The relationship between agricultural and urban areas is a factor that affects the sustainability and resilience of a city. Rethinking those territories and setting prerequisites to interconnect the peri urban and rural open spaces favours the performance of functions of local interest and some important services. Any strategy aimed at achieving the conditions of sustainability and resilience have to take into account the climate change that are making more and more extreme the weather patterns, with negative effects on the welfare of the people and with an increased risk of flooding, landslides and droughts. The development of these services requires an integrated management of the major resources that characterize the metabolism of a city and a strong coordination between ordinary strategies and actions with the measures to prevent and manage the territorial risks. This workshop focuses on two aspects that characterize the integrated policies in general as well as the food energy water Nexus more specifically. The first one is the integration of approaches, methods and tools specific to different disciplines that deal with food energy water. The second represents a deeper study of the criteria, methods and tools specific to each of these resources. This second theme explores the adoption of systemic approaches which take into account not only the articulation of the evaluation and decision making factors that affect a single resource, but also the possible interrelations between the factors that characterize the other two resources.
2 Nexus Session Friday Morning, 28 th March 2014 The last United Nations Conference on Sustainable Development 2012 (Rio+20) states that water is fundamental resource and one of the main topics in current discussions regarding Sustainable Development and Climate Change. Water is enormously interlinked with other resources like food and energy necessary for the survival of humankind. The need of analysing the inter relation among the 3 resources was indicated at The Bonn Conference (2011) establishing the Water, Energy and Food Security Nexus Platform. The current scenario on food, energy and water security and the forecast on the future (2030) population growth, changes in diet of eastern population (e.g. China, India) related to the growing GDP and the internal urban migration have even more highlighted the importance of the comprehension of the complex intertwined relationship between food, energy and water. The section of the workshop dedicated to the NEXUS will aim to explore the role of each resource in the context of the NEXUS, the interconnections among them, the different approaches in evaluating their role and the interconnections and the effects associated to the global changes on the NEXUS. Particular attention will be devoted to the sustainability and the resilience strategies in the context of the NEXUS issue. However as for now nexus has been used for normal times, looking at the linkages between food, energy and water in ordinary everyday conditions. it
3 may be useful though to explore the nexus also regarding exceptional events, in particular during disasters. This is coherent with the nexus approach that embeds also the issue of climate change. Climate change is also a potential trigger of extreme hydrogeological disasters as well as other events meteorologically driven, like forest fires and heat waves. The nexus seems to work also under extreme conditions, as critical facilities are often affected during extremes, water for sanitation and other use often hampered and consequently food production may be at risk as well. There are many ways in which disasters may affect food, energy and water, and in this respect it is worthy to dig deeper into the issue. Still there is the need to understand to what extent the nexus may be a relevant key, better than others, and how the nexus in ordinary times is connected to the nexus under extreme exceptional conditions. This section of the seminar is going to address some of the issues related to this fundamental question, adopting an organisational approach, an ecological approach and a "disaster" approach. Criteria and Strategies Alessandro De Carli Università Bocconi and Centro italiano di riqualificazione fluviale Debate Food Session Saturday Morning, 29 th March 2014 The session focuses on two aspects: governance instruments promoting the implementation of urban rural partnerships and ecosystem services offered by peri urban areas to urban system. The urban rural partnership is a central issue in European and international debate and it includes a large range of governance/polices proposals, operative and best practices experiences. The workshop focuses on governance instruments and is related to the innovations in the existing governance framework (competencies, sectors, policies, EU/regional programs ) aiming an effective implementation of urbanrural partnerships. During the session, the results emerged from the INTEERG IV URMA program ( project.eu) will be presented and discussed. The main topics related to the second aspects are: the sustainability of the rural production (food security, functionality of ecosystem services, innovation in farming economical system, ); urban food policy in a holistic approach integrating a wide range of sustainable food and agriculture system elements in a multi scales perspective; food chain and water and energy nexus.

The many possibilities in the use of energy resources, mainly connected in a distributed generation network, can promote the transition to energy systems able to guarantee high levels of sustainability and resilience. The location of cogeneration and waste to energy plants at the edge of the urban areas is a matter of interest, being them close enough to the heat consumers to allow a convenient and efficient energy transmission and at the same time not affecting densely populated areas. In order to seize the opportunities that peri urban areas offer from the energy point of view, it is necessary to consider on the one hand the reciprocal relationships they have with the city, and on the other hand the relationships that link the production and consumption of the different resources involved. The energetic role of peri urban areas affects not only water management and agricultural production, but it has wider consequences on economy, landscape and ecosystems. An approach to the energy issue in the peri urban areas that takes into account the perspective of climate change must consider both the changes in energy demands and the effects of energy production on the
5 resources and sectors (water and agriculture) most vulnerable to those changes. While peri urban areas provide ecosystem services that may play a central role in greenhouse gases emissions reduction and climate change mitigation, on the other hand the adaptation actions that affect them are often energyintensive.
