1 Impact of Management Information Systems to Improve Performance in Municipalities in North of Jordan Fawzi Hasan Altaany Management Information Systems Department, Faculty of Administrative Sciences, Irbid National University, Irbid 2600, Jordan Abstract This study aims to know the effect of management information systems in improving performance in municipalities in north of Jordan. During the review of science contribution on this field, the research model and hypothesis has been formulated and a questionnaire designed to collect primary data. The study sample consists of (100) staff member in municipalities in north of Jordan, its used statistical analysis (SPSS) such as ( Chi-square tests and Spearman correlation tests, the arithmetic mean and standard deviation) to prove the hypothesis, the analysis and explain of results displayed that a positive relationship, statistically significant between transaction processing system, management information systems, decision support systems and improve the performance of municipalities in northern Jordan. The study concluded a set of recommendations that will develop and improve the performance and support systems in municipalities north of Jordan. Introduction: Information systems have become take a clear position of great importance in all management areas private or the public sector (Al Mqraby, 2002). The advent of information technology and information systems changed management structure, functions and style of business planning and implementation are not just tools to record and process data, but has become an essential part in the process of decision support that improves performance (Yassin, 2006). The global economy, digital companies, competitiveness, satisfaction of consumers and Total Quality Management are all made an urgent need for information systems and essential in the management (Al Gandlji, 2012). information systems was formatted rules in organizations, there is no aspect of organizations was not affected by the information, so information systems have become part of the elements of the success or failure of any organization, where information systems contribute to improving the performance of organizations through the process of decision-making, they are based systems on the computer has been designed to improving productivity and increasing efficiency and effectiveness (Al Kurdy, 2003). Information was Wealth for the organization, where the significance lays in all management processes of monitoring, evaluation, planning, policy-making and performance evaluation (Al Saudi, 2005). 2 organizations to help them perform their functions successfully and efficiently (Al Bashabash,, 2005). The information is necessary at all levels of the Management to achieve goals, false information pursued a decision is not successful (Al Tai, 2005). According to the evidence that shows the importance of management information systems in a different Management process at all levels in the organization, the search came to clarify the impact of management information systems to improve performance in the municipalities of northern Jordan. 2. Importance of the study: The importance of this survey comes from the following points: 1. The importance of this study is to call for the development of and interaction with modern information technologies, as it works to promote management efficiency which is reflected in a positive way to improve performance. 2. The study contributes to highlight the information systems in the Ministry of Municipalities to demonstrate the importance of use, and highlights the strengths and weaknesses resulting. 3. The issue has not been addressed to research in the Ministry of Municipalities. 4. This study working on recommendations after analyzing the results of research, as well as researchers can benefit from this study. 5. Identify the extent of the use of management information systems in the municipalities of northern Jordan. 3. Aim of the study: The objective of the study consists of the following: 1. Examine the current reality of information systems and their impact on improving management performance in the municipalities. 2. Study of human and physical potentials available in the Jordanian municipalities that help to improve performance. 3. Identify the types of information systems available in the municipalities of northern Jordan 4. To make recommendations to enhance the role of information systems to improve performance. 5. Find out how information systems support at all levels of management in the municipalities. 4. Problem of the study: The Ministry of municipalities in Jordan important being interested in the services provided to all segments of society, where the ministry to supervise the large number of municipalities in Jordan, and requires it performance a lot of tasks and statistics that need to sound decisions and quick. Where workers assisted in the ministry of information systems that help improve performance and accomplish these tasks accurately and easily. 3 The management information systems help to provide the necessary information to make decisions with the effectiveness and efficiency, and as far as accuracy, comprehensiveness and timeliness in the providing information increase the efficiency of those decisions, which leads to improved performance (Al Tai, 2005). This research trying to find out the impact of management information systems to improve performance in the municipalities of northern Jordan, by knowing the impact can these municipalities correct the situation in management information systems and make the most of all these systems and to correct Mistake, if any, and then be able to update and improve the performance of employees in the municipalities Jordan. The specific problem of this study lays in answers the following question: What is the impact of management information systems to improve the performance of municipalities in the north of Jordan? 5. Hypotheses: In order to address the problem of study and achieve their goals, five hypotheses were developed as follows: First hypothesis: There is no a significant statistical between the impact of the use of transaction processing systems and improve performance factors in the municipalities of northern Jordan. Second hypothesis: There is no a significant statistical between the impact of the use of management information systems and improve performance factors in the municipalities of northern Jordan. Third hypothesis: There is no a significant statistical between the impact of the use of decision support systems and improve performance factors in the municipalities of northern Jordan. Fourth hypothesis: There is no correlation with statistical significance between transaction processing systems, decision support systems, management information systems and improve the performance of municipalities in northern Jordan. Fifth hypothesis: There is no correlation with statistical significance among the factors (gender, age, education level, years of experience, employee level) and improve performance factors in the municipalities of northern Jordan. 