3 Services: What We Provide Drug and alcohol education and prevention HIV/AIDS education and prevention Individual counseling Group counseling STD and sex education Mental health counseling Peer educator/counselor training Job screening/placement (CARE Program; Riverside Fresh Start Program) Related support services: transportation assistance Random drug test (UA) (CADC) is a nonprofit, licensed, community-based substance abuse treatment and counseling center. Since 1977, we have provided outpatient education, counseling and support to individuals with alcohol and substance abuse problems. We focus on meeting the needs of hard-to-reach, difficult and underserved populations in Los Angeles County, including currently or formerly incarcerated individuals. Our successes come from combining proven and resultsoriented behavioral change theory, with the expertise of a highly trained, licensed and certified team of professionals. Staff members include professionals degreed in psychology, sociology and social work, along with specialties in alcohol and drug studies and criminology. These many disciplines reflect our recognition that individuals with substance abuse issues invariably have a wider array of problems that must be addressed in order for them to overcome their alcohol or drug abuse issues. Our clients may be in difficult personal relationships, need housing, clothing or a job or lack transportation. We treat the whole person not only the substance abuse problem. This philosophy is reflected in the services we offer. 4 and Who We Serve Ex-offenders Incarcerated and paroled youth and adults Injection drug users or partners of injection drug users Special populations: unwed mothers-to-be with a substance addiction, developmentally disabled, individuals with mental health issues Any individual with an alcohol and/or drug addiction In an average month, we serve clients in our Proposition 36 program, clients in our Drug/ MediCal program, and 100 clients in our HIV/AIDS program Our work with special populations includes: State of California Department of Alcohol and Drugs certified Medi-Cal provider of chemical and alcohol dependency prevention and treatment for Outpatient Drug-Free and Day Care Habilitative programs Los Angeles County Department of Probation California Department of Corrections recognized provider of drug abuse and pre-employment counseling California Department of Corrections Parolee Employment Program grant recipient for the CADC Fresh Start Program (Riverside). In this program, ex-offenders referred by Riverside parole are provided with assistance in job placement, housing, food and clothing procurement, transportation and more. Since its inception in February 2004, close to 1,000 parolees have completed the program. The Fresh Start Program is the successor to CADC s Jobs Plus program, which started in
4 Success Stories CADC s clients come from all walks of life: incarcerated and paroled youth and adults; the developmentally disabled; individuals with mental health disorders; pregnant adolescents; blue-collar workers; and degreed professionals. All of our treatment plans are individualized to meet the needs and abilities of the client. The names are fictitious; the stories are real: Al came to CADC via the court system due to a possession charge and was required to receive treatment through the Proposition 36 Program. He entered treatment with reluctance, resentment and addicted to speed. During his year of treatment, which included individual and group counseling, Al was able to address his problems, make changes and start to live substance free. Today Al is clean and sober, reunited with his children and working hard. Joseph came to CADC through the court system and Proposition 36. He thought he was too intelligent and too educated, but his alternative was prison time. Because Joseph is gay, CADC which is gay and lesbian friendly was the logical choice for his treatment. With help from his counselor and peers, Joseph was able to break down the barriers that were preventing him from leading a sober, fulfilling life. Today he is clean and sober and back to teaching full-time. He has become instrumental in offering assistance in our HIV Prevention Program. Bruce was referred to CADC thru the Los Angeles Regional Center. He was in a lockdown mental health facility demonstrating symptoms of drug and alcohol abuse and schizophrenia. Bruce is also marginally mentally retarded. Bruce s treatment at CADC included individual sessions; day care habilitative group sessions three times a week; and collateral visits consisting of monthly and quarterly meetings with Bruce, his family and support members. Bruce has been able to move safely from the lockdown facility to a group home. He is clean and sober, attends an Adult Day Program and holds a steady job with the Salvation Army. Maggie arrived at CADC pregnant, drug addicted, homeless and terrified. CADC counselors worked with other agencies to refer Maggie to a social worker and physician, and found her a safe place to live. Maggie then began drug and alcohol treatment at CADC on a regular schedule. She learned prevention techniques, job skills, parenting and self-sufficiency. Maggie is now living in her own apartment, raising her child and working full time. Changing Behavior To help our clients change the behaviors that underlie their addiction, we use the science of applied cognitive behavior change and we tailor it to the individual needs of each client. These are well-tested models that are based on scientific theory with proven outcomes. We pride ourselves on the fact that we help our clients change their behaviors in a positive way. When individuals enter our programs seeking to make a change we not only help them identify the negative behaviors they need to avoid and the positive behaviors they need to practice we also help them develop the skills to achieve these behaviors and the confidence that they can perform them even when in crisis. All of our treatment plans are individualized to meet the needs and abilities of the client. Our focus is to help each client develop the tools and techniques to move from substance abuse and self medication to a sober, drug-free lifestyle that allows them to embrace life and thrive. 6 7
5 Budget & Funding The government estimates that drug abuse costs society $67 billion per year but that anywhere from $4-$7 of drug abuse-related costs are saved for every dollar spent on treatment.* At CADC, we ve treated thousands of individuals with different backgrounds and needs. Each individual who achieves a life change through our programs benefits not only themselves but the community through a ripple effect a safer, more secure community; the reshaping of substance abusers into tax-paying, productive members of society; and economic benefits for the community at large. That s why the public at large has a stake in the success of organizations like California Drug Counseling. CADC is a 501(c)(3) nonprofit organization and virtually all of our budget goes to providing services (less than 10% is spent on administrative costs). Currently 100% of our funding comes from a variety of Federal and State government sources.
