8 Overview WHMIS The Wkplce Hzrdous Mterils Infmtion System (WHMIS) provides infmtion bout mny hzrdous mterils used in wkplce. WHMIS clls se hzrdous mterils controlled products. Under WHMIS, wkers hve right receive infmtion bout ech controlled product y use its identity, hzrds, sfety precutions. The gol WHMIS is reduce injury disese by communicting specific helth sfety infmtion bout controlled products so tht infmtion cn be used reduce exposure hzrdous mterils. WHMIS hs developed clssifiction system six hzrd clsses. These clsses re depicted by eight hzrd symbols tht identify specific hzrds controlled products. After controlled product hs been clssified, following three WHMIS elements re used communicte helth sfety infmtion: WHMIS lbels: Lbels on controlled products lert wkers identity product, hzrds, precutionry mesures. Mteril Sfety Dt Sheets (MSDSs): Technicl bulletins provide detiled hzrd precutionry infmtion. WHMIS eduction trining progrms: The employer provides eduction trining f wkers so tht y cn wk sfely with ner controlled products. Wkers need know how WHMIS wks, hzrds controlled products in ir wkplce, sfe wk procedures y must follow. Note: Not ll controlled products in wkplce re sold with WHMIS lbels Mteril Sfety Dt Sheets. Some hzrdous mterils re sold with lbelling hzrd infmtion meeting requirements legisltion. These products re eir prtilly completely exempt from WHMIS requirements (see pge 10). 4 WHAT IS WHMIS?

15 Overview responsibilities The purpose WHMIS is reduce likelihood disese injury in wkplce. WHMIS ws developed through collective effts lbour industry, long with federl, provincil, territil regulty gencies. WHMIS legisltion exists t both federl provincil levels. Federl legisltion estblishes which products re controlled under WHMIS dels with eir impttion sle se mterils. Under WHMIS, those who mnufcture, impt, sell, distribute controlled products re referred s suppliers. Provincil legisltion covers use hzrdous mterils in wkplce identifies employers responsibilities. Wkers who wk with ner controlled products must know how hle m sfely. When n employer becomes supplier If employers impt produce controlled product, even if it is f ir own use, y re considered be supplier controlled product. This mens y must provide n up--dte MSDS ttch supplier lbel. WHAT IS WHMIS? 11

16 The following tble summrizes responsibilities vrious groups identified by WHMIS legisltion. Note tht supplier lbels wkplce lbels re explined strting on pge 13 MSDSs on pge 21. 35 WHMIS Eduction Trining 4 31

36 WHMIS eduction trining f wkers Employers must estblish n eduction progrm f ir wkers ensure tht wkers underst WHMIS hzrds controlled products y wk with ner. Eduction progrms bout WHMIS must be followed up with job-specific trining in sfe wk procedures f hling, sting, disposing se controlled products. Wkers must lso be trined in emergency procedures in event n ccident spill. Wht s difference between eduction trining? WHMIS eduction explins how WHMIS wks, wht n MSDS is, wht infmtion is on WHMIS lbel, infmtion bout WHMIS. Wkers cn be educted through clssroom instruction using videos computer progrms. WHMIS trining refers hs-on, job-specific trining. Trining shows individuls how wk sfely with controlled products in prticulr wkplce. Wkers need be educted trined if y: Ste, hle, use, dispose controlled product Supervise mnge wkers who ste, hle, use, dispose controlled product Serve s emergency personnel Wk ner controlled product, where ir helth sfety could be t risk during nml stge, hling, use, disposl product; during mintennce opertions; in emergencies (f exmple, even receptionist t dentl fice my be exposed mercury if it is spilled) The WHMIS eduction trining progrm must be reviewed t lest once yer determine if it is still effective if it needs be revised. The progrm my need be revised wkers my need be retrined when: Conditions t wkplce chnge New products re being used Refmulted products pose different hzrds New hzrd infmtion becomes vilble 32 WHMIS EDUCATION AND TRAINING

37 Wkers who re successfully educted trined in WHMIS should be ble nswer se four key questions: 1. Wht re hzrds product you re using? 2. How do you protect yourself? 3. Wht should you do in cse n emergency spill? 4. Where do you get me infmtion on this product? When eduction trining progrm is reviewed, it is imptnt find out if wkers still underst hzrds controlled products follow sfe wk procedures. These four key questions cn lso be used evlute wher wkers need be retrined becuse y hve fgotten some infmtion. Wker representtives helth sfety committee must be consulted in developing, implementing, reviewing eduction trining progrms. Does WkSfeBC vlidte eduction trining progrms? WkSfeBC does not vlidte eduction trining progrms. Privte WHMIS consultnts cn help you with eduction trining. WkSfeBC prevention ficers will conduct perfmnce-bsed udits s prt ir wkplce inspections f exmple, y my evlute wkers knowledge helth sfety infmtion specific products y wk with ner. Some industries, such s construction, fer WHMIS crds certifictes prticipnts who complete ir WHMIS eduction progrm. Such crds certifictes re useful f wkers who move regulrly from site site, enbling m prove new employers tht y hve ttended WHMIS sessions. However, job-specific trining t ech wksite is still required f ll wkers who wk with ner controlled products. WHMIS EDUCATION AND TRAINING 33

38 Implementing WHMIS in your wkplce To implement WHMIS progrm, employers should mke use supplier lbels MSDSs, s well s ir own knowledge hzrds products ir use in wkplce. Their wkplce knowledge should tke in ccount fcts such s quntity, wk processes, control mesures, wk loction. F exmple, hzrds spry pinting with controlled product inside confined spce re fr different from hzrds h brushing sme product outdos. Bsed on ll this infmtion, employers must develop written sfe wk procedures tht ensure helth sfety wkers. They must lso educte ir wkers bout hzrds trin m in sfe wk procedures. How employers implement WHMIS in ir own wkplces will vry, but mj elements ir progrms will be similr. The WHMIS Implementtion Pln Checklist on pges cn be used verify tht wkplce WHMIS implementtion pln meets WkSfeBC guidelines. In developing progrm instruct wkers, n employer might use WHMIS Eduction Trining Checklist on pge WHMIS EDUCATION AND TRAINING

39 Wht re sfe wk procedures? Employers must develop effective procedures prevent exposing ir wkers excessive levels hzrdous mterils. These include sfe wk procedures f hling, using, sting, disposing controlled products. As well, sfe wk procedures must be estblished f emergency situtions spill clen-ups. Sfe wk procedures should be written y should ddress specific hzrds controlled product how it is used in wkplce. They must contin enough detil provide direction wkers. Wkers must be trined by employer must follow se procedures t wksite.