6. Methodology of the study: the researchers follows descriptive analytical approach, and has been using the approach quantitative study and analysis of the data were used averages and percentages and statistical tests for statistical analysis (SPSS), data were collected from primary sources through the design of a questionnaire as a tool mainly for research, have been distributed to all management levels (top level, middle level, lower level) in addition special information about systems and areas of the municipality that has had to see the reality, and secondary sources through books and research via the Internet and articles locally and globally. 4 7. Sample and Instrument of the study: The community of this research included north of Jordan municipalities, which consists of twenty-four area. The study sample consisted of 100 participants from staff municipality's distributors at all management levels and regions of large Irbid Municipality. Instrument of study was a questionnaire of two parts, first part general information (sex, age, level of education, years of experience, and functional level), while the second part of the study of a questionnaire to measure the impact of management information systems to improve performance, where the researcher developed a questionnaire to measure factors (management information systems, decision support systems, systems, transaction processing and improve performance) based on previous studies the scale of 44 items distributed on four areas (seven factors for the systems transaction processing, ten factors for management information systems, and eleven factors for decision support systems and sixteen to improve performance factors) as well as answer the questionnaire was the Likert escal from one to five (strongly disagree = 1, disagree = 2, I don't know = 3, agree = 4 and strongly agree = 5). 8. Validity and Reliability During the process of gathering information, estimate the time required to gather information, to determine the Validity and reliability of questionnaire. The researchers analyzed this information using the Pearson correlation coefficient (0.83) at the 0.05 level, also used the equation Cronbach to measure the consistency of procedure overall was 0.82 at the 0.05 level, and the stability of the factors, transaction processing systems was α = 0.84, and the factors for MIS was α = 0.82 and the factors decision support systems was 0.79 = α and factors related to improving management performance was α = 0.72 at the 0.05 level the sincerity of the meter has been through honesty virtual where the researcher display resolution on the colleagues of the faculty members in the College of administrative Sciences Irbid National University, Researcher benefited from this offer modify slightly paragraphs on resolution. 9. The Study Variables Dependent variable: Improve performance, the outputs and objectives that organization aims to achieve through its employees, performance reflects both the objectives and the means to achieve them, that is, the concept connect the activity and the objectives of organizations that seek to achieve through the functions and duties performed by personnel within those organizations where performance is also known as a what the employee or manager of the work and activities associated with a particular function, and differs from one job to another if found by a joint working (Al Omari, 2009). 5 Independent variables: 1. Management Information Systems: is a formal style is used to provide accurate information designed to serve the functions of management level, which enables managers to carry out the functions of planning, operation and control of the organization to achieve the objectives pursued by organization effectively and efficiently, as defined by (Al Naggar, 2010) as a people on the computerization of integrated and networks coherent set of procedures where the processing and integration of data from different sources; to create information for the organization of various functions of planning, organizing, coordinating and controlled (Al Naggar, 2010). 2.Transaction processing systems: as Computer Information Systems at the lower level management record facts, events, details of routine business activities daily, and processing of data that result from routine activities repetitive or the activities of recording transactions customers. Transaction processing systems can help in documenting all the activities and operations of the internal and external organization through a computer linked to the Internet. (Yassin, 2006). 3. Decision support systems: information systems at the middle level of management of the organization is based on models Manager helps individual or a small group of managers to solve the problem of quality, This system is based on giving the ultimate beneficiary useful tools for analysis, it can merge several different models to create models and provide direct support to the middle and upper management (Al Gandlji, 2012). 10. Previous Studies This study aims to address the previous studies on management information systems and improve the performance of municipalities in the north of Jordan, and other organizations on the subject of the study. Study of (Al Omari, 2009) "The impact of management information systems computerized on the performance of employees in the Palestinian Telecommunications Company" The aim of this study was to identify the impact of management information systems computerized on the performance of employees in the Palestinian Telecommunications Company. The study have several conclusions, including: there the impact of significant statistical requirements for the operation of management information systems (physical, software, human resources, organizational) on the performance of employees in the telecommunications company, its recommended as the need to keep pace with technological developments in the field of management information systems, participation of workers in the process of designing management information systems development and work to make information available to users to meet the needs of work Study of (Mkaharsh, 2007) the aim of this study was to discover the causes of the low quality of public service organizations in government and to identify the downsides of management work within them, and to see how the application of human resources information systems, and their effectiveness in the development of administrative work within them, the study found the weakness interesting departments of governmental organizations to organize human resources information It also concluded COPY RIGHT 2013 Institute of Interdisciplinary Business Research 433

