Cayabyab CITY OF SAN FERNANDO The Department of the Interior and Local Government in Central Luzon (DILG 3) recently conducted a regional forum on Mainstreaming Climate Change Adaptation and Disaster Risk Reduction (CCA-DRR) in Local Development Planning at the Subic Freeport Zone in Zambales province. I am gratified of these initial reports, but my directive for them to continue their assessments as the weather clears still stands, DoLE Secretary The activity is in line with the DILG s mandate of assisting LGUs on the completion of local plans such as the Provincial Development and Physical Framework Plan (PDPFP), Comprehensive Land Use Plan (CLUP) and Comprehensive Development Plan (CDP). Gov t readies corn industry for ASEAN integration QUEZON CITY The Philippine corn industry is gearing up for the integration of ASEAN economies with national and local government leaders pulling all stops to enable corn growers attain sustainable production of high quality grains, for both yellow and white varieties. The Department of Agriculture (DA) has always regarded the local government as a sturdy and dependable partners in the implementation of programs and various strategies that would enhance agricultural development, Assistant Secretary and National Rice and Corn Program Director Edilberto de Luna said. At least, that was what has been promised by City of San Fernando Mayor Edwin Santiago during an ocular inspection at the New Public Market in Barangay Del Pilar, where rehabilitation works will be done in January next year. He hopes that the market will be transformed into a flood-free one, to attract more Fernandinos and investors. He also hopes to enhance the market s current condition by upgrading facilities such as stalls, pathways, comfort rooms and parking areas. The upgrading of the facility also seeks to encourage healthy competition between local vendors and big companies, increase the profit of micro, small and medium-sized enterprises, and promote the culture of traditional palengke. We really hope that this dream of the mayor comes true, for it will benefit the vendors, the Fernandinos and the city as a whole. (045) ATTORNEY Tayag to some, Katoks to many of his family and friends here in Pampanga. Renato Dayrit Tayag was one of my ninongs in my baptism more than 30 years ago. He was one of the closest friends of my father, the late Dr. Jose O. Pelayo Sr. I remember my dad spoke about him a lot in some of our fatherand-son moments over a bottle of Pale Pilsen sometimes with a jigger of brandy. Ironically, I cannot remember any instance that Ninong Katoks and I had a chance to know one another which is pitiful. His birth centennial this October has been included in one of the special events of the month-long celebration of Fiestang Kuliat The city government of Angeles headed by Mayor Edgardo Pamintuan and the Center for Kapampangan Studies of Holy Angel University recently launched the revised edition of Tatang Katoks Recollections and Digressions. I remember my father used to have a copy of the original version together with other treasures created by Tayag, but some got damaged during the wrath of Pinatubo in the 90s. But because of the revised edition, I had the opportunity to brush up this meaty book and imagine the way things were in retrospect. The young generation especially the youth of Angeles City should take time to read his masterpieces and his life story. The front cover of the revised book applied the portrait made in pencil teacher s corner EDUCATION involves the transfer of knowledge, habits and skills from one generation to another through research, training and teaching. In today s society, education and learning play an important role in shaping the lives of individuals and the society. The most effective way of boosting economic growth, reducing poverty and improving people s health is by investing in education. Manpower is essential for economic growth. A highly educated manpower further stimulates economic growth. Additionally, a highly educated manpower can easily adapt to new working environments and conditions. It is evident that education serves as the driving force for innovation of new inventions and services. In this book, Tayag bares the origin of his unconventional nickname. Apparently, a bully in his class at the Pampanga High School was the one who called him Cato the Censor (referring to the ancient Roman senator) after he attempted to stand up against the bullies as the young Renato delivered a short sermon about how to become good citizens like the ancient Romans. Hence, the moniker stuck and evolved into the immortal nickname. Tatang Katoks did remind his acquaintances though to be careful with spelling and pronouncing his name it is always plural. Plural indeed, Katoks was because he was more than one kind. 5 OPINION 5 OCTOBER 23-25, 2015 Headline Gitnang Luzon THROUGHOUT the year, various towns and cities within the Province of Pampanga celebrate feasts honoring their patron saint. But in Angeles City and Bacolor, there is one common fiesta that they religiously celebrate with really grand preparation the Fiestang La Naval. This annual fiesta is in honor of their common patron saint Nuestra Señora del Santisimo Rosario de La Naval with Angeles City celebrating it every second Sunday of October (with Nuestra Señora del Santisimo Rosario de La Naval de Angeles) and the town of Bacolor every third Sunday of November (with Nuestra Señora del Santisimo Rosario de La Naval de Bacolor). But how did this religious rites start? Batalla dela Naval The 17th century (1600s) was marked by a series of battles between the Spanish colonial force and the invading Dutch naval army. The Spanish side as always relied on the help of Kapampangan soldiers. It was on the 14th of December 1600 when the Spanish fleet composed of Kapampangan forces led by Antonio de Morga battled Dutch warships led by Admiral Oliver Van Noort near Manila. Although the Spanish side lost a flagship and 300 men, the Dutch were forced to withdraw. The performance of the Kapampangans once again La Naval and the Kapampangans (1st of 3 parts) impressed the Spanish authorities; three years later, Governor General Pedro Bravo Acuña organized the first Filipino companies, led mostly by Kapampangan captains with 1,000 to 2,000 Kapampangan foot soldiers. Chinese revolts In the same year, Kapampangan soldiers (particularly the Macabebes) massacred the Chinese as ordered by colonial authorities. On October 20, Chinese rebels retreated to the mountains of San Pablo, Laguna, where they engaged government forces composed of about 200 Spaniards, 300 Japanese, and 1,500 native Filipinos under the leadership of Cristobal de Arqueta Honcha. After Spanish reprisals, total casualties were estimated