3 Introduction A message from the Office of the Commissioner of Insurance The Office of the Commissioner of Insurance (OCI) was created by the legislature in 1870 and vested with broad powers to ensure that the insurance industry including all licensees meet the insurance needs of Wisconsin citizens responsibly and adequately. Agent Licensing is in charge of reviewing and issuing insurance licenses to individual intermediaries and firms. It also provides oversight of the professional licensing testing services and administration of prelicensing and continuing education program. Wisconsin insurance law requires resident agent applying for a major line or some limited lines to pass an examination and submit fingerprints as part of the application process. The licensing process grants permission to individuals to engage in the practice of and prohibits all others from legally practicing insurance sales. By ensuring a minimum level of competence, the licensure process protects the public. OCI is responsible for establishing the acceptable level of safe practice and for determining whether an individual meets that standard. OCI has contracted with Prometric to develop, evaluate, maintain and revise insurance related examinations for individuals seeking to obtain various insurance licenses in Wisconsin, and to administer the prelicensing and continuing education program. At a glance This handbook provides information about the examination and licensing process for obtaining a resident insurance license. Candidates should read this Licensing Handbook including the examination content outlines prior to taking an exam. To obtain your insurance license 1. Read this handbook to learn about examination and licensing requirements. 2. Complete the required prelicensing education (if applicable) from a Wisconsin approved education provider and obtain a certificate of prelicensing course completion. 3. 5 TAKING THE EXAM Applying for an individual Intermediary (agent) License License Authorities (LOAs) Wisconsin Licensing Requirements The following LOAs can be obtained for an individual intermediary license: Major Lines Life Accident & Health Property Casualty Personal Lines P&C (this license limits the sale of P&C insurance to individuals and families for non-commercial purposes). Variable Life/Variable Annuity* *Note: To sell auto and/or homeowner s insurance, an agent must obtain both property and casualty authorities or the personal lines P&C authority. Limited Lines Credit Title Crop Surety Travel Legal Expense Other License Type Navigator Lines of Authority that do NOT Require an Exam The limited lines of crop, surety, travel, legal expense and the major line of variable life/variable annuity do not require prelicensing education or an examination. However, individuals seeking the variable life/variable annuity authority must hold a life insurance license and must be registered for Series 6 or Series 7 through the Financial Industry Regulatory Authority (FINRA). Candidates can apply for these license types online on Vertafore at or NIPR at The application fee is $75 per line of authority. 3

6 Prelicensing education requirements Prelicensing Education Each candidate for a property, personal lines, casualty, life, or accident & health insurance license must complete at least 20 hours of prelicensing education. This requirement does not apply to candidates applying for the limited line credit or title insurance license. Prelicensing education must be completed at a school approved by the Office of the Commissioner of Insurance. Candidates completing approved self-study prelicensing courses must also pass a proctored examination and have the proctored affidavit form submitted to the approved school to receive credit. This is in addition to the licensing examination required by OCI and must be completed before taking the licensing examination. Failure to complete all prelicensing requirements (including submission of the proctored affidavit form) will require the candidate to re-take the exam. The prelicensing school/provider will electronically submit course completion data for each candidate to OCI. It is required to be banked within ten (10) days of course completion and/or successful completion of the self-study proctored examination(s). Prelicensing education must be completed prior to taking the licensure examination, and is valid for one year from the date of completion. The course content provided by schools will include eight (8) hours of study of the principles of insurance, general Wisconsin insurance laws and ethics. Once these eight hours are completed, they need not be repeated for each line. Twelve (12) hours regarding policies, terms and concepts and line specific insurance law must be completed for each major line. A list of approved prelicensing education schools is available at Prelicensing Exemptions The minimum prelicensing educational requirement do not apply to the following: Any candidate applying for the variable life/variable annuity authority or a limited lines credit, legal expense, title, crop, surety, or travel insurance license. Any candidate who has completed a 2-year Wisconsin vocational school degree program in insurance. Any candidate who has completed a 4-year college degree in business with an insurance emphasis. Any candidate, for the applicable line of authority, who holds one of the following professional designations: Life Certified Employee Benefit Specialist (CEBS) Chartered Financial Consultant (ChFC) Certified Insurance Counselor (CIC) Certified Financial Planner (CFP) Chartered Life Underwriter (CLU) Fellow of the Life Management Institute (FLMI) Life Underwriter Training Council Fellow (LUTCF) Accident & Health Registered Health Underwriter (RHU) Certified Employee Benefit Specialist (CEBS) Registered Employee Benefits Counselor (REBC) Health Insurance Associate (HIA) 4

