1 Instructions f Registering in the Translation Bureau Directy of Linguistic Services Suppliers Procurement Centre Ce document est également disponible en français General Infmation The Translation Bureau would like to thank all its suppliers. Your suppt allows us to provide high-quality services to the Government of Canada. Although it is the largest employer of translats, interpreters and terminologists in Canada, the Translation Bureau sometimes requires the services of linguistic services suppliers (firms self-employed individuals). 1. Ensure that you meet the eligibility criteria. How to Register in the Directy Befe registering in the Directy, it is imptant to ensure that you meet certain eligibility criteria. Depending on the type of service you would like to offer, please consult the eligibility criteria on the following pages: Translation Abiginal feign languages (page 3) Interpretation official, Abiginal, feign and visual languages (page 4) Terminology official, Abiginal feign languages (page 5) 2. Obtain the numbers required f registration (BN and PBN). If you meet the eligibility criteria, you must first obtain the following numbers in der to register in the Directy: Canada Revenue Agency (CRA) business number (BN) The business number is a numbering system that streamlines the way businesses deal with the federal government. If you have a Goods and Services Tax (GST) number Harmonized Sales Tax (HST) number, you already have a business number. The first nine digits of your GST/HST number constitute your business number (e.g RT0001). This number is required to obtain your procurement business number (PBN) (see below). If you do not have a BN, if you think you might qualify f an exemption, please contact the Canada Revenue Agency ( Procurement business number (PBN) The procurement business number (PBN) is composed of the first nine digits of your business number (BN) followed by the letters PG and the four digits of your procurement account number. Public Wks and Government Services Canada (PWGSC) uses the PBN as a supplier identifier code in its purchasing and payment systems. obtain a PBN, you must register with the Contracts Canada Supplier Registration Infmation (SRI) service ( The SRI site provides access to a database of registered suppliers who want to do business with the federal government. 2 3. Apply f registration in the Directy. Once you have read the eligibility criteria and have obtained your business number (BN) and your procurement business number (PBN), you can fill out the Directy registration fm. If you fill out the fm by hand, please print and use blue black ink. The fm is also available in HTML fmat and can be filled out on-line (go to and click Supplier Info on the left menu bar). However, the fm cannot be submitted over the Internet. Meover, to add services language combinations to your file, you must meet the eligibility criteria and provide the suppting documents required accding to the service you would like to add (see eligibility criteria). F significant changes, please use the Directy registration fm and check the box Request f change. 3 Eligibility Criteria Translation (Abiginal and Feign Languages) Abiginal Languages Individuals wishing to be listed in the Directy shall have the target language as their mother tongue AND include a curriculum vitae. The suppliers' files shall be duly reviewed by managers of the Multilingual Translation and Localization Division. Firms wishing to be listed in the Directy shall retain the services of at least one person who meets the criteria outlined f individuals. The suppliers' files shall be duly reviewed by managers of the Multilingual Translation and Localization Division. Feign Languages (French and English are not part of feign languages) Individuals wishing to be listed in the Directy shall F maj languages as defined under the United Nations Charter (i.e. English, Arabic, Chinese, Spanish, French and Russian): o have the target language as their mother tongue; AND o have obtained in the target language a university degree the equivalent (attach copy of degree); o provide representative samples of wk in the source and target languages; o provide relevant references; o include a curriculum vitae. Firms wishing to be listed in the Directy shall F each of the maj languages requested: o retain the services of at least one person who meets the criteria outlined f individuals. F other feign languages: o have their files duly reviewed by managers of the Multilingual Translation and Localization Division. 4 Registration criteria Eligibility Criteria Interpretation (Official, Abiginal, Feign and Visual Languages) Official Languages Passing grade on an accreditation exam in the desired languages. Eligibility criteria f the accreditation exam be eligible f the accreditation exam, a prospective supplier shall provide one of the relevant documents listed below: have a university degree in conference interpretation; have a university degree in a related discipline, with solid experience in conference interpretation, as opposed to community court interpretation; provide evidence of at least two years' experience as an interpreter in a recognized ganization; provide evidence of one hundred days of conference interpretation in a supervised setting over the past three years; be a member of the International Association of Conference Interpreters (AIIC); be certified in conference interpretation by a provincial territial association affiliated with the Canadian Translats, Terminologists and Interpreters Council (CTTIC), after obtaining a passing grade on the ganization's standard examination. Failure Prospective suppliers who fail the examination must wait 12 months befe retaking it f the same language combinations. Eligibility criteria f the accreditation exam Except as otherwise indicated, to be eligible f the accreditation exam, a prospective supplier shall provide one of the relevant documents listed below: be a member of the International Association of Conference Interpreters (AIIC); provide evidence of at least two years' experience as an interpreter in a recognized ganization; have a university degree in conference interpretation; have a university degree in a related discipline, with solid experience in conference interpretation; provide evidence of one hundred days of conference interpretation in a supervised setting over the past three years. 5 Visual Languages American Sign Language (ASL) (Veuillez consulter la version française pour la Langue des signes québécoise (LSQ)) Registration criteria Passing grade on a written exam in English. and Passing grade on practical exams (English-ASL / ASL-English). Eligibility criteria f the accreditation exams be eligible f the accreditation, a prospective supplier shall provide the relevant documents listed below: have a community college diploma; and provide evidence of at least 5 years experience as a visual language interpreter in a professional environment in the public private sect; OR have a community college diploma; and be a certified member of the Association of Visual Language Interpreters of Canada (AVLIC) as an ASL interpreter. Failure A prospective supplier who fails the written practical ption of the exams must wait 12 months befe being eligible to take them again. Eligibility Criteria Terminology (Official, Abiginal and Feign Languages) Individuals wishing to be listed in the Directy shall provide the relevant documents listed below: be certified members in good standing of a provincial territial professional association affiliated with the Canadian Translats, Terminologists and Interpreters Council (CTTIC) AND have a bachel's degree in a relevant field in the case of legal, technical scientific specialties; provide representative samples of terminology recds in the official languages; be prepared to attend, at their own expense, a two-day infmation session on Terminology Standardization Directate wk methods. Official Languages Firmswishingtobelistedin the Directy shall provide the relevant documents listed below: retain the services of at least one person who is a certified member in good standing of a provincial territial professional association affiliated with CTTIC; retain the services of at least one person who has a bachel's degree in a relevant field in der to be registered in legal, technical scientific specialties; provide representative samples of terminology recds in the official languages; be prepared to ensure that at least one person from the firm attends a two-day infmation session on Terminology Standardization Directate wk methods, at the firm's expense. Abiginal and Feign Languages (Inuktitut, Spanish and Ptuguese only) Individuals wishing to be listed in the Directy shall provide the relevant documents listed below: have a university degree AND have taken university courses in at least one of the official languages and in a language other than an official language; be recommended by a national international terminology ganization; provide representative samples of terminology recds in the source and target languages; be prepared to attend, at their own expense, a two-day infmation session on Terminology Standardization Directate wk methods. Firms wishing to be listed in the Directy shall retain the services of at least one person who meets the criteria outlined f individuals.
