3 Introduction What is ECCE Mundus? ECCE Mundus stands for Enhancing Cross-regional Cooperation with Erasmus Mundus. It is a joint initiative launched by three Erasmus Mundus National Structures: Austria - Austrian Agency for International Cooperation in Education & Research (OeAD-GmbH) Hungary Tempus Public Foundation (TPF) Slovakia Slovak Academic Association for International Cooperation (SAAIC). The project is funded by the Erasmus Mundus programme. What are the objectives? The basic idea of ECCE Mundus is to enhance and facilitate co-operation in Erasmus Mundus between higher education institutions in Central European EU countries, and Central Europe and other regions outside EU (Western Balkans, Eastern Europe, Central Asia) by organising three joint training and contact seminars for universities from these regions. The training and contact seminars in Budapest, Vienna and Bratislava will provide excellent opportunities for HEIs to gain detailed knowledge on developing, managing joint programmes, institutional cooperation and mobility. The project also aims to increase visibility of the programme in these regions among higher education institutions and students.

4 Who is involved in this seminar? The ECCE Mundus seminar in Budapest is targeting higher education institutions active in the field of hard sciences. The geographical coverage is broad - there are representatives of 8 different countries participating in the seminar: Belarus, Hungary, Kazakhstan, Russia, Serbia, Slovakia, Ukraine and Uzbekistan. Their contact details and a short description of their project ideas are collected in this compendium. Please, feel free to use this compendium as a supporting tool for making the most of the networking opportunities during the seminar. The content of the courses and teaching methodologies in the area of computing at EU partner countries universities do not achieve the level offered at EU universities that causes problems not only with mutual recognition of studies and international university cooperation, but also with the employability of the graduates. The jointly developed curricula and courses will reflect both the latest know-how in the computing theory as well as the real needs of the industry in the area of computing. Objectives: - To improve teachers qualifications and skills in the area of computing; - To develop/improve modern master courses in the area of computing; - To develop modern teaching materials for the developed courses; - To implement modern teaching methods in the developed study courses; - To use ECTS in the developed courses and to develop/implement mechanisms for mutual recognition of the studies. Main activities: 1. Staff training (study visits, seminars, and educational courses). 2. Improving/Developing curricula and courses on computing (practical-oriented): scientific computing, numerical analysis and optimization, mathematical modelling and simulation, statistical modelling, statistical computing. 3. Development and publishing of teaching materials, methodological materials. 4. Students participated in developed courses; short mobility courses for students in partner countries organized. 5. Establishment of technical infrastructure (equipment, soft and hard ware) for the implementation of joint programmes. Partners: Project partners will be represented by HEI from Austria, Eastern Partnership countries; Universities from Hungary and Slovakia are welcomed to the partnership, both classical and technical universities. «Classical universities usually cover natural sciences, physical sciences, social sciences, languages, law, etc., but they usually do not cover the areas of engineering. The areas of engineering are covered by technical universities. In our project consortium, each partner country is represented by both classical and technical universities as well. This combined partnership enables to achieve synergies, because the classical universities bring a high-level theoretical knowledge and the technical universities bring close links to industry and to real technical problems to be solved. Expected results: improved teachers of hard sciences qualifications and skills in the area of computing; developed/improved modern master courses in the area of computing; developed modern teaching materials for the courses; implemented modern teaching methods in the developed study courses; ECTS in the developed courses and mechanisms for mutual recognition of the studies; disseminated the developed course and teaching materials to other universities; student mobility on new courses realized.

Among the actual members of the CEEPUS - Agriculture and environment in the 21 st century network there is an agreement about the further educational expansion of the cooperation. A possible way for developing the cooperation is to work out a draft proposal for joint program with the title: Sustainable agri-environment to protect soil and water resources. The expected changes in the world s climate and the growth of the population are a great challenge for all the participants of the agro-food industry. This problem is escalated by the limited access of land and water resources that for several times are degradated by different environmental impacts. Nowadays it is an evidence that bioenergetics besides its several positive effects is not necessarily efficient in sustainable use of the natural resources. With the aim to handle these problems an MSc joint programme is proposed the purpose of which is to educate experts who are able to develop and operate regional and global monitoring systems in the field of natural resources. For this purpose they gain professional knowledge in the use of GIS-Remote Sensing Decision Tools and they get the proper skills in applied natural sciences and engineering. We offer HydroGIS, applied remote sensing, water and soil management educational expert based knowledge and we are looking for partners in the following scientific area: civil engineering (watershed management and ground water hydrology, food management, water quality management (ecologist, ecotoxicologyst, chemist) land reclamation-remediation, landscape management.

