PV-NET Promotion of PV energy through net metering optimization First results of PV net metering implementation in Cyprus Ioannis Koumparou PV Technology Laboratory FOSS Research Centre for Sustainable Energy University of Cyprus Brussels, EUSEW, 25 June 2014
Contents Motivation Net-metering Introduction to net-metering Net-metering in Cyprus Pilot implementation of net metering in Cyprus Pilot locations in Cyprus Weather stations and Smart meter solutions Real Data from the pilot sites Consumption profile Baseline Scenario (Domestic Customers) Comparison between baseline scenario and prosumer profile Conclusions
Motivation Solar resource of Cyprus : 2000 kwh/m 2 /year Annual PV energy yield of Cyprus : kwh kw p PV Prices Retail electricity prices Electricity Costs in Cyprus for Net-metering and typical domestic consumer: PV : PV LCOE + System Costs + VAT 0.14 /kwh Market Parity Grid : Costs Production&Network + Levies + VAT 0,23 kwh
Introduction to net-metering Net-metering : Simple billing arrangement Bidirectional Meter measures the import and export energy (Net=Import-Export). If the net is positive the prosumer pays the net amount If the net is negative the prosumer earns the net amount as REC - Excess energy goes back to the grid + Energy used from the grid
Net-metering systems in Cyprus (2014) Currently 3630 net metering systems are installed New scheme for MWp of net-metering systems: 1.2 MWp for Handicapped customers ( grant of 900 /kwp) 13.5 MWp for all other customers 0.3 MWp for Local Authorities
Net-metering scheme: Cyprus policy Condition Cyprus Can electricity production be compensated with the consumption? Kind of compensation System size limitations Self-consumption bonus? Once per billing period (bimonthly) Excess can be transferred to the next billing period at max of a billing year ( April-May) REC 3 kwp No Charge for Transmission/Distribution grid costs Taxes (excluding VAT) Where is VAT included? Yes Yes, Green Tax and FHC Tax (based on production) - Net electricity ( if net > 0, Net=import-export) - Fees (T&D Grid Costs and FHC)
Net-metering scheme: Fixed charges Charges for Net metering ( / kwp) before VAT after VAT (19 %) Operating expenses of TSO % % Ancillary Services % % Time lag between PV production and House demand % % Charge for tertiary reserve % % Charge for transmission network % % Distribution Network fee Medium Voltage % % Distribution Network fee Low Voltage % % Reduction of thermal losses on T&D network % % Fund for Handicapped Customers ( / kwh) % % Green Tax (VAT-less / kwh) % % Total % % Transmition and Distribution Charges /kwp/year Taxes: based on a production of 1610 kwh/kwp For a 3 kwp System the prosumer pays: /year + VAT 164,16 /year or /billing period
Net-metering scheme - connection Bidirectional meter measures the import/export energy PV System connected to the customer load and grid at the point of common coupling
Pilot Sites Pilot sites installed in Cyprus, Algarve Portugal and Slovenia. In Cyprus 7 pilot sites installed all over the island. Weather stations : POA irradiance, ambient and module temperature. Smart meter Solution: 2 smart meters, (import-export energy and PV power production)
Weather stations POA Irradiance, ambient and module temperature GPRS energy 15 mins UCY Database UCY Database
Environmental Data Average daily POA Irradiance : 5.07 kwh m2 Average ambient temperature: 17 Average module temperature : 24
Smart Meter solution The smart meter solution based on the net-metering connection scheme The connection scheme allows us to monitor the import/export power and the PV power generated. Consumption = Import + PV Export
First Results of net-metering: Smart Meter Results Typical 24h during Spring (March to May) in Cyprus. PV Energy yield : kwh Import Energy: 9.75 kwh Export Energy : kwh Consumed Energy: kwh
Baseline scenario The baseline scenario : Intermediate period (March-May and October) All domestic customers in Cyprus Source: TSOC Working Day consumption: 9.02 kwh Weekend Day consumption: kwh
High correlation: 81 % for the working day and 72 % for the weekend day Prosumer Working Day : kwh Prosumer Weekend Day : kwh (real from baseline consumption : around 30 % higher) First Results of net-metering: Comparison between baseline and real measurements
Conclusion Market parity is in place in Cyprus net-metering is a suitable tool for further penetration of PV in the energy mix of Cyprus The Pilot sites implemented in Cyprus and data collected during March to May were presented The Baseline scenario of the domestic load curve of Cyprus during the Intermediate period was shown A comparison between the Baseline scenario and the pilot sites profile performed High correlation Prosumer has 30 % higher consumption Further work: Resume the data collection and analysis Development and validation of the net-metering optimisation tool
Thank you!