7 TAKING THE EXAM Property, Casualty, or Personal Lines P&C: Accredited Advisor in Insurance (AAI) Associate in Risk Management (ARM) Certified Insurance Counselor (CIC) Chartered Property and Casualty Underwriter (CPCU) Candidates seeking an exemption from the prelicensing requirements must submit the Prelicensing Exemption Form and official documentation providing evidence of designation. Code, the applicant must be at least eighteen (18) years of age to obtain a license. Applicants younger than 18 will not be allowed to register for the exam. Fingerprinting Requirements: Candidates must submit fingerprints and a complete background check. Individuals should follow the procedures as detailed in the Fingerprint & Background Check section of this handbook. How to Apply for an Individual Intermediary License Candidates can submit an electronic application within hours of passing the examination on Vertafore at or NIPR at Applications should be submitted no later than 30 calendar days after passing the examination. A $10 fee is charged for each application submitted pursuant to s (1) (Lg), Wis. Stat. Candidates can submit one application for one or more lines of authority. The fee for all applications submitted is non-refundable and non-transferable. Candidates can submit documentation for any "yes" answer to the application questions through the NIPR Attachment Warehouse at on Vertafore at along with the application or by to the Agent Licensing Section at ociagentlicensing@wisconsin.gov. OCI will issue the license upon receipt of a complete electronic application and verification that the applicant has met all licensing requirements. Once issued, the candidate can print a copy of the license online at oci.wi.gov. Wisconsin does not mail a hard copy of the license to the applicants. Candidates can then request to be appointed with the insurance company in order to transact insurance business in Wisconsin. Licensing Exemptions Resident Intermediary (Agent) 1. A resident agent whose license has been expired more than 12 months must complete prelicensing education for the previously held line of authority, take the examination that covers state law, rules and regulations, submit fingerprints and apply online on Vertafore at or NIPR at Candidate can register for the exam online at A resident agent who wants to apply for a new line of authority must complete prelicensing education, take the examination, submit fingerprints and apply for the license online. 5

A resident agent whose license has been canceled for less than 12 months can apply for reinstatement for the same line of authority without completing prelicensing education or passing a written examination. A resident agent who is required to complete continuing education must have satisfied all previous continuing education requirements to have his or her license reinstated. The agent can apply online on Vertafore at or NIPR at Any resident agent whose license is revoked for failing to pay delinquent taxes or child support can obtain the Resident Reinstatement Application at and submit it to the state. Nonresident Intermediary (Agent) 1. A nonresident agent whose license has been expired more than 12 months in their previous resident state or designated home state and wants to apply for a Wisconsin resident license must complete prelicensing education for the previously held line of authority, take the examination that covers state law, rules and regulation, submit fingerprints and apply for the license online. Candidates can register for the exam online at The agent can submit an electronic application online on Vertafore at or NIPR at 2. 9 TAKING THE EXAM Applying for an Individual Navigator License Prelicensing Training Requirement Each candidate for a Wisconsin navigator license must complete at least 16 hours of prelicensing training. Prelicensing education must be completed at a school approved by the Office of the Commissioner of Insurance. The course content includes: Eight (8) hours of study of the principles of insurance, Wisconsin insurance laws, ethics and health insurance; Four (4) hours of study of Wisconsin public assistance program, and; Four (4) hours of study on the Affordable Care Act. Candidates completing approved self-study prelicensing training must also pass a proctored examination and have the proctored affidavit form submitted to the approved school to receive credit. This is in addition to the licensing examination required by OCI and must be completed before taking the licensing examination. An application form may be downloaded free of charge from the OCI s Web site at OCI will issue the license upon receipt of a complete application and verification that the applicant has met all licensing requirements. Once issued, the candidate can print a copy of the license online at oci.wi.gov. Wisconsin does not mail a hard copy of the license to the candidate. 7

