2 Brand Internationaal Brand Internationaal Brand Internationaal 2011 has been a very difficult year for ANPI. The financial results are still positive but the crisis, with a delaying factor specific to our industry, is still adversely impacting us. If we compare with 2010, which can still be qualified as a grand cru, it is the laboratories which are the most impacted with a turn over reduced to more than 30%. What can we conclude? Without insisting on the financial impact, we have noticed that there are less certificates, less controls, less tests, however the building sector has not been reduced by 30%. This shows that either the ANPI team has been less performing or there are less concerns from the stakeholders regarding the prevention of fire and intrusion. An increasing number of quotes, with a success ratio on orders virtually equivalent to the previous years indicate that it is not the competition which is hitting our sector. They also seem to be impacted the same way. We have noticed that customers request the minimum possible and the average quote value is clearly going down. What is actually happening? Concerning the laboratory and certification, more and more Manufacturers want their certificates but they do not want to pay the cost of the tests. Based on the well known slogan one stop testing, one stop certification, ANPI is requested to certify the products using questionable reports or certificates issued by laboratories sometimes even unknown, but working under accreditation. One must remember that ANPI was the first well known European Laboratory to promote the one stop testing but only if this did not adversely impact the quality. Unfortunately keeping up quality is not the most common rule of the game! Instead of testing the products in our laboratory, which provides a solid proof of quality, the laboratory Operators are forced to do paper work in order to try to understand the dossiers introduced by the Manufacturers which very often lack coherence, and for which the traceability for the certification is often lacking, this is a very important factor. The outcome is, instead of validating or correcting certain reliable and tangible test results, we assist to a long administrative process, which often, due to a lack of administrative rigor from the requester, ends up in long technocratic fights during endless meetings. Regarding our inspection activities, the Installers would like a clean assessment report but they do not want us to apply the whole inspection process, starting from the technical specification analysis to the control of the finished installation, including the assessment of the detailed dossier. One should not be surprised that in the end, the reports indicate some discrepancies which are never pleasant to see. In brief, ANPI is facing an unfavorable tempest. Also, further to its own interest, it is more the interests of its Members which are threatened. It is therefore time to act together in order to put in place an efficient and healthy policy. This policy should systematize from the ground up, the use of quality marks. Three ways are necessary: improving the BOSEC referential for the fire prevention, widen the domains covered by the INCERT mark including in cameras, and to reinstate the I3 mark which guarantees the quality of the products used on the front of the buildings. This is the outcome of a market survey prepared in collaboration with the Federal Public Services of Belgium (FPS Home Affairs) and ANPI.