Its goal is to train communication professionals who are competent in the authentic, versatile and up-to-date interpretation of scientific and technical knowledge in the media and in museums and other public collections. Graduates of this course will also be trained in science management and able to present scientific results of research institutes. Our Centre for Science Communication offers a Science Communication MSc program and is in research cooperation with our Centre for Science Education. Our facilities include a video studio with staff student workstations for the production of HDD television programs, an Apple and a Microsoft computer lab and a media library. All our currently enrolled Masters students are fluent in English and many of our staff members have teaching / lecturing experience in English. We will be interested in co-operation and in establishing exchange contacts in the field of Science Communication as well. Based on conceptual foundations of Geographic Information Science, SDIs today are a core requirement for managing not only technical services, but our entire societies and environment. Building upon undergraduate qualifications from a spatial and/or computational discipline, this program develops qualifications in spatial data acquisition, geospatial database management, distributed services architectures, geocomputation, spatial analysis and decision support, as well as communication and project management skill. From a labour market perspective, there is clearly a demand from all institutions having to comply with the European INSPIRE (Infrastructure for Spatial Information in Europe) Directive on all levels. Beyond that, emerging SDIs offer a huge opportunity for leveraging their potentials across a broad range of industries, while few if any current geospatial graduate programs focus on the utilisation of infrastructurebased geospatial information in their respective domains. European HEIs have an opportunity to lead the world in advanced education due to the impact of INSPIRE, offering European as well as third country students excellent job prospects and a rapidly growing market with few dedicated academic education programs. Students will be required to study in at least two different countries, with English used as tuition language. In addition, European students will have the opportunity to study at third country associate universities worldwide. All students will complete their first year at the Univ. of Salzburg, then choosing from a specialisation in land management / surveying (Univ. of West Hungary) or remote sensing / planning (JU Krakow). The final master thesis can developed at any of these HEI, depending on the chosen topic and supervision capabilities. Integration of the study programme will be enhanced by attendance of an obligatory summer school integrated with focus semesters in Hungary and Poland, online live seminar presentations / discussions and active involvement with the annual GI_Forum symposium in Salzburg. In addition, measures like internship option (or elective study modules), e-portfolios and technical online training opportunities enhance graduate s employability. The EMSc GSDI is a truly international qualification receiving strong support from GIS industry. Graduates will lead the next generation of cloud-based, fully distributed and semantically enriched SDIs, which are indispensable for sustainable society, economy and environment.

We rely on software to provide our requirements for energy, transport, logistics, communication, information, entertainment and many other needs. Without high quality, high-reliability software, however, we would soon be unable to meet even basic needs. Traditional software development techniques are not, however, keeping pace either with the current rapid changes in hardware architecture or systems complexity. Functional programming, based on strong mathematical principles, is therefore gathering ground as a good way of programming such high-assurance, certifiable and especially multicore systems at relatively low programmer cost. Despite clear industrial and commercial demand for increased number of functional programmers and increasing interest in the student body, there is, as yet, no Masters-level programme in Trustworthy Functional Systems. This market niche will be addressed by Functional IT Master programme.

In the framework of the Bologna process Kazakhstan contributes development of academic mobility of students and professors. Since 2000 KazGASA realizes exchange programs with the University of Applied Sciences (Germany) and University of Seoul (South Korea) and our main aim is expand this field. The main goal of our participation in the seminar is to determine peculiarities of the program of academic mobility in European universities. In order to enhance academic exchange we would like to get valuable information on directions: - training students in abroad on mobility programs; - organization of the summer term for individual educational programs, inviting teachers and students from other universities; - organization of double diploma education; - organization of internships for teachers. We hope that on the result of the seminar in Budapest we will learn the mechanisms of academic mobility in the EU, conclude an agreement on cooperation between higher education institutions which will provide academic mobility of students, discuss possibilities of organization double-degree diploma education and establish new contacts with the European institutions to participate in the project Erasmus Mundus. This year we are planning to find potential partners in the EU and work on the application form for applying for Erasmus Mundus grants. Also, one of the fields of the international activity in KazGASA is organization of workshops, conferences, seminars, exhibitions of student projects and other activities. We wish to discuss with representatives of ECCE Mundus Seminar participants to organize such kind of events jointly.

Radio techniques, electronics and telecommunication 8. Mathematics computer modelling IITU provides knowledge not only in the industry of technology, but in leading management, economy, communication skills and languages, besides we pay great attention to development of the personal, leader skills and creativity. Clearly, education is a constant pursuit, thus, I know that I am educated as long as I never give up attempting to understand the world around me. Moreover, this uncertainty must make the educated person have a mind open to new ideas and explanations. Our reality is that we live in world full of changes. And in that world every person students especially, have to be equipped with the right knowledge in order to success in whatever they are doing and to give the best respond on the problem. I saw an ECCE Mundus Seminars as a great opportunity to get direct insight and possibility to network in topics relating to students mobility around Europe, especially applicable in the field of energy efficiency of all kinds. My idea is strongly orientated to find possible solutions for our students who are studying energy sciences in Serbia to go abroad to developed University or Industry centers in this field to gain and exchange the knowledge. After come back we expect that their knowledge will be the driving force for new international projects and source of regional and wider development. Also idea is to create fast exchange way without many steps of application, which will be based on direct cooperation between University or Industrial centers.