10 Certified Application Counselor registration Prelicensing Training Requirement All candidates wishing to become a certified application counselor are required to take the same prelicensing training as navigators. Each individual must complete at least 16 hours of prelicensing training at a school approved by the Office of the Commissioner of Insurance. The course content includes: Eight (8) hours of study of the principles of insurance, Wisconsin insurance laws, ethics and health insurance; Four (4) hours of study of Wisconsin public assistance program, and; Four (4) hours of study on the Affordable Care Act. The prelicensing school will electronically submit course completion data for each candidate. How to Register to Act as a Certified Application Counselor (CAC) Certified Application Counselors are not required to be fingerprinted or apply for a license. However, they are required to register with OCI. Candidates must provide the employer or sponsor with documentation showing successful completion of the prelicensing and examination requirements. It is the responsibility of the entity with which the CAC is associated to register the individual with OCI. 8

11 TAKING THE EXAM Fingerprinting and Background Check Candidates applying for a resident intermediary license or an individual navigator license are required to submit fingerprints and a criminal history from the Wisconsin Department of Justice, Crime Bureau, and the Federal Bureau of Investigation. Fingerprinting is also required of existing resident agents looking to add new lines of authority to their existing license that have not been fingerprinted in the last 180 days. Certified Application Counselors are not required to be fingerprinted. Candidates can make a fingerprint reservation online on Fieldprint at At the time of reservation, candidate must enter the Fieldprint code (not case sensitive): FPWIOCIInsurance. The cost is $39.25 for digital fingerprinting. Fingerprints can be submitted at any time but an application will not be processed until fingerprints are submitted. Candidate must present two (2) forms of current signature identification. The primary identification must be government issued, photo bearing with a signature and the secondary identification must contain a valid signature. Identification must be in English. 9

12 Resident Intermediary Licenses and Exam Requirements Candidates must pass an examination, if required. Candidates should follow the procedures as detailed in the Registering and Scheduling Exams section of this handbook. Candidate may take the examination at any Prometric test center in the United States. Follow the instructions here to register and schedule an appointment to take the examination. Registering and scheduling exams Before you can test, candidate must contact Prometric to: 1 Register for the exam candidate needs to take. 2 Pay the exam fee. 3 Schedule an appointment to take the exam. Prometric will provide a confirmation number as evidence that the candidate has completed the registration process. Keep the confirmation number you will need it to schedule, reschedule, cancel, and confirm the appointment. Accommodations. If the candidate requires Americans with Disabilities Act (ADA) accommodation or English as Second Language (ESL) additional time, see Special Test Considerations on Page 13 before registering. 10

14 To register and schedule an exam online 1 Access 2 Under Get Started, click on the Start button and follow the prompts. By phone a one-step process Candidates may register and schedule the examination by calling (866) between 8 a.m. and 9 p.m. (Central Time), Monday through Friday, and between 10 am and 3 pm (Central Time), Saturday and Sunday. Please have the exam registration form and Visa or MasterCard information available. At the end of the call, the candidate will be given a number confirming the appointment. Record and keep this confirmation number for reference. By fax or mail a two-step process Candidates can register by fax or mail in two steps: (1) register and pay the exam fee and (2) schedule the exam appointment by phone. Candidates may fax the completed exam registration form (Page 52) to Prometric at (877) Candidates must include the Visa or MasterCard number and the cardholder s signature on the fax. Candidates may mail the completed exam registration form and the appropriate exam fee. When registering by mail, candidates may pay the exam fee by including a Visa or MasterCard number, company check, cashier s check or money order. Personal checks and cash are not accepted. Prometric may issue vouchers redeemable for payment of an examination fee upon request by a candidate. Faxed registrations are processed within 24 hours, or one business day, of receipt. Assume four to eight days for delivery of mailed registrations and then 48 hours for processing. Once your registration has been processed, candidates can schedule an appointment by calling Please record and retain the number confirming the appointment. Registration fee, expiration, and refund policy The exam registration is valid for 180 calendar days and will expire without further notice at that time. If the candidate has allowed the exam registration to expire, or was unsuccessful in the exam attempt, the candidate may re-register by any of the methods listed above, keeping in mind that the dates on your Course Completion Certificate will still need to be valid and that another exam registration fee is required for each attempt. The prelicensing course is valid for one year beginning with the date the course was completed. If the candidate has not registered, scheduled, and passed the exam within this time period, the candidate will need to retake the prelicensing education course. If the candidate cancels the exam reservation at least 72 hours prior to the appointment, the candidate may transfer the examination fee to a new reservation, or may request a refund. Candidates who cancel the reservation without proper notice (less than 72 hours prior to the test appointment) will forfeit the entire exam 12

