MOTORCYCLES NEEDED Following up on Motorcycle Crash Tests that were done at the 2004 CAARS Conference in Santa Rosa, CAARS Board of Directors will be conducting Motorcycle Crash Tests (Part II) the week of August 24-28, Once again the Crash Tests will be held at the Santa Rosa Airport, in Sonoma County with Bill Focha as our host. We would like to conduct 30+ Motorcycle Crash Tests. However, the only way we will be able to reach this goal is if we have the 30+ Motorcycles. CAARS is asking all of our Law Enforcement members in Northern California to check with your local tow facilities to see if they have wrecked Motorcycles they are willing to donate. The only requirement is the Motorcycle must be able to roll down the runway; they do not have to be operational. CAARS is a non-profit organization so we can issue donation receipt for tax purposes if needed. If you are able to arrange for the donation of any Motorcycle please contact Chris Kauderer at or call We have a trailer and will be more than happy to make arrangements to pick up the donated Motorcycles pretty much anywhere in Northern California. 2 Quarterly Training: The 2nd quarter training sessions have come and gone. Robert Stearns came all the way from Oregon and did back-to-back training sessions for us. I was actually able to attend the training for a change. Personally I thought Robert did a fantastic job. It was very informative and well received by the attendees. Now I need to sit down and take the time to read Forensic Analysis of Seat Belts. For more details about the training, please see the training review on page 7. We owe a special thanks to Anaheim PD and Rick Alexander for providing our So Cal training location. Please remember it is extremely important to RSVP for quarterly training. This ensures we have an adequate number of handouts and snacks on hand for the training. It is equally important if you have RSVP d to let us know if you need to cancel. In some instances if the number of RSVPs exceeds the number of copies already made we make some last minute copy purchases within a day or two of the training. By doing this we lose out on any production discounts. Just a little over $100 was wasted on copies for people who RSVP d but didn t attend the 2nd quarter training. Our 3rd quarter training will be held July 15th (at Orange County Sheriff s Department, see page 8 for details) and August 19th (Northern CA) at Vallejo PD. Toby Gloekler, PE, will be speaking on motorcycle crash reconstruction and case studies. Please note the Southern California training session is occurring first and the Northern California session second. If you have any ideas for topics or speakers, or you yourself would like to present a topic, please don t hesitate to let our training coordinator, know via at 2009 Conference: This year s conference is being held October 1st -3rd at the Sheraton Anaheim Hotel, 900 South Disneyland Drive, Anaheim, CA. There will be an ACTAR exam held on Wednesday September 30th. New applications must be received by ACTAR 60 days prior to the date of the examination; in this case August 1st. If your application has already been approved or you are retaking the exam you must register with ACTAR by the cutoff date of August 30th. There will not be a CA2RS Sponsored ACTAR test preparation class this year. Registration information will be available in the near future. For more information on the conference please see the information on page 4. Collision Magazine: As of July 1st, 2009, subscriptions will be handled directly through Collision Magazine staff and not through CAARS. When CAARS and Collision Magazine initially formed a partnership, it was expected that we could provide them with a minimum amount of subscribers in order to obtain the discounted price of $119 per year. We have been unable to do so and CA2RS was subsidizing the subscriptions in order to provide you with the discount; approx. $80 per year. It is no longer economically feasible to do so. Therefore, beginning July 1st, the cost of the subscription will increase by $10 to $129 per year. We appreciate your support of CA2RS and Collision Magazine and we hope you will continue to take advantage of the training and education opportunities offered by both. 3 Upcoming Elections by Kent E. Boots Per the current CAARS by-laws it is my responsibility as the Chairperson to oversee the upcoming Board of Directors elections. There are four people this year whose terms are up. The position of Vice-Chair, held by Chris Kauderer, and three Directors at large; Jahna Beard, Joel Salinas, and Paul Wade. Board Composition: The CAARS Board of Directors is composed of seven members who are elected by you the membership. The board members and nominees have to be existing CAARS members that are in good standing. The board is comprised of the Chair, the Vice Chair, and five Directors at large. The board must have two representatives from Northern California, two representatives from Southern California, and three non-designated representatives. A non-designated representative can include out-of-state members. Southern California is comprised of the counties located south of the northern border of the following counties: San Luis Obispo, Kern, and San Bernardino. Election Terms: The Directors are elected for two-year terms at the annual fall conference. The Chair and two Directors at Large are elected in even-numbered years and the Vice Chair and three Directors at Large are elected in odd-numbered years. The terms run from January 1 st to December 31 st of each year. Newly elected board members are encouraged to participate in board meetings and discussions between the election and the time they take office. However, newly elected board members don t have any voting privileges until their term takes effect. Nominations: The nomination period runs from July 1 st to September 1 st of each calendar year. Any member in good standing can nominate another CAARS member as a candidate. The nominations can be done verbally at both the northern and southern California third quarterly training session of the year; this year that will be July 15 th and August 19 th. If you are unable to attend the training sessions, written or nominations may be submitted to me for