Building capacities and partnership among universities, enterprises and public services in accessing funds and managing projects Partner countries are in the process of gaining wider access to EU funding. Universities have played important role in project based funding in PCs during last decade, dealing mainly with higher education reform, curriculum development and research projects. Based on these valuable experiences and considering possibilities of accessing EU funds that accompany the process of EU integration, the key prerequisites for future social development of partner countries are further improvement of capacities and capabilities at universities and their networking with public services and enterprises. 2. Internationalization of the University of Novi Sad - home The main objective of the project "Internationalization of the University of Novi Sad - home" is the development of a new, proactive, strategic approach to the process of internationalization of the University of Novi Sad, based on the best practices of modern European universities. University of Novi Sad is planning to make in academic year 2012/2013 draft and approve its first internationalization strategy, which on one side was based on previous results of international cooperation of all units within it, and on the other side of the main directions and set clear targets for further joint activities in the field of promotion and development of internationalization in accordance with the Strategy of education Development in Republic of Serbia until Year.

In 2011/2012 academic year according to the terms of the agreement on cooperation between Rostov State Transport University and University du Maine (Le Mans, France), both Universities implemented a joint program of Masters (specializations "Applied Mechanics" "Computer Science", "Economy" developing in progress). Obligatory condition of parallel enrolment graduate is the successful completion of an interview in foreign language (French and / or English), confirming at least level B2 of knowledge of foreign language. Applicants who pass the entrance test in RSTU and confirmed the high level of foreign language, are credited to one year of study in the joint master and prepare a set of documents (Curriculum vitae, a copy of the diploma, a copy of the order of admission to master's etc.) in French and / or English and send it to the partner university for review and approval. First year undergraduates study in RSTU on university curricula and also are engaged in intense study of the French language. Before the beginning of the second year applicants are sent to the French partner universities for six weeks professional language training courses «Dufos». Based to the results of passing the exam on knowledge of French they can be allowed to study in French universities according to the selected master programs. A straightforward consequence is that Information Technologies (IT) penetrates all spheres of human activity. In fact, Computer Science graduates are well prepared for developing and deploying IT solutions but have at most a very limited expertise in the target domain. Hence, a substantial effort is required to ramp-up IT specialists for making the deployment and use of IT in that domain effective and efficient. On the contrary, the subject experts in a domain different to IT carry their domain knowledge and have required information at hand, but are limited in their capability to efficiently use IT for processing this information and making their knowledge effectively actionable. Therefore ramping-up professionals is required at both sides and is often organized in the form of additional courses. The outlined problem is recognized in Ukraine but is addressed without sufficient emphasis on improving IT proficiency. The National higher education programmes register contains a dedicated section of "Specific Categories" listing the programmes at the Master level that could be taken based on an essentially different Bachelor level qualification. However, the programmes from the list of Specific Categories do not explicitly mention IT proficiency as a key capability of the graduates. The general objective of the proposed project is bridging a gap between the qualifications, skills, and capabilities of the Bachelor level graduates and the requirements of their potential employers in the selected non-it subject domains by improving the graduates' IT proficiency. Knowledge Management and Business Intelligence have been chosen as one of the domains for the project because knowledge-based business analytics is the key asset for enterprises to be competitive, efficient, and successful in today's knowledge intensive sectors of economy. It is expected and proven by the recent tendencies that the demand for employing university graduates capable of collecting, engineering, managing enterprise knowledge and developing business intelligence systems based on this knowledge will be substantially increasing in the short-to-mid-term future. The same is true for State and Community administrations. Moreover, the demand for lifelong learning and personnel training will also be increasing. ITproficiency as opposed to IT literacy is essentially required for KMBI professionals as they have to effectively combine their deep domain knowledge with knowledge representation and intelligent software development skills.

It is great the ECCE Mundus Seminar is divided into three categories. Each university may find appropriate partner in designated field. The main idea of our proposed project is to develop a network of European Academic Mobility Centers with emphasis on technical field. ENAMC is a network of academic centers in Central and Eastern Europe, the main objective of these centers is to promote, organize and actively implement one of the main components of the Bologna process, namely the academic mobility. The purpose of these centers is to increase the exchange number of students, doctorates, Post-Docs and staff between partner universities and to distribute its experience among other universities in specific countries. Each CAM in its own country will be the main center for the information accumulation concerning to the availability of academic mobility programs, both at national and international (in the consortium network) levels. The main purpose of these centers is to improve the quality of specialists training, providing the education system flexibility by academic mobility activation and also development and realization of the main principles, methods and instruments of qualitative functioning of the academic mobility and development of vigorous activity of higher educational institutions with two-way exchange both abroad and at the partner institute territory in the frame of the consortium network. CAMs conduct gathering, analysis and distribution of information concerning present mobility programs. Such centers collaborate with universities and institutions in their countries and with similar consortium centers. Centers of Academic Mobility are the national agencies and their activities are aimed at the development and implementation of academic mobility programs. The existence of such centers in countries that are members of the consortium will provide education with more lively and open to new trends character and will enhance crosscultural and interdisciplinary communication.