15 TAKING THE EXAM fee. If the candidate arrives late and cannot be seated for an examination or does not appear for a scheduled exam, the entire examination fee will be forfeited. Exam registration fees are not refundable or transferable. If absent or late for your appointment If the candidate misses the appointment or arrive late and is not allowed to test, the candidate will forfeit the exam fees and must reschedule and pay another exam fee. If the candidate is unable to attend the scheduled exam due to illness or an emergency, call Prometric. Under certain circumstances, the fee to reschedule may be waived. Prometric reserves the right to request documentation to support any illness or emergency claim. Emergency closings Severe weather or an emergency could require canceling scheduled exams. If this occurs, Prometric will attempt to contact the candidate by phone; however, the candidate may check for testing site closures by calling Prometric. If the site is closed, the exam will be rescheduled without a rescheduling fee. If a test center is open for testing and the candidate chooses not to appear for the appointment, the candidate will forfeit the exam fees and must reschedule and pay another exam fee. Special test considerations ADA accommodation. If the candidate require testing accommodations under the Americans with Disabilities Act (ADA), please contact Prometric at (888) to obtain an accommodation request form. Reasonable testing accommodations are provided to allow candidates with documented disabilities recognized under the ADA an opportunity to demonstrate their skills and knowledge. Candidates should submit professional documentation of the disability with their form to help us determine the necessary testing arrangements. Thirty days advance notice is required for all testing arrangements. There is no additional charge for these accommodations. ESL accommodation. All examinations are given in English. If English is not the candidate s primary language, the candidate may qualify for additional time for the test by requesting an ESL Authorization from Prometric. Please include: A personal letter requesting the authorization; and A letter from the English instructor or sponsoring company (on company letterhead), certifying that English is not the candidate s primary language. If documentation is approved, Prometric may extend the time limit on the examination to time and a half. The candidate will be notified by mail of this approval and should not schedule the exam until the candidate has received the approval letter. Preparing for the Exam Being well prepared can help the candidate pass the exam and possibly save money and time spent retaking it. This section offers: An overview of the exam content outlines. 16 An explanation of how to take a practice exam. Content outlines overview The license exam for each type of license consists of questions that test knowledge of topical areas listed in the content outline for that exam. An overview of each exam content outline appears in this handbook, beginning on Page 20. The candidate can view a detailed outline specific to the exam online at Item-development staffs at Prometric and insurance professionals research the content and write questions. The questions are then submitted to industry professionals in Wisconsin for review and approval. These industry professionals first identify the important areas of knowledge and then confirm that the examination questions assess them. This process ensures that the examinations reflect content that the candidate, as an entry-level agent, will need to know to properly perform the duties for the insurance-buying public. Note Do not schedule the exam until you are familiar with all subject areas in the applicable content outline. Study materials In addition to any prelicensing education that is required for the exam, the candidate is free to use materials of choice to prepare for the exam. Manuals have been prepared by different publishers to assist candidates specifically in preparing for license exams. Because of the number and the diversity of approach of these publications, neither OCI nor Prometric reviews or approves study materials. General recommendations. You may obtain recommendations for study materials and prelicensing study courses from insurance companies, the company or agency the candidate plans to work for, or local insurance and agents associations. Practice exams Wisconsin statutes. The exam outlines contain a section on Wisconsin statutes and regulations. In addition to general study material, the candidate may wish to consult the references cited in the applicable content outlines. The candidate can also access Wisconsin statutes and insurance regulations at Practice exams are available at While practice exams contain general, nonstate-specific insurance questions, they are created in the same format and use the same question types as the actual licensure exams. Practice exams will also help the candidate to become familiar with the computerbased testing process. During the practice exam, the candidate will get immediate feedback to correct and incorrect responses as well as overall feedback at the end of the session. If the candidate may print out the final practice exam results to help with further test preparation. Practice exams are available for life, accident & health, and property/casualty lines of authority. The fee for each practice exam is $25 and is payable online at the time the candidate purchase the practice exam. 14

