Sponsored by: Select Committee on Mental Health and Substance Abuse Services A BILL for AN ACT relating to mental health and substance abuse services; providing appropriations; specifying conditions; authorizing a competitive bid process as specified; identifying the regions designated by the department of health for purposes of certain appropriations; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: 0 children. Section. Mental health services for infants and There is appropriated seven hundred thousand dollars ($00,000.00), or as much thereof as necessary, from the general fund to the department of health, for the fiscal year beginning July, 00 and ending June 0, 00. 2 00 STATE OF WYOMING 0LSO-00 funds appropriated under this section shall only be used by community mental health centers to contract with the equivalent of not more than ten (0) full-time master's degree level therapists. The persons under contract with 0 0 community mental health centers pursuant to this section shall provide early intervention services for families with preschool age children who are experiencing or are at risk of behavioral, mental or alcohol or substance abuse disorders. Funds under this section shall only be distributed to community mental health centers that have established interagency collaborations within the region designated by the division in which the center is located to provide early intervention services as specified in this subsection. Community mental health centers receiving funds under this section shall only expend the funds to contract with therapists as authorized by this section. Any funds unobligated and unexpended under this section on June 0, 00, shall revert to the budget reserve account. This appropriation shall be included in the department's 0-0 standard budget request. Section. Supported independence program. SF00
3 00 STATE OF WYOMING 0LSO-00 0 There is appropriated two hundred sixty thousand dollars ($0,000.00), or as much thereof as necessary, from the general fund to the department of health, for the fiscal year beginning July, 00 and ending June 0, 00. This appropriation shall only be expended for the purpose of funding a supported independence program within a single region designated by the department of health. The program receiving this appropriation in the region shall be selected by the department of health, in consultation with the mental health and substance abuse services division, through a competitive bid process. Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 0, 00. This appropriation shall be included in the department's 0-0 standard biennial budget request. Section. Mental health crisis stabilization. 0 (a) There is appropriated five hundred fifty thousand dollars ($0,000.00), or as much thereof as necessary, from the general fund to the department of health, for the fiscal year beginning July, 00 and ending June 0, SF00
4 00 STATE OF WYOMING 0LSO This appropriation shall only be expended for the purpose of developing and enhancing mental health crisis stabilization services provided within the southwest region designated by the department of health. The program receiving this appropriation in the region shall be selected by the department of health, in consultation with the mental health and substance abuse services division, through a competitive bid process. Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 0, 00. This appropriation shall be included in the department's 0-0 standard biennial budget request. (b) There is appropriated six hundred sixty thousand 0 dollars ($0,000.00), or as much thereof as necessary, from the general fund to the department of health, for the fiscal year beginning July, 00 and ending June 0, 00. Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 0, 00. 8 00 STATE OF WYOMING 0LSO-00 There is appropriated three million five hundred thousand dollars ($,00,000.00), or as much thereof as necessary, from the general fund to the department of health, for the fiscal year beginning July, 00 and ending June 0, 00. This appropriation shall only be expended for the purpose of funding five () adult acute psychiatric care programs. The appropriation shall be used to fund one () treatment program within each of the five () regions, as designated by the department. The program in each region 0 0 selected by the department of health, in consultation with the mental health and substance abuse services division, through a competitive bid process shall receive not more than seven hundred thousand dollars ($00,000.00) to provide adult acute psychiatric care within the region. Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 0, 00. 9 00 STATE OF WYOMING 0LSO-00 (a) There is appropriated three million six hundred 0 0 forty-six thousand nine hundred forty dollars ($,,0.00), or as much thereof as necessary, from the general fund to the department of health, for the fiscal year beginning July, 00 and ending June 0, 00. This appropriation shall only be expended for the purpose of funding four () treatment programs. The appropriation shall be used to fund one () treatment program each within the central, west, northeast and Basin regions, as designated by the department, to serve persons with cooccurring disorders of mental illness and alcohol or substance abuse. The program in each region shall be selected by the department of health, in consultation with the mental health and substance abuse services division, through a competitive bid process. Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 0, 00. This appropriation shall be included in the department's 0-0 standard biennial budget request. SF00
10 00 STATE OF WYOMING 0LSO-00 (b) The treatment program selected in each region specified in subsection (a) of this section shall receive nine hundred eleven thousand seven hundred thirty-five dollars ($,.00), or as much thereof as necessary, to be expended as follows: (i) Not more than forty-four thousand dollars ($,000.00), shall be allowed for reasonable start-up costs; 0 (ii) Of the remaining amount, not more than ten percent (0%) may be used to fund administrative costs for the treatment program; and (iii) The remaining amount after paragraphs (i) and (ii) of this subsection are deducted shall be expended for personnel, equipment and for the operation of the program based on a daily rate established by the department of health. 0 providers. 11 00 STATE OF WYOMING 0LSO-00 (a) There is appropriated one million three hundred fifty-nine thousand five hundred twenty-two dollars ($,,.00), or as much thereof as is necessary, from the general fund to the department of health for the fiscal year beginning July, 00 and ending June 0, (b) The appropriation under this section shall be distributed to community substance abuse treatment centers under contract with the mental health and substance abuse services division and shall only be expended by the community substance abuse treatment centers to increase the salaries of direct care personnel in community substance abuse treatment centers. This appropriation shall be included in the department's 0-0 standard biennial budget request. Section. Salary increases; mental health providers. (a) There is appropriated one million eight hundred 0 twenty-six thousand one hundred forty-eight dollars ($,,.00), or as much thereof as is necessary, from the general fund to the department of health for the fiscal year beginning July, 00 and ending June 0, 00. 12 00 STATE OF WYOMING 0LSO-00 (b) The appropriation under this section shall be distributed to community mental health centers under contract with the mental health and substance abuse services division and shall only be expended by the community mental health centers to increase the salaries of direct care personnel in community mental health centers. This appropriation shall be included in the department's 0-0 standard biennial budget request. 0 Section. Regions of the state. (a) For purposes of this act, the five () regions of the state designated by the department of health include: (i) The southeast region, comprised of Albany, Carbon, Goshen, Laramie and Platte counties; (ii) The central region, comprised of Converse, Fremont, Natrona and Niobrara counties; 0 (iii) The northeast region, comprised of Campbell, Crook, Johnson, Sheridan and Weston counties; SF00
