3 The Children s Board of Hillsborough County Who We Are The Children s Board of Hillsborough County is an independent special taxing district that was established by Hillsborough County voters in 1988 to improve the lives of children and their families in our community. The Children s Board generates revenue from property tax paid by Hillsborough County property owners. Through a competitive procurement process, the Children s Board invests those dollars in programs and services provided by nonprofit organizations within the County which focus on children prenatal to age 8 and their families. The Children s Board is governed by 10 board members, including five citizens from Hillsborough County appointed by the Governor, the regional director of the Department of Children of Families, an elected juvenile judge from the 13th Judicial Circuit Court, an elected Commissioner from the Hillsborough County Board of County Commissioners, an elected School Board member and the Superintendent of Hillsborough County Schools. As required by law, the Children s Board is audited by an independent auditor each year. The Children s Board is one of 8 independent Children s Services Councils in Florida. Our Mission The Children s Board of Hillsborough County promotes the well-being of children and families by uniting community partners, investing in innovative opportunities, and leading the county in best practices so the whole community can realize its full potential. Our Vision Hillsborough County will be recognized as one of the top places in the nation to raise children. 4 The Children s Board Administrative Services Organization/Flexible Funding Pool The Children s Board and community partners invest over $3 million in a funding pool that supports families in our community. The Children s Board purchases the services and supports that families need, providing choice and spending accountability, and manages eight sources of funding. [Last year, over 5,700 children and more than 23,000 household members received support from the Children s Board through its flexible funds. Computer Mentors provides an instructorled curriculum to assist parents in available Internet tools to become more proficient educators of their children. Layla s House is located in Sulphur Springs as a neighborhood based program but has universal access. Layla s House is an early childhood resource center providing a continuum of services from pregnancy to age five (5) for parents and caregivers of infants and young children. Layla s House is dedicated to family strengthening, keeping children safe and healthy and working as co producers with parents to achieve positive outcomes for their children. Layla s House provides and coordinates programs, resources, activities and opportunities that enhance positive early childhood development and support families of children from birth to age eight (8). Programs are focused on promoting nurturing and attachment; enhancing parents knowledge and understanding of their child s development; and providing opportunities for developing positive relationships and social connections. Layla s House has strong collaborations and partnerships with other early childhood education programs, maternal-child health organizations, hospitals and child-serving agencies. To qualify for a Family Team Conference, families must have a child under the age of nine (9) living in the home with the family and not be currently involved in formal child welfare case management services. Provides Family Team Conferences, sponsors a Youth Council, and provides PCAT, an after-school literacy program. A Family Team Conference is a facilitated gathering of family members, friends, members of the family s faith community and professionals who work together to: develop individualized plans to strengthen family capacity, assure safety, stability, and permanency, and build natural supports that will sustain the family over time. The Youth Council for ages provides opportunities for youth leadership development, community service projects, educational advancement and career exploration. PCAT, an after-school literacy program for Kindergarten students attending Sulphur Springs Elementary School, is designed to assist low-performing children succeed and be promoted to the next grade. Benefits include: Strengthening families and children s success in school through education, support and community building; utilizing principles and strategies that shift practice from an emphasis on risks to one that builds on strengths and resiliency. 18

The CLC after-school program provides tutoring and common core-based curriculum for K-3rd grade students heavily focused on the improvement of reading scores. The CLC will utilize a Positive Behavior Support (PBS) model proven to improve student s social skills and attendance rates. The CLC will also implement the B.E.S.T.