17 TAKING THE EXAM Taking the Exam Knowing what to expect when taking the exam may help you prepare for it. This section contains: An overview of the testing process. Regulations that will be enforced at the testing center. Information about the types of questions on the exam. A guide to understanding the exam results. Information about appeals. The testing process The exam will be given by computer. The candidate does not need any computer experience or typing skill to take the exam. Before the candidate starts the exam, the candidate will receive a personalized introduction to the testing system. The candidate can also take an introductory lesson on the computer. Arrival. The candidate should arrive at least 30 minutes before the scheduled exam appointment. This allows time for the candidate to sign in and for staff to verify the identification. Identification required. The candidate must present a valid form of identification before taking the test. That identification document must: Be government-issued (e.g., driver s license, state-issued identification card, passport, or military identification card). Contain both a current photo and signature (if not the candidate must present two identification cards: one with the candidate s photo and one with signature). Have a name that exactly matches the name used to register for the exam (including designations such as Jr. and III ). Important Failure to provide appropriate identification at the time of the exam is considered a missed appointment. As a result, the candidate will be required to pay another full examination fee before making another appointment. If the candidate cannot provide the identification listed above, contact Prometric before scheduling the appointment to arrange an alternative way to meet this requirement. Test center regulations To ensure that all candidates are tested under equally favorable conditions, the following regulations and procedures will be observed at each test center. 1 The candidate will be continuously monitored by video, physical walk-throughs and the observation window during your test. All testing sessions are video and audio recorded. 2 The candidate must present valid (unexpired) and acceptable ID(s) in order to take the test. (See Identification required in the above section). 3 The candidate is required to sign out on the test center roster each time the candidate leaves the test room. The candidate must also sign back in and show your ID to the Test Center Administrator (TCA) in order to be re-admitted to the test room. 15

18 4 The candidate is prohibited from communicating, publishing, reproducing, or transmitting any part of the test, in any form or by any means, verbal or written, for any purpose. 5 The candidate must not talk to other candidates or refer to their screens, testing materials, or written notes in the test room. 6 The candidate must not use written notes, published materials, or other testing aids, except those allowed by OCI. 7 The candidate is allowed to bring soft earplugs or center-supplied tissues in the test room. 8 Any clothing or jewelry items allowed to be worn in the test room must remain on the person at all times. Removed clothing or jewelry items must be stored in a locker. 9 The candidate must not bring any personal/unauthorized items into the testing room. Such items include but are not limited to: outerwear, hats, food, drinks, purses, briefcases, notebooks, pagers, watches, cellular telephones, recording devices, and photographic equipment. Weapons are not allowed at any Prometric test center. The candidate will be asked to empty and turn pockets inside out prior to every entry into the test room to confirm that it has no prohibited items. 10 The candidate will be scanned with a metal detector wand prior to every entry into the test room. If the candidate refuses, the candidate cannot test. 11 The candidate must return all materials issued by the Test Center Administrator (TCA) at the end of the test. 12 The candidate is not allowed to use any electronic devices or phones during breaks. 13 The test may have either scheduled or unscheduled breaks, which are determined by OCI. The TCA can inform the candidate what is specifically permitted during these breaks. 14 Repeated or lengthy departures from the test room for unscheduled breaks will be reported by the TCA. 15 If the candidate needs access to an item stored in the test center during a break such as food or medicine, the candidate must inform the TCA before the candidate retrieves the item. The candidate is not allowed to access any prohibited item (as defined by the OCI). 16 The candidate must conduct himself/herself in a civil manner at all times when on the premises of the test center. Exhibiting abusive behavior towards the TCA, or any other staff member of the test center, may result in criminal prosecution. 17 To protect the privacy of all testers, the TCA can neither confirm nor deny if any particular individual is present or scheduled at the test center. 18 Persons not scheduled to take a test are not permitted to wait in the test center. Failure to follow any of these security procedures may result in the disqualification of the examination. Prometric reserves the right to audio and videotape any examination session. Copyrighted questions. All test questions are the property of Prometric Inc. and are protected by copyright. Federal law provides severe civil and criminal penalties for the unauthorized reproduction, distribution, or exhibition of copyrighted materials. 16