presentation at the meeting. If the nominated member is not present at the training session at which they are nominated, I will notify them in writing and/or via of the nomination within one week after the training session. The nominee then has one week in which to notify me in writing and/or via as to whether or not they accept the nomination. Once a CAARS member has been nominated and accepted the nomination they may submit a short biography or candidate s statement to be included in the Skidmarks edition that is published preceding the annual fall conference. This newsletter deadline is September 7 th. If for some reason there are not a sufficient number of nominees at the end of the nomination period, the Board reserves the right to conduct a nomination/election process during the general membership meeting at the annual Fall conference. Results of the elections will be announced during the general membership meeting at the annual Fall conference. 7 QUARTERLY TRAINING REVIEW Q2Seat & Belt Analysis REVIEW Occupant Kinematics Presented by Robert Stearns On May 13, 2009 the second quarter training was held at the Lionsgate Hotel in Sacramento, California. This training was attended by 19 current members (of which 8 were ACTAR), and two guests that joined the day of training. Of the attendees, nine were ACTAR accredited. This quarters training was on Forensic Analysis of Seatbelts and Occupant Kinematics. The material was presented by Robert E. Stearns, ACTAR #661. For those of you who do not know him, Mr. Stearns is the owner of Collision Reconstruction and Forensic Analysis. In addition, Mr. Stearns is the publisher of Kinetic Energy Press located in Salem, Oregon. Along with the lecture, Mr. Stearns provided handouts to follow along with. The material was obtained from, Forensic Analysis of Seat Belts, Donald J. Felicella, Topics included a history of seat belts with short bios on the men who shaped their design and use, statistics, nomenclature of seatbelts, interior and exterior damage documentation, inspection of the seat belt system and injury correlation and occupant kinematics. Several case reviews were included at the end of the formal lecture. Overall, it was a good discussion. The information provided was a good review for some and new material for others. I feel that one of the best portions of the discussion was the color slides which showed the actual damage and how minute it might appear. A discount page was included for attendees that may want to purchase one of the books his company publishes. 9 CRASH DATA RETRIEVAL UPDATE by Kent E. Boots, FactualDiagrams.com CDR v3.2 This information is a supplement to my article that appeared in the last newsletter. Version 3.2 of the CDR Software was just released and copies of the software are being shipped. Version 3.2 is a software only release. The hardware released up through and including CDR Version 3.1 is required to fully support the vehicle coverage provided in Version 3.2. There were some improvements made to the CDR software. I discussed the CDR file naming convention in my last article. In the newest version of the software, airbag control module (ACM) CDR files now have _ACM added to the file name. For example the file from an ACM would be named: 2FAFP71W76X123456_ACM.CDR. You also have the option during the installation of associating a *.CDR file with the CDR software. This allows you to double-click (or single-click) the file opening the CDR software without having to open the CDR Software first. Kent ACTAR CEU s NOTICE Please take time to check when your ACTAR Accreditation Expires. Do not let the deadline pass; you do not want to be required to take the ACTAR test again!! Below is excerpt from ACTAR website: The Accreditation Commission For Traffic Accident Reconstruction requires that all accredited reconstructionists attain eighty (80) Continuing Education Units (CEUs) within a five-year period from passing the examination to renew their ACTAR accreditation. A passing grade on the exam rewards the participant with a five-year accreditation time period. During the 5- year period an individual must attain a total of 80 CEUs (continuing education units). Upon attaining the required number of CEUs, the individual then submits a written request for reaccreditation along with a renewal fee of $120, plus any applicable CEU fees.. Individuals may submit a request for renewal at any time prior to the expiration of the 5-year period (i.e., renew early). Upon renewal, the 5-year clock restarts. One frequently asked question regarding accreditation renewal is "should I renew my accreditation early or wait until the end of the five-year accreditation period?" The answer may depend upon your propensity for acquiring CEUs. If you foresee attending any training courses for which CEUs are likely to be offered and you already possess the 80 CEUs required for reaccreditation, you may wish to renew early so that the upcoming course CEUs can be used for the next renewal period. CEUs, in excess of the required 80, are non-transferrable between renewal periods. Upon renewal the CEU count starts from zero. Test Preparation Course The goals of this three day course are two-fold but most important is to build confidence for those taking the Accreditation Commission for Traffic Accident Reconstruction (ACTAR) examination. The first facet of the course is designed to relieve test anxiety by providing test taking tips, reviewing test standards/types of questions, scoring procedures, and time limits. The second is to provide the crash reconstructionist with a review of the basic concepts/theories necessary to successfully complete the exam. This will be accomplished by completing in-class exercises including a "desktop" reconstruction of an actual crash. Note: This course is designed and intended to review and refresh; NOT teach all of the skills and concepts necessary to pass the ACTAR exam. Attendees should have completed a Traffic Collision Reconstruction Course or equivalent. A diagram kit including a carrying case will be available for sale at the class for $40. This kit contains everything necessary to successfully draw vehicle profiles, plot physical evidence, measure distances and angles, and conduct your dynamics analysis.
