, Colombia, Mexico, Brazil, Central America and the Dominican Republic. The course ends by asking if the region is now moving beyond neoliberalism. PO4008 African Politics: Development and Democracy Tom Lodge Tom.lodge@ul.ie This module will supply an introduction to major political trends in contemporary Africa. Against a brief historical review of African state institutions since the advent of colonialism the course will explore successive efforts to modernise predominantly peasant economies, using Tanzanian experience as a case study. Discussion of the very rapid expansion of African cities (in certain cases tenfold over the last two decades) will complete the background against which the subsequent parts of the course will explore contemporary African politics. PO4013 Irish Politics Rory Costello Rory.costello@ul.ie Government and Politics in Ireland This course is designed to build on and develop the knowledge gained in earlier politics modules by examining the politics of a single country (Ireland) in more depth. It will focus particularly on the channels through which citizens can engage with the political process and the influence they exert on government policy. PO4015 Government and Politics of the EU Rory Costello Rory.costello@ul.ie Government and Politics of the European Union This module aims to develop students understanding of the way the European Union works and how its policies and powers affect the lives of citizens of EU member states. It will provide students with a solid understanding of the history, institutions, decision-making processes and major policies of the European Union, as well as the principal issues and controversies which it currently faces. PO4022 Modern European Political Thought Andrew Shorten Andrew.shorten@ul.ie This module will introduce you to some of the main authors and themes of the western tradition of political thought. We will concentrate on seven major political thinkers: Hobbes, Locke, Rousseau, Wollstonecraft, Bentham, Mill and Marx. A number of important questions will be explored: Why do some persons have the right to rule over others? Why should citizens obey the law? How far is government compatible with the liberty of the individual? What makes for a just law? What rights do individuals have against the state? PO4048 Issues in World Politics Scott Fitzsimmons Scott.fitzsimmons@ul.ie/ Caitlin.ryan@ul.ie This module focuses on the causes, dynamics, and effects of political conflicts. Its purpose is to familiarise students with important theories and debates pertaining to political conflicts through active discussions of a wide range of literature. The module begins with a discussion of recent trends in the frequency of violent political conflicts. It then undertakes an in-depth overview of important theories operating on the individual, group, state, and international levels of analysis purporting to explain the outbreak of wars. Following this, the final section of the module examines a range of theories
3 and debates pertaining to other forms of political conflict, such as genocide and other gross violations of human rights, piracy and counter-piracy operations, the use of child soldiers in conflicts, the recent Arab Spring revolts, and efforts to forcibly spread democracy to an ever-greater number of states around the world. By the end of the course, students should be able to understand not only why a number of historic political conflicts occurred, but also how to utilize a range of theories to understand current and future political conflicts. PO4067 Studies in Political Thought Andrew Shorten Andrew.shorten@ul.ie How ought we to live together? What makes a society just? What rights do individuals hold? How should goods, resources, opportunities and liberties be distributed? Different political theories offer competing answers to these questions. This advanced undergraduate module will introduce you a range of positions defended by contemporary political philosophers, including utilitarianism, liberal egalitarianism, libertarianism, Marxism, communitarianism and feminism. It will also introduce you to the arguments that divide these theories, and to the methods of normative political philosophy. The aims are to provide you with an understanding of the current theoretical literature and to equip you to engage in critical thinking about the topic. PO4096 Government and Politics in Ireland (Evening BA) The course will provide students with; Lisa Kiely Lisa.kiely@ul.ie An understanding of the historical and political development of the Irish state, and enable students to identify key influences in that development A critical awareness of the key functions, structures and processes of the Irish politico-administrative structure The key analytic and evaluative skills necessary to examine the processes of government and politics At the end of the course, student will be able to; Manage learning tasks independently and also as a group in an effective and professional manner Understand and apply basic research methods in political science, including research design, data analysis, and interpretation. Utilise critical and creative thinking, sceptical inquiry, to solve address contemporary issues relating to government and politics of Ireland. PO4102 Methods and Research in Political Science Frank Häge Frank.haege@ul.ie This module introduces students to quantitative methods and research in Political Science. It covers the definition, operationalisation, and measurement of variables, the development of theory and the formulation of hypotheses, the role of research design and statistical control in making claims about causality, as well as the use of bivariate and multivariate statistical methods to empirically assess theoretically expected relationships between variables. In the computer labs, the module also provides a thorough introduction to the practical application of quantitative methods through the statistical software package SPSS. PO4118 Ireland and the EU (Core 3 rd Year Pub Admin / 4 th year elective) Brid Quinn Brid.quinn@ul.ie This module aims to examine the nature and impact of Ireland s membership of the EU to systematically investigate the impact Europeanisation has had on selected policy domains in Ireland to explore the theoretical interpretations of Europeanisation to identify the domestic and global factors which have influenced Ireland s relationship with the EU and to assess the learning and adaptation which has led to changes in Ireland s political and policy processes
4 PA6012 POSTGRADUATE European Public Administration Bernadette Connaughton This module will enable students to understand the role of national administrations in a multi-level European Union administration. It provides an overview of the system of public administration (actors, institutions, policy process) in several European countries. The module examines the interaction between the EU and member states' administrations in the preparation and coordination of national positions in the EU policy-making process and the implementation of EU legislation. The module will further explore the explanations for institutional adaptation and innovation in the domestic politics, polity and policies of EU member states which are attributed to Europeanisation, globalisation, and public management reform. PO5001 Global Transformation and Exclusion Sarah Hunt Sarah.hunt@ul.ie This course seeks to critically understand the transformations that have occurred with global politics and more explicitly within the global political economy within the last 30 or so years. It explores the historical significance of globalisation, the nature and its effects on the development of the south, the different theoretical perspectives given to globalisation, the nature of global economic institutions and agencies, the growth of the network society and the nature and forms of