19 TAKING THE EXAM If questions arise. Test center administrators are not allowed to answer any questions pertaining to the exam content. If the candidate does not understand a question on the examination, the candidate should answer the question to the best of his/her ability. Question types The questions in the licensing exam are multiple choice. Each provides four options from which the candidate chooses the answer. Question formats. Three different multiple-choice formats are used. Each format is shown in the following examples. An asterisk (*) indicates the correct answer in each sample question. Format 1 Direct question Format 2 Incomplete sentence Format 3 All of the following except Which one of the following is a type of health insurance policy designed to replace the wages of an insured who is unable to work due to an accident or sickness? * 1. Disability Income Insurance Policy 2. Employer-Sponsored Group Major Medical Policy 3. Hospital Expense Insurance Policy 4. Special Risk Policy Benefits under workers compensation insurance are payable: 1. For bodily injury that is accidental or intentional * 2. Regardless of the liability of the employer 3. Unless safety rules are violated 4. Up to a maximum of 30 percent of weekly wages A life insurance policy may include provisions that do all of the following EXCEPT: 1. Restrict coverage if death is caused by suicide 2. Require evidence of insurability to reinstate coverage * 3. Extend the contestable period beyond two years 4. Adjust proceeds if the insured s age is misstated on the application Experimental questions. The examination may include some experimental questions that will not be scored. If present, they are distributed throughout the examination and will not be identified as such. These are used to gather statistical information on the questions before they are added to the examination as scored items. These experimental questions will not be counted for or against the candidate in the final examination score. The exam results At the end of the exam, the score will be shown on the screen and the candidate will receive a printed score report. The report indicates the overall score and grade, including the numerical percentage of questions answered correctly and whether the candidate passed or failed. The report also displays the percentage correct in each major section of the exam, as defined by the exam content outline. These section scores are shown to guide the candidate, his/her employer and the trainer about areas requiring additional preparation for retesting if the candidate does not pass the exam. Even after the candidate pass, the candidate may want to focus on these areas as he/she begins to provide insurance products and services to the public. 17

That is because individual exam outline sections are allocated different numbers of questions on the exam. The total percentage score is computed by dividing the number of questions the candidate answered correctly by the total number of questions in the exam. Adding the section percentages and dividing by the total number of sections do not compute the total score. Prometric electronically notifies OCI of exam results within 48 hours of passing the exam. Note that exam scores are confidential and will be revealed only to the candidate and OCI. 18

21 TAKING THE EXAM Duplicate score report. The candidate may call or write to Prometric to request a duplicate of the score report for a period of one year after an exam. Appeals process Our goal is to provide a quality exam and a pleasant testing experience for every individual. If you are dissatisfied with either and believe we can correct the problem, we would like to hear from you. We provide an opportunity for general comments at the end of the exam. Your comments will be reviewed by our personnel, but the candidate will not receive a direct response. If the candidate is requesting a response about exam content, registration, scheduling or test administration (testing site procedures, equipment, personnel, etc.), please submit an appeal in writing. The appeal letter must provide the candidate s name and social security number, the exam title, the test date and the details of candidate s concern, including all relevant facts. Be sure to include the candidate s signature and return address. Mail the appeal letter to: Prometric ATTN: Appeals Committee 7941 Corporate Drive Nottingham, MD The Appeals Committee will review the candidate s concern and send a written response within 10 business days of receipt. Faxed appeals will not be accepted because an original signature is required. 19

Each examination will include questions on the subjects contained in the outline. The percentages indicate the relative weight assigned to each section of the examination. For example, 10 percent means that 10 questions will be drawn on a 100-question exam and 15 will be drawn on a 150-question exam.
