2 Location and Characteristics of Bursa Municipality About 4 Million inhabitant (4th largest city in Turkey Center of automotive, textile, food industry University with about students High population growth (5% p.a. over last 50 years, high in-migration from Anatolia) High private motorization growth (4.4% p.a.)

3 Urban Expansion Determined by Topography

4 Motivation for Reorganisation of Public Transport System Situation before new system: About 30% of public transport by irregular minibuses (so called Dolmuš) stop by call, which caused traffic jams (especially in historical centre) and accidents Another 30% by dedicated bus services, e.g. companies, university, schools About 20% municipal buses on dedicated lines, and About 20% by taxis and other private bus lines. Fast growing road traffic by private cars and motorbikes accelerated by significant growth of population and working places. Urban road network fast reached its capacity limit, average speeds reduced, unreliable and unsafe road transport and increased pollution by road vehicles

5 Solution: Reorganisation and Reorientation of Urban Transport Specification of new system: High capacity and fast Light Rail Transit (LRT)- System as backbone of Bursa public transport system with new operator company (private but owned by municipality) Reorganisation of existing public transport system: Irregular Dolmuš-services are abandoned in areas served by LRT and its feeder buses, private owners of Dolmuš are compensated and integrated in new system, e.g. tram drivers Bus line system is reorganised as feeder bus system for LRT, i.e. no parallel lines Unified and modern e-ticketing system for bus and LRT Parking management by municipality (private company owned by city, introduction of appropriate pricing zones) Promotion of future urban development along LRT track Urban (transport) development plan as decision base for measures

6 Main Characteristics of Initial Phase I, Section A Network length: 17.4 km (5 km underground historical city centre), 17 stations, 48 Articulated tram vehicles, Vehicle storage facilities for up to 100 vehicles Workshop for repair and maintenance of vehicles (capacity 300 vehicles) Office buildings for administration, operation and training Tram driving simulator for training of drivers, initial training of 223 employees for operation and maintenance Establishment of Burulaš as legally independent operator company, fully owned by municipality Accompanying Measures: Restructuring of urban bus system as feeder buses 600 Private taxis (Dolmuš) taken out of operation in area served by Light Rail 6

10 Main Benefits of LRT - System and Reorganised Public Transport LRT system provides fast and high capacity public transport backbone (avg. speed 32 km/h => close to subway systems) Urban development complements existing and future LRT -system, i.e. new settlements and companies are located near track LRT operator provide reliable and efficient public transport system and is financially sustainable, i.e. no subsidies required, ticket revenues cover operation and maintenance. Municipality hands over more and more municipal bus lines to LRT - operator. Unified electronic ticket system provide seamless transport to users and reduces fare evasion Road transport is relieved, although still growing private motorisation due to growing wealth of inhabitants 10

11 Outlook for Urban Transport System Gradual further extension of LRT tracks (according to original plan) as well as purchasing of new additional vehicles Further transfer and integration of city bus-lines into LRT - operator Burulaš and extension of e- ticketing Update of urban development plan to current situation 11