6 that the nature of bureaucracy dominated by administrative methods within governmental organizations, and the most important recommendations of the study need to find information network unified include all governmental organizations, and the need to restructure procedures and laws necessary for the completion of each public service to shorten the proceedings unnecessary, shorten the time and effort to the employee to increase the speed of delivery. Study of (Al Saudy, 2006), which aimed to identify the impact of management information systems computerized on the performance of employees in the Social Security Corporation of Jordan, the most important results is that the perceptions of respondents towards supplies on operating system information came highly, perceptions of respondents towards functionality came medium, having the effect of key input for the management and operation of the system of computerized information (physical, software, human, organizational) in functionality, the most important recommended to increase support of top management for users by encouraging them to use the system, understand their different needs and to explore their views about the problems they face when using the system until it is overcome. Study of (Al Bashabash, 2005) aimed to identify the reality of the quality of management information systems at the Social Security Corporation and the level of functionality in Jordan, the study found the most important results and having a significant impact to the quality of management information systems in raising the level of functionality. There is a statistically significant relationship between the powerful information systems with its various dimensions and functionality; the study recommended the need to keep touch with technological developments in the field of information systems. Study of (Al Sharfa, 2004) aims to evaluate the information systems in the Ministry of Health in the Gaza Strip through the assessment of computerized systems major and identify the various factors affecting the use from the standpoint of its users, the results of the study may contribute to the development of these systems and provide decision-makers with information that help them in adopting supportive policies for health information systems, the study showed that 74% of users of information systems Computerized have positive trends on these systems, its including recommendation as the interest in the development mechanism of technical support for both hardware and equipment, and computerized systems for all computerized information systems in the Department of Health and work to identify the training needs of users, especially new. The study found several results, the most important that the management information systems and information technology increase the effectiveness of the organization and their efficiency and improve strategic, more information need more need for information technology, and that the greater reliance on management information systems and information technology the more of efficiency and effectiveness increased, and the culture of employees in the organization towards efficiency and effectiveness of performance and job satisfaction will be better. (Chang, 2005), studies measure the efficiency of the performance of information systems. The aim of this study to developed a model to measure the performance of information systems based on the input and output functions of information systems, its used to support the efficiency of functional processes and improve the functioning of the institutions, the tool proposed in this paper contains three outputs and trends to assess the efficiency of the system and the effectiveness of information, as well as its impact on the performance of employees, the effectiveness of the information represented in the quality of information in the design. Model was applied to ensure the effectiveness of using questionnaires distributed to the (346) system users in 149 different institutions have been selected in a random manner, was to ensure the effectiveness of the model. Its positive impact on the effectiveness of organizations and improve the efficiency of its operations. This study distinguishes from previous studies it used diverse variables and measure the impact of information systems to improve performance in the municipalities were conducted in the municipalities of northern Jordan for the first time and was confined to the municipalities as all previous studies conducted on the sectors of banking and other sectors are not municipalities in Jordan, which are not intended to profitability but they are interested in the services sector and the development of the local community is an important sector in Jordan. 11. Results analysis. The following results were obtained from the responses (100) participants who working in the municipalities of northern Jordan in this study The first part of the questionnaire: Distribution of demographic characteristics of workers in the municipalities of northern Jordan in Table (1) showed that the age of workers in the municipalities of northern Jordan conducted them study ranging from years 54% of the total sample, while those aged 25 years and below are the lowest ratio of 0%, characterized by workers that they are age medium. The first part from the second part of the questionnaire: In Table (2) the arithmetic mean and standard deviation for transaction processing systems to improve performance characteristics, all of the factors was higher than the mean, but the factors of numbers (2, 1, 7) higher in the arithmetic mean, while factors (5, 3, 4) was less than the arithmetic mean, any factors over the arithmetic mean (3) provides transaction processing systems to work requirements and help to accomplish the work required and works to strengthen and improve performance. The arithmetic mean of all the factors (3.871) higher than average (3) and the standard deviation of all the factors (0.3732) Less than half of the arithmetic average, the arithmetic mean of the factors systems, transaction processing, higher than the factors of management information systems and decision support systems and this confirms that the systems transaction processing in municipalities used effectively, which leads to improved performance in the municipalities of northern Jordan. The second part from the second part of the questionnaire: Table (3) the arithmetic mean and standard deviation of management information systems for administrative performance