at 15,000-20,000. The rebellion was quelled only with the arrival of 4,000 Kapampangan soldiers. By 1639, the Chinese were again rising in revolt, led by Christian converts (married to native women) who protested being conscripted to clear new lands under extremely rigorous conditions, and being made to pay fees teacher s corner AS a teacher, I can be passionate about a lot of things. Reforms Powered by local support of Kapampangan soldiers, Spanish authorities undertook ambitious expansion of colonial territory. In 1606, the Spaniards began exploring and conquering lands in the archipelago and Southeast Asia, tagging along Kapampangan soldiers. One Kapampangan captain won distinction in these expeditions: Francisco Palaot. He stood side by side with Governor General Bravo de Acuña, who led a voyage to the Moluccas in On March 6, 1608 King Philip III issued an order putting an end to the abuses being committed by Spaniards in the islands, such as the forced recruitment of native men as workers during times of planting and harvesting. WHILE it s quite unfair, we often blame the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) whenever we experience faulty forecasts or somewhat inaccurate weather reports. Since I was a kid just like other kids who are excited about hearing from the PAGASA on the announcement that classes are suspended due to a typhoon I merely rely on the said agency s forecast, reports and updates on the weather. Of course weatherman Amado Pineda s voice and simple stature are still fresh in my mind, as many kids then were anticipating for his announcement of no classes. On personnel, there is no doubt that we may have the best meteorologists in the world. Sadly however, the said agency is also a perennial victim of brain drain, with its finest weathermen leaving the office for greener pastures abroad. With their quest for better lives and compensation abroad, we need not guess as to why they are leaving the country and their jobs at PAGASA. We cannot blame them for doing so as a matter of fact. The country lies on the Pacific Ring of Fire. This means that we are the passageway of tropical depressions, storms, typhoons and other weather disturbances. We cannot avoid these natural phenomena, but we can surely do some measures to somehow alleviate their effects. One way of preparing for these weather occurrences is by forecasting their locations and determining their paths. To determine these, we need modern equipment to accurately predict their trajectories. With this, we can forewarn areas where the said occurrences shall pass. This is where disaster-preparedness and management set in. Recently, the PAGASA has announced their acquisition of five more Doppler radars to be installed in strategic areas to complement those that are already in place in Cagayan, Eastern Samar, Quezon province, Baguio City, Subic, Tagaytay, Cebu, Virac in Catanduanes, Batanes, Palawan, Iloilo, South Cotabato, and in Agusan del Sur. The said Dopplers that will be purchased will somehow give a big boost to the country s weather agency and disaster management. They are the new eyes in the sky in addition to PAGASA s existing ones as part of the modernization, albeit slow, of our country s premier weather bureau. Aside from the Dopplers, other weather equipment and facilities need to be modernized. Many of PAGASA s employees are also in need of their salaries and benefits upgrade to avoid the resignation of our finest weathermen in the land. 8 special feature VOLUME IV NO. 92 OCTOBER 23-25, 2015 FRIDAY - SUNDAY Ordinary people doing extraordinary deeds BY DENCIO PACHECO IT WAS in September in 2013 when Facebook friends from Pampanga decided to give birth to a social networking group, the Taga Pampanga Ku (TPK). Mark Joseph David of Magalang and Nomer Medina of Arayat started it all and united Kapampangans all over the world with the internet as their point of convergence. After its conception, it became a Facebook page that merely provided information on weather, crimes, happenings, incidents and various activities and updates. It also posted articles and photos of history, including other relevant and informative pieces that helped in the cultivation of the Filipino culture in the minds of everyone visiting the web page. Eventually, it became the meeting place and virtual tambayan of the members of the group and their guests and friends who later on joined the TPK. A moderator or administrator (admin) managed the uploads and the conversations in the said website. Worthy to note is the contribution of Admin Maris Dizon of Sta. Rita town, who complemented the idea of the group to level up the activities of the TPK not just on the internet but also outside the worldwide web. Soon, the TPK came up with the idea for the group to engage in helping others in need. Through brainstorming and sharing of ideas, members of the group decided to visit marginalized communities and dole out slightly used clothes, dental kits, rubber slippers, basic school supplies for children and grocery items. The group also engaged in feeding programs, with their beneficiaries entertained with songs and performances while being fed not with a simple meal but with sumptuous Kapampangan dishes. Such activities, which they call as missions, started in Sapang Uwak in Porac, then in Katutubo Village in Planas of the same town. The group had likewise visited San Antonio Elementary School in Bacolor where they delighted school children with various school supplies, food and entertainment. The group s fourth mission was quite different as they visited and extended various help to fire victims composed of several families in Sto. Cristo, Guagua town. Their latest good deed meanwhile happened in Barangay La Paz Turu in Arayat town where they brought relief goods, school supplies and even gave small amounts of cash to families in the said barangay. We may wonder where the group gets its funding to shoulder the things they give away. For their first mission, members shared each other s resources until they had enough to give joy to their recipients. Because of the appreciation of the other members of the group on TPK s civic activities, many of them eventually gave their own little share for the succeeding missions. Later on, TPK members from other countries, many Overseas Filipino Workers (OFWs), sent some funds for the missions with some members in the country also extended their share, in their own little ways. The TPK is all about bonding, friendship, sharing, joy in giving, equality, willingness, transparency and volunteerism. Milton Vasquez, the chairman of the group once said, We find happiness in helping other people through our own small ways. TPK means happy children. School supplies ready for distribution.