global/national/local contestation and resistance. It aims to engage students with the many debates that are on-going within many of the social sciences and demonstrates how far theories are altering due to the upheavals that are occurring at the global level. PO5062 Politics of reconciliation in the aftermath of conflict Caitlin Ryan Caitlin.ryan@ul.ie This module examines strategies that governments, the international community, and civic groups have used in the last two decades to promote reconciliation in the aftermath of protracted political and social conflict. First we will look at the effect of constitutional engineering to address the question: is it possible to limit conflict or reduce its intensity through the constitutional redistribution of power and boundaries? Second, we consider various approaches to transitional justice, including prosecutions, truth commissions and other forms of official acknowledgement of wrongdoing and suffering including reparations and memorials. We will explore examples from a number of countries from Latin America, Africa and Europe PO5072 Comparative Politics Neil Robinson Neil.robinson@ul.ie This module introduces students to research themes and methods in the field of comparative politics. Students will become familiar with issues involved in research design in comparative politics, such as the use of case studies, small-n comparative research, case study selection and selection bias. They will also study key debates over substantive issues in comparative political studies to see how different scholars use comparative research to study political development. Finally, students will consider their own research work and how perspectives inform comparative political studies. PO5212 International Security Scott Fitzsimmons Scott.fitzsimmons@ul.ie The purpose of this module is to familiarise students with important theories, concepts, and debates pertaining to security studies through active discussions of a wide range of literature. The first two topics for discussion, the nature of security studies and classical strategic thought, introduce students to core literature on how war and strategy can be studied and practiced and also on debates about the appropriate ontology, epistemology, and subject matter of contemporary security studies. Following this, the bulk of the module engages students in a series of debates on contemporary security issues, ranging from nuclear proliferation and ethnic conflict to the use of mercenaries and robotic military vehicles in war. Finally, the module concludes with a discussion of multiple theories purporting to explain why certain groups, states, and peoples have historically been more successful in military conflicts than others have. The central of the course is to introduce students to the academic study of international security in order to help them develop their knowledge and willingness to speak and write about this exciting subfield. With this in mind, by the end of this course, students should be able to: understand the traditional and critical perspectives on security studies critically assess security issues; and communicate their opinions about international security issues both verbally and in their writing.
5 PO5112 Russian and Post Soviet Politics Neil Robinson The purpose of this course is to discover why the Soviet Union collapsed and to look at the key dilemmas confronting its successor states. This module looks at the states of the former Soviet Union, specifically Russia, Belarus, Ukraine and the states of Central Asia. All of these states emerged from the USSR at the start of the 1990s but have stalled economic and political transitions. We will examine how they come into being as states, the legacies of the USSR for them and their reform trajectories, the regimes that they have produced since the collapse of communism, the problems that they face and the pressures on their future development. Most of the course focuses on Russia as a paradigm for change against which the other states of the area can be compared in the last weeks of the course. PO5162 Foreign Aid and Development Tom Lodge Tom.lodge@ul.ie A history of overseas development assistance since 1945 NGOs and foreign aid: historical perspectives. PO5182 PO5092 Development Policy and Programme Management Public Policy and Programme Management Chris McInerney Chris.g.mcinerney@ul.ie This module is designed to give participants a greater understanding of the broader contexts in which public policy, programme management and project planning take place. In doing so it will encourage students to reflect on the relationships between national and international practices and their impacts at different levels of policy and programme management. It is also intended that the module will equip students with some practical skills in the areas of public policy, strategic planning, community engagement and evaluation. PO5222 Global Justice Adina Preda Adina.preda@ul.ie This module will examine theoretical approaches to global distributive justice and key issues arising on a global level from a normative perspective. The question of distributive justice the fair distribution of burdens and benefits has traditionally been confined to the level of nation states or closed societies but this is no longer the case. In the world as it is today, 2.8 billion people live below the World Bank s 2$ per day poverty line and the inequalities between individuals and states are increasing so questions of global distributive justice are quite pressing. In this module, we will look at the main theories of distributive justice, their application at the global level and specific issues such as poverty and inequality, human rights and states rights, immigration and secession, and the ethics of climate change, international trade and war. The module requires a basic knowledge of key concepts in political theory and active participation in class discussions. PO8002 PhD Proposal Development 2 A. Shorten Andrew.shorten@ul.ie This is the second 3-ECTS module taken by students during the first year of the Structured PhD in Politics. It builds on the training provided by Research Methods for PhD Students but has a more practical focus on the challenges of designing a feasible and professional social scientific research project. Working under the guidance of a Proposal Approval Panel, by the end of this module you will have refined your draft research proposal to a professional standard. PS5101 Peacekeeping and Peacebuilding Caitlin Ryan Caitlin.ryan@ul.ie International peacekeeping ostensibly contributes to an established peace process through activities such as monitoring the withdrawal of combatants from a conflict zone, providing aid for reconstruction and overseeing post-conflict elections. Since since the creation of the United Nations Truce Supervision Organisation (UNTSO) in May 1948 to oversee the ceasefire in the Middle East, international peacekeeping operations have become synonymous with Blue Beret operations sanctioned by the United Nations Security Council. But the nature and scope of United Nations operations have changed considerably since the ending of the Cold War, and peacekeeping missions supervised by non-un agencies such as NATO, the European Union s Rapid Reaction Force and the African Union, have also gained prominence, leading to a reconfiguration in the management and control of peacekeeping and peacebuilding operations.
6 PS5131 Research Methods Rory Costello This module is designed to enable MA students in the Department of Politics and Public Administration who have taken IL5021 (Research Methodology) in the autumn term to progress their own dissertation work. The module takes the form of dissertation seminars which will deal directly with students own dissertation material and ideas in order to progress their research design and execution.