characteristics of all of the factors was higher than the arithmetic mean, where the factors of numbers (8,1,4) high, while factors (5,3,10) were lower in the rise in terms of the arithmetic mean any factors that over the arithmetic mean (3) provides requirements for work and help accomplish the work required and works in strengthening and improving the performance was the arithmetic mean of all the factors (3.804) higher than average (3) and the standard deviation of all the factors (0.3774) less half of the arithmetic average, the arithmetic mean of the MIS factors higher than the factors of decision support systems and lower total transaction processing systems factors and this confirms that the management information systems in the municipalities used effectively, which leads to improved performance in the municipalities of northern Jordan. The third part from the second part of the questionnaire: Table (4) the arithmetic mean and standard deviation of decision support systems for improved performance characteristics were of factors numbers (1,9,2,10,11,3,5,6,7) higher than arithmetic mean, while factors (4,8) was less than arithmetic mean any factors that over arithmetic mean (3) offer requirements for work and help accomplish the work required and works to strengthen and improve management performance while factors that less than arithmetic mean is not available in the municipalities of northern of Jordan. The arithmetic mean of all the factors, decision support systems (3.3400) is higher than arithmetic mean (3) and the standard deviation of all the factors (.51518), where the arithmetic mean of the factors of decision support systems less than factors MIS systems and transaction processing and this confirms that decision support systems in the municipalities used less effective than management information systems and transaction processing systems in the municipalities of northern Jordan. Examine the Hypotheses Hypothesis one: There is no a significant statistical between the impact of the use of transaction processing systems and improve performance factors in the municipalities of northern Jordan.The dependant variable was the performance factors (X4P1), the predictors are the first part from the second part of the questionnaire (transaction processing systems (Q1)). Table (6, 7) illustrates the significant of the effect of predictor variables on performance factors (X4P1). We reject this hypothesis because it's significant (0.000) which is less than (0.05). The fourth hypothesis: There is no correlation with statistical significance between transaction processing systems, decision support systems, management information systems and improve the performance of municipalities in northern Jordan. From table (12) we rejected the hypothesis; There is a correlation with statistical significance between transaction processing systems(q1), decision support systems (Q3), management information systems(q2) and improve the performance(x4p1) of municipalities in northern Jordan, all systems connected with each other and there is a dependency all of them, which enhance findings of research. The fifth hypothesis: There is no correlation with statistical significance among the factors (gender, age, education level, years of experience, employee level) and improve performance factors in the municipalities of northern Jordan. Table (13) illustrates the significant of gender (0.002) but factor of (age, education level, years of experience, employee level) doesn t have any correlation with improve performance. From analysis of the results the researchers can summarize the most important findings of the study, including the following: 1 - The results of the study indicate a strong effect of a statistical significance between the variables (transaction processing systems and management information systems and decision support systems) and variable (performance improvement) in the municipalities of northern Jordan, where the variables indicate the existence of a positive relationship and accepted them as shown in the tables (12). 2 - The current system in the municipalities is effective system in the production of the necessary information to improve performance, current system working on collecting data from sources internal and external available, and provides various reports periodically, and it displays the data according to the needs beneficiary, and this is works to improve the performance significantly, current system does not require a long period of training for ease of dealing with system, and working to deliver information in an easy and simple, and can retrieve data and the current system doesn t covers all applications and fields for all the municipalities in the north of Jordan, in addition to that system not integrated system for all municipalities of Jordan. 3 The factors (age, years of experience, the functional level) not effect to improve performance but working level of education and gender in terms of male and female, found that gender with a statistically significant affects on improving performance, may be the municipalities not employee a high percentage female. 13. Recommendations and Conclusions 1 In spite of the efficiency of transaction processing system in the municipalities of northern Jordan, we must increase the interest of municipal transaction processing systems in the lower level management and linking areas in the same systems by extranet and the Internet (LAN) and work to increase efficiency to influence the performance improvement and we need to create management COPY RIGHT 2013 Institute of Interdisciplinary Business Research 438

11 information systems, integrated computing covers all applications and fields for all municipal departments in order to increase the effectiveness of the current system. 2-We have to increase the efficiency of management information systems in middle management, Decision Support system in top management and support group decision support systems and expert systems, in spite of the positive impact of these systems to improve performance in the municipalities already reached at this study, and the development of existing systems to work on the provide of adequate information relating to all possible information to help improve performance in order to have the capacity analysis complex problems and simplify and facilitate. 3 municipalities must to benefit from management information systems in a way contribute to improving management performance at all administrative levels, and the way that helps municipalities in achieving competitive advantage and sustainability in the provision of services to citizens, and linking all municipalities Hashemite Kingdom of Jordan by one database to facilitate the process of customer service.
