7 Foreword Welcome to the 2011 CW Auto Body Repairs Piston Broke Novice Rally, organised by Ammanford Motor Club. The event is open to any driver, but beginner/novice navigators in an attempt to encourage the more unproven/younger navigators. We feel it is important to follow the current trend of supporting not just novices but also semi-experts who have accelerated from novices too quickly. We believe the right to be in each class should be demonstrated by 3 class podiums or more. This would mean that novice crews (and semis) could stay in a lower class and gain more experience. We are indebted to our sponsor Chris Williams of CW Auto Body Repairs who has supported the rally again in its second year of running. This year s route take an unexpected deviation from its expected course and will be of approximately 140 miles on maps 159, 146, 160 and 170. The event will be 100% pre-plot using 6 figure grid references along with detailed 3 metre control diagrams with ample time for plotting. All the organisers are current competitors on road events and we believe we have put together the type of event that we would like to compete on ourselves. At the start venue, all the organisers are on hand to impart advice and answer any questions you may have. Ammanford MC will also hold a navigators night on 16 th August (the last club night before the rally) at Pen y Banc RFC (postcode SA18 3QS) starting at 8pm. Please remember that for an event to run smoothly, it is a condition of entry that you supply a marshal who must be signed on before you will be allowed to start the event, and who stays at their control for the allotted time This will be strictly enforced. 8 Supplementary Regulations 1. Announcement Ammanford Motor Club will organise a Clubmans Permit Road Rally on Saturday 27th and Sunday 28th August Jurisdiction The meeting will be held under the general regulations of the Motor Sport Association Ltd (incorporating the provisions of the International Sporting Code of the FIA), these sporting regulations and any written instructions that the organising club may issue for the event. 3. Authorisation MSA Event Number tba MSA Permit Number tba 4. Eligibility As event is closed to club, all competitors must be a member of Ammanford Motor Club. 5. Start & Finish The event will start and finish at Cross Hands Hotel, Cross Hands, Llanelli, Dyfed SA14 6NA Scrutineering will take place between 18:00 and 21:00. Competitors are reminded of the technical regulations regarding cars competing on road rallies (R.18) All tyres on the event must be legal for use on the public highway. First car will start from MC1 at 23:31 on Saturday 27th August Cars will start from MC1 at one minute intervals. 6. Route The route will be approximately 140 miles and competitors should ensure that they have enough fuel to complete the 75 miles to the petrol halt. There is some use of whites and a sumpguard is advised. Entrants will be supplied with a Rally Pack after the production of a satisfactorily completed Process Card, which will provide all the information necessary to enable competitors to comply with R2.3.2, 8
9 R R , R26.1 R , R9.1 R9.2.3 Before, during and after the competition, official notices may be displayed and every competitor shall be deemed to have read all such notices, and if applicable, they shall have the force of these regulations. Ordnance Survey Map Numbers 159,146, 160 and 170 (latest editions) will be required. The route for the whole event will be clearly defined by map references; and/or written instructions and/or other information to allow competitors to comply with R2.3.2, R3.1, R26.1 R Any notice displayed at the Start or en route bearing the signature of either Clerk of the Course shall have the same authority as these Supplementary Regulations. All the organisers times and mileages shall be deemed to be correct, having been established according to R6.2 R All organisers road signs are mandatory, eg., CARE, QUIET, etc Due to possible spectator problems, ANY competitor found to be divulging route information to noncompetitors will be EXCLUDED. 7. Classes The event will consist of three classes of navigator: Class 3 Beginners A Driver and a Navigator who has not won an award on a Closed/National B Road Rally Class 2 Novices Any driver with a Navigator who has not won an overall award on a novice Road Rally or more than three class awards on a Closed/National B Road Rally as a navigator Class 1 Crews not classified as a Beginner or Novice or finished in Top Ten of National B Road Rally within the last 5 years. Entries will be held in abeyance until all Novices and Beginners are allocated entries. No discussion will be entered into regarding seeding. 8. Entries The entry list opens on publication of these Regulations and closes finally on the 21 st August Entries will be received on a first come, first served basis. The Entry Fee is including two breakfasts. All entries must be made on the official entry form, accompanied by the parental consent form (where applicable) and appropriate fee. Cheques should be made payable to Ammanford Motor Club. Postdated cheques will NOT be acceptable. Cancellations must be made in writing or via to the Entries Secretary. No verbal cancellations will 9
