1 TITLE: REPORTS TO: ASSISTANT SUPERINTENDENT FOR CURRICULUM AND INSTRUCTIONAL SERVICES Superintendent 1.03 PAY GRADE: Admin 8 WAGE/HOUR STATUS: Exempt ROLE AND PURPOSE: Reporting to the Superintendent, the Assistant Superintendent for Curriculum and Instructional Services provides leadership to substantially and effectively pursue the highest standard of development, implementation, evaluation and refinement of the District s curriculum, instruction, staff development and related academic programs. The Assistant Superintendent for Curriculum and Instructional Services assists the Superintendent substantially and effectively in the task of providing leadership in organizational development, student achievement, and support of education programs and services. Although the Assistant Superintendent for Curriculum and Instructional Services does not have primary responsibility for services in the areas of administrative services, finance and support services, human resources or legal services he/she is charged with working collaboratively and supportively with the Deputy Superintendent, the Assistant Superintendent and Legal Counsel, the Assistant Superintendent for Finance and Support Services, and Assistant Superintendent for Human Resource Services to ensure that the LTISD Core Commitments are supported and the best interests of students are served. QUALIFICATIONS: Minimum Certification/Education: Master s Degree required in educational administration and/or curriculum and instruction Appropriate Texas education certificate required Texas Mid-management/Principal/Superintendent or other certification, preferred Special Knowledge/Skills: Knowledge of administrative procedures (TEC, SBOE rule, TEA, policies, etc.) necessary to provide effective and comprehensive leadership of a district-wide K-12 academic program. Knowledge of sound theory and best practices related to curriculum and instruction, assessment, staff development, technology, special education and planning and evaluation. Ability to effective evaluate professional performance of administrative and teacher personnel. Ability to effectively manage district resources. Ability to effectively develop and implement major district projects and/or initiatives. Ability to effectively interpret policy, procedures and data. Strong communication, public relations, and interpersonal skills. Familiarity with federal program funding and delivery systems.

2 Ability to provide effective collaboration and support for integration of technology into the instructional, staff development, and administrative environments. Minimum Experience: At least five years of successful experience in the teaching, administrative and/or supervisory capacities in education. MAJOR RESPONSIBILITIES AND DUTIES: Reporting to the Superintendent, the Assistant Superintendent for Curriculum and Instructional Services performs the following duties: A. Provides effective and substantial leadership in various curriculum and instructional services areas. This includes, but is not limited to: Accepts responsibility for general supervision of the total academic program to ensure that there is a continuous focus on student growth and learning. Provides for systematic evaluation of the effectiveness of the instructional program. Work collaboratively with the Deputy Superintendent and the Director of Accountability and Achievement regarding the collection, review, interpretation, and use of data to improve student achievement. Supervises the use of formative assessment practices to encourage skilled teaching and higher-level learning. Interprets and disseminates TEA directives (that are instructional program related) to staff; uses the findings of student assessment (as appropriate) for school improvement activities. Ensures that student grading practices are uniformly and consistently applied, and support effective teaching/learning practices. Provides a final recommendation to the Superintendent regarding the textbook adoption process and serves as a consultant to the Superintendent regarding instructional programs and materials as related to textbook adoption. Supports and monitors school staff in the scheduling of instructional time and activities to maximize learning. Supervises the Department of Technology and Information Systems Services and the Coordinator of Learning and Teaching Technologies to ensure district-wide planning and coordination of the integration of technology into the academic program. Facilitates the coordination of campus library services. Oversees the Department of Technology and Information Systems Services in the implementation of the district and campus-based instructional technology action plans. Serves as the Superintendent s designee as chair of the Advisory Committee on Education (ACE) committee to ensure that state and local requirements are being met as they relate to the academic program (e.g. staff development plan, waivers, grant reporting, etc.). Coordinates the development of Board policies related to curriculum and instruction to provide direction for effective curriculum management and instructional delivery.

3 Work collaboratively and effectively with the Deputy Superintendent in the development, implementation and evaluation of the District Improvement Plan to ensure that it is congruent with and supportive of the District s Strategic Plan. Work collaboratively and effectively with the Deputy Superintendent in the development and implementation of a program development cycle to assess program status/quality on a regular basis. Works with appropriate staff to develop, maintain, and revise curriculum documents based on systematic review and analysis. This includes development of curriculum guides that are accessible, complete, and adequately organized to guide quality, effective instruction. Assumes primary responsibility for developing a curriculum that is adequately articulated and coordinated to effectively guide a sequential K-12 instructional program for instructional staff. Assumes primary responsibility for building a staff development plan that reflects an accurate, data-driven needs assessment and one that is focused and aligned with district and campus improvement plans. Coordinates the development of a student assessment program that does not overly rely on criterion and/or norm-referenced tests but one that is adequate to guide teaching and learning. Coordinates the development of specific academic program interventions that reflect careful study, consistency of philosophy, thoughtful design, robust implementation, and timely evaluation for improvement of student achievement. B. Provides leadership that reflects a commitment to the following: School/Organizational Climate Promotes a school and organizational climate that results in positive morale and openness to the community. Demonstrates through words and actions that high expectations are held for staff and student performance. Communicates effectively with staff, students, parents, and the community. Relates to staff, students, and parents in ways that convey equality and mutual respect. Involves staff in decision-making activities which focus on effective teaching/learning practices. Demonstrates sensitivity in dealing with staff, students, and community members from diverse cultural backgrounds. School Organizational Improvement Promotes a shared vision of what the District is and is striving to be. Demonstrates goal-oriented performance and concern for those involved in school improvement efforts. Systematically monitors school improvement activities and program activities. Personnel Management Ensures that performance is improved through a planned, professional staff development process, directed toward individual renewal and attainment of the District s goals and mission.

4 Conferences regularly with assigned staff to discuss performance; jointly develop improvement objectives to identify professional growth opportunities. Demonstrates skill in coaching staff, provides technical assistance to principals, teachers, and staff concerning the teaching/learning process, and encourages improved overall performance. Administrative and Fiscal/Facilities Management Documents the human, material and fiscal resources needed to attain the District s instructional goals. Works with appropriate staff to plan and effectively utilize federal, state, and private grants and monies. Manages the budget development for the Curriculum and Instructional Services department, and work collaboratively with other departments to ensure that programs are cost effective and funds are managed responsibly and prudently. Analyzes facilities and equipment needs for optimum teaching and learning; utilizes information to make necessary changes or adjustments. Recommends improvements in policies, administrative procedures and federal and state regulations related to the responsibilities of the position. Student Management Ensures that pupil/personnel services are effective in supporting the teaching/learning process. Professional Growth and Development Utilize information provided through formal and informal assessment data and a professional growth plan to improve professional skills and knowledge. Participates in professional organizations, disseminates ideas and information to other professionals, and provides leadership in identifying trends and opportunities, as well as solving problems facing the professions. Performs duties in a professional, ethical, and responsible manner and serves as a role model for all District staff. School/Community Relations Communicates district mission, vision, success, and needs to the community. Demonstrates through actions and words responsiveness to community concerns. Communicates district curriculum, instructional practices, accomplishments, goals, and new directions to parents and the community; solicits their input on these instructional issues. Personnel Supervises the work of departmental staff, to include: the Executive Director of Technology and Information Systems Services, Director of Learning and Teaching, Director of Accountability and Achievement, Director of Special Services, Child Care Director and the department s administrative assistant. Works collaboratively and effectively with the Superintendent s cabinet, Executive Leadership Team, campus principals, counselors, teachers, and other staff, etc. Performs other duties as assigned.