10 be accepted. Refunds may be made at the Organiser s discretion, dependent on the entry being taken by a reserve, but in any event a documentation fee of will be deducted from any entry cancelled prior to the closing date for entries. Fees for accepted entries cancelled after the 21st August 2011 will be refunded at the organisers discretion. Any reserve not offered a vacant place will be refunded in full. The maximum entry for the event will be 75 plus 12 reserves, the minimum is 50. Should the minimum number not be reached, the organisers reserve the right to cancel the meeting. Any entry containing false or incorrect statement shall be null and void and the entrant deemed guilty of a breach of the general Competition Rules of the MSA Ltd. The entry fee may be forfeited in accordance with D19. The organisers may conduct random checks to establish the validity of all or some of the information contained on the entry form. The publication of the Final Instructions with Official Provisional Entry List will constitute the Official Programme of the Event. Following publication of the Official Provisional Entry List, the organisers may, at their discretion, permit a change of Driver OR Navigator only, but not both and NO change of car is permitted which would prevent the participation of a reserve entry as per D This applies to Reserves also. Priority will be given to Reserves that are physically present at the allocated times, have attended and passed Noise Check and Scrutineering and have signed on as a Reserve Entry with their marshal also ready to sign on. Allocation of reserves will then be in order of time of signing on and NOT as per order on the Entry List, ie. First come, first served on the evening. Any competitor not signed on by may be excluded at the organiser s discretion and their place offered to a Reserve Entry from the same class. The organisers reserve the right to retain fifteen places for allocation at their discretion (C (a) 57). 12 12. Results Assessment of performance will be decided firstly by the number of fails, then by the number of time penalties. Ties will be decided in favour of the furthest clean and then the smallest engine capacity and finally by the lowest start number. The organisers reserve the right to cancel sections from the results if they deem it fairer to do so, Force Majeure etc. not withstanding. Time Controls at which, in the organisers opinion, inaccurate times may have been given to competitors shall be considered as either passage controls or route checks. Provisional results will be published as soon as possible following the end of the event. Any protest must be lodged in accordance with C GCR Modifications All other General Regulations of the MSA apply as written except for the following which are modified: R R Certain sections of the route will be timed to an accuracy of less than one minute R2.3.3 Secret checks may be established without prior notice, eg., at Give Ways, to ensure compliance with the route R5.4.3 Only the driver nominated on the entry form may drive during the event R6.3 Any notice displayed at the Start or en route bearing the signature of the Clerks of the Course shall have the same authority as these Supplementary Regulations. It is the Competitors responsibility to note any information displayed at the start R9.1.1 R9.1.2 Give Ways will be used to define the route R15.1 R be classified as a finisher, a competitor must report to and receive a signature at the following: a. More than two thirds of the controls listed on the Route Information b. All Main Controls c. Damage Control d. All Noise Checks Within their maximum permitted lateness and in the car in which they entered the event R Maximum lateness for all classes will be 30 minutes 59 seconds R12.6 R Competitors may be required to reduce lateness at certain locations en route 12
13 R9.1.3 R9.1.4 All competitors will be required to STOP at all junctions approached on roads controlled by Give Way signs and at places specified on the route information. Judges of Fact will man a number of these locations. 14. Penalties Performance will be assessed on the Fail System as R13 and modified as follows: a. Not reporting at or providing proof of visiting a Main Control or reporting after maximum permitted lateness - EXCLUSION b. Not reporting at or providing proof of visiting a Time Control, Passage Control, Via, Manned Secret Check or Route Check - 1 Fail per offence c. Failure to Stop at a Halt Sign, Give Way sign or at a junction specified in the route card R EXCLUSION d. Wrong approach to or Depart from a Time or Passage Control, Secret Check, Via or Give Way check 1 Fail per offence e. Passing through a control twice or more (unless the Route Information instructs you to do so) 1 Fail per offence f. Entering an area designated as Out of Bounds EXCLUSION g. Failure to obtain a signature for a code board at the next manned Time or Passage Control 1 Fail per offence h. Failure to accurately and clearly provide/record any information requested/displayed at a control 1 Fail per offence i. Unauthorised alteration of a Time Card - EXCLUSION j. Using the same piece of road twice (Unless instructed in the Route Information) 1 Fail per offence k. Failure to comply with an instruction on the Route Information 1 Fail per offence l. Not complying with a reasonable instruction by an official, provided warning is given that a penalty will be applied 1 Fail per offence m. Breaking any rule or regulation for which no penalty has been specified 1 Fail per offence 13
14 n. Failure to comply with QUIET ZONE requirements - EXCLUSION r. Breach of Technical Regulations concerning the use of lights and breaching the Construction and Use of Lighting of Vehicles Regulation EXCLUSION s. Excessive vehicle noise, excessive speed or driving likely to bring motorsport into disrepute (R4.1 R4.1.3, R8.4) EXCLUSION t. Damage to car as defined in R EXCLUSION u. Receiving assistance contrary to R7.2 - EXCLUSION v. Breach of No Map Markings R EXCLUSION w. Breach of R2.6, R7.2.3, R EXCLUSION 15. Scrutineering Scrutineering will be in compliance with the Road Traffic Act, General Regulations C and Technical Regulations J (R4.1 R ) Cars will also be required to undergo a 0.5 metre noise test, if over 98dba is registered at 2/3 engine speed on the noise meter; they will not be permitted to start (R7.1.2) Noise checks may also be performed en route (R4.1.6). Crews failing either noise test or scrutineering will not be permitted to start and will not be refunded their entry fee. Close attention will be paid to the following at scrutineering: Tyres must be legal at all times and comply with R18.4 R No loose items within the vehicle Lights must comply with the Road Traffic Act Construction and Use Regulations Throttle linkage must be in good order and to specification A maximum of two spare wheels must be securely located A red reflective Warning triangle must be carried A First Aid kit must be carried A Spill Kit complying with J must be carried 14
15 Road Fund Licence (tax disc) MOT Certificate must be produced Vehicle Registration Document must be produced If a vehicle is hired or borrowed, a letter of consent from the owner must be supplied Bodywork and paint work must be in good serviceable order Air filters must be fitted No radio transmitting devices are permitted except that in the interests of safety 16. Controls There will be several types of control Main Control, Time Control, Passage Control, Route Checks, and Secret Checks. Controls will be defined as follows: TC - Time Control MC - Main Control PC - Passage Control RC- Route Check At each Main and Time Control the marshal will enter the time shown on the control clock and sign in the appropriate place on the time card. At Passage Controls the marshal will only sign the PC and RC card in the appropriate place. Some controls or checks may not be manned, these may be represented by a Code Board. Competitors must note the letters and/or numbers displayed on these boards in the correct format and record them in the relevant place on their timecard before proceeding. The marshal at the next Time or Passage Control must endorse the code. A Control Board will indicate all controls 50 yards ahead on the correct direction of approach. They must be visited in the order specified in the route information. Any controls visited out of order will be deemed not to have been visited. Sections of the route may include NOT AS MAP triangles that will have a Control area of 3 metres. They will be identified in the route information and preceded by a control board on the correct direction of approach. Should any entry on a time card not be legible or not appear authentic, it may be deemed not to have been made. In the case of all controls reference will be made to marshals check sheets or by other means. Controls will open 30 minutes before the due time of the first car and close 31 minutes after the last car is due. A competitor will be OTL if he/she visits a control more than 30 minutes/59 seconds after their 15
16 Scheduled Time. A competitor who causes ANY form of harassment to a marshal or any other official or who remains in a control area after such an instruction to depart, will be reported to the Steward of the Meeting. The organisers reserve the right to EXCLUDE any such competitor. An altered, amended or countersigned Time Care will be accepted if it is countersigned by the marshal at the time of alteration. It is the competitors responsibility to ensure that his/her time card is correctly marked COMPETITORS WILL BE EXCLUDED FOR DEFACING OR ALTERING A TIME CARD. TIMING The event will use the scheduled timing method. Timing will be to BST (BBC Time) and by marshals digital clocks. All crews are advised to carry an accurate digital watch with them. NEUTRAL SECTIONS These are deemed QUIET sections and are used to take the rally through PR sensitive or densely populated areas, and will not be timed to an accuracy of less than one minute. PLEASE RESPECT THEM. They are timed at a low average speed and competitors must complete the section in as high a gear as possible and without use of auxiliary lights (except as permitted by law when driving in fog or falling snow). Competitors MUST NOT make up time in these sections, and no penalty will be incurred for lateness other than for exceeding maximum lateness. Any lateness incurred in these sections will be cumulative towards Maximum Lateness. R (3/4 rule) may NOT be applied on Neutral Sections Timing at time controls will be when the Time Control card or Passage Control card is presented to the marshal and NOT the time of entering the control area, as per R12.3 TRANSPORT SECTIONS These sections will transport competitors between other types of section, where the route may not be densely populated or particularly PR sensitive, and will not be timed to an accuracy of less than one minute. R (3/4 rule) may be applied if applicable. No penalty will be incurred for lateness other than for exceeding maximum lateness. Any lateness incurred in these sections will be cumulative towards Maximum Lateness 16
17 STANDARD SECTIONS This is a section where a time penalty will be applied for being early or late. Some Standard Sections will be timed to an accuracy of less than one minute (R12.8). Timing at the controls will be when the time card is presented to the marshal and NOT the time of entering a control area as per R12.3. Some sections will be timed to an average speed of less than 30 mph, in order to take competitors through PR sensitive and quiet areas only. Competitors will be advised of this in their Rally Pack, when they have signed on. Competitors will be instructed to reduce lateness on route. A competitor who wishes to may miss a control or controls. He will be penalised in accordance with R13 for every control missed. If he rejoins the route at a control at the end of a competitive section he will be permitted to restart without further penalty at any time between his original scheduled time and his maximum permitted lateness, this maximum permitted lateness time still being in relation to his original scheduled time. If the rejoining control is at the end of a neutral section, he will only be permitted to restart without further penalty at his official corrected time taken at the last control at which he reported within maximum lateness. Competitors late at one control may be the equivalent amount late at succeeding controls without further penalty provided maximum lateness is not exceeded. Where a control at the end of a section timed to the second also forms the start of a section timed to the minute, the departure will be taken as the time of arrival but to the preceding whole minute (i.e. the seconds will be ignored) this will be in accordance with R Marshals Crews will have to supply a marshal, who must be signed on before a crew will be issued with their rally pack. All marshals must be signed on and at their control position 30 MINUTES BEFORE THE CONTROL OPENS. Marshals may sign on before their crew and must state what car number they wish to marshal for on the marshal s signing on form. Please note that all marshals will be required to be available for the duration of the event. 19. Give Ways Competitors will be required to stop at all junctions specified as a Give Way Junction on the route instructions. At these junctions all wheels must be seen to stop and all forward motion must cease. 17
18 20. Identification Competitors will be identified by one rally plate supplied by the organisers, and this must be fixed to the near side window. This must be removed upon completion of the event or on retirement. It is the competitor s responsibility to ensure plates are legible throughout the event. 21. Force Majeure The organisers reserve the right to cancel any section from the results if they deem it fair to do so Force Majeure notwithstanding. 22. Insurance All competitors must have either: a. Extended their own private motor insurance (no fee applicable) or b. Use the Lockton Motor Sports Club Scheme (see below) Lockton Motor Sports Club Scheme The Club has applied to Lockton Motor Sport Risk Services for a Blanket Certificate of Insurance under the above scheme. This will provide competitors who need to use the scheme with Third Party Insurance Cover necessary to meet RTA requirements on the road sections of the event. The basic rate for the event (before any loadings) will be This is inclusive of Insurance Premium Tax. All new applicants wishing to use the Scheme must be able to comply with all points of the Lockton Motor Sport Risk Services Declaration: 1. Over 21 and held a full licence for at least 6 months 2. Not more than 1 Fault Accident in the last 3 years 3. No more than a Maximum of 6 speeding points on licence 4. No physical or mental disabilities 5. No other material facts Material facts are those likely to influence the acceptance or assessment of your risk. Failure to disclose material facts may lead to the insurer declaring the resultant cover to be null and void. If you are in ANY doubt about facts that may be considered to be material, then these should be disclosed on the Insurance Proposal form for your own protection. Competitors who are ABLE to comply fully with the above declaration simply pay the required premium 18
19 and sign the Lockton Motor Sport Risk Services and Signing On Form at documentation No letter of acceptance will be issued. Competitors who are UNABLE to comply with the declaration will need to download the Insurance Proposal Form from when submitting their entry and ensure it is returned directly to Lockton Motor Sport Risk Services at least 14 days prior to the event to allow sufficient time for the application to be processed and a letter of acceptance to be issued. Faxed copies of the proposal form ARE acceptable. Damage declaration All competitors will be required to complete and sign a report declaring that they have not been involved in any incident resulting in damage to private property or injury to persons or animals, or alternatively give details of any such incident. Any information given will incur no penalty, but a competitor failing to provide a completed form at the finish or within 48 hours for non finishers, or falsifying a declaration will be EXCLUDED retrospectively from the results, forfeit any award gained and reported to the MSA. Where an accident has occurred the organisers must be notified on the day of the event. Competitors who retire shall be required to submit the form within 48 hours to the Entries Secretary giving the location and reason for retirement. Any competitor who, as a result of his/her driving on the event, is prosecuted by the police, will be EXCLUDED retrospectively from the results and forfeit any award gained as per D , H and R8.4. Competitors are reminded that by law, any incidents should be reported to the police. Competitors WILL be expected to contribute towards the costs or claims incurred in respect of damage caused to property. It is a condition of signing the entry form and the MSA signing on forms at 19
20 the start that competitors accept this clause. Any competitor unwilling to contribute towards any such cost should they be involved in an accident will be excluded retrospectively from the results, forfeit any award gained and reported to the MSA. They will also be prevented from entering other Ammanford Motor Club events in the future. 24. Pace Notes The use of pacenotes or map markings is forbidden. Navigation on the event must only be carried out by the use of OS maps. Any other form of navigation will be classed as pacenotes. A pacenote will be defined as per R and any marking(s) on the map not provided by the organisers. Any competitor found in possession of such map markings/pacenotes will be EXCLUDED. There will be an initial map check at signing on and thereafter random checks throughout the course of the event. At the organisers discretion, any competitor observed on the route prior to the event may not be permitted to start. 25. Driving Standards Observers The Organiser, in accordance with R8.1 may appoint DSOs or Judges of Fact. Checks manned by these officials will be identified by control boards with either DSO or Judge of Fact display on them only. Failure to stop when requested by a DSO or Judge of Fact will incur the penalty of EXCLUSION. A full list of DSOs and Judges of Fact will be displayed at documentation. 26. Service Service will not be permitted at any time during the event, except by the crew working on their own car. This also applies to any halt. The penalty for infringement will be EXCLUSION. However, competitors may work unaided, and may borrow tools from the proprietor of a halt, or borrow tools only from fellow event competitors only not from spectators and the general public. 27. Official Photographer D A Photography will be the official photographer. Brian Gilbert (Photosport) will also be in attendance. 20
21 28. Mobile Phones Competitors may carry mobile phones but they must be switched off during the duration of the event and can only be used for recovery/safety purposes. Any misuse of this facility will lead to the exclusion of the crew concerned. (R7.2.3) 21
